정보통신기술(IT)의 급속한 발전은 공직사회 전반에 새로운 변화를 요구하고 있으며, 정부도 정보기술을 토대로 공공부문의 생산성과 효율성을 진작시키기 위해 부단히 노력하고 있다. 본 연구의 목적은 전자결재시스템의 운영에 관한 사항을 평가하고, 운영상 나타난 문제점을 바탕으로 효과적인 활용 방안을 제시하는 데 있다. 연구의 결과를 통해 효율적인 전자결재시스템의 활용을 위해 체계적인 교육, 결재업무절차의 개선, 시스템 안정, 시스템 처리속도 개선, 기관별 시스템 연계 등을 제시하였다.

본 논문에서는 날로 정보화 되는 환경 하에서 다수의 결재권자들이 존재하는 사무실의전자결재 시스템에 관해 고찰한다. 먼저 전자결재 시스템의 종류를 분류해 보았으며, 지금까지 개발된 기존의 다중서명 방식들을 이용한 전자결재 시스템을 분석하였다. 또한 새로운 다중서명 방식을 제안하여 이 방식을 전자결재 시스템에 적용시킴과 동시에 기존 방식과의 비교 분석을 통해 본 방식의 장점을 살펴보았다. 본 논문에서는 이산 대수 문제의 어려움에 근거한 디지털 다중서명 방식을 이용하여 전자결재 시스템에 적용한 것으로 통신 횟수 및 기능적 측면에서 기존 방식보다 안정적이므로 전자결재 시스템에 적합한 방식이라 하겠다.

산업의 주축이 정보 중심적으로 변화되고 있는 시점에서, 정보 공유에 대한 처리 역시 전자화, 자동화되고, 인터넷을 효율적으로 사용하기 위한 전자상거래 시스템과 비즈니스 정보시스템이 구축되고 있다. 전자상거래 및 비즈니스 정보시스템에서의 비즈니스 문서의 활용은 비약적으로 증가된 상태이며, 기업 내 정보공유에 이르기까지 그 영역이 확대되고 있어 비 즈니스 문서의 전자결재 시스템 개발은 필수적이다. 현재 그룹웨어 기반으로 개발된 전자결재 시스템들은 결재처리에서 서명 이미지를 삽입하는 방식을 사용하고 있다. 이것은 서명 도용, 전자문서의 가로채기 공격 등 많은 보안 취약성을 지닌다. 본 논문에서는 비즈니스 문서 구조를 가지는 DTD를 기반으로 유효한 비즈니스 XML문서 작성을 위한 XML폼 생성 기를 구현하였다. 작성된 XML 비즈니스 문서의 기밀성을 보장하고 신속한 전송처리를 행하기 위하여 서버와 클라이언트의 키 교환에 공개키 교환 방식의 암호 알고리즘의 비밀키를 사용하여 문서를 암호화한 후 전송 가능한 안전한 XML 기반 비즈니스 문서의 전자결재 시스템을 설계하였다.

전장관리체계의 전자결재시스템은 가용성과 신뢰성이 최우선이기 때문에 서버와 스토리지를 가장 신뢰성 있게 구축하지 위해 SAN(Storage Area Network)을 이용하고 있다. 본 논문에서는 전장관리체계 내 전자결재 시스템에서 중요한 군사자료가 저장되는 SAN을 대상으로 보안취약점을 분석하고, 분석된 결과를 바탕으로 가상 공격 시나리오를 작성하여 내부자에 의한 자료 유출이 가능할 수 있음을 실험을 통해 검증한 후, 내부자에 의한 자료 유출 위협을 방지할 수 있는 새로운 개념의 사용자 역할 기반 스토리지 암호화 기법을 제안한다.

This paper is to develop a security module for electronic approval systems. Electronic documents are created, transmitted and saved in the company's intranet computer network. Transmitting electronic documents, however, brings us a security problem. Communications among various computer systems are exposed to many security threats. Those threats are eavesdropping, repudiation, replay back etc. The main purpose of this paper is to develop a module which provides the security of electronic documents while they are passed from one place to another This paper applies Multi-Level security to the electronic approval system that guarantees security of electronic documents from many threats. Multi-Level security controls the access to the documents by granting security level to subject users and object electronic documents. To prevent possible replay back attacks, this paper also uses one time password to the system. The security module is composed of client program and server one. The module was developed using Microsoft Visual Basic 6.0 and Microsoft SQL Server 7.0. The code uses Richard Bondi's WCCO(Wiley CryptoAPI COM Objects) library functions which enables Visual Basic to access Microsoft CryptoAPI.

Electronic navigation system onboard have have been developed with recent technology based on new concept such as electronic chart date. The most valuable system of revolution in electronic navigation equipment is ECDIS, which have been developed in order to reduce work load of mariner and give an integrated information by simple means, especially to improve the safety of ship's navigation. In order to be sure the function of ECDIS is satisfied, The international standard have regulated the performance in the standard, so ECDIS should be type approved by the marine equipment authority of each government. There are three basic documents, IEC61174, IEC61162, IEC60945 issued by IMO(International Maritime Organization) which should be used for type approval system of each authority. IEC 61174 include the method of test and required results for operational and functional performance of test equipment. IEC61162 is for sensor interface and IEC60945 is related to the test of environmental condition for general marine radiocommunication equipment. In this paper, we investigate international standard in detail and current approval system of general marine equipment. After that, we present the possible structure of type approval of ECDIS and important considerations of approval system such that ECDIS should be tested as one system not be separated between S/W and H/W.

The Evolution of Workflow Managment consists of rhe automation of business procedures or "workflows" during which documents, information or tasks are passed from one participant to another in a way that is governed by rules or procedures. Workflow technologies have evolved from image management system, document management system, relational or object database systems, and electronic mail system. Workflow Management system has the benefits to improve better efficiency, process control,flexibility, business process. Automation of many business processes results in the elimination standdardizing working methods. Consistency in the processes leads to greater predictability in levels of response to customers and software control over processes enables their re-design in line with changing business needs, In this present study, we implement Electronic Approval System which is a kind of Workflow Management system using static and dynamic flow control information on the web environment.

산업사회에서 정보사회로 변함에 따라 정보통신부는 전자결재 소프트웨어 기능 표준을 만들었으며 몇몇 업체가 클라이언트/서버 환경에서 전자결재시스템을 개발 한데 이어 인트라넷용 전자결재시스템을 개발하였다. 인트라넷용 전자결재시스템은 구축비용이 저렴하고 사용에 편리한 장점이 있으나 웹용 워드프로세서의 부재로 문서작성 기능이 미약하고 네트워크에 과중한 트래픽을 발생시킨다. 본 논문은 이를 개선하기 위하여 ActiveX 기술을 적용하여 웹 브라우저에서 클라이언트 자원을 사용 할 수 있게 설계하였다 즉, 한글 워드프로세서를 문서작성기로 사용하기 위하여 ActiveX 컨트롤과 한글 DDE API를 양방향 통신이 가능한 DDE 서버클라이언트 형태로 구현하였으며 한글 문서내의 특정필드의 데이터를 데이터베이스와 연동시켜 결재 흐름을 제어하였다. 구현된 시스템을 멀티서버 환경의 현업에 적용한 결과 시행 3개월만에 전자결재 사용 실적이 부서에 따라서 75%-93% 달하는 높은 활용도를 보였다.

컴퓨터를 이용한 정보처리가 일반화되고 컴퓨터 통신망을 통한 문서양식의 통폐합 및 간소화는 되었지만 문서의 결제는 여전히 수작업으로 이루어지고, 컴퓨터의 역기능이 급증하면서 문서에 대한 보안 사항들의 부정 유출도 심해서 기업의 기밀이 타기업으로 넘어가 커다란 타격을 받는 경우가 발생하여 이를 개선하는 방안으로 문서를 효율적으로 이용하고 중요한 문서에 대한 보안유지와 문서결재의 신속성을 추구하며 보관된 문서는 변형된 Vernam의 암호화 기법을 이용하여 클라이언트/서버간에 기능을 분담할 수 있는 전자결제 시스템을 설계 및 구현한다.

This paper is to analyze business activities of approval/permission (A/P) and to describe its problems. To conduct the A/P business activities currently, there are many problems such as complex business process and different business policies among the each organization. In order to solve the problems, this paper suggests the A/P system of highway construction CALS (Commerce at Light Speed). CALS, a top down vision of complete computing integration, promises to support electronic data exchange. The A/P system is designed to classified documents based on CALS standard and store them to database. The data register to the A/P system by the Internet, and each construction company can use the A/P system by Internet also. Benefits of the A/P system is reduction in junk documents for approval/permission actives, improvement in conduct and services life cycle support.
