Studies on Environmental Information System(II) (환경정보 체계화에 관한 연구(II))

  • We live in an age of information and an era of rising environmental awareness. As a result, efficient and judicious use of environmental information has become a prerequisite to planning and management of environmental affairs in contemporary societies. So, we have embarked on a study of Environmental Information System(EIS). In the first article, we discussed the status analysis of EIS in Korea, USA, and Japan. This study as the second project has three major components. First, it classifies items and sources of 22 EIA factors. Second, it explains building of environmental information comprising geographic and attribute data of 17 factors. Finally, the study presents applications of EIS as an alternative assessment of suitability analysis. Based on these analysis, the study makes some recommendations and conclusions.

Selecting of Assessment Factors on Soils in the Strategic Environmental Assessment (전략환경영향평가에서의 토양항목 평가대상인자 선정)

  • In this study, several factors which can have an effect on soil during strategic environmental assessment (SEA) are analyzed against a total of 86 administrative plans and development basic plans of the SEA. Other factors which could have influences on soil are also analyzed after examining contents and rules required for preparing the SEA statement. Then, we propose assessment factors on soils during the SEA procedure. We think that this study could give baseline data to set up assessment items, criteria, and techniques that are highly necessitated in preparation of the SEA statement in the near future.

Content Analysis of Mitigation Measures in Environmental Impact Statement (환경영향평가서 저감방안의 실효성에 대한 연구: 내용분석을 중심으로)

  • Mitigation measures in EIS are the important factors in the effectiveness of EIS. This paper analyzed the content of mitigation measures described in the 30 EISs selected, using 7 analysis items in order to discover the degree of effectiveness of mitigation measures. 30 EISs used in this study were selected through variance maximization strategy, and the 7 analysis items were; 1) thoroughness of mitigation content, 2) quantification of mitigation content, 3) explicit description of mitigation effect, 4) likelihood of mitigation effect, 5) impacted area of mitigation effect, 6) time frame of mitigation effect, and 7) environmental impact of mitigation measures. The results showed that the effectiveness of mitigation measures in the analyzed EISs was relatively low both in the appropriateness and in the specificity. It was suggested that in order to improve the appropriateness of EIS as a decision making tool, the effect of mitigation measures, as well as the mitigation measures themselves, should be studied and described more thoroughly and specifically.

  • The environmental impact assessment(EIA) project in Korea has undergone changes and revisions in various evaluation items for about 30 years after the introduction of the Environmental Conservation Act (1997). However, despite the importance of land use evaluation items under the current EIA Act, there are insufficient studies to consider. Therefore, this study focused on the land-use evaluation items based on the EIA guidelines, reviewed 90 of the evaluation documents and consultation documents, and tried to suggest implications and supplementary points forthe domestic EIA land-use evaluation items. As a result, the paradigm was changing from land efficiency centered on development in the past to land efficiency centered on the natural environment and resource conservation. However, in spite of the manual for fitting the paradigm change, opinions on the conservation of the natural environment are still being drawn in the consultation document, so it needs improvement. Two improvements in the impact assessment process suggested in this study are the establishment of standardized spatial data and a quantitative impact and reduction method evaluation tool based on it. In particular, there is a need for a plan evaluation tool for land use arrangement and distribution that can solve the needs of minimizing damage to the natural environment and securing green space and a green network.

Suggestion of the Post-Environmental Evaluation of Road-side Cut Slope after Revegetation Works (도로비탈면 녹화공사의 사후환경평가 항목 제언)

  • This research was thereby made to study and analysis ecological, landscape, and stability qualities of roadside cut Slopes in expressways and national highways that went through revegetation works. Also, evaluation items and framework for integrated assessment of plant structure and restored state for the maintenance were suggested. Following is the summary of the result. firstly, for stabilization of introduced native plant species on roadside cut slops, assessment on the post-project environmental management through long-term monitoring and maintenance works must be made. It signifies a form of authentic recovery and restoration by the native plants. second, current evaluation framework on the test beds is well managed with clear evaluation standards and table while its method of assessing the post management with only test bed results lacks conformity with this study site. Newly developed evaluation framework on the post construction sites is estimated to be used as assessment standards on any roadside construction sites. Third, after site investigation distinction was observed among different revegetating construction types in the long-term perspective. Due to the different duration time of vegetation state between seed-spray measures(degraded in time) and layer-spray measure(maintained), the use of coarse straw-mat mulching work or Coir net was suggested in long term maintenance of cut slopes. forth, segmentation of post environmental assessment is organized into three large categories of "ecological", "stabile", and "landscape" qualities regarding post restoration quality and stability of slope through native plants with which categories marks 50, 30, 20 points of rates. fifth, components of the post environmental assessment were segmented in twelve categories driving results from former experimental construction and newly focused items on site. In the future, it is possible to propose a customized assessment method considering the location and location of construction work if the research on the application of post-environment assessment methods for road construction surface recording is conducted systematically.

  • As more serious environmental problems of buildings, many researchers have recognized the importance of preserving the environment where we live as well as a necessity of developing architecture with eco-environmentally. As a result, our country and some advanced countries have tried to solve these problems in that developed green building assessment tools for estimating environmental performance of buildings. Among many kinds of buildings, hospital which have been relation with human beings has been laking in basic raw materials of researching hospital's environment. Especially, there are few materials about indoor environment of hospital. So, the facilities of patients not only have to depend on the quality of natural environment but be also taken into account of patients. The purpose of this study is to prepare the basic data to develop the items of indoor environmental assessment for hospital to improve the quality of hospital's indoor environment. To come to a conclusion, we used a method of comparing domestic green building certification criteria, LEED v.2.2 and GBTool 2005. Then, we analyzed them for the case studies. Consequently, we could grasp basic data to assist in effecting domestic green building certification criteria for hopital. Furthermore, we have made a progressive research about setting grades of it.

A Study on the Quantitative Evaluation Method of Small-Scale Environmental Impact Assessment

  • Purpose: The small-scale environmental impact assessment system in Korea was introduced and implemented in August 2000, but it has a problem that it cannot guarantee implementation due to the large proportion of qualitative reduction measures for each evaluation item. Therefore, when preparing a small-scale environmental impact assessment, research was conducted on how to improve the existing simple listing-type reduction measures and qualitative evaluation standards to quantitative reduction measures and evaluation standards reflecting regional characteristics. Research design, data and methodology: The small-scale environmental impact assessment system in Korea was introduced and implemented in August 2000, but it has a problem that it cannot guarantee implementation due to the large proportion of qualitative reduction measures for each evaluation item. Therefore, when preparing a small-scale environmental impact assessment, research was conducted on how to improve the existing simple listing-type reduction measures and qualitative evaluation standards to quantitative reduction measures and evaluation standards reflecting regional characteristics. Results: As a result of the analysis of qualitative and quantitative factors, the arithmetic sum of the qualitative factors of the total six projects is 160, accounting for 80% of the total number of reduction measures, and the quantitative factors are 40, accounting for 20%. Among them, the number of qualitative reduction measures reached 97.4% for animal and plant items, and more than 90% for air quality, noise and vibration, and eco-friendly resource circulation items. Conclusions: Therefore, it is necessary to avoid establishing qualitative reduction measures and set quantitative measures as the basis, but to specify the specifications, size, and installation location related to the reduction measures, and to calculate the numerical reduction efficiency.

  • Muju Resort Development environmental impact statement(EIS) in Mt. Teogyu National Park are evaluated with the results of post-environmental evaluation. Three EIA items (ecosystem, hydrology, landuse) are investigated. In terms of ecosystem and hydrology, the environment during construction period was compared with post-construction and it was also true of hydrology section. The land use surrounding the resort area have been changed seriously, and the wildlife in large patch are endangered with the fragmentation by road and resort construction. The three items in the Muju Resort EIS was not assessed properly. So, in order to assess properly accurate data, appropriate approach, and periodical post evaluation are required.

Improvement of the Marine Environmental Assessment for Dredging and Ocean Disposal of Coastal Sediment in Korea (연안준설 및 준설토 해양투기 해양환경평가 개선방안)

  • We studied improvement in marine environmental impact assessment and related management systems of coastal sediments that are dredged inshore but disposed offshore. After reviewing and diagnosing the existing assessment procedures and problems, we recommend to design the core assessment items and improve the reliability of assessment byenhancing the quality assurance/quality control (QA/QC) and verification processes. We proposed eco-friendly disposal plan for dredging sediment such as reuse system in land development was explored. A marine environmental database system was established to support the assessment processes. Guidelines for marine research and modelling were proposed for improving assessment of dredging and disposal of coastal sediment. Also, applying of screening and scoping for marine environmental assessment was reviewed.

A Study on the Application of Potential Exposed Population for a Receptor-oriented Health Impact Assessment (수용체 지향의 건강영향평가를 위한 잠재노출 인구수의 산정·활용 가능성 연구)

  • Health impact assessment in South Korea is carried out within the framework of Environmental Impact Assessment (EIA). And, public health and hygiene items in EIA as an evaluation of health impact items were designed to calculate the emission level of hazardous air pollutants from specific development projects, and the exposure concentration at major sites, and to assess the health risk associated with these projects. But, the assessment of the receptor characteristics around the development project is limitedly considered. The purpose of this study is to propose the method of calculation of potential exposed population and the use of it for public health and hygiene items in EIA. The data for the calculation of potential exposed population in South Korea were identified. And the calculation algorithm based on them was proposed. After that, in a development of industrial complex, a case analysis was carried out assuming the release of hazardous air pollutants. This study suggested that the concept of population risk should be applied in risk assessment utilizing the potential exposed population and as a future study, a standard of assessment of health effects for population risk should be established. Finally, the possibility of using this study as a location-limiting tool for the development project was presented through the method of calculating the potential exposed population. It is meaningful that this study presented a method for performing risk assessment from the perspective of receptors around a development project.
