We report here our recent progress in the development and commercialization of polyfluorenes emitting red, green and blue (ROB) colors as materials for light emitting diodes (LEDs). Our patented version of the Suzuki coupling process has been used to synthesize a variety of fluorenebased homopolymers and copolymers emitting colors across the entire visible spectrum. The optical and electronic properties of the polymers are tailored through selective incorporation of different aromatic units into the polyfluorene backbone. Our latest green emitter, reported herein, provides very efficient devices with a low turn-on voltage of 2.25 V, a peak efficiency of 10.5 Cd/A at 6,600 Cd/$m^2$ at 4.85 V. These devices maintain an efficiency of greater than 10 Cd/A up to 50,000 Cd/$m^2$ and demonstrate very good stability as exemplified by a device half-life of greater than 1,500 hours starting from 1,100 Cd/$m^2$. Considerable progress has also been made with red and blue emitters and will be the subject of this presentation.

As we increase installing computers, traditional commerce by paper document is replaced by Electronic Commerce, paperless document commerce. Electronic Commerce proves to be an intermediary for increasing efficiency on work, which makes us use it more. This study aims to contribute to streamline local export by analyzing trade firms and manufacturers' using status of Electronic Commerce on work in Pusan. I sent questionnaires to 202 firms working on trade in Pusan to do survey. The sample of this study consists of 96 of them. I analyze using status of Electronic Commerce on work based on those data. The result shows that the more the firms install facility to be able for Electronic Commerce and the better they understand Electronic Commerce related laws, the more they select that on work. Generally The firms in Pusan rarely select Electronic Commerce on work and even acknowledges how much that is needed on work. Considering all of them, this study shows the method of streamlining local export by Electronic Commerce as follows; First, all kinds of Electronic Commerce such as trade related site in Internet should be systemized. Second, the laws on Electronic Commerce should be established in details. Third, workers on firms should be educated on Electronic Commerce. Forth, the firms should install the facility for Electronic Commerce, assist financially and make marketing strategy for selecting Electronic Commerce on each step in work. In conclusion, export in Pusan would be streamlined when the use of Electronic Commerce, effective intermediary, is motivated and we take that method to use on work properly.

Electronic Commerce has become the leading method of business in many countries. And related laws are being established and is operating in Korea and China. In this circumstance, Korea's electronic signature law was enacted on February 5, 1999, and has been applied from July 1, 1999. But China's electronic signature law was enacted on August 28, 2004, and has been formally applied from April 1, 2005. This paper is to drive problems of the electronic signature system and law and to show the whole point to be considered in enterprise and the present status of internal and external service under the basis of electronic trade. The purpose of this study aims to present a comparative analysis on the Korean and Chinese electronic signature system and law. In addition to, another point of this paper is suggestions for improvement of legal problem.

The purpose of this article is to study on the Comparison of the Basic Law on Electronic Commerce and the Uniform Electronic Transactions Act(UETA). The purpose of th Basic Law on Electronic Commerce is to contribute to the national economy by clarifying the legal effect of transactions by means of electronic messages so as to ensure the security and reliability thereof and to secure fair trade, and further by establishing sound and orderly transactions, and promoting electronic commerce. It is important to understand that the purpose of the UETA is to remove barriers to electronic commerce by validating and effectuating electronic records and signatures. It is not a general contracting-the substantive rules of contracts remain unaffected by UETA. Nor is a digital signature statute. To the extent that a State has a Digital Signature Law, the UETA is designed to support and compliment that statute.

This paper surveyed the development and future of electronic journals. The growing and impact of electronic publishing, developments and access of electronic journals, and the future of electronic journals were examined in detail, and remaining problems were analyzed. The findings of the study can be summarized as follows : 1. The future of electronic journals is not an issue of technology it is an issue of economics and social policy. And, the cost of delivering an electronic version to end-users were more expensive. 2. More sophisticated markup software and display software system are needed for fully structured text versions of articles. 3. Coordination of effort is essential in order that we maximize the end-users access requirements against resonable protection for the intellecture effort of the scholarly writer. 4. The success of an electronic journals will depend on the improved communication and cooperation between libraries, users, author, publishers, and information technology specialists. The advent of electronic information delivery has brought with it these issues to be solved. And development in the delivery of scholarly information by electronic means will accelerate.

We propose a three-electrode type electronic paper display and its fabrication process to realize single color at the same display panel. We establish a fabrication process with the mixing of electronic ink, loading of this ink, electronic ink assembly, packaging and driving. Also, we discuss an operating principle of this panel and the induced image reversal phenomenon by electric field area of the lower electrodes. This phenomenon is not occurred for the panel having $10{\mu}m$ electrode space. By this pixelation structure like this three-electronic paper display, a single color realization without color filter is possible and various kind of color is defined by a dye selection for charged particles and electrically neutral fluid.

Electronic Promissory Note started to reducing complexity in paper Promissory Note. In Recent the electronic documents and signature have the same validity as per documents and handwritten signatures. The movement of dematerializing promissory note is becoming common, and the National Assembly proposed Electronic Promissory Note Act of 2001 which is now being discussed in Korea. Especially the Electronic Credits is now becoming the most important means for payment of the business procurement both in on-line commerce and off-line commerce. Electronic Promissory Note has the same legal effect as the promissory note except that the Act provides to the Electronic Promissory Note specially.

The impulse between launch vehicle and atmosphere can generate a lot of noise and vibration during the process of launching a satellite. Structurally, the electronic equipment of a satellite consists of an aluminum case containing PCB. Each PCB has resistors and IC. Noise and vibration of the wide frequency band are transferred to the inside of fairing, subsequently creating vibration of the electronic equipment of the satellite. In this situation, random vibration can cause malfunctioning of the electronic equipment of the device. Furthermore, when the frequency of random vibration meets with natural frequency of PCB, fatigue fracture may occur in the part of solder joint. The launching environment, thus, needs to be carefully considered when designing the electronic equipment of a satellite. In general, the safety of the electronic equipment is supposed to be related to the natural frequency, shapes of mode and dynamic deflection of PCB in the electronic equipment. Structural vibration analysis of PCB and its electronic components can be performed using either FEM or vibration test. In this study, the natural frequency and dynamic deflection of PCB are measured by FEM, and the safety of the electronic components of PCB is evaluated according to the results. This study presents a unique method for finite element modeling and analysis of PCB and its electronic components. The results of FEA are verified by vibration test. The method proposed herein may be applicable to various designs ranging from the electronic equipments of a satellite to home electronics.

Objectives: The purpose of this study is to provide basic data on the use of electronic cigarettes by identifying the relationship between smoking and smoking behavior and the use of electronic cigarettes. Methods: This study used data from 8,150 participants of the 'Korea National Health and Nutrition Examination Survey (KNHANES)' s 7th (2016). In this study, 1,051 people currently smoking were analyzed. The number of people using electronic cigarettes was 74 among current smokers. Results: The age of onset of smoking was 20.46 years old in the group not using electronic cigarette, and the age of starting smoking was 18.12 years old in the group using electronic cigarette(p<.001). In the education level, the current use of electronic cigarette was 1.82 times higher in high school graduates than college graduates(p<.005). The reason for using electronic cigarette was 4.32 times higher than other reasons for using electronic cigarette for the purpose of smoking cessation(p<.005). Conclusions: For the smoking cessation society, education for the electronic cigarette is needed from the adolescence and selective management for the people who use the electronic cigarette for the purpose of smoking cessation is needed.

Electronic commerce on the network requires a new payment system, electronic cash that carries digitalized information of cash. The new system, however, demands the security and privacy because electronic cash is different from real cash in that it can be easily duplicated, forged, or traced. Therefore, electronic cash system should be guaranteed security and privacy to be used as a new payment mechanism with assurance. First, this paper analyzes the existing electronic cash system involving electronic coins, divisible electronic bills, and electronic license. Then the paper proposes a new electronic cash system which claims to be more efficient in the amount of communication and computation. Finally, this study attempts to solve the problem of electronic license.
