  • Today, Korean Disaster Control System has better change the existed it for substantial prevention and the emergency control system. And it requires the new National Wide Disaster Control System through building up the cooperation system with related posts which are scattered over the National Administration and one-way management for disaster affairs by them. Therefore 119 that might have a lot of technical knowhow should be a center of disaster affairs which will be able to take all rescue, relief(first aid), fire fighting, and preventive affairs. Then it could be a service organization of citizen. Consequently, it will strengthen National Disaster Control ability and it could be a National Wide Disaster Organization which is ready for prevention, preparation, confrontation of all kinds of disasters with absolute reliance by the citizen.

Development of Novel Disaster Pictogram Emergency Alert Technology for Hearing Impaired (청각장애인을 위한 재난안전 픽토그램 긴급알림 전달 기술 개발)

  • Purpose: In emergency situations such as earthquakes, heavy rains, typhoons, or fires, when quick delivery of emergency alerts is crucial, the hearing impaired are the ones who are the most disadvantaged and vulnerable when alerts are only delivered through auditory or text alerts. They can't perceive auditory information, and many have difficulties in fast understanding text-based alerts. Method: An alert system that can deliver pictograms for specific disaster situations has been devised. Then, a novel approach based on artificial intelligence has been studied so that the pictograms for specific disaster situations can be chosen instantly once a disaster alert is issued in text. Result: A disaster alert system that delivers pictograms for specific disaster situations was developed and a novel method has been suggested for automatic delivery. Conclusion: A system to instantaneously deliver disaster alert information in pictograms has been developed to improve alert delivery to the populations vulnerable to disaster due to hearing impairment by the instantaneous understanding of disaster situations through visual information.

  • In Korea, overall disaster prevention system or 119 emergency rescue system has been established to protect life and fortune of citizens. This system supports command & control operation, emergency 119 caller location indicator, automatic formation of fire troops and dispatch, and emergency management. To do this, various new information technologies such as GIS, telematics, CTI and TTS are applied to implement the system. In the future, however, it is not impossible to prevent a large scale disasters caused by world climate environment change and complication of city culture using the current system. In this paper, we propose enhancement plan for overall disaster prevention system to solve this problem.

Exploration on Disaster Nursing Education in Korea (한국의 재해간호교육 실태)

  • Purpose: The disaster occurs increasingly on the earth and nurses are requested to call out to on-sites or help emergency situation. This descriptive study was done to explore the disaster nursing education in Korea. Method: Data was collected from 116 nursing undergraduate program and 93 colleges responded, and analyzed frequencies and percentiles. Results: There was no institution offering Disaster Nursing titled course. Emergency Nursing was mostly combined with disaster nursing. More half (52.7%) did not deal disaster nursing concept at all, from which half had no plan to open in the near future. The lack of teaching manpower was shown. Recommendation: To meet the nursing need in disaster situation, disaster nursing competencies should be included in nursing major subject at the basic education level to be a registered nurse in Korea.

  • Local governments need to be prepared for emergency response in order to minimize damages caused by disasters, such as typhoon and chemical incidents. In this study, we have researched and analyzed current emergency preparedness status of Korea's local governments by studying laws and policies, and interviewing emergency managers. We have introduced policies to enhance emergency preparedness capabilities of United States' local governments. These policies could be useful for Korean government in developing policies to build up emergency response capabilities of Korea's local governments.

  • In this study, the disaster management and disaster medical improvement was described in underground space(specifically underground shopping center) in case of fire disaster occurred. Firstly, statue and system was discussed concerning building law, safety, fire services, refuge. The underground in Seoul management is classified as to space and form and management agent is different according to the type form. Because the difficulty of emergency rescue arises due to individual management system unified system needs to be established and improvement of facility management agent is necessary. For the patient to be transfer on the ground, corporation between command head quarter and emergency rescue team are essential. And disaster information and emergency medical information are also need to be considered. Therefore, effective countermeasures for emergency saving is urgent considering distribution of medical institution and medical treatment.

Perception of paramedic students on core competence and methods of disaster response (응급구조학과 학생들의 재난대처핵심역량과 재난대처방법에 대한 인식)

  • Purpose: To investigate the perception of paramedic students about core competence and methods of disaster response. Methods: A self-reported questionnaire was completed by 210 paramedic students in Jeollado from March 2 to April 2, 2018. It comprised 57 questions on topics such as general characteristics (6), related experience (11), cognition of core competence (15), and knowledge of disaster response methods (25). Data were analyzed by means of a frequency analysis, a t-test, an ANOVA, and the Pearson's correlation coefficient using SPSS WIN 21.0. Results: The average score of the participants on disaster response core competence was 3.21. The statement "In case of a disaster, I know the duties of medical staff" scored the second highest, at 3.58, and "In the case of disaster, I can conduct the basic treatment" scored the highest ar 3.59. The average score for the disaster response methods was 3.31. Within the section, the statement "I know what I need to do in the case of burn patients" scored 3.59 and "I know what I need to do in the case of a cardiac arrest patient" scored the highest at 3.93. Conclusion: It is necessary to develop a training module considering the diverse types of disasters and a standardized education program for simulation similar to real-life situations.

A Study on the Consciousness Survey of Improvement of Emergency Rescue Training -Based on the Fire Fighting Organizations in Gangwon Province- (긴급구조훈련 개선에 관한 의식조사 연구 -강원도 소방조직을 중심으로-)

  • Purpose: Fire-fighting organizations are the very first agencies that take actions at a disaster scene, and emergency rescue training is carried out for prompt and systematic response. However, there is a need for a change due to the limitations in emergency rescue trainings such as perfunctory trainings or trainings without considering regional or environmental characteristics. Method: This study is to conduct theoretical review with regard to emergency rescue training and present a measure to improve the emergency rescue training through attitude survey targeting fire-fighting organizations in Gangwon area. Result: Facilities that cause difficulties when doing emergency rescue activity were mostly hazardous material storage and processing facilities. In terms of the level of emergency rescue and response task, most respondents answered that the emergency rescue was insufficient. The respondents answered that the effectiveness of emergency rescue training was helpful, but some responses showed that the training was not helpful because of scenario-based training, seeming training, similar training carried out every year, unrealistic training, and lack of competent authorities' interest and perfunctory participations. Most respondents answered for the appropriateness of emergency rescue training and evaluation that they were satisfied, however, they were not satisfied with the evaluation methods irrelevant to the type of training, evaluation methods requiring unnecessary training scale, and evaluation methods leading perfunctory participations of competent authorities. Lastly, respondents mostly answered that training reflecting various damage situations are necessary regarding the demand on the improvement of emergency rescue training. Conclusion: The improvement measures for emergency rescue training are as follows. First, it is necessary to set and prepare various training contents in accordance with regional characteristics by reviewing major disasters occurred in the region. Second, it is necessary to revise the emergency rescue training guidelines and manuals for appropriate training plan for each fire station, provide education and training for working-level staff members, and establish training in a way that types, tactics, and strategies of emergency rescue training could be utilized practically. Third, it is necessary to prepare a scheme that can lead participation and provide incentive or penalty from the planning stage of training in order to increase the participation of supporting and competent authorities when an actual disaster occurs. Fourth, it is necessary to establish support arrangements and cooperative systems by authority through training by fire stations or zones in preparation for disaster situations that may occur simultaneously. Fifth, it is necessary to put emphasis on the training process rather than the result for emergency rescue training and evaluation, pay attention to the identification of supplement points for each disaster situation and make improvements. Especially, type or form of training should be considered rather than evaluating the execution status of detailed processes, and the evaluation measure that can consider the completeness (proficiency) of training and the status of role performance rather than the scale of training should be prepared. Sixth, type and method of training should be improved in accordance with the characteristics of each fire station by identifying the demand of working-level staff members for an efficient emergency rescue training.

  • Emergency medicine(EM) is the specialty of evaluating, stabilizing and initiating treatment for patients with life or limb-threatening illnesses or injuries. Techniques unique to the specialty of EM are the triage systems, quick stabilization methods, and emergency surgery procedures. The field of EM encompasses areas such as emergency department management, disaster planning and management, the management of emergency medical service(EMS) systems, research into such areas as brain and heart resuscitation, trauma and disaster management, survival medicine, and environmental emergencies(cold and heat injuries, poisioning, decompression sickness and barotrauma). Today, in addition to providing emergency care, the emergency specialists have moral and legal obligations to assess and report probable cases of child and spouse abuse, sexual assault, and alcohol and drug abuse. Future, the EM should provide surveillance, identification, intervention, and evaluation of injury and disease, therefore EM will remain as a key component of evolving community health care system.

A Management Plan of the Resources for Emergency Medical Facility at Disaster Site (재난현장 응급의료 시설자원 관리방안)

  • Recently, the need for emergency medical facilities is increasing due to a large-scale disaster. The Ministry of the Interior and Safety has completed the development of Disaster Resource Sharing System (DRSS). In this system, only air tent and negative pressure tent, which are classified and managed as equipment are resources related to emergency medical facility at disaster site. However, the characteristics of resources for the facility such as the time of input, a period of stay, transportation, and installation methods were not reflected. So, The purpose of this study is to propose improvements of management of resources for emergency medical facility at disaster site, that classified to materials and equipment in DRSS. This study analyzed the state of resources for facilities and the attributes of resources based on literature and disaster medical consultation of mobile hospitals. The resources for emergency medical facility are required to be linked to medical support resources and reflected in the DRSS, since emergency medical facility resources at the disaster site should be managed through a combination of medical resources classified as equipment. And future research on installation of emergency medical facilities plan considering the cost of the disaster management resources should be carried out.
