This paper aims at analyzing the practice of job rotation in the Korean government and putting forward policy suggestions. The Korean government is often accused of low capacity and weak competitiveness, which mainly result from the low expertise of public officials. Considering the high quality of human resources flowing into the public sector in Korea, solutions should be found from the structure of the system. This paper regards frequent position changes due to excessive job rotation as a key factor undermining the accumulation of expertise and conducts in-depth analyses. The current practice of frequent rotation shows that the average tenure period of government officials at director level and above is only about one year, far shorter than those in major developed countries, which causes many problems such as low efficiency, lack of accountability and policy consistency, and low opportunity for accumulating expertise. Simple models are set up to analyze job rotation and other alternative personnel management systems. Analyses find that it would be desirable to have each individual experience various positions during the initial rotation period to find his/her own aptitude, and then accumulate expertise by settling in at a certain specialized field for a prolonged period of time based on the revealed aptitude in mid and high positions. This turns out to be in line with the structure of the Career Development Program which is being introduced. The model-based analysis of this paper distinguishes this study from preceding ones conducted in the traditional framework of personnel management study. Practical measures to mitigate the problems of frequent job rotation include rotating within the area of specialty, narrowing the scope of transfer, and reinforcing the minimum tenure period. However, since the current frequent rotation is fundamentally attributable to the rank system based on seniority, the present civil service classification system needs to be converted into a position classification system in the long run.
objective: The purpose of this study was to investigate job satisfaction of dental hygienist who were employed at the private dental clinic in Ulsan, Korea methods: The date obtained from some dental hygienists during 1 month. the survey was performed by face-by-face interview questionnaire consisting of 23 items and 6 point Likert type response format. The respondents were 77 from dental hygienists. The adjusted response rate was 88.5%(77/87). Data were analyzed using frequency distribution, independent T-test, ANOVA, chi-square and correlation. all statistical analyzed were conducted using Statistical Package for SPSS 11.5 result: In each factorial duty contentment, the level of the self-conceit from their own job was the highest. on contrary, the level of their monthly earnings was the lowest. In such a case as there was experience to move to another dental hospital, the job satisfaction was higher than nothing to move. conclusion: The dental hygienist who is in charge of protecting and hygiene of the teeth and the disease of oral has much influence of oral health. job satisfaction the dental hygienists have for their own job can influence themselves and even patients. So, making the job satisfaction higher is necessary to improve the quality of general dental hygiene.
Almost all companies have paid much attention to the safety management ranging from maintenance to operation even at the stage of designing in order to prevent accidents, but fatal accidents continue to increase throughout the world. In particular, it is essential to systematically prevent such fatal accidents as fire, explosion or leakage of toxic gas at factories in order to not only protect the workers and neighbors but also prevent economic losses and environmental pollution. Though it is well known that accident probability is very low in NPP(Nuclear Power Plants), the reason why many researches are still being performed about the accidents is the results may be so severe. HRA is the main process to make preparation for possibility of human error in designing of the NPP. But those techniques have some problems and limitation as follows; the evaluation sensitivity of those techniques are out of date. And the evaluation of human error is not coupled with the design process. Additionally, the scope of the human error which has to be included in reliability assessment should be expanded. This work focuses on the coincidence of human error and mechanical failure for some important performance shaping factors to propose a method for improving safety effectively of the process industries. In order to apply in these purposes into the thesis, I found 63 critical Performance Shaping Factors of the eight dimensions throughout studies that I executed earlier. In this study, various analysis of opinion of specialists(Personal Factors, Training, Knowledge or Experience, Procedures and Documentation, Information, Communications, HMI, Workplace Design, Quality of Environment, Team Factors) and the guideline for construction of PSF were accomplished. The selected method was AHP which simplifies objective conclusions by maintaining consistency. This research focused on the implementation process of PSF to evaluate the process of PSF at each phase. As a result, we propose an evaluation model of PSF as a tool to find critical problem at each phase and improve on how to resolve the problems found at each phase. This evaluation model makes it possible to extraction of PSF succesfully by presenting the basis of assessment which will be used by enterprises to minimize the trial and error of construction process of PSF.
The purpose of this paper is to provide information that will help both fishing industry and fisheries authority understand the principals of individual transferable quota(ITQ) fishery management. Theoretical frameworks and primary features of ITQ fishery managemenet are the assignment of exclusive property rights for harvest of common - property fisheries resources. An ITQ fishery management is fundamentally different from the conventional fishery management and it gives an individual fisherman the right to catch a specified quantity of fish, his quota. With ITQ, fisherman's quotas are transferable, in whole or in part. An ITQ is a property with certain rights of use, namely, the right to catch a given quantity and species of fish in a specific location during a specific period of time. The right is exclusive in the sense that no one else has the right to use the quota without the owner's permission. The property may be assigned, traded, and exchanged; i.e., the owner has the right to transfer an ownership to others. An ITQ fishery management leads to both economic efficiency and resource conservation. Motivations to overexploit stocks and to overcapitalize should be lessened because fishermen no longer have to compete for limited resources. There are significant positive net benefits and advantages with ITQ fishery management than without. The potential benefits and advantages of ITQ fishery management include increased profits, economic stability, improved product quality, safer working conditions, less gear conflict, elimination of the race - to - fish phenomenon, less by - catch, less gear loss, improved investment climate, mitigation of market gluts, waste reduction, addition to fisherman's wealth, and compensation for fisherman exiting the fishery. The purpose of this study was to determine whether or not the delivery of health services effects the health knowledge of the recipients of that service. 10 was hypothesized that the practical application of theory, though health services rendered by public health nursing students during their field experiences. would have a positive relationship with the quantity and quality of health knowledge of the female population of a given community. In April 1970, ninety five women(between an age 15-49) from Koyang-Gun were interviewed regarding their knowledge and attitudes in four areas of health: maternal health, child health. family planning and tuberculosis prevention. After 11 years(Nov. l971), during which time the women received home visits by student nurses, the women were again interviewed using the original questionnaire. Additionally, they were asked where they had received information about each question. During the 1$\frac{1}{2}$ year period the visits were made by a total of 112 students. They visited the community twice a week. The result were as follows: Maternal health There was marked improvement in the knowledge of specific aspects of maternal health such as the proper instruments needed for cutting the cord and nutritional precaution of pregnancy (p<0.05). In each case 42.0 percent of more of this knowledge was attributed to information gained from the nursing students. However even after the nursing students'visits, the knowledge of other general areas of maternal remained poor. Child health There were increases in the knowledge of the respondents for the time to supplement breast feeding and for time to wean infants (p<0.05). In each case 35.0 percent or more of this information was attributed to the student. The increase in knowledge regarding types of immunization was more often attributed to the clinic nurse than to the nursing students. Knowledge of the necessity of booster immunization was poor both before and after the visits by the nursing students. Family planing There were significant increases in correct information regarding the time of I.U.D. insertion (P<0.05) and method of taking the oral pill (P<0.05). More than 42.0 percent of the increase was attributed to the nursing students'visits. However there was a slight decrease in correct information about concept of family planning. Tuberculosis There was a general lack of improvement in all areas concerned with tuberculosis. Two thirds of the respondents felt tuberculosis was hereditary and did not know what B.C.G. was. From this study, it could be concluded that in specific area the health knowledge of the female population studied was positively effected by the visits of the nursing students. The study also, suggests, however, that there was a marked unevenness in the overall increase in health knowledge. This raises serious questions which require further research. Suggested areas for further research are (1) Adequacy of the course content preparing nurses for the field experience. (2) A public health nursing manual for student reference. (3) Where and when specific aspects of health can be taught most effectively.

The purpose of this study was to investigate the status of clinical nutrition services provided at tertiary hospitals and general hospitals in Korea. In total, 157 questionnaires were distributed to the departments of nutrition at hospitals on September 2013. The results of this study are as follows. The median number of beds was 607 and average length of stay was 8 days. 63.1% of dietitians had over 5 years of career experience. Nutritional screening rate was 97% in tertiary hospitals but only 67.2% in general hospitals (P<0.001). The rate of equipment with computerized nutritional screening system was 100% in tertiary hospitals but 71.9% in general hospitals (P<0.001). Hospitals with the best regarding nutritional care were hospitals accredited by JCI (Joint Commission International). On the other hand, hospitals not accredited by the JCI but KOIHA (Korea Institute for Healthcare Accreditation) showed the lowest performance rate of nutritional care. Nutrition support teams (NSTs) were established in all tertiary hospitals but in only 73% of general hospitals (P<0.001). The rate of actively operating NSTs was 89% in tertiary hospitals but only 62% in general hospitals (P<0.001). There is a need to provide proper standardized clinical nutrition services as a primary treatment and we observed large variations in the quality of nutritional service between hospitals. Therefore, local solutions are needed to implement nutritional programs and policies for improved service and care.
The purpose of this study is to look at the way that speech-to-text (STT) services are used at present, and to explore measures to institutionalize such services for ease of communication for the hearing impaired. The results of this study show the following: 1) 17.8% of those surveyed had experience of using STT services, with younger individuals showing a higher rate of use; and 2) In terms of organizations providing STT services, social welfare organizations followed by civic groups (18.3%) and public organizations (18.3%). The following institutional measures are needed for STT services. First, STT services should be actively promoted as one of the reasonable conveniences defined in the 'Act on the Prohibition of Discrimination Against Disabled Persons, Remedy Against Infringement of Their Rights, etc.' Second, STT services should be additionally listed as one of the clauses of the 'Act on Welfare of Persons with Disabilities'. In particular, establishing a communication system for those with hearing impairments should serve as a catalyst for integration with sign language interpretation and welfare services. If STT services for face-to-face contacts can be improved or further enhanced using ICT, it will not only open the way for a new influx of disabled workers to join vocational rehabilitation, but also help to improve quality of life for the hearing impaired.

This study was conducted with 478 farm households located in Pyongtaek Gun of Gyonggi Do, Chongju City and Chongwon Gun of Chung Buk Do, and Hongchon Gun of Gangwon Do for the period of 10, September through 20, October 1980. It dealt with general features of the farmhouseholds, their practices of handling and using pescides, and relationship between safe use of pesticides and poisoning experiences. The results of the study are summarized as follows: 1. Of the total, 63.2% purchased pesticides mainly through the Agricultural Coops, and 95.4% transported them home separately from other goods. 2 Pesticides were sold contained mainly in glass bottles and paper bags. 3. Mixing of the respodents (87.5%) stored pesticides in sheds, warehouses and boxes. 4. Mixing containers and measuring tools were not used by the majority of the group studied. This indicates that there exist serious problems of safety and accuracy with regard to use of pesticides. 5. As to pesticide protective devices, gloves, respirators, goggles and boots were not used in general. Even in case of using them, their quality was not satisfactory. 6. Among the interviewees, 4.2% did not read pesticide label, 33.9% did not wash immediately when pesticide was spilled on the skin, 48.4% did not care the wind direction during pesticide application, and 17.0% did not wash hands when smoking a cigarette while pesticide is being handled. 7. Of the total, 40.4% were found to harvest vegetables within 10 days from the date of pesticide application, which indicates their unawareness of possible hazards by pesticide residues. 8. Empty pesticide containers or bags were not properly disposed of by majority of the respondents. Furthermore, impacts on the environment by the misuse or abuse of pesticides were not understood by 67.6% 9. Of the interviewees, 48.7% were found to have not received instructions on safe use of pesticides. 10. The rate of pesticidal poisoning experience was about 28.0% if minor symptoms excluded, and it rose to about 44.0% if included. Meanwhile, the rate of pesticidal poisoning tends to increase with the size of farm. 11. The study failed to show a statistically significant relationship between the rate of pesticidal poisoning and use of mixing container and/or measuring tools. However, use of gloves showed a statistical significance on the rate of pesticidal poisoning. 12. Among the poisoned cases, 19.0% were cared for in either hospitals or clinics.

The purpose of this study is to identify the factors that influence stress experienced by nursing students and to provide a perceived causal structure model among these variables. The ultimate goal of this study is to develop efficient guidance to clinical nursing education in this population. This study intends to apply perceived causal structure: network analysis method which was developed by Kelly(1983), and has been applied in nursing research. This method is selected to show dynamic relationship of stressor using network method. Data was collected from convenient sample of 186 junior college nursing students who had the clinical practice experience during 10 weeks. Data collection and analysis was conducted in 2 steps from December, 9, 2002 to February, 8, 2003. Step 1.: Data was collected using literature review(10 articles) to identify the causes of stress. Nine causes of stress were extracted. Step 2.: As perceived casual structure network study, data was collected using questionnaires which included 9 extracted cause and stress. The questionnaire contained a 10 X 10 grid table with 10 causes and effects printed. In network analysis, 'Yes' was scored as 1, 'No' was scored as 0, and the mean(maximum 1, minimum 0) was calculated. Construction of the network under inductive eliminative analysis which stopped the construction of the network when the consensual agreement level dropped near 50% was proceeded by adding causes in order of the mean rating level. In this study, construction of the final network was stopped by consensual agreement level of 52% of the total subjects. The results are summarized as follows : Step 1: Investigation of the causes of stress ; The extracted causes of stress from quality data was identified 9 categories ; negative nurse, lack of clinical practice opportunity, ambiguous role, negative patient, lack of nursing knowledge and skill, difficult of personal relations, inefficient clinical practice guidance, gap of theory and practice, lack of support. Step 2 : Construction of the perceived causal structure model ; 1) The most central cause of stress is ambiguous role in the systems of causation. 2) The distal cause of stress is inefficient clinical practice guidance 3) The causes that have a number of outgoing link are negative nurse, ambiguous role. 4) The causes that have a number of incoming link are ambiguous role, gap of theory- practice, lack of clinical practice opportunity, lack of nursing knowledge- skill. 5) There is a mutual relationship between stress and difficult of personal relations, stress and ambiguous role, ambiguous role and negative nurse, ambiguous role and lack of clinical practice opportunity, ambiguous role and lack of nursing knowledge-skill, lack of nursing knowledge-skill and gap of theory- practice. In conclusion, the network suggests that the first centre cause is related on ambiguous role and the second on negative nurse, inefficient clinical practice guidance in the systems of causation
The quality of periodontal instrument cutting edge is a basic element of effective root planing procedure. Using instruments, the sharp edge is changed into blunt or beveled edge. With the blunt instrument, the periodontal treatment can't be carried into accuracy and effective. The study on the wear of periodontal curet is insufficient, there are few publications about the change of sharpness of cutting egde after using instrument and a certen reports were published on the study of scanning electron microscope(SEM) examination. In this study, to declare the number of strokes for sharpening of instruments, the changes of cutting edge is measured by the clinical methods, tactile sensitivity examination and refraction light-white line test after scaling strokes and root planing strokes. SEM test was added for defined the changes of cutting edges. The 7/8 Gracey curets that have been never used was tested. Maxillary molars which were extracted from the School of Dental Medicine, Dankook University was used. Subjected teeth had attachment loss more than 6 mm in bucca-lingual surface and sufficient calculus of a band type in cervical area. The strokes of curet were executed 3, 5, 7, 9, 11, 13 times on scaling stroke and 10, 15, 20, 25, 30, 35 times on root planing stroke. A resident has periodontal experience over 3 years carried out the clinical examinations those tactile sensitivity examination and refraction light-white line test 5 times. The case there being tactile sensitivity certenly is 2, the case being felt tactile sensitivity is 1, and the case there not being tactile sensitivity is 0. The visual examination was recorded as following. The case that refracted white line is not recognised is 2, the case that uncerten is 1, and the case that acknowledged is 0. The results were obtained as follows. 1. After scaling strokes, the tactile sensitivity was reduced after 11 strokes and disappeared in 13 strokes. 2. In tactile sensitivity after root planing procedures, sensitivity was reduced after 25 strokes and disappeared in 35 strokes. 3. In case of visual examination, the detection of refracted white line was increased after 9 strokes of scaling procedures and the accuracy of wear wasn't showed after root planing procedures. 4. In SEM, metal projection was observed on new periodontal curet cutting edge and it was disappeared after scaling procedures. 5. In SEM, the cutting edge was showed changing linear into an aspect of the surface after 5 strokes of scaling procedures and 10 strokes of root planing procedures and showed beveled edge in 11 strokes of scaling procedures, 25 strokes of root planing procedures. The results of 3-type examination indicated that the sharpening of curet should be performed after 11 strokes of scaling procedures and 25 strokes of root planing procedures.

일시정지, 이용계약 해지 할 수 있습니다.
제 17 조 (전자우편주소 수집 금지)
회원은 전자우편주소 추출기 등을 이용하여 전자우편주소를 수집 또는 제3자에게 제공할 수 없습니다.
제 6 장 손해배상 및 기타사항
제 18 조 (손해배상)
당 사이트는 무료로 제공되는 서비스와 관련하여 회원에게 어떠한 손해가 발생하더라도 당 사이트가 고의 또는 과실로 인한 손해발생을 제외하고는 이에 대하여 책임을 부담하지 아니합니다.
제 19 조 (관할 법원)
서비스 이용으로 발생한 분쟁에 대해 소송이 제기되는 경우 민사 소송법상의 관할 법원에 제기합니다.

1. (시행일) 이 약관은 2016년 9월 5일부터 적용되며, 종전 약관은 본 약관으로 대체되며, 개정된 약관의 적용일 이전 가입자도 개정된 약관의 적용을 받습니다.
