Iksan Export Free Zone which was established for the export promotion, the employment augmentation, the technological improvement and the regional development promotion through the attraction of foreign direct investment is declining function with diminution of foreign direct investment, exportation and employment since the middle of the 1980s. The decline factor of the function was inherent in disregard of the necessary locational factors for Export Free zone's function promotion and without respect to conditions in a choice of location. And the present labor intensive industrial structure of region has some difficulties with a modification of Export Free Zone's industrial structure to a technology intensive industry. According to the lack of coherent policy, a limited plottage and a lack of the extensible space decrease the effect of agglomeration and economic of scale. And the lack of governmental policy to create a dynamic advantage comparative with an amelioration of the locational conditions of region diminish the regional attractive force to foreign direct investment.
This study investigated and analyzed the export competitiveness of Gyeonggi-Do and the effect of Korea-US FTA on its export competitiveness. By reviewing the current status of trade structure and implementing trade specialization index(TSI) of export commodities of Gyeonggi-Do, the investigation has listed the specific export commodities with competitiveness for increasing the volume of its export in the United States, in the short, mid and long run perspectives. From the findings in this study, it suggests specific trade and commercial policies to Korea-US FTA including implementing commodity-oriented export supporting system, strategic marketing method, economic-free-zone plan, R&D investment, export financing and regional economic cooperation.
INCOTERMS 2000 was not changed in its basic system but much improved in many minor aspects, reflecting the expansion of customs free zone, the spread of electronic communications and the changes of transportation practices. Among many points, following revisions are to be considered important to examine : First, the term 'delivery' is clearly defined in the preamble of each term, which is very significant since the risk is connected with the delivery in international trade. Second, the obligation of carrying out export customs formalities in FAS and import customs formalities in DEQ are imposed to seller and buyer respectively according to current trade practices. Third, since the customs formalities are no more needed among the countries of customs free zone, the phrase 'where applicable' is inserted in A.2 and B.2 of each term. Fourth, the method of delivery(for example, loaded or unloaded) became very concrete and clear in each term. Fifth, in the obligation of buyer's contracting insurance, the 'no obligation' is added even though the buyer has no insurance obligation to the seller. Finally the I.C.C. tried to make unification of the special terminologies be in accordance with those of CISG to achieve international harmony between the uniform law and uniform usages.
The establishment of the WTO system means that the global age of trade has officially arrived. Since the integration of the world economy brings about the free movement of goods and services between nations, it is inevitable that sea-bound freight will continue to increase. A recent World Bank report says that China and Korea will be the first and seventh largest economic Powers, respectively, by the year 2020. In particular, the Korea peninsula has a geo-political advantage in being developed as a major Northeast Asian container center. Moreover China's swift uprising needs new order of trade for economy belt in Northeast Asia. Therefore, it can be said that Kunsan Port. which has already been designated as a free trade zone, has greater potential to rise as a regional beach-head port and main region for foreign investment. As such. Kunsan Port will play a major role in accelerating the emergence of the West Sea in international trade. There are several strategies for developing Kunsan Port into a central container port: 1) develop Kunsan port Into an import/export front base f3r multinational corporations, 2) develop Kunsan container port into the core composite container-linked central port, 3) attract foreign investment to the Kunsan Free Trade Area so as to promote balanced development among the regions of Korea, 4) support the central government and local governments to accelerate the coming of the "West Sea Era." These recommendations call for urgent implementation.
This research is to investigate the effect of the improvement of investment environments with investment incentive on Korean national economy by looking into the foreign investment support system in Korea. To this end, first research model was set up based on our literary study and case study was conducted on 150 foreign companies that were located in industrial complex for foreign companies, received the tax benefit and government subsidization. And it was found that even though the foreign companies were contributing to the national economy in general such as in the area of production, export, employment, development of technology, there was no significant contributory difference between the investment incentive beneficiary and non-beneficiary foreign companies. Therefore it deemed reasonable to reconsider the way Korean government supports foreign companies in Korea and to reinforce foreign companies' relevance to national policy agenda with additional incentives to foreign companies located in comparatively less developed areas. As a way to promote foreign investment, promotion of investment infra such as improvement of follow-up services, openness to foreign investment, industrial deregulations in capital area, revitalization of free economic zone, efficient system to promote foreign investment and the reinforcement of public relations were considered necessary, especially the upgrading of economic structure and the integrated management of domestic and foreign investors deemed necessary for the optimal distribution of the industries.

Domestic vehicle penetration rate is growing at 3% per year, but consumers are increasingly buying used cars due to steady price hikes Nevertheless, the used car export market is expected to decline due to import regulations of major countries and the low grade environment of Used car export complex. Therefore, this study using Fuzzy-AHP was aimed to find operational factors of Used car logistics complex and establish a practical management plan of Used car logistic complex in incheon port. Fuzzy-AHP is the method that can be calculated weight of multi-level criteria and change linguistic ambiguity of human to Fuzzy Number. So it's able to propose the realistic decision making alternatives. As a result of the literacture reviews, present study focused on the analysis of the present situation of the logistics of the used car and the activation of the complex, suggested the activation plan and activation of the logistics complex. In the analysis of operational factors, logistic complex cost factors were found to be the most important factors by recording the weighted value of 0.306 in the above factors. The detailed factors were as follows: rent, accessibility, and logistics site size. It is necessary to compute competitive rent for the highly-advanced used car logistics complex, and to realize the rental support policy and to consider designating the free trade zone. In addition, it is necessary to expand the access infrastructure and secure the scale of the company for overseas buyers, and it is necessary to improve the overall government laws and introduce IT system for the future.
This paper analyzes Cuba's market-oriented reforms to alleviate essential problems with socialist countries such as soft budget constraints and incentive problems. It also discuss about effectiveness of industrial policy as a development strategy. The soft budget constraints and incentive problems resulted in the collapse of Soviet bloc and COMECON in early 1990s. After the collapse, Cuban economy suffered a steep dive, and national income tumbling down rapidly. Cuban faced serious shortages of food, gasoline, and other basic necessities of life. To halt and partially reverse economic downturn and dire austerity in the 1990's, the Cuban government made some partial reforms to the inherited Soviet system of cental planningand faced severe shortage in food, energy, and daily necessities. In response to the economic crisis. Cuba introduced economic reforms and implemented industrial policy as a development strategy as long as Cuba maintained a strong socialist country. Cuban government established the economic free zone law and attempted to induce foreign direct investment by implementing export-led industrial policy. Fiedel Castro approved the Law No. 165 "Free Zones and Industrial Parks", in 1996. However, Cuba's ESZ strategy seems to have failed because of the U.S. sanctions, but also because of Cuba's own policies, which do not allow foreign investors to hire workers directly and impose a high implicit tax on wages. By limiting advanced techniques of personnel and organization management, indirect employment can result in lowering work efforts and productivity of workers, and aggravating production efficiency in the ESZs. Another reason to fail comes from the double wage structure due to the double monetary-exchange rate system. Most of the high non-wage costs result from the double exchange rate system. Due to Cuba's imbalanced industry and production structures, concentrated labor force, and urbanization and centralization of agriculture production, the industrial transformation development model suggested by Lewis has not been successful unlike other Asian agriculture-led development model. Cuba has to overcome many difficulties in implementing industrial policy as a development strategy.
Purpose - This paper analyzes the relationship between trade facilitation and agricultural products exports and estimates the effects of trade facilitation in importing countries on Chinese agricultural products exports, which is of great significance for promoting agricultural trade between China,Japan and Korea and the governments of the three countries to formulate targeted trade facilitation policies. Design/methodology - Based on Wilson (2003) theoretical framework, this paper sets up its own trade facilitation level measurement system by involving four primary indicators and fifteen secondary indicators to evaluate the trade facilitation levels of Japan and Korea from 2011 to 2018 respectively. The paper selected the data on China's agricultural exports at the HS4 level from 2011-2018 and used a fixed-effects model to estimate the effect of changes in trade facilitation levels in trading partner countries on China's agricultural trade. Findings - Our main findings can be summarized as follows: the level of trade facilitation in importing countries has a significantly positive effect on China's agricultural exports. The higher the level of trade facilitation in trading partner countries, the more Chinese agricultural exports trade, i.e. for every 1 percentage point increase in the level of trade facilitation, the volume of exports will increase by 2.299%.The sub-sample test shows that China's main agricultural products exported to Japan and Korea, such as aquatic products, vegetables, fruits and other perishable fresh products, are particularly significantly affected by the level of trade facilitation. Originality/value - First, from the innovation of the research perspective, which is different from the analysis of the existing paper on the overall trade facilitation of all traded commodities. This article is based on the close trade relations between China, Japan and Korea, and the particularity of agricultural products, from the perspective of China's agricultural exports to Japan and Korea, discuss the impact of importing countries-Japan and Korea's trade facilitation levels on China's agricultural exports;Secondly, in this paper, the hierarchical data of the HS4 quartile is used to avoid the information loss of the industry, and to analyse the impact of the importing country's trade facilitation level on the export of different types of agricultural products more scientifically.
A study on field bioassay test using four species of commercially important shellfish was carried out to assess the effect of pollutants and determine the extent of marine environmental pollution of the Masan Bay from 9 to 15 August 1978. Water quality analysis and planktological examination of sea water were made during the experiment and the examination gave the following results. The water temperature was so high at 31.7$^{\circ}C$ in maximum and rather subject to change on weather condition of the land than on the effect of the water mass from outer bay. The range of DO,COD and SS at the stations were 0.3-7.08cc/l, 0.07-3.31ppm and 5.5-117ppm, respectively with the high values of COD and SS at the stations 7 and 1. The concentrations of the dissolved inorganic nitrogen in sea water, NH$\sub$4/-N, NO$\sub$2/-N, NO$\sub$3/-N, and PO$\sub$4/-P were 18.90-99.80, 2.48- 19.60, 13.00-39.00 and 1.04-14.0$\mu\textrm{g}$ at/l, respectively with decrease of their values in the outer part of the Bay. The high values mentioned above were caused by the sewage and industrial activities. The effects of organic waste are increased oxygen demand, nutrient concentration, turbidity and a higher input of pathogens, leading to structural changes in the marine ecosystems and to a considerable hazard to public health. The percentage composition of phytoplankton standing crop between diatom and dinoflagellate was characterized by making a difference between the two groups in respect of location: a decrease of diatom and a increase of dinoflagellate in numerical abundance toward inner part from outer part of the bay. Namely phytoplankton organisms were composed of 80% of diatom and 20% of dinoflagellate in outer bay, on the contrary, only 4% of diatom and 96% of dinoflagellate occupied by 94% of prorocentrum micans known as tolerant species to polluted reaas in the inner bay. On the occurrence and composition of zooplankton, there are two significant communities in the bay:one is characterized by the predominance of Oithona nana and the other by Favella sp They were composed of a range from 84% to 90% of the total organisms and monotonously constituted of themselves only at most inner station 3 even small numbers. From the results mentioned above, Oithona nana, Favella and prorocentrum micans recommed themselves as valuable indicators for judging the extent of the marine pollution.During the period of the biossays Mytilus edulis showed the highest mortality and Tapes japonica the lowest one between the four test species. The highest death rate by stations was found at most inner stations 3'and 4near Masan Free Export Zone with the most sensitive response and the lowest one occured at outer station 13 where no death specimen of oyster and arkshell was found during the whole test period.As for mussel,85 percent death rate appeared after 72 hours and 100percent rate after 120hours at station 4. It was found that the significant high mortality of the test shellfish mentioned above was caused by severe pollution with mainly organic pollutants from domestic sewage and industrial wastes from the results of too much higher concentrations of dissolved inorganic nitrogen especially ammonia-N,COD,SS and lack of dissolved oxygen,and furthermore occurrence and abundance composition of Prorcentrum,Favella and Oithona nana by stations, valuable indicator species of coastal pollution by orgnic and boilogical pollutants.
