대규모 공공투자사업의 경제적 타당성 평가와 환경영향평가 통압 방안 - 새만금 간척사업을 사례로 - (Integration of the Feasibility Assessment Procedure and EIA of the Big Public Investment Project : In the Case of the Saemangeum Reclamation Project)

  • The choice of big public investment project needs an appropriate feasibility analysis before it is implemented, bemuse a rot wisely chosen one would bring about big and longrun societal costs. But the feasibility analysis for the big public investment project in Korea has been done without linking the economic benefits and environmental damages. Consequently social conflicts arose frequently during and after project implementation, owing to such concerns asincreasing costs and serious ecological damages. The recent social conflict over the Saemangeum Project is a typical case. This reclamation project began in 1991 and finished 60% of the whole process in 1999, when its feasibility was again assessed under the public pressure by the joint assessment team consisting of both citizen's and government's professionals. Even the assessment report by this joint team could not show the convincing results owing to the improper assessment procedure and failure to set proper feasibility criteria. This paper pointed out the limitations of our current procedure of feasibility assessment and identified the concrete problems that atosee during the recent reassessment process of the Saemangeum reclamation project by the joint team. In order to improve the current problem-ridden practices, it is concluded by the policy recommendation for establishing a right feasibility assessment procedure for the public investment projects.

Setting the Current Air Quality Concentration Using the National Atmosphere Measurement Network

  • Purpose: In the course of the domestic environmental impact assessment, the current status survey was improperly conducted, and the issue of false and inaccurate environmental impact assessment reports has been raised several times recently through media reports. Research design, data and methodology: There is a continuous demand for improvement measures for the current status measurement method, such as having difficulties in securing a normal measurement date in consideration of equipment operation and rainfall days in the field. Results: In addition, in order to grasp the general air quality status of the evaluation target area, it is necessary to check the various current status concentrations by season and time series per year. However, there is a problem that is currently being carried out based on limited results such as measurement for 1 day or 3 days. Conclusions: Therefore, in this study, based on the national atmospheric measurement network, an inverse distance weighted (IDW) interpolation method was applied to calculate the current state concentration. This study suggested a method to use it in preparing the air quality item in the environmental impact assessment report.

수자원 개발사업 주민의견 유형분석을 통한 환경영향평가 개선방안 (Reformation Methods of Environmental Impact Assessment in Water Resources Development Project by Examining Local Resident Opinions)

  • This study was carried out for improving the effectiveness of water resources development project through local resident opinions in the environmental impact assessment(EIA). The EIA reports of seven dams were examined. Four dams -Youngju Dam, Seongduck Dam, Buhang Dam and Hantangang Dam- which included many local opinions including 470 opinions of 341 local residents were selected to be analyzed. Local residents submitted their opinions in the six fields which are meteorological phenomena, water quality, land use, fauna and flora, noise and vibration, and residence, and the major opinions of those opinions came from the atmosphere environment field which is 32% of total opinions and social and economic field which is 38% of total opinions, respectively. In submerged area, opinions of the measure for migration and compensation were 91% and in non-submerged area, opinions of the measure for meteorological phenomena was 86%. Those percentages were maximum in each area. Opinions concerned meteorological phenomena were 86% and 53% in Youngju Dam and Seongduck Dam where area is surrounded by existing dam, but there was only 9% and 0% of opinions in Buhang Dam and Hantangang Dam where area is without existing dam nearby. The reformation methods which reflected the resident's opinions were suggested on EIA in dam development projects. First of all, reliability and objectivity of the field of meteorological phenoma should be enhanced by scientific prediction of the phenomenon days. Secondly, techniques reducing uncertainty of various water quality prediction models ought to be developed and effectiveness of the reduction strategies in environmental impact should be quantified. Finally, the draft of EIA report should involve the detailed plans of migration and compensation's procedures, criteria and measures to support.

축산시설에서 발생되는 악취의 축종별 특성에 대한 설문조사 (An Investigation on the Odor Characteristics of Livestock Facilities)

  • At Recent the number of livestock is rapidly increased and the scale of farm has changed to large operations in Korea. So the odors from livestock feeding operations have increased and become major environmental problem. The odor emission are dependent on the types of manure management system and the meteorological factors. This report presents the results of a questionnaire on the odor characteristics from livestock facilities for the beef, dairy, swine and poultry. It is founded that the impact by odors from the facilities for swine and poultry is higher than cow and dairy, and the odor intensity at morning is higher than other times.

OECD 대량생산화학물질 위해성평가 및 대책 (Risk Assessment in OECD High Production Volume Chemicals Program and its Countermeasure)

  • The risk assessment is the qualitative or quantitative evaluation of the risk posed to human health and the environment by the actual or potential presence or release of hazardous substances, pollutants or contaminants. The environmental impact assessment (EIA) is assessed by the environmental criteria, and risk assessment is assessed by the risk rate. Risk rate based on dose-response values may not be easy to apply on regulatory basis like EIA for uncertainty. Internationally there is an example of OECD program. Risk assessment of High Production Volume (HPV) Chemicals has started since the OECD Program with the 1990 Council Act on the Co-operative Investigation and Risk Reduction of Existing Chemicals. These HPV chemicals include all chemicals produced or imported at levels greater than 1,000 tonnes per year in at least one Member country or in the European Union region. The SIDS called the Screening Information Data Set is regarded as the minimum information needed to assess an HPV chemical to determine whether any further work should be carried out or not. All the data elements of SIDS including assessment for environment and health are prepared as three formats of the full SIDS Dossier, the SIDS Initial Assessment Report (SIAR), and the SIDS Initial Assessment Profile (SIAP) of an HPV chemical. In 1998 the global chemical industry through the International Council of Chemical Associations (ICCA) has joined to work with OECD. The OECD has assessed approximately 1,000 chemicals from 1991 through 2004 with ICCA. Till the February of 2005, 592 chemicals of those chemicals completed SIDS reports. Member countries have been targeted the goal of 1,000 new chemicals from 2005 to 2010 and Korea shared 36 chemicals from the 1,000 new chemicals. Currently Korea has completed SIDS reports of 7 chemicals among sponsored 24 chemicals. In conclusion SIDS project will be linked to national program for outputs application with more reliable production. Both the OECD and industry will carry out their commitment to complete assessments for more and the remaining chemicals assessment. The major outputs will contribute to cope with international chemical management.

한국 육상풍력발전사업의 환경적 지속가능성 평가 연구 - 58개 환경영향평가서 사례에 대한 정량적 분석 - (Analysis of Environmental Sustainability in South Korean Inland Windfarms)

  • 풍력발전은 비용 효율적인 신재생에너지원으로 우리나라 뿐 아니라 전세계적으로 빠르게 보급이 확대되고 있다. 환경적 지속가능성을 보장하면서 지속가능한 에너지를 공급하기 위해서는 증거에 기반한 정책수립과 혁신적인 방안 마련이 필요하다. 본 논문은 풍력발전 환경영향평가서 58건의 분석을 통해 1) 국내 육상풍력의 주요 특징이 어떠한가? 2) 환경영향을 최소화하기 위한 사업별 환경적 지속가능성을 분석하는 방법이 있는가?에 대한 해답을 제시하고자 한다. 환경영향평가서에 제시된 개별 육상풍력사업의 환경적 지속가능성과 관련한 변수를 추출하여 이러한 환경변수에 대한 요인분석을 수행하고 개별 변수의 가중치를 계산하여 육상풍력발전의 환경적 지속가능성을 평가할 수 있는 지수를 개발하였다. 이러한 환경적 지속가능성지수는 육상풍력발전의 입지를 고려할 때 활용할 수 있는 유용한 증거에 기반한 의사결정도구로 활용될 수 있을 것이다. 58개 사업은 사업지역의 고도 및 자연성의 정도를 바탕으로 1) 산악형, 2) 목장형, 3) 해안형으로 구분하였다. 본 연구에서는 개별 풍력발전사업에 대한 환경적 지속가능성지수를 성공적으로 계산하였다. 가장 환경적 지속가능성이 큰 사업은 목장형으로 분류된 33번 사업이 1.04였고, 가장 낮은 사업은 산악형으로 분류된 55번 사업으로 -1.44였다. 둘째, 분석결과는 목장형이 환경지속가능성 지수가 평균 0.4551로 환경적 지속가능성이 가장 높고, 해안형이 평균 0.3712으로 중간이었으며, 산악형이 평균 -0.3457로 가장 낮은 것으로 나타났다. 이러한 결과는 육상풍력발전과 관련된 기존의 연구에서 제시된 결과를 보다 계량적으로 증명하고 있으며, 신재생에너지개발과 관련한 정책에 활용할 수 있는 중요한 함의를 제공하고 있다.

환경영향평가 내용의 문제점과 개선방안 -문화재항목의 영향평가를 중심으로- (A Study on the Improvement and Problems of Environmental Impact Assessment)

  • The objective of this study is to prepare a proposal for desired changes in the laws and regulations system of the Environmental Impact Assessment (EIA) about cultural assets preservation. The related Korean regulatory system and literature for EIA have been surveyed and case studies have been analyzed and actual cases where cultural assets protection were of issue have been studied to deduce the problems of those areas. Based on the result of this study, proposed changes are as follows; 1. "Status of cultural Assets" is to be included as common assessment factor for all categories of object projects in "Table 2: Essential Assessment Factors for Individual Project Category" of "Ordinance for Preparation of EIA Statement, etc." 2. "Status of Underground Cultural Assets and Potential Underground Cultural Assets" is to be inserted as a survey factor in "Table 3:Format of and Instruction for Impact Statement". 3. The clause of "-- the survey should be performed on-site and the investigation report should be submitted." is to be inserted in methods of survey in "Table 3". 4. Ground survey of cultural assets should be performed prior to completion of project planning, that is, from the stage of pre-study for site selection. 5. The application of impact abatement from "Methods and Plants for Impacts Abatement" of "Report for Development of EIA Statement Technologies" should be included, with proper modification of timing, in "Ordinance for Preparation of EIA Statement, etc." 6. The expense liability clause in "Cultural Assets Preservation Act" is to be revised as "a certain ratio of expenses for excavation should be borne by the government." 7. Regulatory device for collecting appropriate opinions should be established. It may include Cultural Assets Preservation Committee's hearing to the project owner's opinion. be established. A Review of the Master Plan for Four Major Rivers Restoration Project

  • Lately the master plan for the Four Major Rivers Restoration Project has been released by the Ministry of Land and Maritime Affairs and relevant ministries. According to the master plan compared with the interim report made on 15 December 2008, the number of weirs for irrigation has increased from 5 to 16, the amount of dredging has increased from 220 million cubic metres to 570 million cubic metres, and the total cost estimated has increased from 14 trillion won to 22 trillion won. A critical review of the master plan by some research group will be summarized focused upon budget, objectives, securing water resource, dredging, and flood control etc. After various experts' forums and field surveys, it is concluded that the government should implement a joint-research program on assessing the impact of the project together with experts and citizens' groups as co-partners, in order to truly save or restore the four major rivers.

  • From the lessons after the Nakhodka oil-spill in Jan. 1997, oil slick detection by using remote sensing data and assimilating the data to the simulation program is important for monitoring the oil-drift pattern. For this object, we are going to construct the oil-spill warning system for estimating the oil-drift pattern using remotesensing/numerical simulation Model. Additionally we plan to use this system for restorating oil-spill damage domestically, such as estimating the ecological damage and making the priority fur restorating the oil-spilled shoreline. This report is intended to summarize the role of geo-informatics in the oil spill accident by not only paying attention to the effect of information provision/information management via the map, but also reporting the interim result in part based on the details discussed in the processes of recovery support and environmental impact assessment during the Nakhodka's accident.

  • 화력발전소 건설사업의 환경영향평가는 해당 사업으로 인해 주변 해양환경에 미치는 영향을 명확히 파악하고, 환경영향을 최소화함으로써 연안의 지속가능한 발전의 순기능을 담당하는데 있다. 이에 본 연구에서는 화력발전소 건설사업으로 인한 해양환경에 미치는 영향을 정확히 평가하고 이에 근거한 저감방안을 마련하기 위하여 화력발전소에 특화된 환경영향평가 가이드라인(안)을 마련하고자 하였다. 환경부, 산업통상자원부, 화력발전소 공기업 5사 담당자 및 해양물리, 해양동 식물 관련 전문가로 구성된 포럼을 통해 과학적이고 효율적인 해양환경 환경영향평가 가이드라인을 제시하였으며, 최근 7년간(2009년~2015년) 접수된 화력발전소 환경영향평가서 15개를 분석하여 해양환경 항목의 문제점을 도출하고, 환경영향평가서 작성규정, 국내 및 국외 환경조사 가이드라인, 화력발전소 환경영향평가 검토의견 등 광범위한 정보 수집을 시행하였다. 이 내용을 토대로 해양물리, 해양동 식물 관련 환경영향평가 가이드라인(안)을 마련하였다.
