Nature-adapted Rainwater Management Facility Cases in Korean Apartment Complexes (국내 공동주택단지 자연 순응형 빗물관리시설 사례 분석)

  • In Korea, an environment-friendly concept of "rain re-cycling" was initially introduced in apartment complex planning and designs in the late 1990s. Although its application cases are extremely few, with the growing importance of rainwater utilization, introduction of rainwater management facilities in urban areas began to drawn keen attention. In urban areas also, plans to introduce rainwater management facilities in apartment complexes as infrastructure improving living environment, such as sewage treatment facilities are very urgently required. In order to introduce rainwater management facilities as infrastructure in an apartment complex, apartment complex cases that had introduced the facilities were reviewed first. In this study, a few applied rainwater management facilities in an apartment complex were surveyed(Infiltration barrel, Rubble porosity storage tank, Underground storage tank). As a result, problems in introducing rainwater management facilities in apartment complexes in Korea were identified.

A Study on the Application and Verification of Statistical Techniques for Calculating the Life of Electric Power Facilities (전력설비의 수명계산을 위한 통계적 분석기법의 활용 및 검증에 대한 연구)

  • Social infrastructure facilities such as production, transportation, gas and electricity facilities may experience poor performance depending on time, load, temperature, etc. and may require maintenance, repair and management as they are used. In particular, in the case of transformers, the process of managing them for the purpose of preventing them from failing is necessary because a failure can cause enormous social damage. The management of transformers should consider both technical and economic aspects and strategic aspects at the same time. Thus, it applies the Asset Management concept, which is widely used in the financial industry as an advanced method of transformer management techniques worldwide. In this paper, the operation and power outage data were secured for the asset management of the transformer for distribution, and the asset status was analyzed. Analysis of asset status using actual operation and power outage data is essential for assessing the statistical life and failure rate of the facility. Through this paper, the status of transformer assets for arbitrary A group distribution was analyzed, and the end of life and replacement life were calculated.

  • In order to plan and manage public facilities effectively and efficiently, it is necessary to diagnose the current status of facilities and decide the objective features. Performance measurement is to provide managers with the information they need to measure competitive advantages. This paper discusses public facility performance in order to establish the conceptual framework for performance measurement for public facilities. In order to develop the measurement of public facility performance, a pilot study was conducted with facilities managers of facilities management corporation of public districts in Seoul. We investigated how public facilities management teams have assessed their performance and collected data regarding financial aspects, service aspects, community aspects, and building aspects. There is no standard format to measure facility performance since building sizes, programs, community needs widely differ. However, it is necessary to have a more consistent system to measure facility performance. In addition, each public municipal district needs to empower each district facilities management corporation to participate in managerial decisions and budget control.

Analysis of spatial characteristics and irrigation facilities of rural water districts

  • This study aims to establish basic data for efficient management of rural water by analyzing regional irrigation facilities and benefitted areas in the statistical yearbook of land and water development for agriculture at the watershed level. For 511 domestic rural water use areas, water storage facilities (reservoirs, pumping & drainage stations, intake weirs, infiltration galleries, and tube wells) are spatially distributed, and the benefitted areas provided at the city/county level are divided by water use area to provide agricultural water supply facilities. The characteristics of rural water district areas such as benefitted area, were analyzed by basin. The average area of Korea's 511 rural water districts is 19,638 ha. The average benefitted area by rural water district is 1,270 ha, with the Geum River basin at 2,220 ha and the Yeongsan River basin at 1,868 ha, which is larger than the overall average. The Han River basin at 807 ha, the Nakdong River basin at 1,121 ha, and the Seomjing River basin at 938 ha are smaller than the overall average. The results of this basic analysis are expected to be used to set the direction of various supply and demand management projects that take into account the rational and scientific use and distribution of rural water and the characteristics of water use areas by presenting a quantitative definition of Korea's agricultural water districts.

Reasonable Operation Method for Electrical Safety Management Agency System (전기안전관리대행 제도의 합리적 운영 방안)

  • This study proposes to suggest a direction hereafter which is the most suitable operating system of electrical safety management agency for electrical facilities to enhance electrical safety considering our domestic conditions. It was designed to prevent electrical disasters which are increasing due to environmental changes in the electrical industry, and the diversification and complication of the electrical facilities. And the strategy of this research is based on conditions of safety management agency for the electrical facilities, with the analysis on conditions of electrical disasters, and with a questionnaire investigation for owner of electrical facilities, safety management agency. Results of this research are expected to be used to prevent electric fires and shocks effectively by reinforcing the electrical safety management agency of electrical facilities having danger of large-scaled accidents. It is expected to enhance the nation's competing power against foreign countries by reducing the human and physical loss, resulted from the development of reasonable operating system for electrical safety management agency.

A study on the basic conception of the Saemangeum Agricultural Land Landscape Plan (새만금 농생명용지 경관계획 기본구상 연구)

  • This study aims to establish a landscape plan that can preserve the identity of the region while meeting the unique functions related to land use of the Saemangeum agricultural land. In addition, it was intended to prepare a mid- to long-term landscape plan basic concept for the formation and management of the Saemangeum agricultural land landscape. Therefore, in this study, landscape management by type for processing/storage facilities, production/processing facilities, complex/sales facilities, and research/experimental facilities for facilities scheduled to move in after setting the direction and five strategies for landscape management considering the specificity of agricultural land direction was set. In addition, the landscape management direction for 6 common landscape elements such as buildings, open spaces, advertisements, colors, public facilities, and night scenery was also presented. In particular, Agroworks, Agro City, and Agro Town, which are important landscape areas, are landscape-focused management areas, and the landscape management direction for the area has been established. This study is considered to have great utility value when setting landscape standards for public or private buildings and infrastructure, development projects, etc. to be moved in prior to establishing a landscape plan for agricultural land. It is expected that it can be used as a basis for deliberation and review of the landscape standards derived from this study in the future landscape-related licensing for agricultural land.

Characteristics of Pollutants Discharge from Hoengseong Watershed during the Dry and Rainy Seasons (횡성호 유역의 비강우시 및 강우시 오염물질 유출특성)

  • This study was carried out to make a basic information for establishment of countermeasures against water pollution of Hoengseong watershed, accordingly we investigated the characteristics of pollutants discharge and estimated the unit loads from Hoengseong watershed. Seven sites (S1~S7) were selected for sampling and samples were taken 4 times during the dry and rainy seasons, respectively. During rainfall events, measured site mean concentration (SMC) ranges of $BOD_5$, $COD_{Mn}$, TOC, SS, Turbidity, T-N and T-P were 0.8~1.3 mg/L, 2.3~6.3 mg/L, 1.284~2.110 mg/L, 3.4~69.3 mg/L, 2.36~52.68 NTU, 1.243~1.669 mg/L and 0.025~0.070 mg/L, respectively. And the calculated annual unit loads of $BOD_{5}$, $COD_{Mn}$, SS, T-N and T-P in Hoengseong watershed were 1.327 kg/ha/yr, 7.349 kg/ha/yr, 87.075 kg/ha/yr, 1.848 kg/ha/yr and 0.103 kg/ha/yr, respectively. It was difficult to directly compare the unit loads proposed in this study with the estimated existing those. Because the unit loads in this paper were estimated not by land use types, but by complex land use of non-urban area. From the survey results, they showed that the unit loads in Hoengseong watershed were similar to those exisiting in the forest area, and showed lower than those existing in the paddy/dry field.

  • As the rate of the elderly is proportionally increasing in society, the demands of this group and the services pertaining to them is increasing. The demand for improved services is in relation to national income, the development of medical techniques and the interests of elderly. Therefore, the demand for aged social welfare facilities and management of them is increasing. This paper will focus on the types and states of aged social welfare facilities under the revised aged social welfare law in 2008. Following this research, The Social Welfare Corporation is the highest management level. To date the establishment of more infrastructure has increased rapidly, since 2000. There are many small facilities and a few large facilities.

  • The information technology paradigm has been shift to smart service environment, as ubiquitous technology is used in the latest industry trend. The convergency between industry facilities and ubiquitous technologies accelerate related studies and technologies because of increasing accident prevention and decreasing cost. However, ubiquitous technologies are not used to life environment and industry facilities, because those technologies did not consider industry domain characteristics by means of developing IT technology for common environment until now. This paper aims to develop wireless city gas safety management system, which provide efficient service, and establish the field oriented wireless data transmission infrastructure in order to use ubiquitous technology to city gas facilities.

  • The facilities using LP gas in camping vehicles, which are exposed to safety problems due to the proliferation of domestic leisure culture, are not subject to statutory inspection so, effective safety management measures are needed because the subject or method of safety management is ambiguous. In this study, we tried to propose the safety management measures through the deduction of representative types of camping vehicles, research on the actual condition of LPG facilities in camping vehicles and investigation and review of relevant regulations. Through the results of this study, we expect to contribute to the improvement of the safety management efficiency and safety of facilities using LP gas in domestic camping vehicles.
