국가재난의료체계에 대한 정책적 고찰 (A Strategic Study on National Disaster Medical System)

  • Due to major disasters Korea has been damaged, and they caused lots of casualties: for last ten years natural disasters caused 1288 deaths including missing people; human disasters including industrial disasters brought as many as 4,512.148 casual ties (126,372 deaths with 4,385,400 injuries); and they cost 44.1 trillion property damage. However, even though major disasters have brought about tremendous human loss and property damage, Koreas National Disaster Medical System to rescue casualties is insufficient, and it has not been activated. Fortunately, through major disaster management process, the National Disaster Management System has been developed, increasing its own efficiency, and resulting in to organize an Office of Firefighting and Prevention of Disasters under the central government. Considering the value of human lives, the disaster medical part, in the U.S.A. as well as in Korea, must have an independent organization in the government, not as one sector of the government department. It will have its own organizational structure, such as disaster planning, operation, and logistics, and interact with central and local government or between local government agencies. So each agency will cooperate and supply resources interchangeably. Also, with the system of disaster management and restoration, the disaster medical system must be advanced in keeping step. Its role must be extended due to the possibility of biological terror or SARS around the world, resulting in severe casualties. Korea has the Emergency Medical Service System based on the regulation of emergency medical care, yet it is a part of the National Disaster Management System. It must be managed independently apart from it. As we see the emergency medical technicians playing as the backbone in disaster medical care in the US, we should have legal foundations for Koreas emergency medical technicians, emergency medical providers, to participate in rescue operation actively. At the same time, we need to have a national register system to classify disaster medical resources, and a total plan to place resources according to the impact of disaster, and how to organize teams. We also need to draw up a scheme to activate civil disaster medical resources, as integrating public and private or voluntary organizations.

충청남도 서부권 의과대학 설립에 대한 타당성 연구 (Feasibility Study for College of Medicine Establishment in Western Region of Chungcheongnam-do)

  • This study investigated the feasibility of establishing a college of medicine in the western region of Chungnam to fill the gap in the medical doctor in charge of essential medical care in the region. Currently, the level of medical services in Chungnam is low compared to provinces across the country and in particular, 7 cities and towns, which account for 760,000 people, one-third of Chungnam's population, are located in the western regions of Chungnam. Because of this, in the event of an emergency patients, it is necessary to travel to Cheonan, Daejeon, Seoul, etc. where the regional emergency medical center is located for more than 1 hour and 30 minutes. In the case of critically ill and emergency patients transfer, it is a situation that misses the golden time and causes valuable loss of life. In order to improve the medical environment in the western region of Chungnam and improve the lives of residents in vulnerable areas of medical services, it is believed that establishing a college of medicine in the western region of Chungnam is essential.

물류정보동기화 기반의 Smart SCM 모델에 관한 연구 (A Study on the Logistics Information Synchronization based Smart SCM Model)

  • 최근들어 RFID 기반의 SCM에 대한 연구는 많이 진행되고 있다. 그러나 공급망상에서 이동중인 물류정보의 오류를 동기화하고, 장치기반 인프라의 상태정보를 모니터링하여 활성화해주는 연구와 기술은 아직 미흡하다. 또한 이를 응용하여 통합관제해주는 지능형 SCM 시스템을 개발한 경우는 없었다. "물류정보동기화 기반의 Smart SCM 모델"은 실시간으로 각 물류 거점에 설치된 RFID 인프라 장치 및 물류 프로세스 동기화 현황을 하나의 통합된 뷰를 통하여 모니터링하고, 예외상황 발생시에 다양한 의사결정 지원정보 제공을 통해 즉각적인 상황 조치가 가능한 지능형 공급망 통합관제 서비스 모델이다. 본 연구 모델은 물류국제 표준, RFID관련 국제 표준 규격, EPCIS 표준, SSI 미들웨어 플랫폼을 준용하여 표준화 하므로써 관련 기술 국내 표준 규격을 제시하고자 하였다.

컨테이너화물 모니터링을 위한 스마트폰 애플리케이션 개발 (Development of Smartphone Application for Monitoring Container Cargo)

  • Most of monitoring systems in logistics industry have limitations on monitoring container information in real-time. And customers only could check information gathered from certain points through web browser. That is why it is very hard to take actions in advance when emergency situation has happened. But if customers could check information such as position and status of freight in real-time through their mobile devices, they could take prompt actions. So, in this study, mobile application based on mobile devices is developed to monitor position and status information of the container in real-time. Entire devices monitoring container in aspect of logistics security are handled by workers in the field. So it is strongly required to develop monitoring system operated in mobile devices. For that reason this study aims to develop mobile application in order to monitor information related to container security and safety in real-time.

Real-time collision-free landing path planning for drone deliveries in urban environments

  • This study presents a novel safe landing algorithm for urban drone deliveries. The rapid advancement of drone technology has given rise to various delivery services for everyday necessities and emergency relief efforts. However, the reliability of drone delivery technology is still insufficient for application in urban environments. The proposed approach uses the "landing angle control" method to allow the drone to land vertically and a rapidly exploring random tree-based collision avoidance algorithm to generate safe and efficient vertical landing paths for drones while avoiding common urban obstacles like trees, street lights, utility poles, and wires; these methods allow for precise and reliable urban drone delivery. We verified the approach within a Gazebo simulation operated through ROS using a six-degree-of-freedom drone model and sensors with similar specifications to actual models. The performance of the algorithms was tested in various scenarios by comparing it with that of stateof-the-art 3D path planning algorithms.

지리정보 데이터를 활용한 새우편번호 부여 및 분석에 관한 연구 (Assignment and Analysis of New Postcode using Geographic Data)

  • New 5-digit zone code (new postcode) will replace the current 6-digit postcode which has been used for postal automation in 2014. New postcode will be used for processing various works to distinguish location and area in the entire country. For example, it new postcode will be used to denote different administration areas, firefighting and police jurisdiction, weather forecast areas, emergency medical facility areas, social welfare institution areas, election districts, school districts, statistical areas, courier and delivery business areas, and etc. Therefore, the relevant authorities must be cosider for the feasibility and applicability of assigning the new postcode. In postal service, postal process will be affected a lot by new postcode because a postcode has been related with delivery area of a postman. Therefore, we propose assignment scheme for new postcode which will impact less to postal process. Then, we present how we used geographic data for efficient assignment and analysis of the results.

첨단 차량 안전관리장치 운영을 통한 물류 안전관리시스템 구현 (Realization of Logistics Safety Management System By Operating Advanced Vehicle Safety Management Device)

  • This study aims to provide a real-time information to the driver by effectively operating the advanced safety device attached to the freight vehicle, thereby minimizing insecure behavior of the driver such as speeding, rapid acceleration, sudden braking, And improve driving habits to prevent accidents and save energy. Advanced safety equipment is a device that warns the driver that the vehicle leaves the driving lane regardless of the intention of the driver and reduces the risk of traffic accidents by mitigating or avoiding collision by detecting a frontal collision during driving.The main contents of this report are as follows: In case of installing a warning device on a lane departing vehicle (excluding a light vehicle) and a lorry or special vehicle with a total weight exceeding 3.5 tonnes, the driver must continue to operate unless the driver releases the function.In addition, when the automatic emergency braking system is installed, the structure should be such that the braking device is operated automatically after warning the driver when the risk of collision with the running or stopped vehicle in the same direction is detected in front of the driving lane.

In-vehicle 통합 운전자지원시스템 효과평가 방법론 개발 및 적용 (Methodology for Evaluating the Effectiveness of Integrated Advanced Driver Assistant Systems)

  • 교통사고 및 사고로 인한 사상자수 감소를 위해 기존의 자동차에 각종 센서나 통신기술 등의 첨단기술을 융합한 첨단안전자동차에 대한 연구가 활발히 진행 중에 있다. 이러한 첨단안전자동차의 시장진입 및 관련 기술도입을 위해서는 첨단안전자동차 기술의 효과분석을 통한 도입 타당성 평가가 필요하다. 본 연구에서는 계층화분석법(AHP: Analytic Hierarchy Process)을 이용하여 첨단안전자동차 기술 중 사고예방의 기능을 가지는 첨단운전자지원시스템의 효과추정 방법론을 제시하였다. 제시한 효과추정 방법론을 이용하여 적응형순항제어장치(ACC: Adaptive Cruise Control), 자동비상제동장치(AEBS: Automatic Emergency Braking System), 차로이탈경고장치(LDWS: Lane Departure Warning System), 사각지역감시장치(BSDS: Blind Spot Detection System)의 네 가지 시스템을 통합하여 평가하였다. 분석결과, 운전자지원시스템의 효과는 약 10.18%의 사고감소 효과가 있는 것으로 나타났으며, 적응형순항제어장치는 10.43%, 자동비상제동장치는 10.17%, 차로이탈경고장치는 9.96%, 사각지역감시장치는 10.14%의 사고감소 효과가 있을 것으로 추정되었다. 본 연구의 결과는 추후 첨단안전자동차 시스템 도입시 도입타당성을 제시하는데 기초자료로써 활용이 가능할 것으로 기대된다.

화주 중심의 능동적인 공급망 위험관리 시스템의 프레임워크 설계 (A Framework Design of an Active Supply Chain Risk Management System from the Perspective of Shippers)

  • 다양한 산업의 기업들은 비용 절감과 판매 촉진을 목적으로 물류 관리 기법들을 도입하여 왔으나, 물류 환경이 급변함에 따라서 적절한 물품을 빠르고(Speedy), 안전하고(Safely), 확실하고(Surely), 저렴하게(low) 고객에게 제공하는 물류 관리의 기본적인 3S 1L 원칙의 균형이 물류 실행 중에 지켜지지 않아서 기업에 위해를 입히는 현상이 확인되었다. 이러한 현상을 관리하기 위해서는 기업은 물류 환경에 유연하게 대응하는 위험 대처 능력이 절대적으로 필요하다. 특히 3자 물류 형태에서 공급망 위험관리의 주요 의사결정자인 화주의 지속적인 물류 정보 수집과 물류업체와의 정보 교류가 요구된다. 하지만 기존의 위험 관리 시스템은 다양한 화주의 요구, 긴급한 위험 상황에서 신속한 위험 인지와 대응을 하기에 미흡하다. 따라서 본 논문에서는 이러한 문제점을 해결하기 위하여 기존 위험관리 연구를 고찰하여 위험 요인을 정리하고 능동적 공급망 위험관리 시스템 프레임워크를 제시하였다. 또한 기존 시스템과의 대응 활동을 비교한 안정성 검사를 통해 효율성을 검증하였다.

셔틀랙 기반 물류센터의 레이아웃별 반출입 신뢰성에 관한 연구 (A Study on the Reliability of Storage/Retrieval for Warehouse Layout Based on Shuttle Rack System)

  • 전 세계적으로 수출입 화물이 급격하게 늘어나면서 기업들은 창고의 효율성 증가와 창고 인력 감소로 인해 무인 자동화창고에 대한 관심과 연구개발이 증가하고 있다. 소규모 창고에서는 재고의 흐름을 유동적으로 할 수 있는 셔틀랙 기반의 레이아웃이 빈번하게 존재한다. 그러나 셔틀랙 기반의 물류센터는 비상상황(고장, 정전 등)에서 셔틀이 작동하지 않아 물류센터 효율성과 재고관리에 심각한 영향을 미치고 있다. 이에 셔틀랙 기반의 물류센터에서 다양한 셔틀의 통로와 RTV의 통로를 레이아웃별로 분류하고 특성과 유형을 분석하여 각 레이아웃별로 신뢰성을 도출하였다. 통로의 개수에 따라 적재율도 다르게 도출되어 각 레이아웃별로 신뢰성과 적재율을 비교 분석하였다.
