철도사고유형별 임시복구 표준운영체계(안) 개발 (Development of Standard Operation System of Emergency Restoration for Railway Accidents)

  • 본 연구에서는 효율적이고 신속한 철도사고처리를 위해 임시복구 표준화(code) 및 표준운영체계(안)을 제시하고 있다. 우선, 철도사고유형을 국내 외 철도사고유형별 피해종류로 재분류하였으며, 이를 관련분야, 복구대상, 사고위치의 3자리 표준화된 코드로 제시하였다. 또한, 임시복구 표준운영체계(안) 수립방법을 정립하고 표준화된 임시복구 유형별 최악의 경우(worst case)와 임시복구절차 수립을 위한 중요항목(event)을 도출하여 임시복구유형별 임시복구 표준운영절차를 제시하였다. 이러한 표준화(code) 및 표준운영절차는 철도사고 DB관리, 신속한 사고처리 및 피해최소화를 위한 철도사고 비상대응관리체계 구축에 중요한 역할을 담당할 수 있을 것이다.

  • 본 연구에서는 효율적인 철도사고관리 및 복구작업을 위한 임시복구 시나리오를 개발하였다. 문헌조사 및 전문가 설문조사 결과를 통하여 임시복구 Worst Case 선정시기준이 되는 고려항목과 임시복구 시나리오 수립에 필요한 중요항목(event)을 도출하였으며, 임시복구가 가장 힘든 Worst Case로는 터널구간에서 발생하는 철도사고가 선정되었다. 이는 신속한 임시복구를 위해 좁은 공간에서 체계적이고 효율적인 복구절차를 갖추고 숙련된 복구요원 양성이 필요한 것으로 분석되었다. 또한, 본 연구에서는 통계학적 분석기법을 이용하여 임시복구 시나리오 수립 시 중요항목(event)간 중요도(우선순위)를 선정한 결과 임시복구유형중 시설물 붕괴를 가장 우선적으로 복구하고 선로매몰, 차량탈선 순으로 처리함이 복구시간을 단축할 수 있는 것으로 분석되었다. 이는 복구에 많은 시간이 소요되는 순으로 임시복구가 이루어져야 함을 나타낸다. 임시복구 시나리오는 임시복구 Worst Case, 임시복구유형별 중요항목(event)을 종합하여 표준운영절차(안) 11개를 제안하였다. 이를 활용하여 철도사고 DB관리 및 신속한 사고복구를 통해 정시성을 확보하여 열차지연시간을 최소화하는데 크게 기여할 것이다.

  • Storm and flood damage management systems in national disaster management system(NDMS) were organized into three operation systems. They are prevention, preparation, response, and recovery systems. Disaster resources in each system must be promptly and exactly applied to minimize casualties and loss of properties. However, the disaster resources in current management system can not be immediately used in calamity situation due to the lack of efficiency in statistical data. Therefore, it is necessary to classify the emergency restoration equipment for efficient management and mobilization of disaster resources in disaster situation. In this study, field survey was executed to appropriately classify the emergency restoration equipment. Problems and reformation points of the disaster resources system were also presented to improve the classification technique and to construct the data base.

  • To secure a service continuity is one of the most important mission in the ower distribution system operation. In this paper the necessary and sufficient condition to guarantee 100% service restoration capability for any fault on the system is reported. An evaluation methodology of the restoration capability(or restorability) is developed based on the developed restoration conditions. Applications of the developed concept to the system operation in the normal and emergency states, that would enhance the supply reliability of the system are described. They include enhancement of restoration capability adapting to load change, identification of best open switch and supervised switch positions.

  • 북한의 전략을 고려할 때, 개전 상황시 북한의 최우선 타격 목표는 공군을 무력화하는 공군 활주로일 가능성이 높다. 이에 대한 대응 방안으로 비상 활주로와 활주로 긴급 복구 작전이 있다. 하지만 비상 활주로는 주로 비상 착륙, 연료 공급, 재무장로 이용된다. 활주로 긴급 복구 작전도 북한의 위협적인 미사일 수준을 고려할 때 복구 시간 등 몇 가지 한계점이 있기에 활주로 폭파에 신속히 대응할 수가 없다. 본 연구에서는 먼저 북한의 미사일 위협 수준을 판단한다. 이후, 활주로 폭파의 차세대 대응방안인 이동식 활주로의 개념과 한계를 제시하며 기존 대응 방안과의 비교를 통해 이동식 활주로 도입의 필요성을 제시한다.

  • This paper presents a methodology to evaluate the restoration capability of the feeder and its applications to the system planning and operation in the normal and emergency states. The proposed method is very simple and practical, so its application to the real system operation is expected to increase the system reliability.

국가재난의료체계에 대한 정책적 고찰 (A Strategic Study on National Disaster Medical System)

  • Due to major disasters Korea has been damaged, and they caused lots of casualties: for last ten years natural disasters caused 1288 deaths including missing people; human disasters including industrial disasters brought as many as 4,512.148 casual ties (126,372 deaths with 4,385,400 injuries); and they cost 44.1 trillion property damage. However, even though major disasters have brought about tremendous human loss and property damage, Koreas National Disaster Medical System to rescue casualties is insufficient, and it has not been activated. Fortunately, through major disaster management process, the National Disaster Management System has been developed, increasing its own efficiency, and resulting in to organize an Office of Firefighting and Prevention of Disasters under the central government. Considering the value of human lives, the disaster medical part, in the U.S.A. as well as in Korea, must have an independent organization in the government, not as one sector of the government department. It will have its own organizational structure, such as disaster planning, operation, and logistics, and interact with central and local government or between local government agencies. So each agency will cooperate and supply resources interchangeably. Also, with the system of disaster management and restoration, the disaster medical system must be advanced in keeping step. Its role must be extended due to the possibility of biological terror or SARS around the world, resulting in severe casualties. Korea has the Emergency Medical Service System based on the regulation of emergency medical care, yet it is a part of the National Disaster Management System. It must be managed independently apart from it. As we see the emergency medical technicians playing as the backbone in disaster medical care in the US, we should have legal foundations for Koreas emergency medical technicians, emergency medical providers, to participate in rescue operation actively. At the same time, we need to have a national register system to classify disaster medical resources, and a total plan to place resources according to the impact of disaster, and how to organize teams. We also need to draw up a scheme to activate civil disaster medical resources, as integrating public and private or voluntary organizations.

피더부하 균등화지수를 이용한 배전계통의 긴급정전복구 및 부하균등화 (Emergency Service Restoration and Load Balancing in Distribution Networks Using Feeder Loadings Balance Index)

  • This paper presents an algorithm to obtain an approximate optimal solution for the service restoration and load balancing of large scale radial distribution system in a real-time operation environment. Since the problem is formulated as a combinatorial optimization problem, it is difficult to solve a large-scale combinatorial optimization problem accurately within the reasonable computation time. Therefore, in order to find an approximate optimal solution quickly, the authors proposed an algorithm which combines optimization technique called cyclic best-first search with heuristic based feeder loadings balance index for computational efficiency and robust performance. To demonstrate the validity of the proposed algorithm, numerical calculations are carried out the KEPCO's 108 bus distribution system.

  • Sub-station, key equipment in electric power infrastructure, are being exposed to increasing risk of hacking. For this, soft redundancy sub-station system needs to be formulated with automatic restoration mechanism. For this it is important to assess the reliability of the applicable range of data that are used in actual system operation, as well as the methods and findings of the tests. At the same time performance of soft redundancy system and total security mechanism, which are aligned for the protection of the sub-station, need to be tested. For testing the above-mentioned, this paper presented a viable formation of a soft redundancy practical VPN system within a panel to protect the latter from hacking or cracking incidences, and conducts a test to check if the considered system actually serves the protection function in the actual operation setting, gathering evidence from the data from the testing of the actual performance of the system as well as of emergency scenario simulation operations. Because tested soft-redundancy & restorative sub-station system is expected to be widely applicable for various cases such as Smart-grid or electricity IT system, where VPN with enhanced level of security is required.

운영중인 철도비탈면 보호를 위한 초속경 복합매트의 강도 및 내구성 실험 (Strength and Durability Test of Rapid Hardening Composite Mat for Protect Railway Slope in Operation)

  • 최근 폭우, 폭설 등과 같은 이상기후로 인해 도로, 철도 및 단지에 적용된 비탈면의 국부적 파괴 또는 손상 빈도가 점차 증가하고 있다. 초속경 복합매트(Rapid Hardening Composite Mat, RHCM)은 대규모 토공이 불필요하고 수해복구시간을 최소화할 수 있는 장점이 있어 대안으로 고려될 수 있다. RHCM은 대표적인 비탈면 보호공법인 숏크리트 공법 및 식생공 공법에 비해 중장비 설비가 불필요하고 유지관리가 용이하며, 기존 Geosynthetic Concrete Composite Mat(GCCM)에 비해 경화시간이 짧아 긴급복구가 가능하다는 장점이 있다. 따라서, 본 연구에서는 실내시험을 통해 RHCM의 강도 및 내구성을 측정하고 GCCM과 비교·분석하였다. 실내시험 결과 RHCM의 강도는 기존 GCCM에 비해 약 51% 높은 것으로 나타났으며, 내구성 또한 69% 높은 것으로 나타났다.
