Standardization Plan for Activation of Environmental Impact Assessment based on Spatial Information (공간정보 기반 환경영향평가 활성화를 위한 표준화 방안)

  • Environmental impact assessment has been performed as preliminary assessment system in order to conserve environment value and minimize negative effect from development. Assessment based on data has been necessary to strengthen objectivity in process of Environmental impact assessment process. Furthermore extended use of spatial information in Environmental impact assessment system has been required through spatial information provided at government level and possibility connected with spatial information in Environmental impact assessment. However spatial information has not been systematically utilized in current Environmental impact assessment. Also the environmental impact assessment workers including assessment government employees, agencies of Environmental impact assessment document and review agencies lack an understanding in the concept of spatial information, so there is limit about their use to efficiently. In order to improve these limits in use of spatial information, this study suggested measures to standardize spatial information (coordinate and attribute table). To do so, based on coordinate and standards certified by the government, this study defined standard coordinates (GRS-80, central datum point, False East: 100000, False North: 200000) and established 9 default items. Lastly, the aforementioned standards were tested for actual environmental impact assessment projects. Standardization measures suggested in this study are expected to contribute to invigorate spatial information utilization in Environmental impact assessment and expand the scope of the assessment.

A study on the design of customized coastal weather contents based on the demand survey with coastal industry fields (연안산업 분야별 수요조사를 통한 맞춤형 연안기상 콘텐츠 설계방안 연구)

  • In this study, the use survey of domestic and international weather information on coastal regions and the demand survey (e.g. general and in-depth surveys) for customer needs with coastal industries were carried out to design customized coastal weather contents. The general demand survey showed that most of the customers working in the coastal industries were interested in a short-term forecast, such as a general weather outlook (approximately 29% of the total respondents) and typhoon information (19%), and they preferred to be given the forecast information from new media such as the internet web-pages (36%) and mobile utilities (23%) rather than old media such as TV (16%) and radio (11%). In addition, only 31% of the total respondents were found to be satisfied with the use of the current coastal weather service. This low percentage might mainly be a result of lack of information accuracy (about 64%) and diversity (28%). From in-depth survey with site visiting, the need of coastal weather contents, such as weather elements, data form, a tool of communication, and forecast interval, differed with the working stages in three coastal industries (e.g. shipbuilding, maritime trade, and passenger transport industries).

  • Several environmental problems have occurred and extremely affected throughout the East Asia region. Satellite imageries and spatial information have been used in the applications of environmental and natural hazard management for years. Sharing these data and resources in the community is considered as one of the optimal solution. It would consequently bring cost saving to all participated countries and eventually be beneficial to mankind as a whole. Encouraged by these factors, ASEAN+3 Satellite Image Archive for Environmental Study project was submitted by Thailand in the 3rd Senior Official Meeting between ASEAN, China, Japan and Korea (SEOM+3 Meeting) and approved by the SEOM+3. The main objectives of this project are to share satellite images, information related to natural resources and environmental issues, and to provide data information services to all ASEAN+3 countries. The proposed system is basically embedded by distributed system. The network of data users, data providers, and the center will be established using the Internet. User can access, navigate, display, and even download some archived contents. Its service site can be generally categorized into two parts, which are environmental related data archive and the Integrated satellite image catalogue. The extension of web based GIS is also planned for future development so that GIS users can conduct some preliminary analysis directly on line. This presentation will indicate scope of work, system, working scenario, and work plan of the project.

Development of a structural inspection system with marking damage information at onsite based on an augmented reality technique

  • Although unmanned aerial vehicles have been used to overcome the limited accessibility of human-based visual inspection, unresolved issues still remain. Onsite inspectors face difficulty finding previously detected damage locations and tracking their status onsite. For example, an inspector still marks the damage location on a target structure with chalk or drawings while comparing the current status of existing damages to their previous status, as documented onsite. In this study, an augmented-reality-based structural inspection system with onsite damage information marking was developed to enhance the convenience of inspectors. The developed system detects structural damage, creates a holographic marker with damage information on the actual physical damage, and displays the marker onsite via an augmented reality headset. Because inspectors can view a marker with damage information in real time on the display, they can easily identify where the previous damage has occurred and whether the size of the damage is increasing. The performance of the developed system was validated through a field test, demonstrating that the system can enhance convenience by accelerating the inspector's essential tasks such as detecting damages, measuring their size, manually recording their information, and locating previous damages.

  • An effective logistics management is necessary for successful construction projects. So, prompt and precise logistics information collecting and management is needed, but there has been no systematic and effective method for this, Therefore, in this research, a standardized plan for RFID application in logistics management that could comprehend processes in building construction projects, was developed. With the 7 generalized process types that comprehend processes in construction projects, critical factors that should be considered for RFID applications were derived, and systematic and efficient application method for building projects were developed.

Development of Landslide Hazard Map Using Environmental Information System: Case on the Gyeongsangbuk-do Province (환경정보시스템을 이용한 산사태 발생위험 예측도 작성: 경상북도를 중심으로)

  • The purpose of this research was develop tailored landslide hazard assessment table (LHAT) in Gyeongsangbuk-do Province and propose building strategies on environmental information system to estimate landslide hazard area according to LHAT. To accomplish this purpose, this research investigated factors occurring landslide at 172 landslide occurred sites in 23 city and county of Gyeongsangbuk-do Province and analyzed what factors effected landslide occurrence quantity using the multiple statistics of quantification method(I). The results of analysis, factors affecting landslide occurrence quantity were shown in order of slope position, slope length, bedrock, aspect, forest age, slope form and slope. And results of the development of LHAT for predict mapping of landslide-susceptible area in Gyeongsangbuk-do Province, total score range was divided that 107 under is stable area(IV class), 107~176 is area with little susceptibility to landslide(III class), 177~246 is area with moderate susceptibility to landslide(II class), above 247 area with severe susceptibility to landslide(I class). According to LHAT, this research built landslide attribute database and made 7 digital theme maps at mountainous area located in Goryeong Gun, Seongju-Gun, and Kimcheon-City. The results of prediction on degree of landslide hazard using environmental information system, area with little susceptibility to landslide(III class) occupied 65.56% and severe susceptibility to landslide(I class) occupied 0.51%.

  • Recently, shifting channel power is forcing supply chain to take back products. As you can imagine returned product has always been a problem for all parties in the supply chain due to the disruption in operations and a headache in processing returned products. Therefore, every member of supply chain should respond to reverse logistics activities particularly for the return handling process. Under such a strong demand of efficient and cost effective reverse logistics activities, particularly for the return handling process, the information system should be implemented and participated in intensively. This study analyzed the reverse logistics information factors for environmental conscious logistics system limited to returns from customers/consumers. The results provide reverse logistics information factors based on the return handling process which can be used as benchmarking for companies seeking implementation of an efficient return handling system.

Development of Real-Time Forecasting System of Marine Environmental Information for Ship Routing (항해지원을 위한 해양환경정보 실시간 예보시스템 개발)

  • A marine environmental information system (MEIS) useful for optimal route planning of ships running in the ocean was developed. Utilizing the simulated marine environmental data produced by the European Center for Medium-Range Weather Forecasts based on global environmental data observed by satellites, the real-time forecast and long-term statistics of marine environments around planned and probable ship routes are provided. The MEIS consists of a land-based data acquisition and analysis system(MEIS-Center) and a onboard information display system(MEIS-Ship) for graphic description of marine information and optimal route planning of ships. Also, it uses of satellite communication system for data transfer. The marine environmental components of winds, waves, air pressures and storms are provided, in which winds are described by speed and direction and waves are expressed in terms of height, direction and period for both of wind waves and swells. The real-time information is characterized by 0.5° resolution, 10 day forecast in 6 hour interval and daily update. The statistic information of monthly average and maximum value expected for a return period is featured by 1.5° resolution and based on 15 year database. The MEIS-Ship include an editing tool for route simulation and the forecasting and statistic information on planned routes can be displayed in graph or table. The MEIS enables for navigators to design an optimal navigational route that minimizes probable risk and operational cost.

Environment and Health: An Overview of Current Trends at WHO and OECD (국제기구의 환경보건 분야 동향)

  • Background: Environmental hazards are responsible for as much as a quarter of the total world-wide burden of disease. Therefore, appropriate management of environmental hazards is a critical part of the effort to improve human health. This review aims to summarize current issues, topics, and programs at international institutions such as the World Health Organization (WHO) and the Organization for Economic Cooperation and Development (OECD) in the area of environmental health. Results: The WHO European Center for Environmental Health (ECEH) plays a significant role in implementing environmental health policies and also takes the lead in related issues in Europe. It has developed an Environmental Health Information System and environmental health inequality indicators. In the environmental health area, the OECD focuses most on chemical management programs. It foresees that air pollution and chemical risk management will become the leading environmental health issues if appropriate measures are not taken. Several topics were identified that require greater effort in Korea, including cancer as an environment-related disease, an environmental health information system, and environmental health inequality issues. Conclusions: More active roles are expected from Korea in international societies, in part because of the introduction of the Environmental Health Act of 2008, and active involvement in related activities in WHO WPRO/SEARO. Understanding recent developments and concerns at major international organizations like WHO and the OECD will assist in the implementation of effective international collaboration and the identification of a better strategies for improving environmental health performances in Korea.

  • The systematic information management of chemical accidents is required as a tool for the policy making, system improvement and release of information. However, there isn't yet a systematic chemical accidents tracking system in Korea, which make a confusion that the related statistics are different from each others. In this research, we analyzed domestic and international chemical accidents data and made the chemical accident codes for the information tracking system properly.
