UNCLOS recognizes the right of innocent passage in the ocean but grants jurisdiction and governance to the state of the flag the vessel flies. However, by granting the right to determine vessel's nationality to each country in UNCLOS and by practically consenting inconsistency with the ownership and the state of flag has made the keeping of maritime order quite difficult. Especially, acknowledging the exclusive rights of the flag state on criminal jurisdiction hinders the owner state from exercising its rights and exposes the problem of not taking into account the opinion of the affected state party. This study addresses these issues and examines international regulations on vessels and flag states, mainly UNCLOS, and provides case studies on how criminal jurisdiction is determined when accidents occur at sea. Furthermore, it takes a deeper look into the mutual assistance system in criminal matters and proposes some alternatives on how to overcome these issues.

This paper is to show the character coding rule in computer and information equipment etc to improve the transmission efficiency in telecommunications. In the transmission system, the transmission efficiency can be increased by applying the proper character coding method. In datalink layer, HDSL ptotocol use FLAG byte to identify the frame to frame which consists of data bit stream and other control bytes. FLAG byte constits of "01111110". When data bit stream consist of the consecutive 5-bit "1" after "0", the decoder can not distinguish whether the data bit sequence is flag bit stream or data bit stream. To solve the problem, when the line coder in transmitter detects the consecutive 5-bits "1" after "0" in the input data stream, inserts violently the "0" after 5th "1" of the consecutive 5-bit "1" after "0". As a result, when the characters are decoded with the above procedure, the efficiency of system should be decreased. This paper shows the character code rule to minimize the consecutive 5-bits "1" after "0" when the code is given to each characters.

Varietal differences, heritabilities and the relationships of the characters including peduncle size of barley cultivars (Hordeum vulgare L.) were studied. Significant difference of the peduncle size was observed among the varieties. Flag leaf size and flag leaf sheath length also showed significant differences among varieties. Heritabilities of broad sense for peduncle length and diameter were 0.9638 and 0.5652. Heritabilities for flag leaf sheath length, flag leaf length and flag leaf width were 0.8143, 0.7929 and 0.8980, respectively. The peduncle length was significantly correlated with peduncle diameter, stem length, flag leaf sheath length, flag leaf length and kernels per spike. However, no relationship existed between peduncle length and spike length.

Recently, lots of research on automated test data generation has been actively done. However, techniques for automated test data generation presented so far have been proved ineffective for programs with flag variables. It can present problems when considering embedded systems such as engine controllers that make extensive use of flag variables to record state information concerning devices. This paper introduces a technique for generating test data effectively for programs with flag variables. The presented technique transforms the test data generation problem into a SAT(SATisfiability) problem and makes advantage of SAT solvers for automated test data generation(ATDG). For the ends, we transform a program under test into Alloy which is the first-order relational logic and then produce test data via Alloy analyzer.

This study aims to intensively analyze the effect of ESG activities on the Business performance focused on Korean national flag carrier. The purpose of this study is to provide ESG activities to promote the sustainable development of Korean national flag carriers by verifying the impact of ESG on airline's business performance through mediate variables within the airline industry in consideration of the value and importance of ESG. A survey is conducted with a total of 272 users of Korea's national flag carrier both Korean air and Asiana airline. The collected data is analyzed using a structural equation model. The results show that ESG management has an indirect positive effect on business performance. It is expected that the results of this study may be employed as fundamental data to emphasize the relative importance of an ESG activities, thereby enhancing the Korean national flag carrier's business management and eliciting a positive impact on sustainable growth.

The main aim of this article is to study symmetric (v, k, ${\lambda}$) designs admitting a flag-transitive and point-primitive automorphism group G whose socle is PSU(3, q). We indeed show that such designs must be complete.

In this paper, we study the second approximate Matsumoto metric F = ${\alpha}+{\beta}+{\beta}^2/{\alpha}+{\beta}^3/{\alpha}^2$ on a manifold M. We prove that F is of scalar flag curvature and isotropic S-curvature if and only if it is isotropic Berwald metric with almost isotropic flag curvature.

We give an alternative proof of a recent result by B. Pasquier stating that for a generalized flag variety X = G/P and an effective ${\mathbb{Q}}-divisor$ D stable with respect to a Borel subgroup the pair (X, D) is Kawamata log terminal if and only if ${\lfloor}D{\rfloor}=0$.

We prove that the two-step flag variety 𝓕ℓ(1, n; n+1) carries a non-displaceable and non-monotone Lagrangian Gelfand-Zeitlin fiber diffeomorphic to S³ × T^2n-4 and a continuum family of non-displaceable Lagrangian Gelfand-Zeitlin torus fibers when n > 2.

전자 통신 및 방송 기술의 눈부신 발전에 힘입어 디지털방송 시대가 도래하였다. 디지털방송은 보다 선명한 HD급의 화면을 수신자에게 제공할 수 있다는 장점뿐 아니라, 영상물들에 대한 보관, 편집, 배포 과정에 있어서도 아날로그 방송과는 비교가 되지 않을 정도의 편리성을 가지고 있다. 그러나, 이러한 디지털방송 기술의 발달과 더불어, 디지털 미디어에 대한 저장 기술의 발달과 컴퓨터 기술의 발달은 그에 따른 부작용을 야기시키고 있다. 암호화되지 않은 상태로 전송되는 디지털방송 콘텐츠는 PVR 또는 셋톱박스나 TV 수신카드가 탑재되어 있는 개인용 컴퓨터를 통해, 원본과 동일한 화질의 콘텐츠를 무제한적으로 복사 또는 배포하는 것이 가능하게 되었다. 본 원고에서는 디지털방송 콘텐츠 저작권 보호와 관련하여, 최근 이슈로 대두되고 있는 Broadcast Flag의 개념 및 관련 저작권 보호기술 요소, 그리고 이를 이용한 콘텐츠 재분배 제어 기술에 대해서 살펴본다. 마지막으로 Broadcast Flag가 실제 법제화 되었을 경우, 여러 이익단체 및 사용자에 미칠 영향과 앞으로의 전망에 대해서 살펴본다.
