Electrical Construction industry uses Construction industry's statistical data for business outlook. Because there are not electrical construction business view's statistical data. It has own unique characteristic which is different from construction industry. So it must have a electrical construction Business Index. This study was focused on developing the business index of electrical construction business. Electrical construction business index consists of electrical construction composite Index(ECI) and the electrical construction business survey index(EBSI). This study experimentally analyzes the business views of electrical construction industry in 2/4 quarter of 2014. The leading Index of ECI indicates -0.4% compared with 1/4 quarter of 2014, coincidence index also shows that electrical construction industry's business cycle is in an economic downturn. EBSI is 83.5 in 2/4 quarter of 2014, down from 95.2 in 1/4 quarter of 2014. It means that electrical construction company has a pessimistic prediction. As a result we know that the Business Index of Electrical Construction Business shows similar results. It is expected to make contribution for electrical contractors to establish management strategies and prepare responses to economic changes by providing information about economic trends of electrical construction business and forecasting future economy.

When we have been estimated construction costs, till now, we are used to costs accumulating method of each items based on standard labors rates. But there are some problems of its methods. Our governments are applied to a historical construction costs estimation system for building construction and civil engineering works from January 2004. The electrical construction works are forecasted that applied to historical construction cost estimation systems. This paper is showed to development of electrical construction cost index for estimation of historical costs and contract prices.

There are big differences between developed countries and Korea regarding to the circumstances of electrical installation construction. In other words, Korea, in spite of its small market size, has large pools of electrical construction companies or associated workers, and there are a lot of poorly electrical construction companies in domestically. Thus, in reality, it is difficult to invest in technical development to enhance Korea's technical level on electrical installation and companies are likely to construct as occasion demands instead of constructing in a technical manner. Therefore, the government needs to develop a standard specification as a guideline for stable, economical and technical electrical installation construction. With this standard specification, almost all electrical construction companies could practically use it and also could guarantee their construction quality as well. It is important to induce small companies to utilize the standard specification to secure their construction excellent quality so that the life of the nation, individual's properties and national properties could be well protected.

Since Jan. 2004, the Ministry of Construction and Transportation has partly introduced estimation system of historical cost data in order to reflect result cost of construction market to cost estimation for public construction. And KEPCO started estimation system of historical cost data in the electrical construction works. Electrical construction cost index a matter of great importance. This paper was conducted to examine estimation methods of the items of the price index estimation system of historical cost data and suggest reasonable applications.

For a few recent years, KECA(Korea Electrical Contractor Association) has promoted a project to establish an electrical construction specification called Master Spec. This paper analyses the characteristics of standards-making process of the Master Spec. as an umbrella technical standard in electrical construction industry in Korea. This paper argues that even if the Master Spec. is recognized to be technical standards, the standards-making process involves both technical and social practices when viewed from social construction theory and governance perspective. This aspect of social practices in technical standards making should be well understood because various stakeholders in terms of interests, resources, and motives try to influence the process positively and negatively. KECA in responsible for enactment of the Mater Spec. should be very thoughtful in building consensus first of all among electrical contractors, managing relationship with concerned government officials, and dealing with potential deviant groups as well as in pooling expertises and developing technical knowledge needed for designing technical specification.

Electrical construction cost index has been applied fixed-weighted method. But fixed-weighted method can't faithfully reflect industrial structure changes. Because the weighted value and price index of fixed-weighted method is fixed on the basic period. Electrical construction cost index is composed of the cost of labor and material. So it fluctuates sharply whenever the construction association of korea announces the laborer's wage of electrical construction. And it depends on only the producer price index changes that is related to electrical construction since then. So a study is focused on developing electrical construction cost index applied chain-weighted method. Because chain-weighted method can reflect the realities of the electrical construction and alleviate the sudden changes of labor cost with link index. We verify that chain-weighted method relieves the step states of electrical construction cost index applied fixed-weighted method.

In this study, an experiment on the efficient construction method of plate electrodes, the influence of electric potential interference in plate electrodes, and building foundations were explored. The experimental result of the electric potential measurement was taken on the basis of the direction of movement and the condition in which the plate electrodes are laid underground in building foundations. It shows that the construction method of laying the plate electrodes vertically exhibits a more efficient reduction of electric potential in a diagonal direction and on an X axis than laying plates horizontally. For plate electrode construction in an area that has uniform conditions, the parallel joint construction method is more effective than a single construction to reduce earth electrical potential and ground resistance. In addition, a straight arrangement performs well in ground efficiency, compared to the parallel arrangement.

Incase of not considered seismic design at transformer vault which is made of many informant electrical facility, facility is damaged, electrical fire breaks out and second damage is able to break out at generating earthquake. But seismic design yet is not applied to at transformer vault in the country. Regard to seismic design method of electrical facility installed in the building internal, we present the seismic design of electrical facility using "Building construction design standard" in internal and "Manual of seismic design and construction for Building Electrical facility" in japan.
