R/V EARDO, commissioned in 1992, has successfully carried out ocean research campaigns in Korean jurisdictional and adjacent waters, including continental margins and coastal zones within the Korean Exclusive Economic Zone (EEZ), for 29 years. However, it will soon be reaching the end of its useful service life. A replacement for R/V EARDO is urgently needed to ensure the safety of vessel itself and its crews, and efficient ship operation and maintenance, as well as to meet modern scientific mission requirements (SMRs). Basic specifications for a replacement ship have been devised and reviewed over the past nine months. A test of the proposed hull form was also performed. The total tonnage of the proposed vessel is approximately 740 tons, and the overall length and width are 62.0 and 11.6 m, respectively. The new ship will thus be 73% larger than the current R/V EARDO; in particular, the research workspace will be 4.4 times larger. The major design priorities are the propulsion system, efficiency of radiated noise and vibration control, and the dynamic positioning system. An environmentally friendly emission system, meeting International Maritime Organization (IMO) Tier III regulations, will be installed in the third exhaust pipe. Various wet and dry lab spaces as well as 32 different scientific instruments have also been considered in the ship design.
This study aims to face common threats from the depletion of fish resources, the decline of production and employment as well as the increase of life risk in East Sea Rim countries, North Korea, South Korea, Japan and Russia due to the Chinese fishing fleets entering East Sea. The recent competition in fishing among fishing vessels and fleets of national origin operating in the East Sea has induced a significant change in the ecological landscape of the fishing fleets cluster while having influenced production and employment in the fishing industries of South Korea and Japan as well as life threat on the fishermen in North Korea. It seems that the population organizational ecological theory can be applied to this change. It can be seen as the isomorphism of the selection process over the exclusive economic zone (EEZ) to avoid the environment in which these North Korean fishing vessels are pushed against the Chinese fleet in the North Korean part of the East Sea. To resolve the fishery disputes or conflict in the common waters in East Sea, first of all, Chinese fishing fleets will be required to put international pressure so as to solve the unfairness of the illegal fishing and overfishing by the International Fishery Organization or the UN violations of the sanctions against North Korea selling fishing rights to China. Although it is not easy for South Korea to cooperate with North Korea in the short term, South Korea will be able to support the fishery infrastructure in North Korea in the mid- to the long-term to prevent the loss of innocent lives for their fishermen and to raise their incomes.
This study used the commercial fishing data of Korean high sea bottom longline vessels in the South West Atlantic Ocean from 2013 to 2019 to identify the distribution of fishing grounds of Korean longline vessels. We estimated the CPUE of the Patagonian toothfish Dissostichus eleginoides and the changes in its stock status. The fishing grounds of Korean longline vessels were observed to concentrate on the exclusive economic zone (EEZ) boundary between Argentina, Uruguay, and Falkland owing to the high seas of 41-55 °S in the south and 49-60 °W in the west. A high intensity of fishing was seen in the middle area, which was horizontal from the 3.1 subarea. In all the three subareas, CPUEs have had the tendency to decline since 2013. Although the CPUEs in the 3.2.1-2 subareas were the highest in each subarea, there was no significant difference in each subarea (P>0.05). It is believed that the establishment of a regional fisheries organization or the strengthening of the management of FAO is necessary for the management of Southwest Atlantic fisheries and sustainable fishing, because the portion and scope of Korean longline vessels are very low in the Southwest Atlantic; however, the CPUE is estimated to have declined.
Several species of the genus Pseudo-nitzschia produce the neurotoxin domoic acid (DA) known to be responsible for amnesic shellfish poisoning. Recently off the coast of Geomundo and in Exclusive Economic Zone (EEZ) of Korea Strait, P. cf. brasiliana predominated in summer, 2010. As P. cf. brasiliana was new to Korea, we describe the morphological characteristics of the species. It was observed that cells were linear to lanceolate in valve and girdle view, $51{\sim}76{\mu}m$ long and $1.9{\sim}2.6{\mu}m$ wide. In the central part a large interspace was absent. The number of fibulae and striae in $10{\mu}m$ were 30~37 and 31~37. Each stria contained 2~3 rows of poroids, with 10 to 14 poroids in $1{\mu}m$ length. These morphological features of P. cf. brasiliana were found to be similar with the P. brasiliana, except with the fact that P. cf. brasiliana carred more numbers of fibulae/striae in $10{\mu}m$ and poroids in $1{\mu}m$. Based on our observation, we suggest that P. cf. brasiliana is a newly identified Pseudo-nitzschia species or a variety of P. brasiliana.

To effectively collect, manage, and share the maritime traffic information, it is necessary to identify the technology trends concerning this particular information and analyze its current status and problems. Therefore, this study observes the domestic and foreign technology trends involving maritime traffic information while analyzing and summarizing the current status and problems in collecting, managing, and sharing it. According to the data analysis, the problems in the collecting stage are difficulties in collecting visual information from long-distance radars, CCTVs, and cameras in areas outside the LTE network coverage. Notably, this explains the challenges in detecting smuggling ships entering the territorial waters through the exclusive economic zone (EEZ) in the early stage. The problems in the management stage include difficult reductions and expansions of maritime traffic information caused by the lack of flexibility in storage spaces mostly constructed by the maritime transportation system. Additionally, it is challenging to deal with system failure with system redundancy and backup as a countermeasure. Furthermore, the problems in the sharing stage show that it is difficult to share information with external operating organizations since the internal network is mainly used to share maritime transportation information. If at all through the government cloud via platforms such as LRIT and SASS, it often fails to effectively provide various S/W applications that help use maritime big data. Therefore, it is suggested that collecting equipment such as unmanned aerial vehicles and satellites should be constructed to expand collecting areas in the collecting stage. In the management and sharing stages, the introduction and construction of private clouds are suggested, considering the operational administration and information disclosure of each maritime transportation system. Through these efforts, an enhancement of the expertise and security of clouds is expected.

The countries are trying to expand the sea limit such as the territorial sea, fishing zone or the exclusive economic zone as far as the Law of the Sea permit to do for the benefit of their national interest. Especially, they are eager to claim the base point where it locates far from the coastline even if it is uninhabited island or reef under the sea. The baseline has been claimed to maximize the territorial sea. Another way to expand the sea limit is to lower the vertical datum to change the land limit. China claimed Dongdo which is located about 79 miles far from the coast as the base point. Japan also claimed many uninhabited island or the reef which is located very far from the coast such as Okino Dorishima. As Korea is the party who negotiate the maritime limit with Japan and China, we should be keen and sensitive on the issues claimed by neighboring countries in terms of base point and the baseline. This paper is to review the characteristics of the base points or baselines of neighboring countries and to suggest the views how to maintain and to relocate our base points. As western coast of Korean peninsula is one of the largest tide fluctuation zone in the world, with long tidal record to prove the vertical datum adjustment, Korea can find the way to lower the vertical datum especially in Yellow Sea. So, major and critical tidal station has to be set up along the western coast to verify tide fluctuation record which can be met with international standard.
The ocean in the 21st century is getting emphasized as a treasury of natural resources and a growth engine for the nation. And nations around the world have entered into the hyper-competition to take the initiative for those marine resources. Under the situation, the Korea Coast Guard is devoting itself with full force to protecting maritime sovereignty, ensuring maritime safety and security and preserving the marine environment. Purpose of this study is to analyze Maritime Policing Act of 2012 and their problems and to suggest improvement measures. Objectives of Maritime Policing Act of 2012 is national Defence, policing for maritime security, protection of marine natural resources and marine facility in territorial waters and exclusive economic zone(EEZ) of Korea. Limits of Maritime Policing Act of 2012 are as follows. First, As organization related rules in Maritime Policing Act of 2012 are not enough, Maritime police agency Act should be revised and enacted in order to cope with future administrative demands and legal ground. Second, Article 22 penal regulation is more severe than regulations of another Act. Third, Article 14 should be made improvement for pre-prevention through the pre-report and the establishment of prohibition boundary in maritime demonstration.
According to the Article 86 of the United Nations on the Law of the Sea(UNCLOS) the provisions of high seas apply to all parts of the sea that are not included in the exclusive economic zone, in the territorial sea or in the internal waters of a State, or in the archipelagic waters of an archipelagic State. Article 87 also stipulates the freedom of the high seas. International laws on the flight over the high seas are found as follows; Firstly, as far as the nationality of the aircraft is concerned, its legal status is quite different from the ship where the flags of convenience can be applied practically. There is no flags of convenience of the aircraft. Secondly, according to the Article 95 of UNCLOS warships on the high seas have complete immunity from the jurisdiction of any State other than the flag State. We can suppose that the military(or state) aircraft over the high seas have also complete immunity from the jurisdiction of any State other than the flag State. Thirdly, according to the Article 101 of UNCLOS piracy consists of any act of voluntary participation in the operation of a ship or of an aircraft with knowledge of facts making it a pirate ship or aircraft. We can conclude that piracy can de done by a pirate aircraft as well as a pirate ship. Fourthly, according to the Article 111 (5) of UNCLOS the right of hot pursuit may be exercised only by warships or military aircraft, or other ships or aircraft clearly marked and identifiable as being on government service and authorized to that effect. Fifthly, according to the Article 110 of UNCLOS a warship which encounters on the high seas a foreign ship, is not justified in boarding it unless there is reasonable ground for suspecting that: (a) the ship is engaged in piracy, (b) the ship is engaged in the slave trade, (c) the ship is engaged in an authorized broadcasting and the flag State of the warship has jurisdiction under article 109, (d) the ship is without nationality, or (e) though flying a foreign flag or refusing to show its flag, the ship is, in reality, of the same nationality as the warship. These provisions apply mutatis mutandis to military aircraft. Sixthly, according to the Article 1 (5)(dumping), 212(pollution from or through the atmosphere), 222(enforcement with respect to pollution from or through the atmosphere) of UNCLOS aircraft as well as ship is very much related to marine pollution. Seventhly, as far as the crime on board aircraft over the high seas is concerned 1963 Convention on the Offences and Certain Other Acts Committed on Board Aircraft(Tokyo Convention) will be applied, and as for the hijacking over the high seas 1970 Convention for the Suppression of Unlawful Seizure of Aircraft(Hague Convention) and as for the sabotage over the high seas 1971 Convention for the Suppression of Unlawful Acts Against the Safety of Civil Aviation(Montreal Convention) will be applied respectively. These three conventions recognize the flag state jurisdiction over the crimes on board aircraft over the high seas. Eightly, as far as reconnaissance by foreign aircraft in the high seas toward the coastal States is concerned it is not illegal in terms of international law because its act is done in the high seas. Ninthly as for Air Defence Identification Zone(ADIZ) there are no articles dealing with it in the 1944 Chicago Convention. The legal status of the foreign aircraft over this sea zone might be restricted to the regulations of the coastal states whether this zone is legitimate or illegal. Lastly, the Arctic Sea is the frozen ocean. So the flight over that ocean is the same over the high seas. Because of the climate change the Arctic Sea is getting melted. If the coastal states of the Arctic Sea will proclaim the Exclusive Economic Zone(EEZ) as the ocean is getting melted, the freedom of flight over that ocean will also be restricted to the regulations of the coastal states.
The possibility of oil reserve has been conformed because the oil has been produced by 450 barrel per day in the West Korea Bay basin of the North Korea. There is also possibility of giant oil reserve since it is geographically close to one of the biggest oil fields of Bohai Basin, China. Based on the on-going oil exploration and the present condition of investment, the areas of ongoing oil exploration are three: West Korea Bay B&C prospect explored by Swedish Taurus, the north of West Korea Bay and Anju basin explored by Canadian SOCO, and East Korea Bay explored by Australian Beach Petroleum. However, there is little or no possibility of oil reserve in the rest sea areas of three. Even though oil reserves were discovered in the some parts of land areas such as Kilju and Myungcheon, it was presumed to have no economical efficiency. Geology in West Korea Bay off the North Korea is similar to that in Bohai Bay off China. The basement consists of thick carbonate rock of the Late Proterozoic and Early Paleozoic overlain by Mesozoic ($6,000{\sim}10,000\;m$) and Cenozoic ($4,000{\sim}5,000\;m$) units. Source rocks are Jurassic black shale (3,000 m or more), Cretaceous black shale ($1,000{\sim}2,000\;m$), and pre-Mesozoic carbonates (several thousand meters). Reservoir rocks are Mesozoic-Cenozoic sandstone with high porosity and pre-Mesozoic fractured carbonate rocks. Petroleum raps are of the anticline, fault sealed, buried hill, and stratigraphic types. It absolutely needs to take up a positive attitude, the activation of ocean science and technology exchange, and the joint research and development of modern MT (Marine Technology) considering the state of establishing new international ocean order forcing on building up 200 nautical mile EEZ (exclusive economic zone) among coastal nations. Both South and North Koreas should extend the ocean jurisdiction and contiguity, and MT development dealing with the same sea areas. It is more urgent problem to find a way to have the North Korea participated in, and then to develop ocean management and ocean industry individually.

Fish distribution characteristics are essential to assess and estimate fisheries resources in a particular area. The primary goal of this study is to determine the distribution characteristics by the bottom trawling in the Yellow Sea west of South Korea. The surveys were carried out between 33$^{\circ}$00'N~37$^{\circ}$00'N latitude and 124$^{\circ}$00'E~126$^{\circ}$00'E longitude at EEZ(Exclusive Economic Zone) of Korea in Yellow Sea on May and August, 1999 and April, 2000. The ships used in this survey were the R/V Chung-kyeong(G/T 300) and R/V Dong-baek(G/T 1,050) of Yeosu National University. The results obtained can be summarized as follows 1. From the trawl data the fisheries resources are seriously decreasing through most of the species(about more 50%) have been appeared only one time at the bottom trawl on April, 2000. The total fish species caught by the trawl net during the 3 times survey were 106 species and a few species(dominant species) of these occupied 50~90% of the quantity of the total quantity by number or by weight. Among the dominant species the tanaka's snailfish was recorded to be the most dominant species in the survey area. The fish species in the Yellow Sea were clustered according to the regions. They clustered in two or three partes to the south-north direction in the spring season and clustered in two parts to the on-off shore direction of the shore in the summer season. Most of the fish caught at the the trawl net with cover-net(30.3mm) were small sized. They were shorter than 15 cm in length and the extruding rate of the cod-end which was 60mm mesh size ranges about 90%. 2. The densities of the number and weight per unit volume derived from the total catches sampled in April, 2000 survey were $1532.2{\times}10^{-6}fish/m^3$ and $39.55{\times}10^{-6}kg/m^3$, respectively. 3. The density variation of fish population between 1999 and 2000 showed a slight tendency to increase.
