폭염발생 기준 설정에 관한 연구 (A Study on Development of the Extreme Heat Standard in Korea)

  • Lately extreme weather event is occurring because of the global warming. Especially disaster due to the extreme heat are increasing but the definition and the standard of the extreme heat is obscure until now. So this study established the extreme heat standard by using the number of daily deaths. As a result, considering the climate of the megalopolis using daily maximum heat index and daily maximum temperature was the best for the standard of the extreme heat. And it showed that extreme heat lasted for 2 days affects the death toll the most. The regional incidence of the extreme heat is highest at August and July, September and June is following.

  • Recently, occurrence frequency of natural disasters decrease but scale of damage increase remarkably by the Climate change due to global warming. Especially, extreme heat become more critical weather problem in the Korean Peninsula. But, we don't have exact threshold about extreme heat. Extreme heat does not classify into natural disaster. Therefore, we have compared death count of the natural disaster with the one of extreme heat at Seoul, Korea. As a result, the number of death by extreme heat don't smaller than one by the natural disasters and we knew extreme heat have also to consider as natural disaster.

  • In order to examine the influences by the extreme weather changes on the human physical conditions, we need to undertake human biometeorology research such as the assesment on the extreme heat's influences on human health. Most of the preceding studied have been found to be focused on the influences by extreme heat on the human body, they used statistics on the daily mortality. But thismethod estimate an indirectly influences by extreme heat on the human body. So, to be able to predict the possible directly influences by the extreme heat on the physical conditions. We measure thermal stress by extreme heat.

대구와 제주의 폭염 및 열대야의 발생 특성 (The Occurrence Characteristic and Future Prospect of Extreme Heat and Tropical Night in Daegu and Jeju)

  • Observation data (1981-2014) and climate change scenario data (historical: 1981-2005; RCP 2.6 and 8.5: 2006-2100) were used to analyze occurrence and future outlook of the extreme heat days and tropical nights in Daegu and Jeju. Then we compared the mortality and observations data (1993-2013). During 1981-2014, the average of extreme heat days (tropical nights) was 24.41 days (12.47 days) in Daegu, and 6.5 days (22.14 days) in Jeju. Extreme heat days and tropical nights have been similarly increased in Daegu, but tropical nights increased more than extreme heat days in Jeju. Extreme heat days and tropical nights in both, Daegu and Jeju showed high correlation with daily mortality, specifically Daegu's correlation was higher than that of jeju. The yearly increasing rate of extreme heat of the future (2076-2100) was 1.7-3.6 times and 7.8-37.7 times higher than the past (1981-2005) in Daegu and Jeju, respectively. The yearly increase rate of tropical nights of future was 2.6-5.0 times and 2.9-5.6 times higher in Daegu and Jeju, respectively. During 2006-2100 periods, the trend of extreme heat days was observed both in Daegu and Jeju. On the average, extreme heat days and tropical nights in Jeju increased more than that of Daegu. However, the trend of extreme heat days increase in Daegu was higher than that in Jeju, whereas, the trend of tropical nights in Jeju was higher than that in Daegu.

인명.재해 피해 저감을 위한 폭염특보기준 검토 및 보완에 관한 연구 (Study on the examination and revision about the standard level of the Extreme heat watch warning system for reduction of personal or property injury)

  • The extreme heat watch warning system(EHWWS) that Korea Meterological Administration carried out a preliminary from July 1, 2007, considered both daily maximum temperature and daily maximum heat index simultaneously. It was requested revision of the standard level of EHWWS to solve the difficulty of forecasting occurred when we were considering two parameters simultaneously and we did not considering heat index according to areas. For this, we established three type standard, such as type 1 that considered both daily maximum temperature and daily maximum heat index, Under the extreme heat day that daily minimum temperature was more than $25^{\circ}C$, type 2 that considered daily maximum temperature and type 3 that considered only daily maximum heat index and then analyzed whether these 3 types satisfies the excess mortality of the extreme heat warning or not. As a results, type 1 and 2 were more explain away excess mortality each warning step than type 3. type 2 could also apply case of not to consider heat index according to areas and had a merit for extreme heat forecasting easily because the standard was simple. Therefore we think type 2 is more suitable and reasonable standard for Korea extreme heat watch warning system(KEHWWS) than type 1. In addition, we need to develop model that exactly predicts the excess mortality will be take place during the extreme heat warning and construct KEHWWS.

  • This study investigates the standard, duration period and excess mortality of extreme heat using the standardized daily mortality data from 1991 to 2004, establishing a standard threshold Criteria for Heat Health Watch Warning System in Korea. It ultimately aims to provide the guidance in building up Heat Health Watch Warning System for Korea by suggesting the standard to quantify thermal stress from heat. The standard threshold Criteria for Heat Health Watch Warning System for Seoul metropolitan city takes into account both daily maximum temperature and daily maximum heat index(HI) and consists of four phases; caution, extreme caution, danger, and extreme danger. Extreme caution phase and danger phase are used as the advisory and warning of extreme heat, respectively. Since the nationwide distribution of the frequency of extreme heat day and the excess mortality rate shows little difference across regions, the standard threshold Criteria for Heat Health Watch Warning System for Seoul metropolitan city can be used for other regions.

한반도 대도시의 폭염 및 열대야 발생 특성에 대한 연구 (A Study on the Occurrence Characteristics of Tropical Night Day and Extreme Heat Day in the Metropolitan City, Korea)

  • To identify the characteristics of extreme heat events and tropical nights in major cities, the correlations between automated synoptic observing station (ASOS), automatic weather station (AWS), and temperature in seven metropolitan areas were analyzed. Temperatures at ASOS were found to be useful sources of the reference temperature of each area. To set the standard for identifying dates of extreme heat events in relation to regional topography and the natural environment, the monthly and yearly frequency of extreme heat in each region was examined, based on the standards for extreme heat day (EHD), tropical night day (TND), and extreme heat and tropical night day (ETD). All three cases identified 1994 as the year with the most frequent heat waves. The frequency was low according to all three cases in 1993, 2003 and 2009. Meanwhile, the yearly rate of increase was the highest in 1994, followed by 2010 and 2004, indicating that the frequency of extreme heat changed significantly between 1993 and 1994, 2003 and 2004, and 2009 and 2010. Therefore all three indexes can be used as a standard for high temperature events. According to monthly frequency data for EHD, TND, and ETD, July and August accounted for 80% or more of the extreme heat of the entire year.

고혈압환자의 폭염 적응력 증진을 위한 프로그램 효과 (Effects of an Extreme Heat Adaptation Program in Hypertensive Patients)

  • Purpose: The purpose of this study was to identify the effects of an extreme heat Adaptation Program on the blood pressure, stress response, self-efficacy, and knowledge of management of hypertension and extreme heat of patients who suffered from hypertension. Methods: A quasi-experimental study with a non-equivalent control group pretest-posttest design was used. The data collection period was between July 2 and August 20, 2012. Thirty-seven patients participated in the study (18 in the experimental group and 19 in the control group). Data were analyzed using $X^2$-test, t-test, and Cronbach's alpha coefficients with SPSS/WIN 19.0. Results: Patients who participated in the program showed statistically significant improvements in systolic blood pressure (SBP), self-efficacy, and knowledge of management of hypertension and extreme heat. Conclusion: The results indicate that this extreme heat adaptation program can be utilized for patients suffering from hypertension in order to reduce their SBP and to increase self-efficacy and knowledge of management of hypertension and extreme heat. Therefore, it is recommended that this program be used for elderly patients suffering from chronic disease.

환경보건적 요소가 도시 내 폭염 취약성 평가 결과에 미치는 영향 분석 (The Impact of Environmental Health Factors on Extreme-heat Vulnerability Assessment in a Metropolitan City)

  • Objectives: This analysis seeks to evaluate the impact of environmental health factors (EHF; e.g. hospital beds per capita, employees of medical institutions) on extreme-heat vulnerability assessment in Busan Metropolitan City during 2006-2010. Methods: According to the vulnerability concept suggested by the Intergovernmental Panel on Climate Change (IPCC), extreme-heat vulnerability is comprised of the categories of Exposure, Sensitivity, and Adaptive Capacity (including EHF). The indexes of the Exposure and Sensitivity categories indicate positive effects, while the Adaptive capacity index indicates a negative effect on extreme-heat vulnerability. Variables of each category were standardized by the re-scaling method, and then each regional relative vulnerability was computed with the vulnerability index calculation formula. Results: The extreme-heat vulnerability index (EVI) excepting EHF was much higher in urban areas than in suburban areas within the metropolitan area. When EHF was considered, the difference in the EVI between the two areas was reduced due to the increase of the Adaptive capacity index in urban areas. The low EVI in suburban areas was induced by a dominant effect of natural environmental factors (e.g. green area) within the Adaptive capacity category. Conclusions: To reduce the vulnerability to extreme heat in urban areas, which were more frequently exposed to extreme heat than others areas, public health and natural environments need to be improved in sensitive areas.
