  • Until tile 1980s, the disposal of End of Life Vehicles (ELV) was considered unproblematic in Japan, Korea. and Taiwan. But in recent years, as environmental problems have attracted increasing attention. the processing oi ELV has become one of the most critical environmental issues. Discarded ELV represent a serious source of waste generation and pollution. In this paper, I will analyze the ELV problem from three view points: 1) ELV abandoned in the environment; 2) Significant environmental hazards caused by dismantling operations; and 3) Problems of how to deal with Automobile Shredder Residue (ASR).

일본의 자동차 리싸이클 기술동향 (Technology Trends of Recycling for ELV in Japan)

  • In the last year, the number of registered vehicles in Korea surpassed the 15 million mark, and increase in number continuously. Nowdays, this tendency has raised some problems inevitably in the view of expansion of ELV(End of Life Vehicles) and earth environment pollution resulted from it. A foreign country is strengthening law about a car recycling for to solve this problem. Car recycling technology in Japan was introduced in this paper.

  • 1982년에 폐차제도가 도입되고, 1987년에는 자동차관리법이 제정되어, 우리나라 폐차업은 폐차(ELV)의 회수체계 및 등록말소 등에는 다른 나라에서 볼 수 없는 우수한 시스템을 갖추고 있다. 그리고 현재 폐차는 유상으로 시장경제원리에 의해서 처리되 있다. 그러나 폐차의 자원으로서의 인식과, 재활용율의 제고 그리고 환경성을 감안한 폐기물의 적정처리에 있어서는 규제와 노력이 미흡한 현황임을 부정할 수 없다. 한편, 정부에서는 지금 자동차리싸이클링에 관한 법률을 제정 중에 있다. 이 시점에 즈음하여 필자는 자동차리싸이클링에 관계되는 법 제도의 변천, 폐자동차의 리싸이클링 현황과 문제점을 정리하고자 하였다. 그리고 한국적 자동차리싸이클링 모델의 골격을 제시하여, 우리나라 자동차리싸이클링산업의 건전한 발전을 추구하였다.

  • 최근 들어 산업화된 국가에서 승용차의 대수는 비약적으로 증가하고 있으며 이러한 추세는 당분간 지속될 것으로 예상된다. 따라서 사용 후 폐기되는 자동차의 대수 또한 증가할 것이며 이를 재활용하는 문제가 심각히 제기되고 있다. 이러한 문제를 해결하기 위해 2000년 9월 유럽에서 제정된 폐기 자동차의 처리에 관한 규제 조항이 독일에서는 2002년 7월 1일부터 법률로서의 효력을 지니게 되었다. 이 법률 제정의 장기적 목표는 차후 10년 내에 폐자동차를 처리하는 과정에서 발생하는 잔류물을 현재의 30 Wt.%에서 5 t.% 미만으로 줄이는 데 있다. 따라서 차후 자동차를 구성하는 재료들에 대한 좀더 혁신적이고도 효율적인 재활용 기술에 대한 개발 필요성이 대두되고 있다. 자동차 생산 산업에서 디자인 공정은 계속하여 변화되고 있는 바, 이는 자동차 운행 시 연료를 절감하기 위한 선택적 장치와 새로운 기술적인 해결책에 대한 요구가 강하게 제기되고 있기 때문이다. 따라서 자동차 제조에 사용되는 재료로서 알루미늄과 플라스틱 등과 같은 가벼운 재료들의 사용량은 증가하고 있으며 철과 같은 무거운 재료들은 그 사용량이 점차 감소하고 있다. 그런데 자동차 구성 재료들 가운데 플라스틱류는 흔히 합성된 상태로 사용되고 있으므로 이를 기계적 방법에 의해 각각의 구성 플라스틱 성분으로 분리하기는 불가능하다. 이러한 이유로 인해 폐자동차를 구성하는 물질들의 효율적 재활용을 위해서는 재활용하기에 용이한 상태로 자동차를 디자인하여 제조하는 것이 필요하다고 할 수 있다. 이와 함께 폐자동차 재활용율을 향상시키는데 관한 규제를 만족시키기 위해서는 자동차 생산업체와 재황용 산업체의 통합적 협동체제가 요구된다.

  • 한국은 세계 5위의 자동차 생산국이며 2009년도 자동차 보유대수 17,325천대, 폐차대수 711천대, 중고차 수출대수 265천대를 기록하였다. 711천대의 해체, 슈레딩에서 철 568천톤, 알루미늄 46천톤, 구리 7천톤이 회수되었고, 시멘트공장에서의 적극적인 ASR 이용으로 지동차리싸이클링률이 95%에 근접하고 있다. 2007년 4월에는 자동차리싸이클링법(전기 전자기기 및 자동차의 자원순환에 관한 법률)이 제정 공포되고, 2009년 1월부터 본격 시행되었으나 재자원화, 적정처리의 인프라가 미비되고 부정확한 정보관리로 법의 운용이 원활하지 못하다. 정부는 현재 리싸이클링요금 징수를 골자로 하는 자동차리싸이클링법의 수정 보완작업을 서두르고 있다. 끝으로 자동차리싸이클링의 발전과제로 ELV리싸이클링시스템의 모델을 제시하였다.

  • In the last year, the number of registered vehicles in Korea surpassed the 12 million mark, and increase in number continuously Nowdays, this tendency has raised some problems inevitably in the view of expansion of ELV(end of life vehicle) and earth environment pollution resulted from it. For the proper scope with this environment pollution, recycling of parts and materials, minimization of wastes are desirable. And application of disassembly technology is required for it necessarily. Therefore it is essential to study systematically about disassembly technology of ELV with high efficiency for improvement recycling ratio and diminution shredder dust amount also in Korea.

  • Today, due to the development of the industrial society, the need for sustainable research and development for energy depletion and environmental protection is increasing. Among sustainable research, remanufacturing is an ideal way to meet environmental and economic aspects. In this paper, we investigated the End-of-Life Vehicle(ELV) in order to find the recovery method of the core which is the preceding stage of remanufacturing. The number of End-of-Life Vehicle is increasing year by year, but the core recovery rate from ELV is still low. Therefore, a methodology to determine the disassembly priority of each part is proposed to increase the core recovery rate. Based on the analysis Table through the disassembly process, the decision rule was selected and the weighted score evaluation Table was completed to complete the disassembly priority system. Finally, evaluation was made on gasoline vehicles to determine priorities.

한국의 자동차 해체·재활용 제도 개선 연구 (A Study for Improving the Vehicle Dismantling and Recycling System of Korea)

  • In Korea, the Vehicle Dismantler and Recycler industry is supervised by the Ministry of Land, Infrastructure and Transport under the Automobile Management Act. Also, Korean Automotive recycling businesses are supervised by the Minister of Environment under the Resource Recirculation Act. The main concern of the Minister of Environment is how the wastes from Dismantled vehicles will be environmentally removed, stored, treated, recycled or disposed. In 2000, the European Union (EU) adopted the End-of-Life Vehicles Directive (2000/53/EC) which required Members to ensure the collection, treatment and recovery of end-of-life vehicles (ELVs). The Directive, the most tightly regulated and precautionary legal systems, required that the last owner of a vehicle could drop off the ELV at an authorized treatment facility and that the producers of the ELV should pay the cost of the program. The adoption of the ELVs directive has led the development of Automotive Dismantler and Recycler networks to reuse, refurbish, remanufacture, recycle and recover parts and materials embedded in ELVs. Also, the ELVs directive which has had an insignificant impact on Korean manufacturers has strong presence in the European market and has been successfully externalized on them. The Korean manufacturers not only achieve the 85% recycling target set by the ELVs directive but also meet the Extended Producer Responsibility (EPR) which requires manufacturers to contribute dismantling process. In order to improve the Korean vehicle dismantling and recycling system, the Automobile Management Act and the Resource Recirculation Act should be harmonized. Particularly the roles of the Ministry of Land, Infrastructure and Transport and the Minister of Environment should be sharply divided. Like Japan, the ELV management needs to be highly centralized, regulated, and controlled by the ministry specialized in Vehicle, namely the Ministry of Land, Infrastructure and Transport and the sub organizations. Like EU Members, recovery, reuse, and recycling must be distinguished. Recovery is defined as the final productive use of the parts and materials embedded in ELVs, which includes reuse and remanufacture of parts and recycling of the other materials. Dismantling process and reuse and remanufacture of parts must be governed by the Ministry of Land, Infrastructure and Transport. For environmental recycling or disposal of waste materials, such as CFCs, glass and plastic material, and toxic substances, governmental financial support system should be in place.

자동차 리싸이클링의 현황과 과제 (Current Status and Future Prospects for The Car Recycling System in Korea)

  • The Korean Auto industry has developed remarkably over the past 30 years. In 2000 alone, Korea produced 3.11 million vehicles, and the number of vehicles registered surpassed the ten million mark. As the number of vehicles registered in Korea has increased, yew after you, a rising number of cars have been scrapped. In 2000, a total of 455,592 automobiles were scrapped, up dramatically from only 101,158 in 1989. The system for handling of ELV(End-of-Life Vehicles) in Korea is governed by the "Motor Vehicle Control Act". The Act places the responsibility for vehicle scrapping directly on the vehicle owners. h vehicle owner can only can eel a vehicle registration after he gets a certificate from an authorized vehicle dismantler showing that his vehicle was properly scrapped according to the law. The take-back rate of ELV reaches nearly 100% in Korea. The vehicle scrapping process in Korea is very similar to those in other countries. fluids such as fuels and oils are first removed, and recyclable parts are collected and separated. Engines and transmissions are dismantled and recycled for use as raw material. Plastics, which are not easily reused, are generally treated as industrial wastes. The "Motor Vehicle Control Act" prohibits reuse of certain parts in order to guarantee the safety of the used auto parts. However, some restrictions on the reuse of auto parts have recently been eased to promote recycling. In this paper, additionally, car recycling policy of the foreign countries such as Japan, Germany and EU were reviewed.

  • In the last year, the number of registered vehicles in Korea surpassed the 14 million mark, and increase in number continuously. Nowdays, this tendency has raised some problems inevitably in the view of expansion of ELV and earth environment pollution resulted from it. Currently, the domestic recycle rate of ELV is about 75%. the reason of the row rate of it is due to that dismantling company can not obtain the needed recycling technology. State of art for recycling technology of ELV in domestic & foreign was introduced.
