감전재해 예방을 위한 전기공사업의 특성에 관한 연구 (A Study on the Characteristic of Electrical Construction Work for Prevention of Electric Shock Accident)

  • The live line working is inherently dangerous as the workers have to work under the risk of electrical shock and most of works are carried out at height. The live line working need the some specific techniques and higher level safety measures such as a risk assessment to carry out works safely, but the electrical construction companies performed live-line working are usually small-sized companies. They have less capacity to have own safety management system. This study intended to conduct an in-depth analysis on the cause of electric shock accidents to provide basic data for policy proposing taking into considering the past eleven years for a long-term plan. And the aim of this study is to propose the policy about the equipment performance standards and/or worker's safety standards to revise the standards for preventing electric shock accidents, moreover, co-relation of the electrical work order form and on safety workings, especially electrical construction company/work.

감전재해 분석을 통한 배전선로의 위험성 저감에 관한 연구 (A Study on the Risk Reduction of Distribution Line through Analysis of Electric Shock Accident)

  • In this study, we analyze the current status of major disasters in distribution works and propose safety measures through the distribution live-line work method and electric shock risk assessment. The result of analyzing the ratio of electric shocks to the occurrence of industrial accidents in the recent 13 years shows that the death rate is higher than other industries, especially the construction industry occupying most of the disaster, and it is higher than the collapse disaster. We analyze statistic data of 101 victims selected as core words of live work, distribution line, pole and 22.9 kV in the investigation report of major accident of electric shock fatal from 2001 to 2014. The safety measure was established through the risk assessment of the distribution method using the standard model of the risk assessment based on the results of electric shock analysis on the distribution line. In order to prevent the electric shock accident which is recently being discussed, the risk assessment procedure were carried out in the above-mentioned 22.9kV special high voltage live-line operation method. We derived the risk reduction plan for the distribution line from the results of the major accidents statistic and demonstration of the line works.

국내.외 저압지중함 감전사고사례 및 점검결과의 분석 (Analysis of Electric Shock Accidents and Check Results in Domestic and Foreign low-Voltage Handhole)

  • 최근 도심지의 미관을 중요시함에 따라 전력설비의 지중화가 활발히 추진되고 있다. 지중선로의 분기나 접속을 인한 저압 지중함은 주로 사람의 통행이 빈번한 보도나 이면도로에 설치되어 있으며, 지중함 내 누전이 발생할 경우 행인이 감전될 위험이 있다. 더욱이 최근 기상이변으로 인한 폭우로 도로 침수가 자주 발생하고 있으며, 이러한 경우 인체는 물에 젓은 상태이므로 감전에 치명적일 수 있다. 본 논문에서는 저압 지중함에서 발생한 국내 외 감전사고사례의 원인과 점검결과를 분석하였으며, 분석결과 국내 외 감전사고의 사고원인은 통일하나 저압 지중함의 환경조건은 다른 것으로 나타났다. 향후 분석 자료는 저압 지중함에서의 감전사고를 방지하는데 활용필 수 있으며, 저압 지중함의 설치개선을 위한 기초 자료로 이용될 수 있을 것이다.

건설업에서의 감전재해 감소 방안을 위한 연구 (A Study on the Decreasing Method of Electric Shock Accident in the Construction Industry)

  • Regarding the characteristics of fatal electric shock accident during the past 10 years, fatalities occurred more frequently in July & August, and AM 10-12 PM & 14-16. Also, the electric shock accident is occurred more frequently in the age group from 30 to 40. Especially, the fatal electric shock accident in construction industry covered more than half of total industry. Therefore, it is strongly requested for the protection technology of an electric shock from the low voltage electric path, grounding method and workers. The aim of this study is to propose the policy about the equipment performance standards and/or worker's safety standards to revise the standards for preventing electric shock accidents on safety workings.

  • Street light facilities, which are easily accessible, can be in danger of electric shock when water percolates the facilities especially in summer. In case deteriorated facilities are not checked regularly, they can cause accidents such as electric shock. We should consider regional characteristics to prevent this kind of accidents. In this paper, we analyzed the problems according to the facilities through the research on the actual conditions. We also analyzed the facilities by region and the standards by the conditions.

감전사고 예방을 위한 지중함 구조 및 절연 관련 시설기준 개발에 관한 연구 (A Study on Electric-technical Regulation of Handhole Structure and Insulation for Preventing Electrical Shock Accident)

  • The underground electricity distributions are significantly increased because of the urbanization accompanied by rural area developments. However, it has also been increased the safety accidents such as an electric shock around the handhole where the underground cables are connected to each other. This paper provides the base materials on the necessity to amend the installation regulation for securing the insulation and structure strength of handholds using the cast iron or fiberglass reinforced plastic. Article 137 in the judgement regulation for the Korea electro-technical regulation which is one of the installation regulations for handhole is amended and announced in 2017 by being based on the materials in this paper. It is expected to continually reduce the electric shock occurrence around handhole by considering the amended installation regulation.

  • This study is conducted to examine the theoretical background of characteristics for electric shock encountered in special high-voltage electric lines among the accidents of electric shock, and to calculate applied current to human body and field strength over the head by means of numerical anaysis through FEM(Finite Element Method), and to make clear the hazard level to the human body, and to establish the approach limit distance of human body to the electric lines, which could be applied to the safety standard while working in the vicinity of special high-voltage electric lines.

  • 전기감전 사고를 예방하기 위해서는 주입식 교육 보다는 체험식 교육이 더욱 효과적이다. 그러나 전기감전 체험형 교육 시스템을 위해서는 감전을 체험할 수 있도록 인체에 대한 적절한 물리적 자극이 필요하다. 본 논문에서는 간섭전류형자극기(Interferential Current Type Low Frequency Stimulator)를 감전사고 체험교육에 이용하기 위하여 인체에 대한 자극의 임계값을 실험하였다. 그리고 아동과 성인으로 구분된 연령별 자극 값을 산출하였다. 본 연구의 결과는 전기 감전 체험형 교육 시스템에 적용 가능할 것이다.

  • 최근에 들어와 가로등에 의한 감전사고가 지속적으로 발생하고 있다. 특히 집중호우로 인해 가로등이 침수될 경우 누전에 의한 감전 사고는 매우 높다. 전기감전사고가 발생할 경우 사고전압을 분석해 보면 주로 220V의 저압시설물에서 발생되고 있으나 이에 대한 위험성을 충분히 인식하지 못하고 있는 실정이다. 가로등 시설물의 사용전압 220V는 주로 일반인이 쉽게 접촉할 수 있는 도로변에 시설되어 있기 때문에 감전사고의 위험성은 매우 높은 편이다. 그러나 가로등 침수로 인해 누전이 발생했을 경우 누전체에서의 거리변화에 따른 수중전위분포가 인체에 미치는 영향을 연구하는 사례는 미약한 실정이다. 본 논문에서는 수중에서 누전이 발생했을 경우에 인체에 미치는 영향과 수중전위분포를 분석하고 수중에서 누전체와의 거리 및 깊이에 따른 변화가 어떻게 인체에 영향을 주는지 실험을 통하여 감전경로와 감전메카니즘을 비교 분석하고자 한다.

  • In this paper, The infrastructure case for reproduction or analysis of the mechanism on the fire or the electrics shock of the electrical appliances is proposed. The various electrical appliances(Washing machine, Ballast, Electric heaters, Electronic switches, Mobile phone chargers) used in the home can be tested on the high voltage and over current test through the implementation of the infrastructure. The electrical tests of fire and electric shock consists of the high voltage of maximum 5000 V and over current test of 3 steps(90 A, 60 A, 40 A) and noise test. The mechanism of the fire and the electric shock tests reproduced are analyzed through the monitoring system and the oscilloscope. The electronics manufacturers can prevent accidents through the tests of the electronics factor reproduced and the analysis of the infrastructure designed.
