  • This paper aims to find out the current state of early English education in the world(including Korea) and to suggest its more desirable direction, with special reference to TEFL in elementary schools of Korea. In fact English teaching in elementary schools of Korea has been put into practice as an extracurricular activity since 1982. But in 1995 the Ministry of Education proclaimed a policy to establish a TEFL program as the regular course in elementary schools of Korea since 1997. In this connection, the writer surveyed several kinds of theories about early English education to verify the necessity and validity of Korea's elementary school English education. The logical result from these theories is that younger children are better equipped to learn foreign languages with efficiency than older children or adults. However, as most studies are based on logical inferences rather than on direct observation or experimental evidence, we are not sure that those theories are right. In this view, the writer put stress on the preparation of educational environments to establish a more desirable direction of early English education in Korea, since Korea's elementary school English education will be practiced under EFL environment, not ESL environment. The writer also pointed out some problems of educational finances, the curriculum development process and its content, teaching materials(textbooks and tapes), English teachers, teaching methods, evaluation, educational facilities. This paper concludes that we have to try to solve these problems to succeed in a TEFL program in elementary schools of Korea and suggests several things for a more desirable direction of Korea's elementary school English education.

  • According to the new general movement of ESSD in Korea, the role, background, and subjects, etc. of Ecological Restoration Area were studied to find out the way for this area to be settled as one kind of industry. Questionnaire and literature study were carried out to understand and to find out the way of the area settlement with the conceptual and practical definition of it. The related sub-areas studied were 1. regulations and standards including design and construction 2. researches and developments around the area 3. related curriculums applying in the educational organizations 4. present situation of the industry. Followings are the results of this study and several proposals for the area to be settled in Korea with the other related areas. 1. The boundary of Ecological Restoration could be defined as the concept of preservation(or conservation) and restoration of the ecosystem with ecological planting - including the restoration strategies for the areas of slope, artificial foundations, watersides and wetlands, with in bio-diversity and eco-forests for these areas. 2. It seems that the more investments needed for the elaborate and professional techniques to be developed for the design and construction works to the contrary that the base of this area be matured already in the several sub-areas. 3. For the successful work of Environmental Restoration, defining the new industrial branch -independent from existing construction industry- is recommended through the law system under the control of the Ministry of Environment. It will be better if professional officer system in governmental organization could follow up this. 4. Educational organization and Technical expert qualifying system to train the Ecological Restoration Professionals should be induced for the effective practice of the area.

  • This study examined the current status of school environmental education (EE) in Germany, and attempted to propose strategies to develop school EE in Korea. The study intended to accomplish the following goals: First, this study attempted to examine the developmental process of school EE in Germany. Second, exemplary cases of site-based experiential education in Germany are selected and analysed to develop pedagogical strategies in school EE in Korea. The strategies for development proposed in this study can be summarized as follows: First, the focus of EE should go beyond that of "solving or curing"environmental problems and pollutions, and need to be re-directed to pursue an "education for sustainable development", a new paradigm for future EE. Second, EE should increasingly integrate outdoor site-based, experiential programs into the currently classroom-based and knowledge-driven forms of education, not only to maximize its educational effect but also and knowledge-driven forms of education, not only to maximize its educational effect but also to coordinate the instruction of EE in the context of the educational reform agenda, currently undergoing since the late 1990s, in Korea. Third, teaching-learning materials for EE should be variously developed, and programs should be encouraged to serve local needs and circumstances for effective classroom practices, and criteria for standardization and professionalization should be sought in developing these programs. Fourth, it is recommended that the Ministry of Environment secure funds to facilitate the local school authorities at the municipal and provincial levels to operate a mobile environmental support system, equivalent to the function of the "Lumbricus"in Germany. Fifth, an external support network should be established among the support agencies for EE. Especially, a professional agency or institute to academically support school EE and a special planning committee for enhancing EE need to be established for resource and personal development. Parents′voluntary participation should also be encouraged to establish a tripartite network of "school-community-government" to support and facilitate school EE.

  • Mathematics subject has been recognized as a subject in which we resolve some problematic situations through the logical and mathematical thinking according to mathematical concepts, principles, and rules. So we has focused on cultivating logical and mathematical thinking abilities when teaching and learning mathematics. However according to Bruner, we can use the narrative mode of thought which supplements the logical and scientific mode of thought when we think about logical and scientific matters, and we could make meanings by doing so. On the other hand, the Ministry of Education has announced recently that it would develope the textbooks of storytelling type of mathematics, and then many people have been interested in using stories in mathematics subject. The purposes of this article are to investigate the effects and the defects of using stories in mathematics subject, to probe the narrative characteristics of mathematics, and to inquire how using mathematics narrative can make students to make meaning about mathematics which compensates the defects of using stories in mathematics subject. • The purpose of this study is examining the status of Education Welfare Priority Support Project and providing constructive strategies for future direction. In order to collect data, we have used on-line survey, in-depth interview personnels in charge of 17 school districts and open forum with municipal board members of education along with related literature review. As results, since 2003, the effectiveness of the Education Welfare Priority Support Project has been proved and the areas have been expanded. Furthermore, institutional stability has been confirmed along with the supports of enforcement ordinance of the Elementary and Secondary Education Acts and Ministry of Education Ordinances. However, since the management authority of the project has transferred to 17 provincial offices of education, it shows the tendency of that the overall programs were not fully activated and gradually stagnated. According to these issues, we proposed various implemental policy suggestions though the revision of Article 28 of elementary and secondary education-related law.
