Development of Nuclear Industry Information Gathering and Analysis System and Denied Persons Information Gathering System for Preventing Illegitimate Export of Trigger List Items in Korea

  • In South Korea, the exporters of items related to nuclear power generation are diversified. Consequently, there is a risk of illegitimate export by companies failing to recognize the export control system because the awareness about this system for the strategic items among the subcontractors of nuclear power facilities is limited. To prevent illegitimate export of the strategic items, it is necessary to conduct outreach activities regarding the export control system for the related companies. Additionally, the exporters and export license examiners should consider whether an export target is on the Denial List, who may divert the strategic items to weapons of mass destruction. Therefore, the Korea Institute of Nuclear Nonproliferation and Control developed two systems for controlling illegitimate export of the Trigger List items. The first system, Nuclear Industry Information Collection and Analysis System, can gather information about the key nuclear industries in Korea and analyze the dealing of strategic items. The second system, Denied Persons Information Gathering System, can regularly gather information about the denied persons and provide the updated data to the exporters and regulatory examiners. These two systems can be used for outreach activities and export license examination to prevent illegitimate export of the strategic items.

수출검사제도(輸出檢査制度)의 현황(現況)과 간소화방안(簡素化方案) (A Study on the Quality Inspection System for the Export Articles)

  • It is worthwhile to know how the quality inspection is practised to assure the product quality for the export articles, and what problem is resulted from the current quality inspection system for the export articles. The aim of this paper is to survey the status of quality inspection system for the export articles and to design the quality inspection system for the export articles so as to not only solve the problems arising from the current system but also improve the product quality for the export articles. To find out the facts the survey is conducted by sending a prepared questionnaire both to the export industries and to the export quality inspection agencies authorized by the Ministry of Commerce and Industry. The export industries surveyed are selected to provide broad representation with respect to the type of industry as well as to the size of company. The survey shows that about 50 percent of the responding industries desire to discontinue the current quality inspection system for the export articles, and other 50 percent of them desire to continue it until all the export industries can make the best use of quality control techniques.

  • 방위산업은 고도의 첨단 기술이 집약된 고부가 가치 산업으로 글로벌 시대의 신성장동력으로 대두되고 방산수출은 한국 경제 활성화 뿐만 아니라 국가 브랜드 가치 창출에도 중요한 분야로 인식되고 있다. 그러나 방산수출의 중요성에 대한 공감대가 형성되어 실제로 괄목할만한 실적을 올리고는 있지만 국방비 증가율은 갈수록 둔화되고 R&D투자 규모도 크지 않으며, 핵심기술관리 및 첨단 무기체계 개발에 많은 제약이 있다. 따라서 본 논문에서는 방산수출의 시스템적 구조를 분석하여 그 특징을 파악하고 방산수출의 구조를 정상적으로 움직이게 하는 레버리지를 찾아내고자 한다. 그리고 레버리지를 전략화하는 과정을 통해 방산수출 선진국 진입을 위한 최적의 정책 방향을 제시하고자 한다.

  • Export basic trainer was designed to add armed configuration required by customer. Design configuration of main wing was changed to satisfy changed internal load caused by armed configuration. It was verified that design changed main wing airframe of export basic trainer satisfy the requirement through the structural detail analysis, structural ground test and flight test. This paper presents the durability test procensure and test result for the main wing of export basic trainer.

방산물자 수출시장 선정을 위한 구매력 지표의 가중치 산정에 관한 연구 (A study on the Estimation of Weight of Purchasing Power Indicator for Export Market Selection of Defense Industry Products)

  • It is important to accurately analyze the various factors such as the local situation of the purchasable countries and the international situation in order to export defense industrial goods developed in Korea and to enter overseas markets based on the results. In the case of defense materials, unlike the civilian sector, there are a limited number of countries with high export potential. Therefore, to select a possible export market, it is necessary to consider the purchasing power index through the examination of the purchasability of the exportable market. Therefore, the present study chose a total of 18 purchasing power indicators in five major categories of economic power, military power, defense science and technology level, friendly relations with Korea, and possibility of dispute. By calculating each weight with AHP and Fuzzy-AHP analysis, the results was presented the purchasing power index and the weighting. Based on the results will contribute to the study on the method of selecting the export market of the defense materials and the establishment of the export policy of the defense industry.

기업규모, 기업성장, 그리고 수출성과 : 우리나라 제조업에 대한 실증적 연구 (Exports, Firm Size, and Firm Dynamics : An Empirical Study on the Korean Manufacturing Industry)

  • This paper investigates the relationships between exports, firm size, and firm dynamics. It is based on a longitudinal data covering listed firms in the Korean manufacturing industry. We found the stylized fact that the probability that a firm is exporter increases with firm size. A regression model for the determinant of export/sales ratio including dynamic adjustment process is tested on a cross-section sample for the year 2001. Empirical findings suggest that there is a positive and inversely U-shaped relationship between firm size and export/sales ratio, just for basic material and capital good industry. Except for firm size, the hypotheses concerning human capital intensity, physical capital intensity, R&D intensity, and patent are rejected. Using Granger causality test, we found that the rate of growth of total sales influences the change of the export/sales ratio with time lag for medium-sized firms. Finally, some policy implications are presented.

수출산업 고도화전략에 대한 연구: 울산지역 석유화학산업을 중심으로 (Sophistication of Export Basket: The Case of Petrochemical Industries in Ulsan, Korea)

  • This paper seeks to recommend strategic policy options geared towards enhancing sophistication level of Ulsan City's major export industries in the Republic of Korea. Ulsan's major export industries, including shipbuilding, automobile and petrochemical industries, turn out to be based mostly on low to medium technology with low R&D intensity suggesting relatively low level of product sophistication. Using a recent Eurostat high-tech industry classification table which suggests 9 high-tech industries, the paper identifies Ulsan's chemical industry as the only RCA industry. Focusing on chemical industry products at HS 6-digit level, specific products are identified at the efficiency frontier for future policy considerations.

Global Value Chain and Misallocation: Evidence from South Korea

  • Purpose - This paper empirically investigates the effect of a rise in the global value chain (GVC) on the industry-level efficiency of resource allocation (based on plant-level inefficiency measures) in Korea, with a focus on various channels through which a rise in the GVC can increase competition among firms and thus induce resources to be allocated more efficiently across firms. Design/methodology - We empirically investigate the relationship between the industry-specific importance of GVC and the industry-level allocative inefficiency that is measured as the dispersion of the plant-level marginal revenue of capital (MRK) as in Hsieh and Klenow's (2009) influential model. We compute MRK dispersion for industries sorted by various characteristics that are closely related to firm/industry sensitivity to the GVC. In other words, we compute the average industry-level MRK dispersion for industries sorted by industry-specific importance of GVC and compute the difference between the two groups of industries (higher vs. lower than the median GVC); we also calculate the difference between industries sorted by industry-specific export (import) intensity. This is our difference-in-difference estimate of the MRK dispersion associated with the GVC for the export (import)-intensive industry versus the non-export (non-import)-intensive industry. This difference-in-difference estimate of the MRK dispersion conditional vs. unconditional on firm-level productivity is then calculated further (triple-difference estimate). Findings - A rise in GVC is associated with a decrease in the MRK dispersion in the export-intensive industry compared to the non-export-intensive industry. The same is true for industries that rely heavily on imports versus those that do not (i.e., import intensive vs. non-intensive). Furthermore, the reduction in the MRK dispersion in the export-intensive industry associated with an increase in the GVC is disproportionately greater for high-productivity firms. In contrast, the negative relationship between GVC and MRK dispersion in the import-intensive industry is disproportionately smaller for high-productivity firms. Originality/value - Existing studies focus on the relationship between GVC and aggregate output, exports, and imports at the country level. We investigate detailed firm/industry-level mechanisms that determine the relationship between GVC, trade, and productivity. Using the plant-level data in South Korea, we investigate how GVC is related to the cross-firm MRK dispersion, an important measure of allocative inefficiency, based on Hsieh and Klenow's (2009) influential economic theory. This is the first study to provide plant-level evidence of how GVC affects MRK dispersion. Furthermore, we examine how the relationship between GVC and MRK-dispersion varies across export intensity, import intensity, and firm-level productivity, providing insight into how GVC can affect firms' exposure to competition in the global market differently depending on market conditions and thus generate trade-related productivity gains.

우리나라 말(馬)산업의 수출활성화 방안 (The Strategies for Vitalization of Exporting Horse Industry in Korea)

  • 말산업은 우리나라 국가 및 지역경제에서 그 역할이 매우 크고 중요한 산업이다. 이러한 말산업은 관련 농업, 비즈니스, 스포츠, 게임, 엔터테인먼트 및 레크리에이션 등의 복합산업으로서 최근 국내에서 관심이 증가하고 있을 뿐만 아니라, 고부가가치 산업으로서 사회 및 경제적인 효과의 극대화를 기대할 수 있다. 그러나 현실은 전체 농업에서 차지하는 비중이 매우 작고, 말산업에 대한 낮은 인지도와 약한 경쟁력 등과 같은 저해요소 때문에 활성화가 저조한 실정이다. 이러한 상황 하에서, 본 연구는 우리나라 말산업의 수출실태를 살펴본 후, 이를 바탕으로 말산업의 수출활성화 방안을 모색하였으며, 그 결과는 다음과 같다. 우리나라 말산업의 수출을 활성화하기 위해서 정부는 수출확대를 위한 관련법의 정비, 말관련 HS 품목분류의 명확화, 수출품목 및 시장의 확대, 수출지원정책의 마련, 선진국과의 기술제휴 등이 필요하다.

수출성과와 기업특성: 기술혁신요인을 중심으로 (Export Performance and Firm Characteristics: Special Reference to Innovation Factors)

  • This paper investigates the relationships between export and firm characteristics, focusing on technology factors. It is based on a longitudinal data covering listed firms in the Korean manufacturing industry. A regression model for the determinant of export/sales ratio including dynamic adjustment process is tested on a cross-section sample of the year 2001. Empirical findings suggest that there is no significant relationship between export/sales ratio and firm's technological level. The hypotheses concerning human capital intensity and physical capital intensity are also rejected. But we found a positive and inversely U-shaped relationship between firm size and export/sales for basic material and capital good industry. As a dynamic aspect, we found that the pattern of export/sales ratio changed unstably over the last decade. Finally, some policy implications are presented.
