Strengthening Safety for National Assembly: Focus on the Public Tour System (국회 안전확보를 위한 보안성 강화방안: 참관제도를 중심으로)

  • The purpose of this study is to provide measures for National Assembly safety and control safety issues arise from increased National Assembly public tour services. First, the study provided the definition of National Assembly public tour and types of tour services, tour procedures, and visitor guidelines. Next, risk factors for National Assembly were discussed and environmental security of national major facilities were compared. Furthermore, four measures for strengthening safety for National Assembly were discussed. First, it is important to utilize special security guards in National Assembly since they can use special weapons unlike general security guards. Second, special guards can be flexibly utilized compared to general security guards. Third, based on the Private Security Law, there is no legal issues for utilizing special security guards since National Assembly is categorized as national major facilities. Fourth, educational programs for security guards are focused on National Assembly safety, brief education, martial arts, customer satisfaction, more specialized educational program for public tour programs should be provided.

  • This study is to present an improvement of security for the National Assembly by survey of persons who use the National Assembly facilities. Most of respondent said that their security consciousness level is above average, and they know National Assembly building is National Major Facility First class but they did not know well what the Major Facility First class is. Many of respondents thought security design of National Assembly building is inadequate, so reinforcement of access control management is necessary. For reinforcement of access control management, security gate and preparing of some obstacles are required. They said that they could put up with inconveniences incurred as a result of reinforcement of access control management, that could be affected positively for the reinforcement. The recognition on the necessity of security education is high, but there is no proper security education program. For practical security education, contents and different method followed by different facilities user should be considered.

A Study on the Press Report Analysis of Special Security Guard in Korea Using Big Data Analysis

  • This study is primarily aimed at providing a foundation for academic development and the leap forward of the Special Security Industry through the press report analysis on Korea's special security guard using big data. The research methods It was analyzed by the research methods in relation to keyword trends for 'special security guard' and 'special guards' using the Big Kinds program. According to the analysis based on the period of growth (quantitative and qualitative) of the special security industry, there were many press reports and exposure related to carrying firearms, national major facilities, and regular employees. Unlike the general security guards, the special security guards were released higher by media as a law was revised to allow them to carry or use firearms at important national facilities. There was a lot of media attention concerned about the side effects of misuse, and there were also high media reports on the transition of regular workers to improve poor treatment, such as the unstable status of special security guards and low wages. Therefore, the need for continuous development and improvement of professionalism and work efficiency of special security services are emphasized.

  • This research aims to enhance the security and safety of bicycle facilities by utilizing convergence technology of ubiquitous sensor network in the transportation system. To achieve the aim, U-bike system has developed by utilizing sensor network technology, and the serviceability and safety function of public facilities in the system have enhanced. This research also presents a plan for the construction of U-bike using ubiquitous sensor network and safety infrastructure of facilities by analyzing bicycle traffic reports and characteristics of service through studying the literature on the security of bicycles and the safety of facilities on bicycle lanes. The result of this research will contribute to the enhancement of safety function of bicycle lanes and facilities around National 4 major rivers bicycle lanes in the future.

  • I Study on the security measures of the World Cup Korea and Japan jointly in 2002. The paper, purporting to consider security counterplans, comprise five chapters. Chapter I which sets out purpose, scope and method, is followed by chapter II, dealing largely with the legislations and importance on the security measures of the 17th FIFA World Cup in 2002. Chapter III concerns the security environment -internal environment, external environment- and the highlights accidents and events of history on the FIFA World Cup. Chapter IV consider security measures of the World Cup Korea in 2002. It is followed by concluding observation made in chapter V. To be operated security systems effectively, these need to be regulated according to a security measures organizations, security facilities and equipments, security plan and protective force, security operations and so forth.

Analysis on the Actual Environmental Conditions of Domestic and Oversea Police Detention Facilities (국내외 경찰서 유치시설의 환경 실태 분석)

  • The primary purpose of this research was to set up the standard guidelines for the planning of interior architectural environments of the detention facilities at the Korean Police Stations. By visit-studying the actual interior environmental conditions of 5 different kinds' domestic Correcting Facilities and 5 domestic police detention facilities and 2 foreign police detention facilities, comparing them to the existing Korean correctional institutions' cell facilities, that the strengths and weaknesses had been analyzed to extract the main concepts and the planning scheme for the Standard Korean Police Detention Facilities. By reserching the National human Right Commitee's Anual Reports, three different indexes were picked out for those analysis : the Environmental control index, the Detention Service support index, the Environmental support index. These three indexes will be used as Key factors for the planning of interior architectural environments of the detention facilities at the Korean Police Stations.: (1)the Environmental control index to establish the Space Program, the Spatial Hierarchy and the horizontal & vertical Security Blocks, (2)the Detention Service support index for the central Environmental Control & Security System, the Secured Privacy for both detainees & police offices, (3)the Environmental support index for the gender-respected segregation of cell zones, the psychological & physical safety design factors, the construction standards of all rooms in a detention facility. The result of this study should be used as the guidelines for "The Standard Plans and Regulations for the Korean Police Detention Facilities" to respect fundamental human rights.

  • Security system in internet as well as the performance in information network became more important as the internet environment is getting popular and complicate. In this study, the security system (Firewall and IDS) was installed in high speed information network and analyzed for a change in the speed of data transfer and the possibility of invasion. The selection of appropriate system, efficient detection and protection and surveillance method were suggested and analyzed In order to do experiments, an experimental model was com prized to analyze the parameters that was affected by the detection and protection system in network. This will give a standard how much we can pull up the security system maintaining the network speed.

  • UPnP(Universal Plug and Play) is commercial product for the first time in home network middlewares, but it has problem that it has no security standards in UPnP specification. In this paper, we present UPnP security model. It is based on XML Signature of XML Security. It provides UPnP with secure services which are device control message authentication and user access level control. It is independent of UPnP modules and has mobility of secure service modules for non secure ability user part. We conclude this paper with an example of applying UPnP Security model to the UPnP audio device control and an test example.

  • Recently, the rapid development of drones is increasing as a variety of threats to important facilities of the country. In order to build an anti-drone system that responds to drones with high technical characteristics, standardization is required in terms of operation, system, and technology. By applying the defense architecture framework, it contributes to the establishment of the optimal system by proposing a standardization plan for the operational and system perspectives of the anti-drone system by creating outputs equivalent to the stage of prior research on weapons systems. It is a prerequisite for building a drone system the operational concept of the anti-drone system, the definition of the drone threat, the function of each component, the interface, the definition of data flow, the system performance and effect scale, etc. Management, security officers, and equipment manufacturers of important national and public facilities on site expect that it will be used as an objective standard at the government level for the component technology of the equipment to respond to the drone threat and the performance required in the environment.

A Study on the Comparison between 「SECURITY SERVICES INDUSTRY ACT」 and 「ACT ON THE PROTECTION, ETC. OF TEMPORARY AGENCY WORKERS」 among Security Guards (「경비업법」상 경비원과 「파견근로자보호 등에 관한 법률」상 경비원의 비교에 관한 연구)

  • According to the Security Services Industry Act security guards are not just workers but security-related service workers complementing the lack of police force and specializing in protecting of national important facilities, industrial facilities and apartment houses. Nevertheless, confusing or mixing the security service workers in "Security Services Industry Act" with the guards in the "Act on the Protection etc. of Temporary Agency Workers" lead to a constant debate about the scope of work of security guards. In the case of security service workers in "Security Services Industry Act" there is a strict limitations on security service worker's qualification such as strict reasons for disqualification, a need to pass training for new workers and qualification training, a need to report to the competent chief police officer if the security guard has placed or unplaced by the security service company. It distinguishes security service workers in "Security Services Industry Act" from the guards in the "Act on the Protection etc. of Temporary Agency Workers" and acknowledges the occupation of security service worker as a professional service worker. Therefore, security service workers in "Security Services Industry Act" shouldn't be obliged to do any other work than security work. If it is required to do other work than security work contract by the "Security Services Industry Act" doesn't apply but need to use a security guard according to "Act on the Protection etc. of Temporary Agency Workers" or hire a security guard on the employment contract. In this way, when security service workers in "Security Services Industry Act" are recognized as professional security related workers, the entire security industry can ultimately develop.
