AHP를 이용한 미래유망기술 투자의 우선순위 설정 - 농촌개발 및 자원분야를 중심으로 - (Priority Setting for Future Core Technologies using the AHP - With Major Fields in Rural Development and Resources -)

  • The study was focused on setting priority for future core technologies in rural development and resources using AHP. The technologies were derived by Delphi method. Evaluation criteria for the priority setting were decided as 'technology', 'market oriented', and 'public concerns' by council. The future core technologies were divided as four groups by importance and R&D level. Technologies in upper two groups were considered in the study. Group I had high importance and high R&D level. Group II had high importance and lower R&D level. Questionnaires were given to 9 specialists in agricultural resources. As the results, 'public concerns' was decided as a most important evaluation criterion. The most important technologies are "technology developing for animal feces and urine treatment, and restoration it to farm land" in group I, and "technology developing for agricultural by-products as energy source" in group II.

정부연구개발사업 투자현황분석 및 정책적 시사점 (An Analysis of Government R&D Investment and Its Policy Implications)

  • This study aims to provide information about the priority setting and budget coordination of government R&D spendings in Korea. Based on the result of "Survey, Analysis and Evaluation of National R&D Programs"in FY 2000. this paper reviews the government R&D expenditures by the concerned variables such as program objectives, sector of performance, character of work and technology fields. It is found that R&D spendings on the areas of industrial development, information technology, and development research are funded pretty high. Also, it turns out that, considering program objectives and character of work, there are some redundancies of R&D programs among government agencies. Policy implications are suggested.

IT 유망 신산업의 우선순위 평가 (Priority Setting of New Promising IT Industries)

  • In this study, priority setting model of new promising IT industries which will be the growth engines for the Korean IT industry, was established. Based on the AHP model, priority setting of IT new promising IT industries was conducted. Firstly, the selection cases of the new promising IT industries and major priority setting methodologies including the AHP methodology, were analyzed. The AHP model was selected as the most feasible methodology for priority setting of the new IT industries, among the various priority setting methodologies. Secondly, in setting up the AHP model for prioritization of the new promising If industries, a 'goal' was established to be priority setting of the new promising IT industries, and an 'alternatives' to be 18 new promising IT industries. Then a logical and a systematic assessment criteria including 5 main criteria('Technological Innovation', 'Market Ability', 'SPin-off Effect', 'Public Benefit', 'Strategic Importance') and 14 sub-criteria, were developed for priority setting of the 18 new promising industries. Finally, with the AHP model, the substantial analysis was made to set up priority of the 18 new promising IT industries. The substantial analysis showed the following priority setting results and implications for the 18 new promising IT industries.

  • MAUT and AHP are widely used for quantification of subjective judgements in various fields of decision making. This study focuses on the introduction and application of MAUT/AHP method which is a hybrid of MAUT and AHP techniques in R&D project priority setting. This hybrid model can clarify each factors' contribution using MAUT method and can reduce the number of pairwise comparisons of AHP method. This study applies AMUT/AHP method to the evaluation of R&D projects in a Government - funded research institute. To evaluate R&D projects, six evaluation factors are derived. SMART(Simple MultiAttribute Rating Technique) and DVM(Difference Value Measurement ) out of many MAUT methods are used to design the utility function ad AHP is used to allocate the weights among evaluation factors. The major findings of this study can be summarized as follows. First, the SMART/AHP and the DVM/AHP have the same results with the SMART and the DVM, and they are different results with AHP. It is very hard to decide which one is better. Second, MAUT/AHP's strength is analyzed. MAUT reflects utility values of evaluators to alternatives and AHP results objective and consistent weights of factors through pariwise comparisons. Third, its possible application fields are proposed. It is applicable to subjective decision making problems with high complexity and inter-independent factors.

  • [ $ulcorner$ ]Cost-Effectiveness Analysis$\lrcorner$ has been wifely used to evaluate economic efficiency of R&D projects, but most of cost-effectiveness evaluation systems have some problems such as systematic method for setting and evaluating cost factors, estimation of single effect on each R&D project, and estimation of cross effects among R&D projects. To solve these problems, we have designed a new evaluation indicator called a $ulcorner$Cost-Cross Effect Integration Indicator$lrcorner$ including cross effects developed in this research. The major research findings are summarized as follows : (1) $ulcorner$Coist Estimation Model$lrcorner$, which estimates the cost factors divided into two classes of assembly product and system product and then integrates the total cost values, has been designed. (2) A new method for estimating parameters of cross effects among R&D projects has been developed. (3) $ulcorner$Cross Effects Estimation Model$lrcorner$ to estimate multi-effects and cross effects by completion time among several projects has been designed. (4) $ulcorner$Integration Estimation Indicator$lrcorner$ for setting priority on a project group has been extracted by combination of total cost value and total effect value.

  • 사전에 수행된 델파이 조사의 기초자료를 이용하여 경종작물분야 미래유망기술들을 AHP방법을 사용하여 우선순위를 설정하였다. 8명의 전문가가 응답한 설문조사에서는 평가대항목중 공공성이 0.390으로 가장 중요하게 나타났으며, 그 다음으로는 기술성이 0.388,시장성은 0.223으로 나타났다 각 평가소항목의 세부적 중요도는 기술성 측면에서는 기술실현성, 기술파급성, 기술독창성 순으로, 시장성 측면에서는 시장성장성, 투자수익성, 시장규모성 순으로,공공성 측면에서는 국가전략과의 부합성, 산업파급성. 사회영향성 순으로 중요하게 나타났다. 각 기술군 중 중요도가 가장 높은 기술은 I군의 기술 중에서는 '친환경 저투입, 생산비절감 작물 재배기술이 개발된다'의 기술이 중요도가 0.836으로 가장 높게 나타났다. II군의 기술 중에서는 '생명공학기술을 이용한 작물의 유전자 탐색, 형질전환 및 상업화기술이 개발된다'의 기술이 중요도가 0.772로 가장 높게 나타났다.

상호영향형 R&D과제군의 평가산정을 위한 "CIDEAR" 모형의 개발 (Construction of "CIDEAR" Model for Selecting and Evaluating Cross Impact R & D Projects)

  • The purpose of this paper is to construct $\ulcorner$CIDEAR(Cross Impact-DEA-AR)$\lrcorner$ model which evaluates proposed R&D projects considering cross impact among them and selects proper projects to utilize resources efficiently as well as to maximize efficacy of investments. For this purpose, $\ulcorner$CIDEAR$\lrcorner$ model is designed as the following six steps. $\ulcorner$Decision Theory Evaluation Model$\lrcorner$ is for setting and selecting the evaluation items according to the structured procedure of evaluation system. The priority of items is decided at $\ulcorner$AR Decision Model$\lrcorner$$\ulcorner$Cross Impact Estimation Model$\lrcorner$ is for computing the final probability of success and the result is used to revise the evaluation results of $\ulcorner$Decision Theory Evaluation Model$\lrcorner$. $\ulcorner$Resource Performance Analysis Model$\lrcorner$ classifies the proposed R&D projects on the basis of required resources and expected performance. Consequently, the possibility of bias of project selection can be prevented. $\ulcorner$Priority Oder Decision Model$\lrcorner$ is for computing the efficacy of proposed projects. Finally, $\ulcorner$Efficacy-Efficiency Cause Analysis Model$\lrcorner$ analyzes the structure of efficacy and efficiency of the projects. The major findings and significances of this study are summarized as follows: (1) $\ulcorner$CIDEAR$\lrcorner$ model can deal with the affairs of R&D projects having the characteristics of mutual independence as well as mutual dependence in the point of efficacy and efficiency. Hence, it is possible to evaluate and select R&D projects more accurately. (2) It can be possible to raise the possibility of projects success. R&D manager can use the information for project management because the efficacy-efficiency structure of selected projects can be analyzed. (3) We proved the usefulness of the constructed $\ulcorner$CIDEAR$\lrcorner$ model using an case about twenty-one R&D projects of a leading company of electronic industry in Korea.

  • The object of this research is to evaluate the priority of R&B project alternatives which were already screened by both feasibility and suitability of technological performance. This research is a selection model for R&D project alternatives after setting phase. And it is designed by CHP model which include individual and mutual weights. This model have 5 steps. (1) Setting Technology-Modules derived on the setting phase (2) Presenting the evaluation standards divided with 'M-Field' and 'T-Field' (3) Assessing the evaluation standard and technology modules (4) Obtaining and integrating the individually and mutually effective weights (5) Selecting the technology modules based on the priority of order by CHP. Through these steps, this model can suggest the evaluation way from specific technology levels to project level. And it can be guaranteed to perform the selected module set.

기술우선도 결정을 위한 상호영향 계층분석모형의 개발 (Development of a Cross-impact Hierarchical Model for Deciding Technology Priority)

  • The objective of this paper is to develop a new priority setting algorithm that considers the cross-impact of the future technology alternatives and that satisfies the final goal of the technology management through multi-hierarchy evaluation criteria. By combining the Analytic Hierarchy Process (AHP) model, which is a well-known priority setting model, and Cross Impact Analysis (CIA) model, which is a technological forecasting method that considers cross-impact among R&D Items, we developed an Integrated Cross-Impact Hierarchical (CIH) model, which sets the priority by considering technological forecasting and technology dependency simultaneously. A step-by-step numerical example of the model developed here is presented as backup of its practicality.

국가연구개발사업 예산배분을 위한 우선순위 판단지표 분석 (Analysis of Assessment Indicator on Priorities for Budget Allocation of the National R&D Program)

  • 본 연구는 R&D 투자방향 및 배분방향 수립에 필요한 우선순위 설정방법론을 개발하는데 목적을 두고 있다. 이를 위해 국가연구개발사업 예산배분 과정에서 사업간 우선순위 심의 시, 주요 영향 요인에 대한 인식조사를 실시하였다. 국가과학기술위원회 전문위원회 위원들을 대상으로 설문조사를 실시하여 예산배분 심의 시 심의항목 간의 상대적 중요도를 도출하였다. 본 연구를 위해 계층분석법(AHP)을 적용하였으며, 예산검토 전문가들이 "가장 중요하다고 인식하는" 요인을 도출하였다. AHP 방법론을 활용하여 국가연구개발사업 예산배분 과정에서 사업간 우선순위 심의 시, 주요 영향 요인에 대한 인식조사 결과는 다음과 같다. 국가연구개발사업 예산배분을 위한 사업간 우선순위 도출을 위한 평가항목의 중요도는 '사업의 성과 및 파급효과', '사업추진 근거 및 원동력', '사업내용의 타당성', '사업간 중복 연계 가능성' 순으로 나타났다. 최종 평가지표의 중요도에서는 '사업목표의 명확성 달성가능성', '과학기술적 파급효과', '경제사회적 파급효과', '중장기 계획과의 정합성' 순으로 나타난 반면, '중복성'과 '예산 규모의 적절성' 지표의 중요도는 5% 미만으로 상대적으로 덜 중요한 것으로 나타났다. 본 연구결과에서 제시된 바와 같이 예산 심의 시 중요한 평가지표로 제시된 '사업목표의 명확성 달성가능성'. '과학기술적 파급효과' 및 '경제사회적 파급효과', '중장기 계획과의 정합성' 등이 대한 세부적인 내용이 부처별 예산요구서에 반영될 수 있도록 개선되어야 할 것이다.
