Post-2020 국가 보호지역 시스템 관리를 위한 기타 효과적인 지역 기반 보전 수단(OECMs) 후보지역 유형 검토 (Reviewing the Candidate Types for Other Effective Area-based Conservation Measures for Post-2020 Management Related to National Protected Areas System)

  • This study aims to systematically review the candidate types for OECMs suitable for domestic conditions in areas related to the Korea Forest Service in order to achieve the goal of establishing the protected areas and OECMs system required by Post-2020 GBF, and to provide basic data for the establishment of the national protected areas system. As a result of the study, the selection criteria for OECMs were presented, and it was found that arboretums·botanical gardens, Natural Recreation Forests, and air holes may correspond to the Candidate Types for OECMs. As a result of evaluating the possible areas for OECMs based on the OECMs selection criteria, in the case of arboretums·botanical gardens, it is judged that only conservation areas can be designated as OECMs, except for areas mainly used by visitors of arboretums·botanical gardens that fall under the BGCI conservation type among national and public arboretums·botanical gardens. However, private and school arboretums·botanical gardens have personal property ownership, so it was judged to have no effective measures to control activities that may adversely affect biodiversity, which showed limitations in designation of OECMs. Natural Recreation Forests was found to meet the OECMs selection criteria. However, private forests have personal property ownership, which limits the designation of OECMs. Therefore, it is necessary to strengthen the function of in-situ conservation in order to meet the OECMs for private and school arboretums·botanical gardens, and private forests that have personal property ownership. To this end, effective measures are needed to achieve biodiversity conservation outcomes, and it is judged that legal control and corresponding support policies (incentives) are needed. In the case of air holes, for sustainable conservation, the management boundary of air holes should be clearly defined based on the preparation of laws and guidelines related to air holes. In addition, it is judged that it is desirable to designate the competent local forest office as the management authority and conduct periodic detailed surveys of air holes, establish and implement the conservation plans based on those.

Hydropower Development and Sustainability in the Mekong River Basin

  • The study aims to evaluate the complexity of relationships between the riparian states - China, Myanmar, Laos, Thailand, Vietnam and Cambodia - in the Mekong River Basin since the mid-1990s with special reference to the discourse on hydropower development. A special emphasis will be put on the influence of China on hydropower development. Although a variety of issues on the river basin have been discussed among the riparian states, none of them has been effectively implemented owing to the lack of China's commitment to the discussions for sustainable water management. Now, a new turning point is observed in the region with emergence of the issue on hydropower development, not only in the upper basin but also in the lower basin. The discourse on hydropower in Mekong has quickly drawn attention of the public, accelerated by the onset of construction of the Xayabury Dam in Laos since November 2010. The influence of China as the upstream country with its political, economic, and military power has increasingly grown in the region over the last few decades, and such trend recently intensifies together with an expansion of Chinese commercial interests in the region. Since the establishment of the Mekong River Commission (MRC) in 1995, the four MRC members have striven to push forward a sustainable use of water resources in the basin. But the legitimacy of the MRC system has been eroded due to the lack of participation by Myanmar and China, and in particular, the Chinese absence has made the four riparian states blind about the change of water regime due to the Chinese dams upstream. Environmental damages due to hydropower development might be possible, including a drop of fish yields, crop production, and damages to the river's ecosystems. Vietnam and Cambodia have already expressed their concerns over the dam construction towards China as well as Laos by pointing out detrimental impacts of the dams to their economies. China's move to collaborate with the other riparian states since 2010 has given a positive signal in terms of sustainable water management in the river. However, this phenomenon never confirms China's proactive contribution to the cooperative activities within the framework of the MRC system. Laos' initiative to build a new dam in the lower basin alarms those who are opposed to dam construction in the fear of its far-reaching damages to the environment. The question goes back to the year-long debate on policy priorities given to economic growth or the environment. The riparian states require wisdom based on a consensus about sustainable water use rather than hydropower development based on individual growth dreams.

심양 서탑 코리아타운의 도시 포용성 연구: 행위자-연결망 이론을 중심으로 (Examining the Urban Inclusivity of Xita Koreatown in Shenyang: With a Focus of the Actor-Network Theory)

  • 본 연구는 심양 서탑 코리아타운의 장소성을 새롭게 규명하기 위하여 포용도시의 주요 담론을 토대로 행위자-연결망 이론에 기반한 도시 포용성의 개념적 구조를 확립하고, 이를 해당 공간에 적용하여 분석하였다. 사례 분석의 과정은 신중국 건국부터 현재까지의 시기를 서탑 코리아타운의 맹아기와 발전기로 나누어 주요 행위자를 추출하고, 이 지역의 변화를 대표하는 여섯 개의 시기별로 각각의 행위자-연결망의 네트워크 그래프를 작성하였다. 이를 통하여 해당 공간의 도시 표용성 변화 추이를 해석하고 포용도시의 실현가능성을 전망하였다. 본 연구의 결과는 다음과 같다. 첫째, 서탑 코리아타운을 구성하는 행위자의 수와 종류는 한중 수교를 기점으로 빠르게 증가하였으며, 행위자-연결망 역시 도시 포용성의 전 지표에서 지속적으로 강화되었다. 둘째, 서탑 코리아타운의 특수성을 대표하는 조선족, 한국인, 현지인, 북한인 등의 주요 인간 행위자들의 행위성이 비약적으로 증진하였다. 셋째, 문화교류와 관련 정책 행위자가 성장하면서 이 지역의 행위자-연결망은 유래없는 도약을 성취하였다. 결론적으로, 심양 서탑 코리아타운의 도시 포용성은 지속적으로 상승하고 있으며, 이 지역의 도시 포용성을 더욱 향상시킬 잠재적 요인 또한 다수 관찰된다.

토양생태 위해성평가 제도 국내 도입방안 연구 (An Introductory Research for Development of Soil Ecological Risk Assessment in Korea)

  • 인간활동에 의한 토양오염은 지속적으로 발생되고 있으며, 이를 과학적이고 합리적으로 관리하기 위한 인체 및 생태 위해성평가의 중요성이 부각되고 있다. 하지만 국내에서 생태계를 수용체로 하는 위해성평가에 대한 제도적 장치가 마련되어 있지 않으며, 이에 대한 평가체계와 활용가능한 기반 마련이 필요할 것으로 사료된다. 본 연구에서는 국내형 토양생태 위해성평가(soil ecological risk assessment) 체계를 제시하였으며, 이를 수행하기 위한 구체적인 내용들을 정리하였다. 토양생태 위해성평가는 오염물질에 대한 생태계 보호수준을 의미하는 예측무영향농도 산출을 목적으로 하고, 토양생태 독성자료 수집 및 적합성 확인, 토양생태 독성자료 표준화, 생태독성자료 충족도 확인 및 예측무영향농도 산출, 생태위해도결정의 단계로 수행할 수 있다. 수집된 생태독성자료는 신뢰도지수에 따라 적합성을 먼저 확인하며, 필요기준(국내 서식종, 급 만성, 독성종말점, 토양특성 분류)에 따라 순차적으로 정리하여 평가체계에 적용하는 방안을 제안하였다. 예측무영향농도는 생태독성자료 수준에 따라 저신뢰, 중간신뢰, 그리고 고신뢰 수준 중 하나의 산출 기법을 이용하며, 이를 통해 최종적으로 생태 위해도를 결정하는 방식을 제안하였다. 본 연구는 차후 토양오염물질에 대한 생태위해성평가 지침 제정에 있어 기본 체계로 활용될 수 있을 것으로 사료된다.

조선 궁궐, 동조(東朝)의 상징성과 $17{\sim}18$세기 대비전 조영에 관한 연구 (A Study on Symbolism of Dongjo in Royal Palaces of Choseon Dynasty and Its Way of Operation - Focusing on Donggwol in 17th-18th century -)

  • Choseon Dynasty, from many aspects, saw the institutional establishment of its royal palaces in the 17th and 18th century, with 'donggwol (east palace)' as the most representative form in the era. In that period, palaces were managed in the best way that fits the royal etiquette and order to maintain the Confucian framework of the times. While the royal palace was the place for the king to conduct state affairs, it was also a compound for the royal family to lead a life in. Since the royal family was also based on the Confucian system, women in the royal palace seldom revealed their existence to outside world. Yet daebi,(a Queen Mother) who was often called 'dongjo,' enjoyed the highest level of honor not only as a member of the royal family but in the hierarchical order of the dynasty. As they often engaged themselves in political affairs, daebi raised their reputation through rites and rituals. So, in the 16th century, they largely used Changgyeong-gung palace in the eastern part of the royal compound since they sometimes had to go out of the royal residence. While it was called 'dongjo' because it was seated in the eastern part, it was also used as a word symbolizing daebi. And, therefore, it has become a general principle of royal palaces to build the palace for daebi in the eastern wing of the compound. However, the residence for daebi was not always built in the eastern part in the 17th and 18th century and, instead, edifices for daebi were sometimes erected in several points within the royal compound. Beside, daebi's residence in this period had additional spaces for ceremonies since they had a number of official events there. Construction of daebi's residences in this era was not confined to the symbolic institutions and they became the peculiar palaces with specific characteristics for official ceremonies of the queen mothers. Consequently, it could be said that the architectural style of dongjo, which was the place of the supreme female in the hierarchical order, stemmed from donggwol where daebi spent the longest time of the royal life.

Railway Governance and Power Structure in China

  • Over the last $15{\sim}20$years, many countries have adopted policies of railway privatization to keep up with increasing competition from road and air transport. Although each country and case has its own history, market characteristics, political context as well as administrative process, railway privatizations (including railway restructure, concession etc.) in the west usually are accompanied with the establishment of new regulatory regimes. Therefore, railway governance has been innovating towards an interaction of government, regulator, industry bodies, user groups, trade unions and other interested groups within the regulatory framework. However, it is not the case in China. Although China had seen a partial privatization in some branch lines and is experiencing a much larger-scale privatization by establishing joint-ventures to build and operate high-speed passenger lines and implementing an asset-based securitization program, administrative control still occupies absolutely dominant position in the railway governance in China. Ministry of Railway (MOR) acts as the administrator, operator as well as regulator. There is no national policy that clearly positions railway in the transportation network and clarifies the role of government in railway development. There is also little participation from interested groups in the railway policy making, pricing, service standard or safety matter. Railway in China is solely governed by the mere executive agency. Efficiency-focused economic perspective explanation is far from satisfaction. A wider research perspective from political and social regime is of great potential to better explain and solve the problem. In the west, separation and constrains of power had long been established as a fundamental rule. In addition to internal separation of political power(legislation, execution and jurisdiction), rise of corporation in the 19th century and association revolution in the 20th century greatly fostered the growth of economic and social power. Therefore, political, social and economic organizations cooperate and compete with each other, which leads to a balanced and resonable power structure. While in China, political power, mainly party-controlled administrative power has been keeping a dominated position since the time of plan economy. Although the economic reform promoted the growth of economic power of enterprises, it is still not strong enough to compete with political power. Furthermore, under rigid political control, social organizations usually are affiliated to government, independent social power is still too weak to function. So, duo to the limited and slow reform in political and social regime in China, there is an unbalanced power structure within which political power is dominant, economic power expanding while social power still absent. Totally different power structure in China determines the fundamental institutional environment of her railway privatization and governance. It is expected that the exploration of who act behind railway governance and their acting strength (a power theory) will present us a better picture of railway governance as a relevant transportation mode. The paper first examines the railway governance in China and preliminarily establishes a linkage between railway governance and its fundamental institutional environment, i.e. power structure in a specific country. Secondly, the reason why there is no national policy in China is explored in the view of political power. In China, legislative power is more symbolic while party-controlled administrative power dominates political process and plays a fundamental role in Chinese railway governance. And then, in the part three railway finance reform is analyzed in the view of economic power, esp. the relationship of political power and economic power.

칼 맑스 선언문과 폐정 개혁문의 모달리떼와 그 상징성 (The modality and the symbol of the reform in donghak and the declaration in K. Marx)

  • 이 논문은 칼 맑스의 선언문과 폐정 개혁문의 모달리떼와 그 상징성에 대한 연구이다. 이를 위한 텍스트로는 칼 맑스와 프리드리히 엥겔스의 공산 동맹 선언문과 동학 농민군의 폐정 개혁안을 채택했다. 이 선언문과 개혁문은 이 논문에서 1800년대의 철학적 실천담론을 모달리떼 양상으로 전개하며 기호학적 의미에서 그 공통의 상징성을 도출하고, 소유와 소외 그리고 계급에서 자유로워지는 민주주의를 향해 전진하는 사상적 흐름에 그 촛점을 맞추고 있다. 궁극적으로 동시대의 숨결 속에서 발표된 이 두 선언문은 감시와 처벌이라는 비인륜적 정책에 대한 고발장이다. 1일 2회 교회에서의 공간이 공장으로 바뀌고, 자본과 노동으로 2분법적 사고로 갈라치기 해서 이 범주 안으로 몰아넣는 행위가 마치 사회 윤리인 냥 치장되었으며, 사냥하는 식의 강요는 처벌 방식으로 이루어져 더 이상 사람이 존재하기 힘든 구조가 제도화 되어버린 현상에 대한 대항이다. 이 사냥의 틀을 깨부수려는 혁명운동이 바로 위 두 선언문으로 나타나며 칼 맑스는 자신의 존재를 '영원한 난민'의 위치에 둠으로서 공산동맹 선언을 통해 이루고자 한 유토피아의 절정을 완성하며, 동학농민군은 전봉준의 재판 취조과정에서 전개되는 그의 자유함에서 죽음을 택함으로써 자신은 물론 민중의 혁명정신을 완성한다. 동서양에서 동시에 폭발한 억압의 형태는 지배와 통치의 자본에 대한 철퇴이며, 이에 대한 새로운 대안이 '사람이 가장 큰 자본이다'로 새로운 패러다임 구축을 가능하게 하는 원천적인 철학적 배경이 된다는 점에서 이 논문은 그 의의를 ?고 있다.

NUWARD SMR safety approach and licensing objectives for international deployment

  • Drawing on the deep experience and understanding of the principles of nuclear safety, as well as many years of nuclear power plant design and operation, the EDF led NUWARD SMR Project is developing a design for a Small Modular Reactor (SMR) of 340 MWe composed of two 170 MWe independent units, that will supplement the offering of high-output nuclear reactors, especially in response to specific needs such as replacement of fossil-fuelled power plants. NUWARD SMR is a mix of proven and innovative design features that will make it more commercially competitive, while integrating safety features that comply with the highest international standards. Following the principles of redundancy and diversity and rigorous application of Defence in Depth (DID), with an international view on nuclear safety licensing, the Project also incorporates new safety approaches into its design development. The NUWARD SMR Project has been in development for a number of years, it entered conceptual design formally in mid-2019 and entered Basic Design in 2023. The objective of the concept design phase was to confirm the project technological choices and to define the first design configuration of the NUWARD SMR product, to document it, in order to launch pre-licensing with the French Safety Authority (ASN) and to define its estimated cost and its subsequent development and construction schedules. As a delivery milestone the Safety Options file (called the Dossier d'Options de Sûreté (DOS)) has been submitted to ASN in July 2023 for their opinion. An integral part of the NUWARD SMR Project, is not only to deliver a design suitable for France and to satisfy French regulation, but to develop a product suitable and indeed desirable, for the international market, with a first focus in Europe. In order to achieve its objectives and realise its market potential, the NUWARD SMR Project needs to define and realise its safety approach within an international environment and that is the key subject of this paper. The following paper: • Summarises the foundation principles and technological background which underpin the design; • Contextualises the key design features with regard to the international safety regulatory framework with particular emphasis on innovative passive safety aspects; • Illustrates the Project activities in preparation for first licensing in France, and also a wider international view via the ASN led Joint Early Review of the NUWARD SMR design, including Finnish and Czech Republic regulators, recently joined by the Swedish, Polish and Dutch regulators; • Articulates the collaborative approach to design development from involvement with the Project partners (the Commissariat à l'énergie atomique et aux énergies alternatives (CEA), Naval Group, TechnicAtome, Framatome and Tractebel) to the establishment of the International NUWARD Advisory Board (INAB), to gain greater international insight and advice; • Concludes with the focus on next steps into detailed design development, standardisation of the design and its simplification to enhance its commercial competitiveness in a context of further harmonisation of the nuclear safety and licensing requirements and aspirations.

BIM기반 초기 설계 단계 철근 물량 산출 프로세스 구축 (Establishment of Rebar Quantity Estimation in BIM-based Initial Design Phase)

  • 최근에 각광받고 있는 3D BIM기반 철근 물량 산출 현황을 살펴보면 상용 BIM 도구들이 철근 모델링 기능을 제공하지만 그 기능을 이용해서 철근을 모델링하려고 하면 방대한 양의 모델링 시간이 소요가 되어 현재 실용적으로 사용할 수 있는 BIM 소프트웨어는 없다. 본 연구에서는 BIM 기반 설계 현업에서 실용적인 철근 물량 산출 프로세스를 정리 및 제시하고, 초기설계단계의 단면 정보가 없는 상태에서 기존의 2D방식에 비하여 보다 정확하게 기동, 보, 슬래브, 벽체의 철근 단면 정보를 자동으로 배근해주는 프로그램인 Rebar Automatic Arrangement Program(이하 RAAP)을 개발하였다. 본 연구 결과는 건설프로젝트의 초기 설계단계에서 설계 진행상 구조 부재 단면 설계가 완료되지 않은 상태의 골조 물량 산출 시 적은 노력으로 기존의 2D기반 방식보다 신뢰성을 향상시킨 물량을 산출할 수 있는 기술로 발전시키는데 의미가 있으며, 합리적인 초기 설계단계의 물량 산출 프로그램을 구축할 수 있는 기초 연구로서 활용될 수 있을 것으로 기대된다.

사천 가화천하구습지의 식생 및 생물상 특성: 생태계 보전 대책의 제안 (Characteristics of Vegetation and Biota in the Gahwacheon Estuarine Wetland, Sacheon, South Korea: Proposals for the Ecosystem Conservation)

  • 하구습지는 생물생산성이 높고 물리적 환경도 독특하여 국가 생물다양성 관리 및 그들의 서식처 확보 관점에서 중요성이 대두되고 있다. 본 연구는 하구습지 보전 및 관리를 위해 열린 하구이며 다양한 서식공간이 분포하는 것으로 알려진 가화천하구습지의 식생 및 생물상 조사를 통해 생태적 특성을 분석하였다. 정수역 다년생 초본식생, 염습지식생, 암극지식생 등 5개 상관식생형의 12개 식물군락이 확인되었다. 남강댐 방류, 조수의 영향으로 수변부의 좁은 입지를 따라 식생이 대상분포하고 있었다. 생물종 다양성은 멸종위기 야생생물 12종 포함 총 715종이 확인되었다. 다양한 하상구조와 미소서식처가 분포하고 있는 I, III구간에서 종다양성이 상대적으로 높았다. 해수 유입에 따른 기수역의 형성으로 다양한 기능군을 가지는 멸종위기 야생생물도 분포하여 보전가치가 높은 지역인 것으로 나타났다. 가화천하구습지의 생태정보의 수집은 하구 생태계의 보전·관리 기반을 마련하고 정책 수립을 지원하는 데 기초자료로 활용될 수 있을 것이다.
