도시부도로에서 변속차로는 도로가 연결되는 지점에 설치되어 상대속도를 낮추도록 함으로써 교통소통을 원활하게 하고 있다. 그러나 도심내 안전 속도 "5030"시행에 따른 제한속도 30 km/h의 경우 기준이 모호하여 변속차로 설치에 대한 지적이 나오고 있다. 본 연구는 변속차로에 대한 이론적 고찰 후 안전속도 "5030" 정책 시행 예정 구간을 중심으로 변속차로 통행패턴을 사례조사를 실시하였다. 현장조사 후 도로조건 및 교통 조건 등에 따라 주도로의 통행 속도별 통행 패턴을 분석한 결과 안전속도 "5030"시행에 따른 변속차로의 실효성을 분석하였다. 본 연구수행을 통해 제시된 속도별 변속차로 설치기준은, 통행속도 30 km/h 구간인 경우는 변속차로를 미설치 하도록 하고, 50 km/h인 경우는 반드시 설치토록 하는 기준을 제시하였다. 향후 도시지역에서 다른 시설의 연결에 대한 공학적 기준을 정립할 때 참고할 수 있을 것으로 판단되며, 변속차로 설치 및 회전반경 확대를 통한 속도별 원활한 교통소통 및 안전성을 확보하고 개인의 사유재산권 행사에 대한 불필요한 제약을 최소화하는데 기여할 수 있을 것으로 기대된다.
본 연구에서는 공용 중인 91개 고속철도 터널을 대상으로 단계별 내진성능평가를 실시하여 설계기준에서 제시하는 목표 내진성능 확보여부를 검토하였다. 또한 지진취약도 함수도 함께 개발하여 지진규모에 따른 시설물의 확률론적 피해예측이 가능하도록 하였다. 단계별 내진성능평가는 내진성능 예비평가 및 상세평가 순으로 실시하였으며, 평가결과 대상터널들은 설계기준 수준의 내진성능을 확보하는 것으로 분석되었다. 지진취약도 함수는 최대지반가속도(Peak Ground Acceleration, PGA)를 기준으로 한 대수 정규분포형태로 설정하였으며, 함수도출방법은 설계 PGA수준에 대한 손상발생확률을 이용하여 취약도함수의 모수를 결정하는 방식으로 하였다. 손상발생 검토부재는 라이닝콘크리트로서, 대상터널을 굴착식 터널(NATM 터널) 및 개착식 터널로 구분하여 각각에 대한 손상수준별 지진취약도 함수를 개발하였다. 이번연구에서 도출된 지진취약도 함수와 기존연구결과(FEMA, 2004)와의 비교 분석을 통하여 대상터널의 내진성능확보수준을 평가하였으며, 그 결과 대상터널이 기존연구의 대상인 재래식 터널(American Steel Support Method, ASSM)에 비하여 상대적으로 내진성능이 우수한 것으로 분석되었다.
This paper describes the diagnosis techniques using UV images taken in the field under energized condition of power equipments in order to figure out and analyze the abnormal states on the terminals of power equipments. To classify the features of the terminals, the counted No. of the corona generated at the terminals is defined. According to the result detected, the No. of corona detected on the power equipments installed inside a building is less than that installed outside a building, and it strongly depends on the environment and installed condition. Thus, the environmental condition needs enhanced, and stable operation by the periodic inspection under energized condition of the power equipments is required. Especially, the event counting technique using UV camera is useful for the power equipments apart more than 20 m to apply, and there can be an error due to the features of the sensing techniques when the distance between the user and the objects is close less than 15 m. Therefore, the experimental result shows that event counting technique is employed in the case of the distance more than 15 m. The electrical safety can be ensured by using the UV detection technique and the criteria.
스마트 항만시스템을 구축하기 위해서는 무엇보다 선박을 자동으로 계류시킬 수 있는 시스템이 요구된다. 항만의 자동계류시스템의 허용 계류력을 산정하기 위해서는 선박의 특성을 고려하고, 해양환경적 외란으로 부터 발생된 외력을 정확히 계산해야 한다. 이러한 환경적 외란의 크기를 정확히 추정하는 것은 자동계류장치 설계를 위해서 매우 중요한 요소이다. 본 연구에서는 항만 및 어항 설계기준에 따라 한바다호에 대한 계류력을 추정하였다. 그 결과 한바다호에 작용하는 대부분의 외력은 바람으로부터 기인되는 것을 확인하였다. 가장 극한 해양조건(B.F 6)에서 한바다호에 작용하는 종방향 힘은 18kN, 횡방향 힘은 248kN으로 나타났다.
The Ministry of the Interior and Safety in Korea developed seismic fragility function for various building types in 2009. Damage states for most building types were determined by structural analyses of sample models and foreign references because actual cases damaged by earthquakes rarely exist in Korea. Low-rise, piloti-type buildings showed severe damage by brittle failure in columns due to insufficient stirrup details in the 2017 Pohang earthquake. Therefore, it is necessary to improve damage state criteria for piloti-type buildings by consulting actual outcomes from the earthquake. An analytical approach was conducted by developing analysis models of sample buildings reflecting insufficient stirrup details of columns to accomplish the purpose. The result showed that current spectral displacements of damage states for piloti-type buildings might be too large to estimate actual fragility. When the brittle behavior observed in the earthquake is reflected in the analysis model, one-fourth through one-sixth of current spectral displacements of damage states may be appropriate for existing low-rise, piloti-type buildings.
Objectives: Despite the positive effects of Off-site risk assessment (ORA) system such as prevention of chemical accidents, some problems have been constantly raised. The purpose of this study is to analyze the problems that have occurred through the implementation of the ORA system for the past three years and to suggest reasonable directions for improvement in the future. Methods: In order to identify the problems with the methodology and procedure of ORA system, we analyzed statutes, administrative rules and documents related to the ORA system. A survey of ORA reviewers in National Institute of Chemical Safety was conducted to investigate the weight of determinants considered when judging the level of total risk in ORA. Results: In this study, we found out the uncertainty of the estimation of the number of people in the impact range in the procedure of the risk assessment of individual handling facilities, the lack of quantitative risk analysis methods for environmental receptors, and the ambiguity of the criteria for the total risk. In addition to suggesting solutions to the problems mentioned above, we also, suggested a decision tree for total risk in ORA. Conclusion: We anticipate that the solutions including the systematic decision tree for total risk suggested will contribute to the smooth operation of the ORA system.
BACKGROUND: Pesticides are broadly used to control weeds and pests, and the residues remaining in crops are managed in accordance with the MRLs (maximum residue limits). Therefore, an analytical method is required to quantify the residues, and we conducted a series of analyses to select and validate the quick and simple analytical method for tolpyralate in five agricultural products using QuEChERS (quick, easy, cheap, effective, rugged and safe) method and LC-MS/MS (liquid chromatography-tandem mass spectrometry). METHODS AND RESULTS: The agricultural samples were extracted with acetonitrile followed by addition of anhydrous magnesium sulfate, sodium chloride, disodium hydrogencitrate sesquihydrate and trisodium citrate dihydrate. After shaking and centrifugation, purification was performed with d-SPE (dispersive-solid phase extraction) sorbents. To validate the optimized method, its selectivity, linearity, LOD (limit of detection), LOQ (limit of quantitation), accuracy, repeatability, and reproducibility from the inter-laboratory analyses were considered. LOQ of the analytical method was 0.01 mg/kg at five agricultural products and the linearity of matrix-matched calibration were good at seven concentration levels, from 0.0025 to 0.25 mg/L (R2≥0.9980). Mean recoveries at three spiking levels (n=5) were in the range of 85.2~112.4% with associated relative standard deviation values less than 6.2%, and the coefficient of variation between the two laboratories was also below 13%. All optimized results were validated according to the criteria ranges requested in the Codex Alimentarius Commission (CAC) and Ministry of Food and Drug Safety (MFDS) guidelines. CONCLUSION: In conclusion, we suggest that the selected and validated method could serve as a basic data for detecting tolpyralate residue in imported and domestic agricultural products.
BACKGROUND: Mefentrifluconazole and triticonazole are the triazole fungicides. The maximum residue levels for agricultural products need to be set up. Therefore, development of the official analytical method for determination of mefentrifluconazole and triticonazole residues from agricultural crops was necessary due to safety management, and then a simultaneous analytical method was developed for the determination of mefentrifluconazole and triticonazole in agricultural crops. METHODS AND RESULTS: Samples were extracted using acetonitrile and purified using dispersive solid phase extraction, and then detected with liquid chromatograph-tandem mass spectrometry (LC-MS/MS). Matrix-matched calibration curves (0.0025-0.25 ㎍/mL) were linear into a sample extract with r2>0.99. For validation, the recovery test was carried out at three fortification levels (LOQ, 10 LOQ and 50 LOQ) from agricultural samples. The results for mefentrifluconazole and triticonazole ranged between 92.3 to 115.3% and 91.4 to 108.5%, respectively and RSD (relative standard deviation) values were also below 6.0%. Furthermore, inter-laboratory was conducted to validate the method. CONCLUSION: All values were corresponded with the criteria ranges requested by both the CODEX (CAC/GL 40-1993, 2003) and MFDS guidelines (2016). Therefore, the proposed method can be used as an official analytical method for determination of mefentrifluconazole and triticonazole (triazole fungicides) in the Republic of Korea.
The performance of a modeling system consisting of WRF model v3.3 and CMAQ model v4.7.1 for forecasting $PM_{2.5}$ concentrations were evaluated during the period May 2012 through December 2014. Twenty-four hour averages of $PM_{2.5}$ and its major components obtained through filter sampling at the Bulgwang intensive measurement station were used for comparison. The mean predicted $PM_{2.5}$ concentration over the entire period was 68% of the mean measured value. Predicted concentrations for major components were underestimated except for $NO_3{^-}$. The model performance for $PM_{2.5}$ generally tended to degrade with increasing the concentration level. However, the mean fractional bias (MFB) for high concentration above the $80^{th}$ percentile fell within the criteria, the level of accuracy acceptable for standard model applications. Among three bias correction methods, the ratio adjustment was generally most effective in improving the performance. Albeit for limited test conditions, this analysis demonstrated that the effects of bias correction were larger when using the data with a larger bias of predicted values from measurement values.
Objectives: Wearing medical masks has been recommended since the declaration of coronavirus disease-19 (COVID-19) as a pandemic disease. Certified medical masks are evaluated according to filtration efficiency and facial inhalation resistance. However, some people use non-certified common masks. This study aimed to evaluate various non-certified commercial masks based on the certification criteria for medical masks. Methods: Twenty mask products (three anti-droplet, three disposable dental, eight fashion, three cotton, and three children's masks) were selected. For performance evaluation, filtration efficiency and facial inhalation resistance tests were conducted. The evaluation method followed the certification method for KF-certified masks of the Ministry of Food and Drug Safety (MFDS) and the N95 respirator of the National Institute for Occupational Safety and Health (NIOSH). Results: None of the 20 masks met the KF94 certification standard set by the MFDS. Four and three masks respectively met the KF80 certification standard and the N95 standard of NIOSH. Filtration efficiency was significantly higher in three-layer masks than in single layer masks. Pleated-type masks had higher filtration efficiency than cone-type masks. There was no correlation between the structure of masks and facial inhalation resistance. Conclusion: While no masks complied with the KF94 certification standard, a few masks met the KF80 and the N95 certification standards of NIOSH. Although some people wear non-certified commercial masks, protection from aerosols is not guaranteed by such masks. Evaluation of the protection efficiency of non-certified mask against microbiological infection is needed for the prevention of infectious disease.
