Traditionally, a L/C (letter of credit) has been known as a relatively low risk method of payment. This is why L/C has been used in international trade. However, L/C has a number of weak points such as high cost, long processing time, and complicated documents. Using an electronic L/C is one way to solve those weak points. In Korea, there are two types of electronic L/C. One is the EDI (Electronic Data Interchange) based L/C and the other one is the XML (Extensible Markup Language) based L/C. The former, established in 1990's, is sent from banks to the beneficiary solely through VAN (Value Added Network, KTNET) operators. On the other hand the latter, started in 2005, is sent from banks to KFTC (Korea Financial Telecommunications & Clearings Institute) for management of the L/C balance, as well as to KTNET. So far, paper L/C and EDI based L/C have been used overwhelmingly instead of XML based L/C in spite of the aforesaid disadvantages. In this paper, the authors examined empirically why the users of electronic L/C were reluctant to use XML based L/C. The results are as follows. First, the users of paper L/C were more dissatisfied than the users of electronic L/C due to many factors such as cost, the time required, and information reuse. Second, the users who have more experience with XML based L/C wanted to adopt integrated management with EDI based L/C more than the users who had not experienced XML based L/C. Third, the users who had used more than one form of L/C wanted to adopt integrated management to EDI and XML based L/C more than the users who had only used one form of L/C. Therefore, the authority for electronic L/C should consider a change of the policy from the XML based electronic L/C oriented to integrated management of the various types of L/C.

The 21st century is witnessing the explosive increase in the usage of internet and international electronic transactions. Due to the unique characteristics of the electronic information, substantial part of such transaction can and do take the form of cross-border transactions. However, there have not been settled appropriate set of rules applicable to the international electronic transactions. Currently, in respect to e-L/C transactions in international trade, there are laws such as Electronic Transaction Basic Act in our country, E-Trade Promotion Act, E-Signature Law, Act on Promotion of Information and Communication Network Utilization and Information Protection and Marine Charter 5 in the Commercial Law. Nevertheless, a complete legislation, that is a uniform rule for e L/C which could support e L/C transactions fully hasn't been established yet. Accordingly, those laws concerned need to improve to regulate e-L/C transactions. The purpose of this paper is to look into the national status for law readjustment to prepare for a new electronic environment and to use appropriately the e-L/C issued by electronic means, and to conduct a comparative analysis on the related regulations to introduce a pertinent laws and propose related regulations to contribute to the making of effective laws to regulate e-L/C.

ICC(International Chamber of Commerce) developed new rule on the presentation of electronic record in L/C transactions. This rule named as the e-UCP. The gists of this article are on the application of e-UCP in practice and it's some problems. The e-UCP is the supplement of current exisiting UCP but is superior to UCP under some circumstances. The e-UCP is only apply to the presentation of electronic record regardless of type of L/C(for example, traditional paper L/C or electronic L/C). The presentation of electronic record has some problems which has not seen in the presentation of paper document. These peblems are Time, Place of presentation, and format of electronic record and so on. The e-UCP provided on the basis of these problems. However, the e-UCP has some obscure provisions on the examination of electronic record and the corruption of electronic record. Who is responsible for the corruption of electronic record by the virus on the system of bank ? The current e-UCP is not clear on this matter. We have to note followings in case of presenting the documents electronically and applying the e-UCP. First, Beneficiary has additional duty to notice of completion of presentation. Second, It will be increasing the clean NEGO through prompt feedback of the descrepancy at the presenting time. Third, It is no use of L/G(Letter of Guarantee).

지금까지 전자결제 상용화 서비스를 제공하기 위한 다양한 시도는 있었으나, 실제로 상용화 서비스로 이용되고 있는 전자결제 모델은 거의 없고, 그 중에서 SWIFT의 TSU(Trade Service Utility) 만이 실현가능성이 가장 높은 것으로 평가받고 있다. 한국의 경우에는 전자무역촉진3개년사업을 통하여 e-L/C 유통관리시스템이 구축되었는데, 이는 세계 최초의 전자신용장서비스에 해당된다. SWIFT신용장을 전자신용장이라고 보는 견해가 몇몇 학자들에 의해 주장되고 있는데, 이는 신용장의 발행에서 통지에 이르기까지의 일련의 과정이 SWIFT 방식을 통해서 이루어지고 있는 현상에서 SWIFT를 통해 통지되는 신용장을 SWIFT신용장이라고 부르는 것에 지나지 않는다는 점에서 그릇된 견해라고 할 수 있다. 왜냐하면 완전한 전자신용장 시스템은 SWIFT망과 접속되어 유기적으로 연동될 수 있도록 되어야 할 뿐만 아니라 해외의 은행과 은행의 고객 간의 전자신용장 업무도 유기적으로 연결되어야만 가능한 것이기 때문이다. 본 논문의 연구 목적은 국내외 전자결제 관련 인프라 현황을 살펴보고, 향후 국제적으로 도입될 전자결제 인프라를 모색해봄으로써 우리나라 전자신용장 유통시스템의 구축과 상용화에 조금이나마 일조하고자 함이다.

일반적으로 카오스 회로에는 Chua's 회로, Lorenz 회로, Duffing 회로 등이 있다. 이들 카오스 회로 중에서 Chua's 회로가 전자부품을 이용하여 가장 쉽게 구성할 수 있는 회로로 알려져 있다. Chua's 회로는 일반적으로 저항성분인 R, 인턱터 성분인 L, 캐패시터 성분인 C로 구성하는 선형요소와 비선형 저항으로 구성하는 비선형 요소로 구성된다. 그러나 L 요소는 포화특성으로 인하여 시중에서 구입한 부품으로는 실제 하드웨어를 구현하기 어려운 문제점이 있다. 본 연구에서는 Chua 회로의 선형 요소인 R,L,C 성분의 요소 중에서 포화 특성을 자지고 있어 상용화된 제품으로는 제작 구현이 어려운 L 성분을 C 성분으로 대체하는 간략화한 Chua's 회로 제작 기법을 PSpice로 해석하고, 그 결과를 확인한다.

The Electronic Trade Finance not only has with the trait which is simple procedures, low cost but also easier access to using statistics compare to formerly paper based system. In Korea, all of trade finance system will be changed to electronic base by February 2014. The purpose of this research finds the using status and problems of the electronic local L/C and electronic purchase certificate, and suggests several improvements. First, the whole trade finance system should improve in terms of simple procedures, especially small and medium companies can use the system sufficient maximum limit. Second, the organizers, KTNET, KITA etc, need to the new electronic trade finance system promote to customers and training program for early settlement. It also has to manage at an unified system between IT and tex authorities. Third, small and medium size companies still think the charge for using high, so it need to make a resonable charge for using the electronic system to persuasive extent reasonable about it.

본 논문은 전자기기에 사용되는 전원의 노이즈 저감을 위한 전도성(Conducted) EMI 필터의 경험적 설계를 통하여 제안하였다. 제안된 구조는 A형, B형, C형, D형의 구조를 설계하였으며, 다양한 X-커패스터와, Y-커패스터, Air-인덕터로 LC 네트워크 사용으로 전도성 노이즈 저감을 확인하였다. L1, L2는 10[μH]를 사용하였으며, C1, C2는 4.7[nF]를 사용하였다. 공통모드(Common Mode)용 L3는 13[μH]를 사용하였으며, C5, C6, C7은 10[nF]을 사용하여 설계하였다. 설계된 EMI 필터의 측정된 삽입손실 값은 3.2MHz에서 -74.4[dB], 4MHz에서 -75.4[dB], 13.56MHz에서 -75.3[dB]로 나타났다. 따라서 제안한 EMI 필터는 다양한 전자기기에 사용되는 전원 노이즈 저감에 이용될 것이다.

Almost business enterprises have recently used electronic commerce to conduct their business. Electronic commerce has come to encompass the Internet as well as EDI on private networks begun in the 1960s. The Internet is already changing the way that many companies conduct their business. Domestic electronic commerce has rapidly enhanced, while Int'l electronic commerce has gone steady. There are four issues for developing of Int'l Electronic Commerce. Firstly, The EDI Standardization is to be uniformed and prevailed over the world in UN/EDIFACT authorized by ISO. Secondly, There are two useful systems on Electronic Document Transmission, so called, Bolero project system and Trade Card System. It is thought that Bolero system will be more useful for large trading enterprises, especially, who need a Letter of Credit and electronic B/L, while T/C system is proper to small trade companies who do not need those. Successful results of Bolero system is very important for Int'l electronic commerce enterprises. Thirdly, to secure electronic signature, Int'l Certification Authority is essential for the users of Int'l electronic commerce. Trusted way of distributing public keys is to use a Int'l Certification Authority. The Int'l Certification Authority will accept user's public key, along with some proof of identity and serve as a depository of digital certificates. Both governments and the International business community must involve archiving keys with trusted third parties. Finally, It is important that all the nations and UNCITRAL continue efforts to make legal bases in Int'l electronic commerce concerned, including electronic signature, certification etc.

The number of wind generation installations are growing substantially in Jeju, Korea. Many of these installations are significant in size and directly connected to the distribution system. In these distributed applications, it is not uncommon for the turbines to be connected near the end of a long rural distribution feeder from which end-users are served. Therefore, utility grid interconnection standards for interconnecting non-utility distributed generation systems are essential to both power system company and generation company. In this paper, it is investigated the power quality of Sungsan substation bus connected to Hangwon wind power generation farm.
