  • This paper propose an efficient image description method using circular scanning pattern. The method Is based on the fart that the main information of an image tends to consentrate on its central part. By the method, we ran describe color and spacial information of the mage at a time, efficiently. Therefore, we can reduce the computational expense and memory usage needed to index the image more than the conventional one does.

  • The MBR (Memory Based Reasoning) is a supervised learning method that utilizes the distances among the input and trained patterns in its classification, and is also called a distance based learning algorithm. The MBR is based on the k-NN classifier, in which teaming is performed by simply storing training patterns in the memory without any further processing. This paper proposes a new learning algorithm which is more efficient than the traditional k-NN classifier and has incremental learning capability, Furthermore, our proposed algorithm is insensitive to noisy patterns, and guarantees more efficient memory usage.

  • In this paper we propose a secure and an efficient metering scheme for measuring the usage and the popularity of web pages. The proposed scheme is based on the cryptographic secure hash functions. Since the metering schemes based on cryptographic technology provides security, efficiency, accuracy and anonymity comparing to the existing metering schemes in WWW, they have the advantages that are secure against attempts by servers who inflate the number of clients and against attempt of collaboration of severs and clients.

  • Due to the limitation of battery life time, energy is one of the most crucial issues for wireless sensor networks. Thus this paper proposes an energy efficient duty cycle scheme to conserve energy mostly. To handle the large varieties of data (i.e., both low and high traffic load) the proposed duty cycle scheme ensures a fair access period (FAP) and a prioritized access period (PAP). The idea presented in this paper able to reduce the collision probability and energy consumption. Finally simulation outputs have demonstrated the effectiveness of the proposed duty cycle task and showed a noticeable performance in terms of energy usage.

  • Recently, the area of ubiquitous has gained a great attention both in academics and in business organizations as we are entering an ubiquitous society where people can interact at "anytime" and "anywhere". To preoccupy the leading status for the next generation of IT technology, many countries such as Korea, Japan, and US are concerned the ubiquitous. In this tendency, companies want to identify what factors make people use ubiquitous in order to develop the effective ubiquitous service and to supply the higher quality service. However, prior researches on ubiquitous are focused on technical area such as higher data delivery, efficient compression of images, so they do not have given companies beneficial materials for making fascinating ubiquitous services. To offer the service materials for development, from the viewpoint of the customer, important factors to use ubiquitous services are investigated in this study. Moreover, the study was progressed up to the new area of investigation how much these factors influenced ubiquitous service actual usage. To achieve these goals, Ubiquitous service adopting reflected in ubiquitous service characteristics was suggested in this study. The results of this study are as follows. First, contextual offer, ubiquity, invisibility are positively related to perceived value. Second, perceived value is positively related to usage intention but perceived risk is negatively related to usage intention. Third, usage intention is positively related to usage frequency. Based on these results, managerial implications for ubiquitous service vitalization are discussed. Lastly, the limitation of this research and further research issues are suggested.

  • This paper explores the policy alternatives to promote efficient use of spectrums for public use and terrestrial broadcasting, which are essential to provide spectrum for mobile broadband services. To this end, recent overseas spectrum management policies are introduced and utilized to provide domestic policy alternatives. For the efficient use of spectrum for public use, policy alternatives such as detailed survey of current usage of spectrum for public use, levying the opportunity cost, installment of spectrum efficiency fund, providing incentives for the efficient use of spectrum for military use, and introduction of shared use are proposed. For the efficient use of spectrum for terrestrial broadcasting, short-term policy alternative such as change of contribution rate base of the broadcasting - telecommunications development fund is proposed. For long-term policy alternatives, change of spectrum provision from designation to allocation for the spectrum for commercial terrestrial broadcasting and introduction of administered incentive pricing to public terrestrial broadcasting are proposed.

An Analysis of the Productive Efficiency and Competitive Strength of Container Ports using the DEA, Super-efficiency, and FDH Methods

  • The purpose of this paper is to Investigate the productive efficiency and competitive strength of world container ports using the DEA, Super-efficiency, and FDH methods with the raw data from previous research by Jun et al.(1993). The super-efficiency measure examines the maximal radial change In input, outputs for an observation to remain efficient. Therefore, it provides a means of distinguishing between efficient observations, which would otherwise seem identical. FDH provides a good test mechanism for examining the practical implications of the choice available among alternative efficiency measures and orientations, because of the lack of convexity of its production possibility set. Both methods are complementary to DEA. This paper follows the traditional productivity analysis method overcoming the limitation of previous studies by using the DEA, FDH and Super-efficiency methods, and proposing in measure the relative competitive strength of worldwide container ports. The main empirical results of this paper are as follows: Firstly the ports of Singapore, Hongkong, Kilrung, Busan, Tokyo. and Longbeach were found to be efficient In the CCR model. The ports of Felixstowe, Bangkok, Singapore, Hongkong, Kilung, Busan, Tokyo, and Longbeach were found to be efficient in the BCC model. Secondly, super. efficiency rankings under CRS and input-oriented model are as follows: Longbeach, Keelung, Singapore, Busan, Tokyo, and Honkong. However, it was difficult In differenciate the rankings under the VRS and input-oriented model. due to major difficulties posed by the ports of Singapore, Hongkong, and Longbeach. Thirdly, the FDH method shows that the inefficient ports are Bremerhaven, Antwerp, Le Havre, Kobe, Seattle, New York The policy Implications of this study are as follows: Firstly, when port authorities want to measure the international competitive strength of container ports and enhance their productive efficiency, they should consider the traditional method as well as introducing the Super-efficiency and FDH methods. Secondly, according to the analysis results of the super-efficiency and FDH methods, poll authorities should recommend benchmarks ports and dominated ports as reference ports in order to enhance the productive efficiency of their container ports that have an efficiency rating of less than 1. Efficient ports whose efficiency ratings are over 1 in the Input-oriented Super-efficiency model should also consider the usage of input and output elements used by more efficient ports.

  • There are several ways to solve parking problem in the downtown One of them is to manage parking efficiently, that is, to raise use-efficiency of parking place and to help drivers to select easily. When we manage the parking place m the block efficiently, It can prevent disproportion that some parking space is over capacity and the other parking one is under. It causes not only the disproportion of economic efficiency but also the congestion of local road. The precondition to manage parking efficiently is to analyse the parking characteristics. In this study we found out the characteristics of parking vehicles by analyzing the turnover per parking mesh and occupancy rate And we build up total D/B by collecting every information about parking space. We developed the Parking Management System by using GIS with D/B and digital map. The efficient Parking Management System is for convenience of drivers and efficient usage of parking space. And this system is also the basic study to be developed as the total Parking Management System by upgrading every information.

  • The deletion of sti from the Streptomyces plasmid pIJ101 made its derivative pHZ1358 an efficient vector for gene disruption and replacement. Here, pHZ1358 was further optimized by the construction of a derivative plasmid pJTU1278, in which a cassette carrying multiple cloning sites and a lacZ selection marker were introduced for convenient plasmid construction in E. coli. In addition, the oriT region of pJTU1278 was also deleted, generating a vector (pJTU1289) that can be used specifically for PCR-targeting. The efficient usage of these vectors was demonstrated by the deletion of the gene involved in avermectin biosynthesis in S. avermitilis.

  • This paper present a teaching method of 21C University Education Paradigm after survey the earlier several effective teaching methods. We discuss the efficient pre-teaching, also we propose several teaching methods for really teaching. And we discuss the efficient ending of teaching. They are as following. : lesson configuration, good usage for first time of teaching, pleasant face-to-face talk, teaching techniques check list, question method, caution item when the teaching ending, etc. Also, we propose the method of ending techniques for teaching ending time. The proposed teaching method is the most efficiency in case of using selective the above mentioned several efficient teaching method.
