A Study on the Origin Verification of China and the Cases disapproved under Korea-China FTA (한·중 FTA체제에서 중국의 원산지검증제도와 원산지불인정사례 연구)

  • This study reviews the origin verification system of China via literature research and analyzes cases of Korean exports origin disapproved of Chinese customs clearance, to provide origin verification strategy recommendations for Korean companies exporting to China under Korea-China FTA. We reviewed the provisions of Chinese rules of origin and analyzed origin disapproved cases gathered from various presentations. The main results of the study have the following implications; First, the customs authority needs to establish a consultation channel with the customs authority of China, and origin certification issuing agencies should provide exporters with consulting services in the certificate issuing stage to reduce verification risk. Second, exporters need to pay attention to the formal requirements of the proof of origin, utilize the advance rulings program of differences in classification of items between Korea and China, and monitor regulatory change in China.

Forecasting the Effects of Korea-China FTA on Korean Industrial Exports and CO2 Emissions (한·중 FTA에 따른 산업부문별 수출 변화와 CO2 배출량 변화 예측)

  • This paper measures the impacts of the Korea-China Free Trade Agreement (FTA) on the emissions of carbon dioxide ($CO_2$) in Korean export industries. The Korean industrial exports were forecasted by employing Bayesian Kalman Filter Vector Auto-Regression (BVAR) model. The emissions of $CO_2$ were then estimated by applying the $CO_2$ emission coeffcients on the conditionally forecasted values of export by industries. Under the conditional scenario of the 50% reduction in current tariff rate through FTA between Korea and China, the total $CO_2$ emissions in Korea were expected to increase by 1.96% compared to the BAU (Non FT A) trend at the end of 2010. Another conditional scenario with no tariff after 2012 was also adopted. In this case, the total $CO_2$ emlssions were estimated to increase by 2.06% compared to the BAU up until the end of 2014. These facts imply that the FTA between Korea and China would not result in the significant increase of $CO_2$ emissions in Korea.

  • The FTA utilization rate in Korea current, compared with the developed countries, utilization rate is low overall. In particular, in the case of Korea-ASEAN FTA, etc. remain at 30% level, improvement of FTA utilization has emerged as a matter of urgency. In addition, the proportion receiving the FTA preferential tariff trade companies have also been assessed as weak, improve the utilization ratio is in the policy issue of maximum. In this study, in order to increase the utilization of FTA trading enterprises, and analyzes were performed in reality. And to understand the FTA bottleneck matters of trade enterprises, and was also studied improvement plan consulting and education FTA utilization of trading partners. This has a purpose to provide data useful measures making to improve the utilization of FTA government. It is expected that the contribution of export expansion trade companies that take advantage of the FTA as a result of this study, enhancement of FTA policy, to strengthen the support base of FTA policy.

  • This study looked at the Korea enterprise in China market practices and strategies in accordance with the Korea China FTA macroscopically. And the systematic localization in the mid-to long-term decisions necessary for successful, it is important to the local economy by contributing to strategic social contribution activities also ensure the reliability of consumers. In addition to factors that may enjoy various benefits from an Korea China FTA strategy it is also needed to maximize the additional benefits of the FTA signed by Korea before. In particular, this strategy requires that the biggest benefits of FTA, that determine the tariff cuts by FTA partners to take advantage of it. In addition, the strategy that should be taken in advance to prevent any unnecessary risks through the recent rapid and thorough understanding of the appropriate response, Chinese, Chinese culture on O2O retail market. It is considered that the Korea China FTA requires multidimensional efforts with seeking a comprehensive and affordable countermeasures in order to act as an important factor for Korea market companies, government, companies and academia at the same time. In particular, the idea to carefully look at the various features with the Chinese consumer market will be a very important point.

  • 한미FTA 협상이 가속화되면서 자동차산업에 어떠한 영향을 미칠지가 초미의 관심사로 부상하고 있다. 지난 호에 한미FTA가 타이어산업에 미칠 영향에 대해 살펴 보았으나, 이번 호에서는 우리 타이어의 주요 수출시장인 미국 자동차산업의 근황과 글로벌 소싱 현황에 대해서 살펴보도록 한다. 지피지기면 백전불퇴라 했으나, 아직까지도 우리는 미국 자동차산업에 대해 정확히 이해하지 못하고 있는 듯하다. 최근 자동차산업이 한미FTA의 수혜산업중 하나로 평가되면서 노동계와 일부 식자들은 근거없는 논리를 바탕으로 국내 자동차산업의 피해를 주장하고 있다. 자동차산업은 다양한 산업과의 연관성 뿐 아니라 수 많은 전략을 바탕으로 성장하고 있는 역동적인 산업이다. 따라서 한미FTA가 자동차산업에 미칠 영향을 정확히 분석하기 위해서는 관세 및 비관세 철폐의 효과 뿐 아니라 양국 정부의 자동차 산업정책, 산업의 구조, 경쟁의 주체인 기업의 경쟁력 수준 및 전략과 소비자들의 선호도 등을 종합적으로 고려하여 정태적인 영향과 동태적인 영향을 분석할 필요가 있다. 본고에서는 미국 자동차산업의 근황과 글로벌 소싱 현황에 대해 살펴보고 이러한 글로벌 소싱이 한미FTA 자동차분야 협상에 미칠 영향에 대해 살펴 본 후 시사점을 도출해 보기로 한다.

Analyses of Trade Trends and Competitiveness of Korea and Vietnam in Forest Products (한-베트남 임산물 교역동향과 경쟁력분석)

  • This study is design to provide basic directions that Korea can take in forestry negotiation of Korea- Vietnam FTA. Trade trends and characteristics of forestry sector are figured out and the competitiveness of main products are analyzed. The trade amount between Korea and Vietnam is $207,260 thousand. Korea exports nontimber products to Vietnam, while she mainly imports wood products. The average import value of wood products during recent five years accounts for 88% of all value from Vietnam. The export items are not various, and the export value is small. The amount of imports, however, which are mainly composed of low price wood products, is relatively big. The results of analysis say that three items of Korean forest products have competitiveness, while Vietnam has eleven items. According to the study it is recommended that a sawn wood and a plywood should be classified as sensitive products to minimize and to take a long term tariff reduction.

Countermeasures and Uses of Origin Cumulative Criteria in the Mega-FTA : Focused on SMEs' Overseas Expansion (Mega-FTA 시대에 원산지 누적기준의 활용과 대책 - 중소기업의 해외진출을 중심으로 -)

  • The Mega-FTA is intended for emerging economies, including developed economies, to expand economies of scale in a single market. The Bilateral FTA shall take into account the relevant industries and the inter-country related industries to adjust the origin standard and preferential tariff rates. Therefore, certain competitive industries can expect foreign investment and re-investment in the domestic market as well as expansion of the market in the region. However, the mega-FTA should expand the size of the economy under the same preferential tax rates for many Partner countries. The Mega-FTA can maximize the effectiveness of the agreement by making use of the competitive advantages of the participating countries. In the mega-FTA, Cumulative Criteria should be appropriately used as a supplemental standard of origin. The Cumulative Criteria is an important FTA utilization factor that determines the success of the mega-FTA. Using FTA, Korea should export locally produced materials using cheaper labor force in FTA partner country. In addition, in order to prepare the Mega-FTA, which allows full cumulation, it is necessary to encourage the overseas transfer of low-cost structure materials processing industry so that the material suppliers can be transferred to the area where production cost is lower and raw material supply is easier.
