Entrepreneurial ecosystem is a very active area of research both conceptually and empirically, yet most literature that emerged over the last two decades predominantly pertain to developed economies. At the same time, transitioning and emerging economies have continued to grow rapidly, making a strong case to study entrepreneurial ecosystems in emerging economies (Bruton et al., 2018). Ecosystems are broad constructs and the constitutive elements of an ecosystem are themselves complex (Stam, 2015). Hence exploring key elements of the ecosystem in depth to understand the mechanisms of how entrepreneurship is supported through intermediary organizations like incubators is a fruitful exercise. In this context, we review the book "Technology Business Incubators in India Structure, Role and Performance" which is a timely synthesis for academic researchers and practitioners, looking to explore the topic as it pertains to emerging economies. The book is part of the De Gruyter Studies in Knowledge Management and Entrepreneurial Ecosystems series, that covers pertinent ecosystems issues around universities, and sustainability by leading authors.

With the advancement in digital transformation with smart technologies and the collapse of industry borders, increasing is the importance of understanding customer problems, fostering employee capabilities, and enhancing the partner capabilities to properly provide the best service to customers. This is what is called the humane entrepreneurship in the 4th Industrial Revolution. Humane entrepreneurship is believed to play a critical role in developing business ecosystems and thus economic growth of nations. We empirically tested the ideas that 1) entrepreneurship as a meta-structuring action shape the healthiness of business ecosystem and 2) subsequently both entrepreneurship and business ecosystems affect economic development of a country. The results indicate that humane entrepreneurship does not directly affect healthiness of business ecosystem, but the balanced humane entrepreneurship together with opportunity in business ecosystems has a positive relationship with GDP growth. In other words, opportunity can be appropriated by entrepreneurs who have balanced sense between human and enterprise dimension. Data collection and methodologies are discussed further in the paper.

Since the Korean economic development path has been unique compared to other counties, it is necessary to build an incubation ecosystem matching with unique economic environment in Korea. In order to revive the dynamism of the economy, establishment of the incubator ecosystem should be a policy priority so that ventures with innovative ideas and challenging minds can grow into a global stage. The purpose of this study is to derive the policy implications for establishing ecosystem and infrastructure by comparing to other OECD countries such as US, Israel, Finland, and Japan that can offer meaningful policy implications to Korea. For this purpose, the most appropriate model for explaining the incubation ecosystem in Korea was designed. PCII Model (People, Capital, Incubating, Infra) has 4 elements. It provides a framework for incubation of entrepreneurship, funding for start-up, incubation course, establishment of business foundation infrastructure. The comparative analysis was conducted with 12 sub-items under 4 elements and qualitative and quantitative evaluations were performed for each category. As a result of the comparative analysis, Korea's incubation policy seems to be still in the initial stage in terms of establishment of ecosystem compared to other countries. Therefore, a systematic approach based on the ecosystem model is needed other than the short-term incubation policy.

The conventional business included production and manufacturing of goods and serving things the customer needed. Today, the business has changed form so that the demands of customers are shaped by the good or service which has been created by the businesses. Entrepreneurship in Mongolia is not a new concept but nowadays the number of entrepreneurs in Mongolia has grown sharply. Mongolia was a nomadic culture during its history and is probably the only nomadic culture left in the world today. Mongolian herders are the largest and the most powerful representation of successful entrepreneurs in Mongolia. Another practice of herders in the world are in Australia. Along with a comparison of the policy and government support system of Australia, this study intends to assess how 6 factors of the entrepreneurial ecosystem fit herders in Mongolia. As a result of this assessment, we propose policy to support the entrepreneurial mechanism of herders and identify cultural factors which support the existence of herding.

In recent, Korean government TF Team announced new entrepreneurship policy of establishing virtuous cycle in high-tech venture startup financing ecosystem with emphasizing on 'boosting up angel investment and M&A.' This policy is brought not only to come up with the previous policy defects of creating less creative starts-up despite that government has put die-hard efforts, such as big chunk of budget dumping and policy preference, to promote high-tech starts-up since the year of 1997, but also to found right momentum of shifting entrepreneurship policy paradigm from government-direct to entrepreneur into indirect via utilizing the market forces. In particular, this policy puts a highlight on promoting angel investment, representing unfolding red carpets for creative economy. However, this policy confront critical fatal flaws such as a serious lacks of business angels which carry out the core function of government policy. In worse off, business angels cannot be raised up in short term period by taking other practical entrepreneurship ecosystem cases. As alternative, this paper propose the raising-up over entrepreneurship facilitators with having angel investing potentials in short term. In specific, this paper suggest the training methodology over the previous BI manager, passive simple angel investors, and consultants in entrepreneurship for embedding entrepreneurship facilitators. This paper carries four different specific studies. First, this paper implement literature review for entrepreneurship policy with respect to evaluating the previous entrepreneurship policies and making a diagnosis over its consequences. Second, it carries theoretical literature reviews relating to Korean angel investment and business incubation. Third, it proposes the concept of entrepreneurship facilitators. Fourth, it brings the alternatives of raising up entrepreneurship facilitators.

Recently, various studies on the entrepreneurial ecosystem have been conducted. The entrepreneurial ecosystem is composed of various elements such as entrepreneurs, governments, and infrastructure, and these factors interact to contribute to economic development. The purpose of this study was to analyze differences in importance and performance of the entrepreneurial ecosystem for startups using the importance-performance analysis (IPA) method. Based on this, the importance and current level of the components of the entrepreneurial ecosystem were identified and policy implications were presented. The results of the study are as follows. The importance ranking was in the order of startup support program(4.43), startup funding (4.39), market accessibility(4.30). The ranking of performance was startup support program(3.81), ease of starting a business(3.76), support for startup support institutions(3.66), and startup funding(3.66). All elements of the entrepreneurial ecosystem showed higher importance than performance. This means that the components of the entrepreneurial ecosystem in Korea are recognized as important, but do not play a significant role in terms of performance for startups. In addition, the factors with the highest improvement in the importance-performance matrix were 「safety nets for startup failure」, 「culture of acceptance of failure」, 「ease of market entry」, 「ease of startup survival」, and 「ease of exit」. This study suggested improvement measures such as establishing a social safety net, improving awareness of startup failure culture, matching successful startups, strengthening scale-up support by growth stage, easing regulations in new business fields, and diversifying investment recovery strategies.

The purpose of this study is to analyze key concepts of Entrepreneurial Ecosystems and to suggest implications for economic geographical studies. The definition and concept of entrepreneurship as well as changes of its research trends were examined. By combining entrepreneurship and geography, Entrepreneurial Ecosystems, which have recently emerged as important concepts and theories, were examined with the focus on the key concepts such as 'actors and factors', 'productive' and 'territory'. It is important that the individual, organizational and institutional components such as entrepreneurs, start-ups, existing companies, institutions and cultural elements are interconnected to build communities through 'entrepreneurial recycling'. Entrepreneurial Ecosystems support to create innovative high-growth start-ups based on entrepreneurial culture in the local region. Despite conceptual limitations, theoretical and empirical analyses should be conducted from economic geographical perspectives in order to reveal the geographical and spatial processes of productive entrepreneurship and to suggest policy implications for region-based start-up ecosystems.
Institution-based Technology Business Incubators are on the rise in India, as a means of promoting innovation-based tech start-up ecosystems, due to increased policy initiatives. Against this background, we have traced the origin and process of building a start-up ecosystem in IIT Madras, Chennai of India, based on semistructured interviews held with the stakeholders of the ecosystem. Subsequently, we have ascertained the key components of IIT Madras start-up ecosystem, and the process of incubation comprising pre-incubation, incubation and post-incubation phases. Finally, we have derived the key lessons from the ecosystem development experience and incubation process which enable generation of start-ups from both students and faculty, apart from alumni and ex-industry executives. Though this ecosystem model has emerged over a period of time through learning and experience, the ecosystem is able to generate more than 100 start-ups, majority of them being from students and faculty. Thus, the evolved start-up ecosystem of IIT Madras is able to generate faculty-supported and student-led entrepreneurship successfully.
With the decline in the college student population and the increase in the youth unemployment rate, the university began to be interested in starting a business. Under the initiative of the government, the start-up support project was reflected in the university's educational programs, which led to the university students receiving various start-up support benefits. In response to the expansion of entrepreneurship education, various entrepreneurship education programs and support programs were applied in line with the government's efforts to start college students. As a result, students' entrepreneurial competence and willingness to start up increased. College student entrepreneurs and entrepreneurs are increasing. The increase of university student start-up companies is taking place in the entrepreneurial education environment within the university, and the support of university, community, and start-up support institutions for university student start-up, the starting point of the start-up ecosystem, is paying off. It can be seen that the youth entrepreneurship ecosystem based on university entrepreneurship education is in place. The university supports the entire business process from idea development, such as start-up classes, start-up club support, patent application support, prototype development support, and investment linkage. However, there is a university that develops and operates a unique program for each school and a university that does not. Therefore, it is necessary to develop an education program that can produce efficient results. The purpose of this study is to support the start-up program of the university to be the consumer-centered start-up support.

While strong investments on startup and venture ecosystem prosper worldwide, growing interest on nurturing startup ecosystem in Korea is also on its way. However, korean entrepreneurial ecosystem currently results few successful business models with those continuous development of itself compared to the one in China, which is breeding more than 50% of unicorns internationally. Accordingly, this study examined how people in the venture ecosystem, especially in IT industry feel about themselves and startup itself and compared startup ecosystem in Seoul, Korea to the one in Chengdu, China considering each of economic, social and administrational environment. The study tried to provide an implication about the future orientation of Korea's starup and venture ecosystem to policy makers and the ones inside the environment to make a better one. Therefore, the study choose Seoul, Korea and Chengdu, China as geological specimens of startup ecosystem and conduct qualitative study by interviewing selected ones who work in startup incubator, accelerator specified to IT industry and started their own business in IT industry funded by startup reward program. The study categorize the result in social, economic, and administrative parts and screens whether the interviewees from both Korea and China have similar opinions toward each of questions and can be translated to have tendency or not in each part of study. According to the study, the national recognition of startup should be moved from means of maintenance such as restaurants, franchise business to IT startup especially based on software business for the sustainable flourish in Korean venture ecosystem. Investors including accelerator, Angel investors and VCs should be less risk-aversion and therefore prefer stake purchase to solely giving subsidies. The role of governors should be limited to be a middleman of the network, connecting each people in need inside the ecosystem and their reward program should focus on nurturing the growing ones, not just multiplying the numbers of startups to expand the size of entrepreneurial ecosystem. Since this study indicated that entire revision of startup ecosystem should be applied to make a better one, it could be used to design future entrepreneurial infrastructure and the ways of activating startup ecosystem elsewhere in Korea.
