The Effect of Startup Support Policy on Entrepreneurship: Focusing on TIPS Support Projects by the Ministry of SMEs and Startups (창업지원정책이 기업가정신에 미치는 영향: 중소벤처기업부 팁스(TIPS) 지원사업을 중심으로)

  • This study studied the effect of the TIPS support project of the Ministry of SMEs and Startups on the entrepreneurship of TIPS start-ups. The Tips start-up company, which is the subject of the study, was selected for the TIPS support project, participated in all commercialization funds, incubation facilities, and capacity building programs, and was selected as a company that received private investment. One-on-one in-depth interviews were conducted for about eight weeks from January 14, 2022 to March 11, 2022. For this study, the TIPS support project was subdivided into four categories: commercialization funds, incubation facilities, capacity building programs, and private investment attraction, and entrepreneurship factors were classified into four categories: innovation, challenge spirit, leadership, and risk-taking. As a result of the in-depth interview, the influence of the TIPS support project on entrepreneurship factors was in the order of challenge spirit, innovation, risk-taking, and leadership. Specifically, it was found that commercialization funds influenced innovation and risk-taking, incubation facilities had a challenge spirit and risk-taking, competency-building programs had a challenge spirit and leadership, and attracting private investment had an influence on innovation and challenge spirit. The implications of this study are that the TIPS support project, a private investment-led technology start-up support program, was introduced in 2013 and as of the end of March 2022, and a report was prepared focusing on visible performance such as private investment performance and employment rate. However, through this study, by analyzing whether the TIPS support project contributed to the cultivation of entrepreneurship for TIPS start-ups, it was found that it had a positive influence not only on quantitative growth but also on qualitative growth.

The Effect of Entrepreneurship, Perception of Entrepreneurial Environment and Participation in Government Start-up Support Project on Business Performance (창업자들의 기업가정신과 창업환경인식, 그리고 정부의 창업지원사업 참여정도가 경영성과에 미치는 영향)

  • This study examined the effects of entrepreneurship and perception of entrepreneurial environment on business performance. In particular, this study analyzed the difference in the effect of each independent variable on the dependent variable by using the government's participation in the start-up support project as a moderate variable. In order to achieve the purpose of this study, the researcher drew the variables corresponding to entrepreneurship and the variables related to entrepreneurship awareness. Innovativeness and risk sensitivity were selected as variables for entrepreneurship, and market environment and product environment were selected as variables for perception of entrepreneurial environment. Based on the above variables the research model was completed including the degree of participation in the government's start-up support project as a moderating variable. The data for the empirical analysis were collected from start-up companies in Daegu in 2018. A total of 601 questionnaires were collected and 399 copies of the data were used in this study after removing the unfaithful answers. The results of the analysis showed that innovation had a negative effect on management performance, and risk sensitivity, market environment, and product environment had a positive effect on management performance. In terms of the moderating effect, in the case of innovation, the higher the participation in government support projects, the lesser the negative effect. Risk sensitivity and product environment showed a strong impact on companies with a lot of government support projects, and the market environment had a strong impact on those who participated less. This study confirmed the importance and necessity of entrepreneurship and perception of entrepreneurial environment that influence the management performance of entrepreneurs. It is also meaningful in that it deals with the practical effects of the government's start-up support project on the start-up performance.

An Empirical Study on the Effect of Laboratory Start-up Support Projects on Start-up Performance (창업지원사업의 창업성과에 미치는 효과 실증 연구)

  • This research aims to validate the effectiveness of the "Specialized Entrepreneurship University Program," which was conducted as part of government entrepreneurship support initiatives from 2018 to 2022. Based on previous studies, a research model was derived consisting of three laboratory entrepreneurship support factors that influence program satisfaction and entrepreneurial outcomes (infrastructure support, educational mentoring support, and business linkage support). Surveys were collected and analyzed from 126 laboratory entrepreneurship firms participating in the program, and empirical analysis of the research model was conducted using SPSS 23.0 statistical software. The analysis results indicated that the three variables, namely infrastructure support, educational mentoring support, and business linkage support, were significant factors affecting program satisfaction, and program satisfaction was confirmed to influence entrepreneurial outcomes. Furthermore, it was found that the three business operation factors indirectly influenced entrepreneurial outcomes by partially mediating program satisfaction. This study is considered significant as an empirical study for the initial stage of the second-phase program enhancement, verifying the effectiveness of laboratory entrepreneurship support factors. The findings can be applied to similar government entrepreneurship support initiatives and contribute to the effective strategy and planning of stakeholders involved. The limitations of this study include the need for further research on the perception of the extent to which it contributes to entrepreneurial outcomes, emphasizing caution in interpreting the research model, and the necessity for expanding the survey population and improving survey items in future research.

The Key Success Factors of University Entrepreneurship Education: Implication from USA University Cases (대학 창업교육 핵심 성공요인: 미국 대학 사례의 시사점)

  • Entrepreneurship courses and programs in Korean universities tend to increase steadily but seem to have some limitations. They are usually recognized as another domain of Business Administration. Entrepreneurship program is practical like Business Administration but should be much more interdisciplinary than that. Because Korean Entrepreneurship programs are in the early stage, they must be reinforced with factors such as education culture, faculties, curriculum and relationships with communities. This study aims to get some implications from Entrepreneurship programs have been run by universities in America in order to facilitate Entrepreneurship program in Korean universities. Based on 11 success factors found by our case universities' Entrepreneurship programs and Kauffman Campus, this study has drawn implications of critical success factors of Entrepreneurship programs as follow. First of all, because Entrepreneurship programs should focus on Entrepreneurship mind sets such as innovative idea generation and courage to overcome risk, it is more desirable that Entrepreneurship programs are introduced in all departments of universities such as Arts, Science and Engineering. These programs also need to take interdisciplinary approach and required to be opened from liberal arts course. In order to be sustained during all their academic careers, vision, mission and strategy for Entrepreneurship programs should be based on strong leadership and support of top leaders. Entrepreneurship culture of each university is also one of the most important success factors. Entrepreneurship programs not only as major programs but also as specific Entrepreneurship minors designed for departments such as Arts, Science and Engineering could be considered according to each university's situation. This study also suggest to make a motivation system for Entrepreneurship faculties, Ph d. programs for Entrepreneurship, communication network for Entrepreneurship programs and mentor system in community. To begin Entrepreneurship programs, it also needs to develop good education contents as many as possible. When it concerned with teaching method, project based 4 year program can be suggested to be effective and efficient. To introduce project based program that should be consistent till participants' graduation, university must prepare regulations to support team teaching, mentor and interdisciplinary cooperation. To dissipate the concept that Entrepreneurship is another version of management, this study support the idea that Entrepreneurship programs should be designed and run by independent and central-focused governance system, Entrepreneurship education center.

An Empirical Study for Developing a Participant-Oriented University Startup Education Program (참여자 지향적 대학 창업교육 프로그램 개발을 위한 실증적 연구)

  • With the decline in the college student population and the increase in the youth unemployment rate, the university began to be interested in starting a business. Under the initiative of the government, the start-up support project was reflected in the university's educational programs, which led to the university students receiving various start-up support benefits. In response to the expansion of entrepreneurship education, various entrepreneurship education programs and support programs were applied in line with the government's efforts to start college students. As a result, students' entrepreneurial competence and willingness to start up increased. College student entrepreneurs and entrepreneurs are increasing. The increase of university student start-up companies is taking place in the entrepreneurial education environment within the university, and the support of university, community, and start-up support institutions for university student start-up, the starting point of the start-up ecosystem, is paying off. It can be seen that the youth entrepreneurship ecosystem based on university entrepreneurship education is in place. The university supports the entire business process from idea development, such as start-up classes, start-up club support, patent application support, prototype development support, and investment linkage. However, there is a university that develops and operates a unique program for each school and a university that does not. Therefore, it is necessary to develop an education program that can produce efficient results. The purpose of this study is to support the start-up program of the university to be the consumer-centered start-up support.

The Effect of Satisfaction Level with the University Entrepreneurship Education, Recognition of Support System, and Mentoring on the Entrepreneurial Intention: The Moderating Effect of Entrepreneurial Self-Efficacy (대학생의 창업교육 만족도와 창업지원제도인식, 창업멘토링이 창업의지에 미치는 영향: 창업효능감을 조절효과로)

  • The purpose of this study is to examine how the start-up education, start-up support system, and start-up mentoring directly and indirectly conducted in universities affects entrepreneurial Intention, and to present programs and directions that can increase the possibility of start-up for college students. This study analyzed the effects of college students' satisfaction with university entrepreneurship education, awareness of the entrepreneurship support system, and entrepreneurship mentoring on entrepreneurial will, and then analyzed how entrepreneurship efficacy affects entrepreneurial will as a moderating effect. The recognition of the start-up support system was divided into the government start-up support policy and the university start-up support project, and start-up mentoring was divided into mentoring function (problem-solving function, networking function, communication function, motivation function) and mentor trust (cognitive trust, emotional trust). Regression analysis was performed on satisfaction with college entrepreneurship education, perception of entrepreneurship support system, entrepreneurship mentoring as independent variables, and willingness to entrepreneurship as dependent variables. In addition, entrepreneurship efficacy was designated as a moderating variable and analyzed. As a result of the study, first, it was found that satisfaction with start-up education had a positive (+) effect on college students' willingness to start a business. Second, among the start-up support systems, university start-up support projects were found to have a positive (+) effect on college students' willingness to start a business. Third, as a result of verifying whether entrepreneurial self-efficacy has a moderating effect on the relationship between college start-up support projects and college students' willingness to start a business while recognizing the start-up support system, it was found to have a moderating effect. The following implications can be derived based on the analysis results of this study. First, efforts to improve start-up education will be needed to increase the satisfaction of start-up education. Second, Through the operation of the start-up counseling center in the university, it will be possible to recognize the education system supported by the university, the university start-up support project that can carry out the indirect experience of start-up, and the government start-up support policy that supports funds. Third, It will be necessary to open a program that can provide start-up mentoring through connection with mentors in the start-up field, such as professors, employees, and senior start-ups in universities. Fourth, It is necessary to develop thorough education on the preparation process of start-ups, start-up special lectures where senior start-ups can indirectly experience the failure of start-ups, and programs for customized start-up education according to college students' major and individual tendencies.

  • Research in which an individual's entrepreneurial spirit contributes to the country's economic development through revitalization of entrepreneurship is being actively conducted, but studies related to individual satisfaction or life satisfaction are still insufficient. This study aims to clarify the influence of young adults' entrepreneurial spirit on their life satisfaction and at the same time verify the mediating effect of self-efficacy and self-determination. In addition, an empirical analysis was conducted on 511 young people to reveal the effectiveness of participation in government start-up support projects. The research results are as follows. First, the entrepreneurial spirit had a positive effect on the life satisfaction of young people. Second, self-determination and self-efficacy played a role in mediating the relationship between entrepreneurship and life satisfaction. Finally, participation in start-up support projects did not show a statistically significant moderating effect. This study is expected to provide a clue that life satisfaction can act as a major variable in the impact of entrepreneurship on entrepreneurship. It also implies that the performance of the government start-up support project should be considered not only about the quantitative performance such as sales and employment effect, but also the qualitative performance such as personal life satisfaction.

A Study on the Improvement the Start-up Support Policy: Focused on the ICT Start-up (창업기업 지원 정책 개선 방안 연구: ICT 창업기업을 중심으로)

  • Various government support policies are being promoted in order to stimulate growth of SMEs. The government is striving to provide effective support through direct methods of tax, finance and indirect methods through support programs. However, the view on the government's startup policy is still tense. We are sympathetic with the need for support, but discussions continue to be made on the effectiveness of support projects and support projects. Therefore, this study evaluates the importance and satisfaction of the government start-up support project. For this purpose, we conducted questionnaires on ICT start-ups who have experienced government start-up support projects. Of these, 128 were analyzed for GAP analysis and ISA. As a result of the GAP analysis of the government start - up support project, the degree of satisfaction (4.408) was lower than the degree of importance (5.221), confirming that the beneficiary's evaluation on the start-up support project was negative. As a result of the importance-satisfaction analysis, 'R&D' and 'commercialization' are located in the maintenance area, and 'government funding', 'marketing, overseas advancement' projects are included in the concentrated area. In the low-ranking areas, there are 'entrepreneur events and networks' items. Finally, there are 'facilities and spaces', 'mentoring and consulting', and 'entrepreneurship education' in the surplus areas. As a result of multiple regression analysis, it was found that 'R&D', 'entrepreneurial education', and 'government funding' influenced satisfaction. Based on the results of this study, it is expected that it will contribute to improving the quality level of the government start-up support project by establishing the support policy for the ICT start-up enterprises and improving the system.

Analysis on the Key Factors of Entrepreneurship Education for Public Technology Commercialization : Focusing on the Performance of Korean I-Corps Project (공공기술 사업화를 위한 창업교육의 핵심요인 분석 : 한국형 아이코어 사업성과를 중심으로)

  • As the main purpose of R&D changes from the center of knowledge creation to the center of economic value creation through technology transfer and commercialization, public technologies can also secure economic feasibility as well as make a social contribution. Korea has been focusing on fostering core human resources who can lead the commercialization of basic and original research results by launching the 'Support project for exploring startups linked with public technology-based markets' since 2015 in order to promote public technology startup. This study is based on the results of a survey for the purpose of analyzing the performance of this project. In addition, this study derived four factors related to the I-corps project performance from the results of this survey and verified the relationship between these factors through structural equation model analysis. In summary, it was confirmed that 'Application Level' and 'Business Model,' which are positively affected directly from 'Entrepreneurship Learning,' have positive effects on 'Financial Resources'. Furthermore, the indirect effect of 'Entrepreneurship Learning' on 'Financial Resources' was verified. In particular, the high level of impact of 'Entrepreneurship Learning' on 'Application Level,' and the impact of 'Application Level' on 'Business Model' and 'Financial Resources' were also positive.

The Effect of Government's Fairness as the Entrepreneur's Satisfactions & Managerial Performance: Focusing on the Differences between Start-up Companies' Growth Stage (정부의 창업지원 공정성이 만족도 및 경영성과에 미치는 영향: 창업기업의 성장단계별 차이를 중심으로)

  • This study examines how the government's fairness in entrepreneurship support affects satisfaction and management performance, and examines whether these influences are different for each growth stage of start-up companies. For this study, data were collected for start-up companies that received government support for start-up within the past 5 years. Total 611 copies of the data were used in this study. The collected data were analyzed using SPSS and AMOS. The fairness used in this study was divided into three types, procedural fairness, interactive fairness, and distributed fairness. The effect of the three fairness on the satisfaction of start-up support project was analyzed. In addition, the effect of business support satisfaction on business performance was analyzed, where the business performance was evaluated by the questioner's satisfaction with their business. The start-up phase was divided into the start phase, early growth phase, stagnant phase, and high-level growth phase, and the moderating effect between the fairness and satisfaction of the government-supported projects by start-up phase was analyzed. As a result, it was found that every concept of fairness had a positive (+) effect on the satisfaction of the entrepreneurship support project, and the satisfaction of the entrepreneurship support project had a positive (+) effect on the management performance. The concept of procedural fairness in the start phase, procedural fairness in the early growth phase, interactive fairness, and the concept of all fairness in the stagnant phase influenced the satisfaction of the start-up support project. In this study, the fairness and effect of government-supported projects affecting the management performance of start-ups were identified by growth phase of start-ups. The results of these studies will help build a systematic system for entrepreneurship support and for start-ups, it will also greatly contribute to finding differentiated growth plans by growth stages of start-up companies.
