This article examines the continuity and change of Korean welfare regime during 1990s. Democracy, globalization and the financial crisis changed the landscape of Korean society as a whole and provided a catalyst for the change of the Korean welfare regime. In order to show how and what changed in Korean welfare regime, this study concentrates on the transformations of income maintenance programmes and social welfare services. The changed aspects are as follow: (1) The ratio of social expenditure to GDP has increased during 1990s and now stood at ten percent level. (2)Rather than backing up the company welfare, government strove to build and expand income maintenance devices for all citizens. (3) The poverty and inequality reduction effects of income maintenance programs are very weak in early 1990s, but they are gradually getting stronger impact on poverty and inequality. But, there are also continuance. (1) In spite of the relative development of income maintenance programs, social welfare services are still poorly designed as before. (2) The expenditure level of social welfare services shows sharp contrast to income maintenance programs and lagged behind the other OECD countries. (3) The expansion of social service sector employment are also not so salient. In 2002, social service employment is only at close to 2.5 per cent of the total employment. Accordingly, korean welfare regime is now characterized by a model which is to curb poverty and inequality by engaging in direct government provision of income maintenance programs, but refrain from expanding social service by relying on net welfare which encourage the provision of services within the family. A implication of our analysis is that the expansion of social welfare Korea saw after 1997 was not really an regime shift. According to the arguments of Peter Hall, first and second order changes in policy do not automatically lead to third order changes which imply regime shift. Policy changes which occurred during 1990s was not accompanied by a shift in policy paradigms. Family dependency in welfare is not yet changed.
There were many studies conducted on economical aspects of employment among the elderly in national level, however, very few studies examined social and psychological aspects of senior employment and employment preferences of the elderly persons. The purposes of this study were to examine major determinants of decision making in employment, and to explore some relationships among decision making of employment, socio-economic factors, health and psycho-social factors, and labor and economical factors among non-working elderly persons in the community. In all, two-hundred-twenty elderly persons were interviewed and one-hundred-ninety-four were analyzed in this study. The descriptive statistics, analysis of variance, correlation analysis, and logistic regression were used for the data analysis in this study. The study found that the respondent's sex, ages, education, numbers of children, physical health, ADL, self-efficacy, economical stress, numbers of years in labor, asset of real estate, family allowances, and the benefit levels of pension were major determinants of decision making in employment among non-working elderly persons. Finally, some implications were discussed for developing effective senior employment in national policy, job related services, and welfare programs of the elderly persons for the successful aging.
The purpose of this study was trying to figure out the effective employment guidance plan through employment preparation of graduating senior in department affiliated with physical education and recent situation. This study was compared to 2013 Graduates Occupational Mobility Survey(GOMS). Data were collected from 164 graduating seniors in the department affiliated with physical education from 5 institutions of a 4-year university located in Gyeonggi-do, Seoul, and ChungChong-do by convenience sampling. For the data analysis, a descriptive statistic, frequency analysis, and one-samples t-test were conducted. Graduating seniors participating in school employment programs had a lower rate but the average rate of participation in career & employment classes and vocational test was more than 50%. They were satisfied with university education and career support but employment program and welfare facilities are in need of improvement. Furthermore, graduating seniors have national and private certificates related to major. Finally, they have very low participation rates in youth employment policies of government. Based on the results, the effective job placement guideline for the department affiliated with physical education is needed.
This study was conducted with the purpose of deriving a revitalization plan by analyzing the factors influencing the characteristics and perception of self-employment and self-employment selection of young people. To this end, discussions on self-employment and the size of workers were reviewed, and the characteristics, determinants, and difficulties of self-employment youth were analyzed based on data from a survey of youth in Seoul and Gyeonggi-do. The support plan proposed through the analysis should first strengthen the program so that the government, local governments, and schools can all gain experience in the practice of developing ideas, producing, and selling based on aptitude and competency to solve youth employment problems. Next, compared to support for technology-based start-ups, there are no suitable programs in the fields of knowledge, manufacturing, and distribution, and there is almost no support for freelancers in which the majority of young people are engaged. Therefore, it is necessary to diversify support projects so that the diversity of young people can be expressed in self-employment. Finally, it was found that entrepreneurship had an important influence on self-employment. However, Korean teenagers do not know what entrepreneurship is and have no experience in education, so they should focus on cultivating entrepreneurship in the regular curriculum and establishing a cultural foundation to foster young leaders with creative ideas and execution.
The concept of soft power presents both theoretical and practical difficulties for researchers and policy makers. This essay examines the practical use of soft power and argues that soft power resources in education are important for attracting individuals to migrate between countries and assimilate to the new language and culture of the new location. Japan's attempts to utilize soft power resources in its educational system have provided mixed results dependent on the target population. Japan has successfully attracted individuals into fields related to higher education much more so than skilled labor programs. This essay discusses the importance of educational soft power resources in Japanese strategy to increase educated working population that is assimilated to Japanese language and culture. After reviewing the literature on soft power in Asia, and Japanese cultural integration policies, the essay examines three cases of Japanese educational soft power - the JET Programme, the caregiver-training program, and internationalization of university programs. In addition, the essay shows that Japan is more successful attracting higher educated individuals seeking higher paying employment rather than skilled labor through these programs.
This study analyzed various machine learning models that predict employment outcomes after vocational training using pre-assessment data of disabled vocational trainees. The study selected and utilized the most appropriate machine learning models based on a data set containing various personal characteristics, including trainees' gender, age, and type of disability. Through this analysis, the goal is to improve the employment rate and job satisfaction of disabled trainees using only pre-assessment data. As a result, it presents a universal approach that can be applied not only to people with disabilities, but also to vocational trainees from a variety of backgrounds. This is expected to make an important contribution to the development and implementation of tailored vocational training programs, ultimately helping to achieve better employment outcomes and job satisfaction.
The purpose of this study is to investigate factors that explain the degree of need for community welfare services designed for the residents of Wonju City. For this purpose, we identify five categories of community welfare services : employment no income supporting programs, residence supporting programs, public health programs, family programs and welfare facilities for enhancing quality of life. The data come from 234 adults living in Wonju city, Major findings can be summarized as follows. Firstly, we find that participants are well aware of needs for community welfare service, and that the degree of need for public health services is the highest among the five types of welfare programs. Secondly, we find differential effects of the individual factors such as predisposing, enabling, and need, and the community factors such as quality of environmental facilities which make daily lives convenient, and residential region. Particularly, environmental facilities appear to have a strong association with high needs for the majority of welfare services. Finally, differences between urban and rural areas are still observed. These results suggest that the responsibility of Wonju city for providing diverse and adequate welfare services should be emphasized. Priorities for welfare policies based on the empirical data are also taken into consideration in the process of developing community welfare policies.
Objectives: The purpose of this study was to explore coordination strategy through reviewing policies, action plans and acts related to diet, nutrition and obesity from many sectors in Korea, and to develop a possible multi-sectoral approach. Methods: Literature reviews and empirical findings for ongoing international and domestic policies/programs on diet, nutrition and obesity in Korea. Results: Central and local governments have various policies/programs and related acts to improve nutrition and to reduce obesity. Meanwhile, those governments' activities are frequently criticized to be more coordinated in order to achieve their aims. Activities on nutrition and obesity prevention have interdepartmental characteristics but are scattered through six Ministries (including the Ministry of Health and Welfare, Ministry of Education, Ministry of Agriculture, Ministry of Employment and Labor, Ministry of Culture and Sports, and Ministry of Food/Drug Safety) and 27 Acts such as 'Nutrition Management Act', 'Health Promotion Act', 'Diet Education Support Act'. As a result, a number of areas, especially dietary guidance, nationwide surveys, education programs seem to overlap. Conclusions: Inter-ministerial coordination mechanism should be established to enforce multi-sectoral engagement and cooperation in implementing policies/programs on nutrition and obesity prevention. Furthermore, functions of the Ministries should be reorganized and coordinated in reference to other countries' experiences.
'New Universities for Regional Innovation(NURI)' is a financial aid program designed to promote the development of universities as a major component of Regional Innovation System (RIS). In particular, this program emphasizes the role of regional universities to provide the qualified graduates for the regional economy. This paper is to evaluate the effect of NURI, focusing on the change of graduates' employment. The effect of the program can be evaluated by the quality of graduates' accumulated human capital, and graduates' employment performance represents the graduates' quality evaluated in the labor market. This is also believed to be a good performance indicator of the NURI program. We utilize the graduate employment survey of Korean Educational Development Institute (KEDI), and calculate the graduates' employment rates of the departments that received the financial support of NURI (treatment group). We also calculate the graduates' employment rates of the departments that applied for the support of the NURI program but were not selected (comparison group). By using difference-in-differences method, we compare the change of graduates' employment rates in treatment and comparison groups before and after the program came in effect. Compared with the employment rates in 2004 before the NURI program started, the graduates employment rates improved in both groups in 2005 and 2006. The improvement of the employment rates in the treatment group is larger than that in the comparison group. Moreover, the difference of improvement gets larger in the year 2006 than in 2005, which means those students who were affected more years by the NURI program are more likely to be employed. However, the difference is not statistically significant, and we cannot definetely conclude that NURI showed the desired effect on the quality of the college graduates. We calculate employment rates in two ways; whether to treat going on to graduate education as an employment or not. The result was qualitatively the same in both cases. We also tracked quality of employment by investigating the firm size where the graduates of the treatment group were employed. By utilizing data from the Employment Insurance Fund, we measure the firm size by the number of employees. We did not find any deterioration of employment quality between 2005 and 2006, though it deteriorates in 2007. Therefore, the improvement of employment rates until 2006, though not statistically significant, does not seem to come at the cost of employment quality. The interpretation of this result cannot help being very limited. First, this evaluation covers such a short time period. It only covers two years after the program started, 2005 and 2006. Second, the extent of the improvement in employment rates is not satisfactory considering the amount of financial support, even though it can be argued that the employment has improved since the inception of the program. Subsequent evaluation of the program is required to certify the NURI programs' longer term effectiveness.

This study aimed to determine the effects of self-esteem, appearance satisfaction, and satisfaction in their major on the employment stress of nursing college students. The subjects were 194 students from four colleges of nursing in P-province in Korea. Data were collected from self-administered questionnaires, t-test, ANOVA, Pearson's and Spearman's correlation coefficients. Multiple regression with dummy variables was used for statistical analysis of the data. The results revealed the following scores: self-esteem 3.40±0.53, appearance satisfaction 2.96±0.56, satisfaction with the major 3.80±0.61, and employment stress 2.23±0.75. Significant differences in employment stress according to general characteristics of subjects were observed in gender (t=7.40, p=.007), entering nursing college motivation (F=3.24, p=.023), and college life satisfaction (F=16.722, p<.001). Employment stress showed a negative correlation with self-esteem (r=-.433, p<.001), appearance satisfaction (r=-.307, p<.001), and satisfaction in major (r=-.534, p<.001). The satisfaction with the major (β=-.371, p<.001), self-esteem (β=-.166, p=.026), appearance satisfaction (β=-.132, p=.045), entering nursing college motivation (β=.163, p=.006), and gender (β=.131, p=.033) confirmed as a factors affecting the employment stress and accounted for 35.6% of the variance. Based on the results, it is necessary to develop employment-competency reinforcement programs to increase the level of satisfaction in the major, appearance satisfaction, and self-esteem to reduce the employment stress of nursing college students.
