Characteristics of Volatile Organic Compounds (VOCs) Concentration by Type of Urban Green Space - focused on Dongdaemun-gu, Seoul, Korea - (도시녹지 유형에 따른 휘발성유기화합물 농도 특성 - 서울시 동대문구를 중심으로 -)

  • Objectives: The occurrence characteristics of BTEXS and phytoncides were investigated by type of urban forest. Methods: Four types of urban green space (Hongneung Forest, Mt. Chunjang, residential park, and traffic island) and Gwangneung Forest were selected. Monitoring of phytoncides and BTEXS was conducted considering the activity times of urban residents (five times per day) using a Tenax TA tube and suction pump in June 2017 (one day). Results: Phytoncide concentrations were ranked as Gwangneung Forest>Hongneung Forest>Mt. Cheonjang>traffic island>residential park. Relatively high concentrations of phytoncides were also identified in the urban forest. There was no significant difference between Gwangneung Forest and the urban forest. BTEXS concentrations were ranked as traffic island>residential park>Hongneung Forest>Gwangneung Forest>Mt. Cheonjang. Traffic island and residential park showed high levels of BTEXS depending on the inflow of vehicles. The difference in concentration by time was significant for the traffic island in particular. Pollutant levels in Hongneung Forest were as low as in Gwangneung Forest. Conclusion: The concentrations of phytoncides and BTEXS were different by types of urban green space, and the potential for health and hygiene of urban forests were able to be investigated. This study is expected to provide as basic data for the creation of urban forest spaces in the future.

Consumer's Recognition on Naturally-Grown Forest Products (자연산 임산물에 대한 소비자 인식)

  • The objective of this paper is to elicit some policy implications to promote agroforestry in South Korea from the consumers' perspective. We conducted internet survey to 640 urban households about the recognition of forest farming products. Consumers purchased forest farming products for their nutrition, medical function, and safety and regarded them as higher quality than crops cultivated from agricultural land. Consumers preferred forest farming products but revealed no difference in recognition of naturally-grown products. Consumers buying forest products prioritize the quality and medical function among attributes. Among consumers as their income increases, they regard naturally grown products more important than price and freshness. Therefore, to promote agroforestry in South Korea, certification for naturally-grown products to win the consumers' trust and the $6^{th}$ industrialization by combining experience and green tourism program must be considered.

  • In this study, surveys of forest fire division of eight local government about a education program for forest fire prevention and attacking of Forest Human Resources Development Institutes were conducted. In the result, questionnaire answers about improvements of curriculum, requested subject, training camp for forest fire attacking and others were analyzed. So, we made an alternative proposal of education program about forest fire for actively meeting a change of forest condition and forest fire management policy, strengthening of ability that officers in forest fire division required, and enhancing a efficiency.

  • This study is about the actual condition of forest devastation in North Korea and the cooperative plan between South and North Korea for the restoration. In other words, it aims to derive policy implications for 'forest restoration' from the phenomenon of severe forest devastation in North Korea. It is because forest devastation in North Korea causes floods, droughts, and soil losses on the Korean Peninsula, adding to food shortages, and assuming that the future unification of the two Koreas, the cost of forest restoration in North Korea will increase environmentally and economically. Therefore, this study derives policy implications by examining the causes and conditions of forest devastation in North Korea and comparing the differences and commonalities of forest policies in South and North Korea through analysis of forest policy strategies in North Korea.

  • After Forest Service formed a forest welfare service system by life cycle in 2008, they established a variety of policy for promoting welfare of the people. In Forest welfare service plan(2013~2017) which recently the forest service department established to along with government's welfare policy, they introduce forest welfare service voucher linked to National welfare system to provide forest welfare actively to disadvantaged citizen. The purpose of this study is to setup a direction of forest voucher system, and to make strategies of forest welfare service voucher by research existing voucher system of government. A study conducts a qualitative research by use grounded theory without a quantitative research, because there is not a lot of similar cases with forest welfare service voucher. The subject of this study is experts of National Park Authority 's voucher management, forest service's Nature recreation management and relevant researcher institution. The research is conducted by interviewing the subject and by using grounded theory analysis. After processing an opening coding, categorization of opening coding, and axis coding, induce a direction of the forest welfare service voucher system.

Deforestation and Forest land Use in Côte d'Ivoire: Policy and Fiscal Instruments

  • This paper investigated policies that drive the sustainable management of Ivorian forest which disappear at an annual rate of 250000 hectares. Based on an inter-temporal model for optimum allocation of forest land to three competing uses, the article found that sustainability depends on the incentive structure, of which forest taxes and fees are a key, though obviously not the sole, component. The study proposed to increase the area fee level by accounting for environmental externalities generated by forest harvesters and farmers. The paper showed that the area fee is a decreasing function of the forest natural rate of regeneration and the reconversion rate of agricultural surfaces. Finally, at the given forest natural rate of regeneration and the reconversion rate of agricultural surfaces, the model argued that the area fee need to be progressive (arithmetic progression) in the context of ecological equilibrium break while it should remain constant in normal situation.

Evaluation of the Forestry Mechanization Project Using LISREL Model (LISREL모형을 활용한 임업기계화 사업의 평가)

  • This study was conducted to provide the policy information on implementing forestry mechanization through analyzing the project results and policy effectiveness. Study method adopted LISREL (Linear Structural Relationships) model which is the covariance structural equation model. Data was collected by questionnaires on the executors who are actually executing the forestry mechanization project. The analysis results on project outcome, policy satisfaction, and education and training showed the average. But the policy consistency, the consolidation of law and system and the spreading of forest machines showed bellow the average. Therefore, it is necessary to implement the consistent policy through the consolidation of law and system, and to increase the spreading ratio of forest machines in the forestry mechanization. In forestry mechanization project, the policy basis, the spreading of forest machines, and the education and training showed the positive affect on the policy outcome, respectively. The policy outcome had the positive affect on policy satisfaction. Accordingly, although the forestry mechanization policy system is important, it is necessary to spread the forest machines and to increase the training and education of operators for the successful forestry mechanization in the future.

Development of a System Dynamics Model For Estimating the Volume of Forest Resources and Function of Public Benefit (산림자원 및 산림의 공익기능량 추정을 위한 시스템다이내믹스 모형 개발)

  • The purpose of this paper is to develop a System Dynamics model for estimating the volume of forest resources in the future and simulating the volume of function of public benefit linked to forest resources in dynamic manner. Also it is to analyze the impact when the volume of forest land conversion is controlled by policy using the SD model. The analysis was done at nation-wide for the simulation period 2000 to 2040. Estimated forest area was 6.2 million ha and estimated growing stock was $4.7\;billion\;m^3$ in 2040 from the future forecast without policies. Changing of forest resources, 13.9 billion tons of forest-ground-water storage was estimated, $1.8\;million\;m^3$ of erosion control of forest was estimated and 377 million tons of $CO_2$ absorption was estimated. As a result of simulation with two alternatives, forest area was less reduced and growing stock was bigger than do nothing policy. Also, function of public benefit reflected by changes of forest resources was enhanced. This study contributes to estimate the quantitatively measured volume of forest resources and function of public benefit over the 30 years in Korean forest land in scientific way. Using this SD model, decision maker would develop forest land policies more delicately for deserving forest resources and increasing the volume of function of public.

  • The Returning Land for Farming to Forestry Project in China is similar to the 'The 10-year National Greening Project' of Korea, and is one of the great strategic policies that started in order to develop the people, resources and the environment by the central government of China. Using the ecosystem recovery as the slogan, The Returning Land for Farming to Forestry Project of China has a long history of 70 years, but the accomplishments has been insignificant when compared to the long history. The Returning Land for Farming to Forestry Project was not a trend due to the societal and economical issues of China, but with the increasing interest on the environmental protection in the late 1990s the extent of the ecosystem is gradually increasing. The most difficult, yet most important matter of the Returning Land for Farming to Forestry Project, is that it must consider the ecosystem with the economy. The farmers want financial gains in a short term, and the government aims is gaining cost-benefit over a long period which is why a rational the Returning Land for Farming to Forestry Project of the central government in China is most important. In order for the Returning Land for Farming to Forestry Project of China to develop further in the future, the standardization and distinction of the economic compensation policy is most urgent. Other than this, a new policy and the government interest on the livelihood of the farmers after the completion of the Returning Land for Farming to Forestry Project are needed, and there must be a clear and fair policy enactment environment so that the opinions of the farmers can influence the policy in the policy enactments.

  • The purpose of this study were to investigate the influence of residents awareness analysis for climate change policy. Nine items of residents' perceptions and opinions were designed from previous forest sector of Daejeon Metropolitan City. 241 questionnaires were obtained from interview survey in Hanbat arboretum in Daejeon. Forest sector were significant differences with socioeconomic variables of local residents. Providing detailed information on climate change and its impact on the local environment brings about greater awareness and better understanding of global warming amongst citizens which would eventually drive the people to give support to policy initiatives.
