  • Korea-China FTA was initialized in 2015. Korea has a high level of dependence on trade for its economic growth, especially to China. Technical Barriers to Trade(TBT) among various non-tariff barriers is becoming increasingly important. Elimination of TBT is one of the key issues in which the South Korean government is interested since technical barriers significantly affect trade between the two countries. MRA has been considered as an effective tool to relieve such technical barriers. Several studies and surveys showed that MRA would mitigate the barriers of import and solve the problems that many companies face in international market. This study tries to seek utilization plan of MRA for Korea-China FTA. It suggests suitable utilization plan of MRA considering the difference of technical regulations between two countries. This paper has value in that it provides specific MRA strategies targeting China while other prior studies have merely analyzed the necessity of MRA.

  • This paper attempts to reveal the relationships between vulnerability, FTA barrier, verification factors and origin performance. According to precedent studies, Our study analysed 104 cases from Korean companies which adopted a rules of origin and then developed a structural equation model. As a result of the model test, this empirical study found that vulnerability have a negatively significant influence on origin verification. Second, there was a positive relationship among origin verification and origin performance. Through the results of this study are the first company in order to enhance competitiveness, improve understanding of the rules of origin, must go to deal jointly with partner companies. Second, to establish a process for the origin of the goods to prove this systematic and should be managed in an orderly fashion. Country of origin verification system of corporate -level internal factors and external factors, separated by a study to assess the level of the enterprise for internal and external is determined that you need.

Generally, in case of a regular TBT notifications, "a protection of human health or safety" and "protection of the environment" are drawn a main articles from TBT committee data. And in case of a specific trade concerns, "international standard" and "transparency" are drawn a important factor from the said data. Henceforth those kinds of articles shall be an issuable matters for negotiation of Technical Barriers of Trade in Korea-China FTA. The results of the study indicate mainly that as Countermeasures of Korea for Technical Barriers of Trade in Korea-China FTA, Korean government level requires to withdraw an exclusive technical regulation of China and supports to improve Chinese technology for safety of products. Korean enterprises should develop products to meet an environment regulation and Korean government should support finance incentive, tax incentive to enterprises. Besides, regarding new international standard it is necessary for Korean side to dominate a relative regulation. First of all, it is important to secure a strength of capability and human resource for international standard activity. For improving a conveyance of notification information and transparency between Korea and China, it is efficient to establish a mutual direct network of notification.

  • In accordance with the promotional strategy of the 'simultaneously occurring and high-level comprehensive FTA that Korean government made clear in the FTA promotion roadmap in 2003, it has already entered into FTA with 22 countries such as Chile, Singapore, EU, MERCOSUR, ASEAN and the like but is progressing or promoting the negotiation about FTA. It is necessary to make efforts to lift all sorts of non-tariff barriers that put restrictions on the import of China with the promotion of the lowering of customs duties in the negotiation of FTA between Korea and China. It is anticipated that imports will be expanded in the manufacturing field as well as agricultural products with the efforts to improve the business management environment of Korean firms within China. Therefore, it is a very important task to make efforts to prevent the roundabout trade made via China by reinforcing the standard and criterion for the origin of country in the Korea China FTA.

  • The purpose of this study is to estimation of Technical Barriers of Trade(TBT) between Korea and China. TBT is one of the key issues in which both governments are interested since the Korea-China FTA negotiations had launched in 2012. In this paper, we aggregate nine country HS codes from World Bank and AIO codes from JETRO. Our estimation model based on modified price wedge approach differentiate previous researches in the sense that it covers all manufacture industries and uses nine country data set. Estimation results confirm the importance of TBT showing that TBT high ranking items significantly overlap high ranking export items. We also find that the size of Chinese TBT are much larger than that of Korean TBT, implying that Korean government needs smart and well prepared strategy for key items in TBT/FTA negotiation with Chinese government.

  • After the establishment of WTO for strengthening of GATT in 1995, the world economy has gradually been integrating toward economic globalisation. Even though this multilateral agreement may be beneficial to many countries but it also interferes domestic policies of member countries and threatens the role of local government and policy independence. For these reasons, FTA between countries or regions has been increasing. According to this trend, Korea and China has reached a substantial agreement of Korea-China FTA for mutual benefits. In general, the Korean automobile industry will benefit from Korea-China FTA due to its competitiveness in the global market and improvement of market access. However in the provisional schedule of concessions and commitment reported by press, the automobile seems to be excluded in this schedule of concessions. Hence, Korean automobile industry can not use the price competitiveness from tariff elimination. Therefore, Korean automobile industry needs aggressive marketing strategies for enhancement of brand equity as well as development of environment-friendly cars for following environment policies of Chinese government. Furthermore, they should make efforts to create the efficient investment environment by the removal of non-tariff barriers.

  • As an increasing number of the FTA, there have also been increasing interests in FTA utilization. It is critical to understand and implement the rules of origin for FTA utilization appropriately. However, due to the spaghetti bowl effect, the restrictiveness index, which is a measure of the degree of difficulty of meeting Product-Specific Rule(PSR) of origin, gets increased. Furthermore, there is a distortion in the method of calculating the correct restrictiveness index. Therefore, we implemented an enhanced method in a context of fishery product to correctly measure the restrictiveness index of Product Specific Rules (PSR) among the rules of origin.

  • As the WTO·DDA continues to stagnate, mega FTAs such as the TPP will likely play the leading role in rule-making of trade for some time to come, creating a 'spaghetti bowl' of trade rules. FTAs, notably high-standard and broad-based regional or mega-FTAs, are the appropriate means to achieve this objective, because they cover many of the policy measures that are needed for the development of global value chains(GVC). The highest quality FTAs are increasingly adding new features like regulatory harmonization that may also foster GVC growth in partner countries. Complementary relationships among markets along value chains, involving both goods and services, also complicate analysis. This is particularly relevant when thinking about policy, since the traditional tendency to think about policies and regulate markets in unconnected silos can lead to unintended and undesirable results. This paper examines the current states of FTAs to determine which are more likely to push this latest wave of globalization further and faster, and explores the plans that are most helpful for GVC growth.
