지속가능성과 환경평가의 연계에 관한 연구 (A Study on the Implication of Sustainability and Environmental Assessment)

  • Sustainability assessments tend to integrate ecological, social, and economic concerns. Sustainability assessment could be considered the highest rung in the assessment ladder. Broad strategies that seek to integrate individual SEA(Strategic Environmental Assessment) could be subjected to a sustainability assessment. Sustainability assessment could incorporate global and transboundary effects and priorities into SEA and project-level EIA(Environmental Impact Assessment). SEA could provide an environmental context and direction for project-level EIA. Procedural and substantive EIA requirements can be addressed through tiering such as sustainability assessment, SEA, project-level EIA. In Korea, PERS(Prior Environmental Review System) that has been utilized to evaluate administrative plans related with various kinds of development projects should be evolved not only to incorporate environmental impacts into early stage decision-making, but also to implicate sustainability assessments that include social equity and economic efficiency. Integration of SEA and sustainability assessment can be initiated through the application of DPSIR (Driving Force - Pressure - State - Impact - Response ) framework that was developed by European Environmental Agency.

지속성을 위한 보건영향평가의 국제적인 동향 고찰 및 환경영향평가와의 연계방안 연구 (Studies for International Trends in Health Impact Assessment and Linking HIA and EIA)

  • In Korea, health-related items under current EIA (Environmental Impact Assessment) system can only be found in the categories of hygiene and public health. However, environment and public health are not adequately connected and also health is underestimated even though health is an important component of environmental assessments. As a result, health is not well integrated within criteria for investigating the impacts on environment. International trends in HIA (Health Impact Assessment) to strengthen the connection between environment and health were investigated in this research. Definitions, functions, circumstances, and merits of HIA in foreign countries were compared. By collecting and analyzing international organizations' and other countries' data related with HIA and EIA, preceding conditions and execution plans were suggested to link EIA and HIA from SEA (Strategic Environmental Assessment) aspects and to successfully accomplish EIA in Korea. According to this research, EHIA (Environmental Health Impact Assessment) can predict and manage the results of economical development only under the principles of inhabitants' participation, sustainability, and social justice. EHIA should be modified and improved towards increasing regional and national capabilities. For this, preparation of adequate procedure is required to connect EIA and HIA.

  • The Korea Environmental Impact Assessment (EIA) system was introduced in 1977 through the Environmental Conservation Act. It has progressed through many laws and regulations promoting the balance between development and conservation, and functioning as a Preventitive environmental policy. Despite the efforts to minimize environmental damage from development and to uplift social awareness of environmental preservation, deficient impartiality and objectivity in completing and investigating environmental assessments, there have continously existed conflicts among related stakeholder, neglecting arrangements and ineffectiveness of public participation. This research present EIA obstacles and analyzes the overall status of the EIA through surveys from related experts. On the basis of this research, the actual complications regarding the developer, public participation, examiner and consultant are brought about. Also, remedies are proposed to ensure effective EIAs and restore confidence in them.

  • Environmental Impact Assessment (EIA) and Environmental Management Systems (EMS) are perceived by many to be separate environmental tools. EIA serves as a systematic and predictive tool for assessing the potentially significant impacts of developments on the environment. An EMS, on the other hand, is used to consider the key impacts of operational businesses on the environment. The main difference to note is that during the EIA process impacts on developments are predicted. A proposed development has yet to be built and therefore an element of uncertainty is associated with these assessments. With an EMS, the business or organization's processes are already in operation. Even though there is also an element of prediction involved, it is a comparatively easier task to investigate what the environmental impacts of these processes are. However, in contrast with the orientation of EIA to further development actions, EMS involves the review, assessment and incremental improvement of an existing organization's environmental effects. EMS can thus be regarded as a continuation of EIA principles into the operational stage of a policy, plan, program and project. EIA may be carried out without fully supporting necessary informations to EMS.

해양매립사업 환경영향평가의 개선방안 (Improvement of the EIA for Land Reclamation Projects in the Coastal Areas of Korea)

  • In Korean coastal areas, land reclamations are main development projects that should be based on environmental impact assessment(EIA), because those human interventions can change coastlines, damage tidal flats, and pollute adjacent areas to threat seafood safety and devaluate overall ecosystem service value. Existing procedures of the EIA for land reclamation projects were diagnosed and evaluated to enhance them. Problems were identified in the designation of survey areas, the consistency in survey sites and periods, the standardization of survey methods and reports, the confidence of survey results and the verification of predictions. Lack of integration was noticeable and could be improved by synthesizing different assessments from topography geography, marine physics, marine chemistry and marine biology. We suggest that successful precautionary marine environment management requires readjusting the cost of EIA, recruiting experts in marine environment, constructing database and establishing specialized assessment system.

  • Most environmental impact assessment(EIA) programs around the world require the consideration of human health impacts. Yet relatively few EIA documents adequately address those impacts. This article examines how, why, and to what extent health impacts are analyzed in environmental impact assessments. This article investigates these problems and provides recommendations to improve human health impact assessment(HIA), using methods, procedures and case study. Also, a comprehensive approach for the evaluation of possible health effects in an EIA is described, illustrated with the example of Amsterdam Airport Schiphol. Unlike many EIAs, we estimated quantitatively the impact of aircraft-related pollution in terms of the number of affected people for aircraft noise annoyance, odour annoyance and hypertension. In addition, an analysis of health registry data on cardiovascular and respiratory diseases and a short survey on annoyance and risk perception were carried out.

  • During the last decade, Health Impact Assessment (HIA) has been discussed worldwide as being an important tool for the development of healthy public policy. HIA has been advanced as a means of bringing potential health impacts to the attention of policy makers, particularly in sectors where health impacts may not otherwise be considered. HIA, a systematic assessment of potential health impacts of proposed public polices, programs, and projects, offers a means to advance population health by bringing public health research to bear on questions of public policy. In Korea, health-related items under current EIA (Environmental Impact Assessment) system can only be found in the categories of hygiene and public health. However, environment and public health are not adequately connected and also health is underestimated even though health is an important objective component for the implementation of Environmental Assessments (EA). As a result, health is not well integrated within criteria for investigating the impacts on environment. This study examines linkages for HIA from the related and relatively well-developed field of Prior Environmental Review System (PERS) which is similar to SEA and EIA in Korea.

  • 최근 도로 및 철도건설사업에서는 건설 공사시 절토 등으로 인한 자연환경의 파괴를 최소화하기 위한 친환경적인 시도가 증가하고 있는 추세이다. 그러나 여전히 대형 도로 및 철도건설사업에서 생긴 터널 굴착시 지하수 유출 영향에 대해서는 과학적 검증보다는 피상적인 경험으로 대처함으로 사회적 문제를 일으키고 있다. 따라서 본 연구에서는 도로 및 철도건설사업에서 터널 굴착으로 인한 지하수 영향을 체계적으로 정리 분석하여 터널 공사가 포함되어 있는 사업에 있어서 환경영향평가시 적절한 영향예측, 평가 및 저감방안 수립이 가능한 지침을 마련하는 데 목적을 두고 있다.

산업단지 계획 시 유해대기오염물질에 대한 건강영향평가 사례 연구 (A Case Study on Health Impact Assessment of Hazardous Air Pollutants in Industrial Complex Development Plan)

  • 건강영향평가는 개발사업 시행에 따른 사람의 건강에 미치는 영향을 예측하여 건강피해를 최소화하기 위한 목적으로 환경영향평가 내에서 시행되고 있다. 하지만 건강영향평가 시 유해대기오염물질 배출량 산정방법에 대한 일관성 부족으로 건강영향평가 매뉴얼 개선이 필요하나, 아직 개정은 되지 않고 있다. 본 연구는 실제 산업단지 개발 사례 및 기 수행된 건강영향평가를 중심으로 유해대기오염물질 배출량 산정 시 매뉴얼에 제시된 원단위 산정 방법을 다르게 적용한 4가지 사례를 선정하여 각각 배출량을 산정하였다. 각 산정된 배출량을 토대로 CALPUFF 모델을 이용한 확산농도 예측 후, 노출농도를 기준으로 위해성 평가를 시행하였다. 위해성 평가 결과, 배출량 산정 방법별 위해도 수준의 차이가 비교적 크게 나타남에 따라, 배출량 산정시 원단위 적용에 대한 매뉴얼 개선이 필요한 것으로 검토되었다. 또한 배출량 산정 시 근거자료 활용에 대한 일관성, 건강영향평가에 최적화된 배출계수 개발, 현황 조사에 대한 신뢰성 향상이 필요할 것으로 판단된다.

항만건설사업의 해양환경 환경영향평가 가이드라인 개발 연구 (A Study on Environmental Impact Assessment Guidelines for Marine Environments in Harbor Construction Projects)

  • 항만건설사업은 해양생물 서식지 훼손, 해양수질 오염, 해수유동 및 해안 침·퇴적 변화 등 다양한 해양환경적 문제들을 야기할 수 있다. 환경영향평가는 이러한 환경적 문제를 사전에 예방하기 위하여 사업 시행 전에 환경영향평가를 통해 환경적 문제를 미리 예측하고 영향을 최소화하기 위한 방안을 마련하고자 실시한다. 아울러 환경영향평가 검토기관에서는 사업별 환경영향평가 가이드라인 마련을 통해 과학적이고 표준화된 환경영향평가가 실시될 수 있도록 노력하고 있다. 본 연구는 항만건설사업에 특화된 환경영향평가 가이드라인을 마련하기 위하여 지난 13년간(2009~2021년)의 항만건설사업 환경영향평가서 검토의견을 토대로 환경영향평가 시의 문제점들을 살펴보고, 기존 환경영향평가서 작성 가이드라인 등을 참조하여 항만건설사업 해양환경 환경영향평가에 적합한 가이드라인을 마련하고자 하였다. 본 가이드라인은 중점 검토항목인 해양 동·식물, 해양물리, 해양수질 및 해저퇴적물환경 항목을 대상으로, 현황조사, 영향 예측, 저감방안, 사후환경영향조사에서의 중점 검토사항을 정리하여 제시하였다. 해양 동·식물 항목 현황조사 시, 해역 특성 및 항만사업의 성격을 고려한 조사정점 선정 방안과 영향 예측 시, 부유토사 확산으로 인한 해양생물 영향과 준설 및 매립으로 인한 저서생물 서식지 훼손에 대한 영향 예측 실시 방안 등을 제시하였다. 해양물리 항목의 현황조사 시, 조사항목은 해역 특성을 고려하여 필수 조사항목과 부가 조사항목으로 구분하여 제시하였고, 영향 예측 시에는 해수유동실험과 부유사확산실험, 퇴적물이동실험, 수온 및 염분 확산, 해수교환율실험, 파랑변형실험, 항내정온도실험, 해안선변화실험 방안 등을 제시하였다. 본 연구 결과는 항만건설사업 환경영향평가를 수행하는데 있어서 보다 체계적이고 과학적인 조사 및 영향 예측을 유도하여 해양환경을 보호하는데 기여할 것이다.
