  • Purpose: In fact, to manage response and recovery successfully, although mitigation and preparedness should be accomplished naturally and automatically through thorough analysis and assessment, response, recovery, mitigation, and preparedness have not done in the way of virtuous cycles and continued broken disaster management repeatedly. Method: By Analysis through the critical methods, to enhance the community disaster resilience centered by social disaster management system in Korea, Result: (1) public training & education preparing for emergency or disaster (2) supplying public with disaster, or hazards information, and sharing at real time (3) networking emergency and disaster informational communication system & alarm system (4) analysis and assessment of risk(or disaster) in community (5) inter-governmental cooperative relationship and agreements (6) adopting and implementing disaster or hazards mitigation plan Conclusion: These will be able to be fully melt down into and specifically focused in the disaster policies in Korea for the better disaster management.

  • A variety of risks caused by natural, technological and biological hazards threaten a business continuity of an organization. Business continuity is very important issue for all organizations and its proper management may control success and failure of an organization. Business continuity plan (BCP) may be defined as a management process which provides a business continuity. BCP includes risk management, operational continuity plan, response/ recovery, exercise/study and crisis communication, etc. Risk management is a systematic method to identify, analyze, evaluate and treat emergency risks and risk assessment is composed of identifying, analyzing and evaluating emergency risks. Risk assesment is the first step for making BCP. In this study, risk assessment has been conducted for sewer laying project. Through assessing risks, 18 risks that may threaten the construction operation are identified and it is founded to be that high levels of risks which require treatment are 'collapse of excavation surface', 'breakage of ground infra-facilities', 'noise & dust dispersion' and 'rise of material costs'.

Interhospital Transport System for Critically Ill Patients: Mobile Extracorporeal Membrane Oxygenation without a Ventilator

  • Background: Extracorporeal membrane oxygenation (ECMO) has been successfully used as a method for the interhospital transportation of critically ill patients. In South Korea, a well-established ECMO interhospital transport system is lacking due to limited resources. We developed a simplified ECMO transport system without mechanical ventilation for use by public emergency medical services. Methods: Eighteen patients utilized our ECMO transport system from December 2011 to September 2015. We retrospectively analyzed the indications for ECMO, the patient status during transport, and the patient outcomes. Results: All transport was conducted on the ground by ambulance. The distances covered ranged from 26 to 408 km (mean, $65.9{\pm}88.1km$) and the average transport time was $56.1{\pm}57.3minutes$ (range, 30 to 280 minutes). All patients were transported without adverse events. After transport, 4 patients (22.2%) underwent lung transplantation because of interstitial lung disease. Eight patients who had severe acute respiratory distress syndrome showed recovery of heart and lung function after ECMO therapy. A total of 13 patients (70.6%) were successfully taken off ECMO, and 11 patients (61.1%) survived. Conclusion: Our ECMO transport system without mechanical ventilation can be considered a safe and useful method for interhospital transport and could be a good alternative option for ECMO transport in Korean hospitals with limited resources.

Ijang's Role and Stress as an Emergency Manager (재난관리자로서 이장의 역할과 스트레스에 관한 분석)

  • This paper examines the evolving role of ijang(village representative) and his job stress during Pyeongchang floods in 2006. Results based on telephone survey and interviews reveal that ijang played a crucial role in evacuating residents, allocating resources and commanding the recovery, although official job description considered him as only a mediator between local officers and villagers. Moreover, unexpected enormous burden created severe job stress to many ijangs; while 60 percent felt like quitting the job, about three fourth felt fretful whenever the telephone rang and lost some weights. Chi-square analysis also indicated that previous job training, villagers' abuse, and disaster damages were significantly related with job stress. These results suggest that the emergent human resources model rather than the command and control model can be an effective approach for a disaster management plan in rural Korea.

  • This study suggests ubiquitous railway disaster prevention system that gearing Ubiquitous Sensor Network system information take to the subway fire accident information which emergency response procedure as occurring subway fire accident scenario. Also it is proposed that emergency response system though fire scenario. collected Information was analyzed each system over providing information and it is designed to exchanging information structure though relation system. The ubiquitous railway disaster prevention system basically consists by four unit stages as prevention, preparedness, response and recovery system. Especially, in this system can supply real time accident information to the relevant government offices and public through forecasting and warning system by utilizing recognition of the five senses in case of accident. also, it is build that to make decisions as linking 2-dimension and 3-dimension space information interface of ubiquitous sensor networks and expected scenarios.

  • The 2017 Pohang earthquake left us with issues related to long-term repair and restoration from massive earthquake damage. The existing Earthquake response manual was insufficient to consider the flow of earthquake disaster work and the characteristics of long-lasting earthquake disaster. Accordingly, It is important to analyze and record how to earthquake response work was carried out during the Pohang earthquake. The functions that require the most work and manpower in the event of an earthquake disaster were emergency life stabilization support, facility emergency recovery, and energy functional restoration. As a result of analyzing the difficulties and problems of disaster response by function, it was found that the prevention and preparation for damage in advance was insufficient for each function. In conclusion, we subdivided the response step applied with the concept of time and presented the overall work flow process for thirteen collaboration functions. It is expected that this result will help disaster managers to work effectively in the event of a large scale earthquake.

Evaluating The Radioprotective Effect of Avocado Peel Extracts upon Rat Exposed to 6 MV X-Ray (6 MV X-ray에 피폭된 흰쥐에 대한 아보카도 껍질 추출물의 방사선방호효과 평가)

  • In this study aims to investigate the radiation protection effect of avocado peel extracts on the Sprague-Dawely rats. 52 male rats were randomly classified into 4 groups. NC Group was a normal control group, PA Group was a group injected avocado peel extracts, IR Group was irradiated group, and lastly PA+IR Group was set as an irradiated group after injected of avocado peel extracts. Avocado peel extract was administered orally at 200 mg/kg once a day for 14 days before irradiation, and the radiation dose was systemically irradiated with 6 MV X-ray of 7 Gy. On the 4 and 21 days after irradiation, the experimental animals were sacrificed to evaluate the change in blood cell composition, spleen index, and histopathological evaluation of the liver and small intestine. As a result, the PA+IR Group showed a significantly greater recovery of lymphocytes(p<0.01), red blood cells(p<0.01), and platelets(p<0.05) than the IR Group. It was also confirmed that the activation of Superoxide Dismutase(SOD) was further increased. Histopathologically, observed that nuclei aggregation and cytoplasmic expansion were slightly reduced in the PA+IR Group in the liver. and the damage was significantly reduce(p<0.01) in the change of villi length due to damage to the small intestine cells. Based on the above results, avocado peel extract can be expected to act as a radiation protection agent that can reduce damage to blood cells and major organs caused by irradiation.

The Radioprotection Effect of Protaetia Brevitarsis Larvae Extracts on the Reproductive in Female Rats Irradiated Gamma Ray (감마선에 조사된 암컷 흰쥐의 생식기관에 대한 흰점박이꽃무지 유충 추출물의 방사선 방호효과)

  • The purpose of this study was to examine the radiation protection effect of protaetia brevitarsis larvae extracts known as antioxidant food. In this study 90 female rats were clssified in to 5 groups: NC Group, PBE Group, IR Group, PBE+IR Group and IR+PBE Group. In IR Group, 7 Gy of Co-60 gamma ray was irradiated to SD rat and protaetia brevitarsis larvae extracts were administered orally at 200 mg/kg once a day for 14 days. And then on the 1 day, 7 days, 21 days later after irradiation, changes in blood cell component, superoxide dismutase(SOD) activity, spleen index, histopathological evaluation of the ovary and uterus were observed. As a result, the PBE+IR Group (p<0.01, p<0.05) and IR+PBE Group (p<0.01, p<0.01) showed a significantly radiation protection than the IR Group in lymphocyte and red blood cell on the 21 days. It was also confirmed that SOD activity of PBE+IR Group (p<0.01) and IR+PBE Group (p<0.01) was significantly increased than the IR Group. In spleen index, PBE+IR Group (p<0.05) and IR+PBE Group (p<0.01) showed a significantly recovery than the IR Group. In histopathological observation, PBE+IR Group in the ovary and PBE+IR, IR+PBE Group in the uterus showed less inflammatory reactions of cystoplasm than the IR Group. Based on These results, It is judged that protaetia brevitarsis larvae Extracts have radiation protection effect against blood and reproductive. It is expected to be useful for research of radiation protection agent.

Development of Guidebook to Support Victim's Life Recovery and Improvement of Domestic Earthquake Damage Recovery through Earthquake Damage Cases in Korea and Japan (국내외 지진피해 사례를 통한 국내 지진피해 복구 상의 개선방안과 피해자 생활복구 지원 가이드북 개발에 관한 연구)

  • An earthquake of magnitude 5.4 occurred on November 15, 2017 in Pohang, which caused the damage to buildings and facilities. The earthquake displaced more than 1,700 people. After the Pohang Earthquake, immediate emergency, such as the damage survey and running of shelters have been executed appropriately. However there have been issues with subsequent restoration measures, such as the provision of temporary housing and delivery of natural disaster allowance. As there was inadequate government advertisement about the natural disaster allowance, victims of the earthquake could not receive tangible help. In Japan on the other hand where earthquakes are frequent, post-earthquake restoration protocols are planned well in advance. For example, Japanese earthquake victims are provided with a guidebook outlining different types of government aids available for them so that they can rapidly access government aid. In this study, we refer to the case of Pohang earthquake to analyse the problems in the national earthquake restoration plans and propose how they can be improved by comparing it to Japanese post-earthquake case and a Korean equivalent should be developed, to aid Korean earthquake victims to return to their every life as soon as possible.

A Review on Cases of Indium-related Occupational Diseases and Korean Indium-related Industries and Processes (인듐 관련 직업병 사례 및 국내 사업장 현황)

  • Objectives: The purpose of this study is to provide current the recent information on indium-related adverse health effects and the Korean indium-related industries. Methods: Peer review papers were searched in environmental, occupational and medical journals with the keyword of 'Indium' and 'ITO' and reviewed. To determine the indium related industries and indium consumption amounts, references and database were investigated and analyzed. In addition, field walk-through surveys and interviews were conducted in order to collect field data and to ascertain the field situation for the processes and industries. Results: A total of 10 cases of indium lung diseases have been reported in series since the first case reported in 2001. Seven cases were found in Japan, two cases in the United States, and one in China. No indium lung case has been reported yet in Korea, but it is believed that there are high potential risks among workers in indium-related industries. There are four categories in indiumrelated- industry; indium production and smelting, manufacturing of indium products such as ITO target, the production of thin films of flat panel display, and indium recovery industry. We found that all these types of industries are operating in Korea. Therefore, it is necessary for industrial hygienists to understand the processes and industries related to indium as well as the adverse health effects of indium. Conclusions: It was found that all four categories of indium-related industry from the indium production to recovery industry are active in Korea. However, the adverse health effects of indium are not well recognized. Therefore, it is believed that there is a high risks in indium-related industry, and it is necessary to make emergency interventions.
