교육행정공무원 상급자의 감성리더십, 임파워먼트, 직무만족 간의 구조 관계 (A Structural Relationship among Emotional Leadership of Educational Administrative Officials' Superiors, Empowerment, and Job Satisfaction)

  • The purpose of this study is to examine structural relations between the emotional leadership of educational administrative officials' superiors and subordinates' empowerment and job satisfaction. To attain the study goal, this researcher finally selected 368 educational administrative officials working in Gyeongsangbuk-do and conducted statistical analysis. Accordingly, this study has drawn the following detailed conclusions: First, there is statistically significant positive correlation among the subfactors of the emotional leadership of educational administrative officials' superiors and subordinates' empowerment and job satisfaction. Second, it has been found that the hypothetical path model to explain the emotional leadership of educational administrative officials' superiors and subordinates' empowerment and job satisfaction is appropriate. In other words, among the goodness-of-fit indexes of the final study model, ${\chi}^2=203.657$ (p<.001), RMR equals .030, RMSEA is .093, GFI equals .910, and AGFI is .900. About its relative goodness-of-fit indexes, TLI equals .930, NFI is .933, CFI equals .948, and IFI is .949; therefore, all indexes have been found to be allowable. Third, emotional leadership of educational administrative officials' superiors have had this influence directly on job satisfaction. But, the total influence of the emotional leadership of educational administrative officials' superiors on job satisfaction is smaller than that on job satisfaction with the mediation of subordinates' empowerment.

전라북도 6급 교육행정공무원 장기교육프로그램 개발 (Development of Long-term Education Program for Jeollabukdo Level 6 Educational Administrative Officials)

  • 지방교육자치는 지역 주민의 삶에 대한 질을 높이고 지역 특성에 맞도록 교육 실현과 함께 지방 교육행정공무원의 역량 강화를 요구하고 있다. 이 연구는 지방 교육행정공무원의 중심 역할을 해야 하는 6급 공무원의 역량을 도출하고 장기교육프로그램의 교과군과 교과목을 구안하여 추후 6급 교육행정공무원 장기교육프로그램을 개발·운영할 수 있도록 기초 안을 마련하는데 그 목적이 있다. 이를 위해 연수 대상의 특수성을 고려해 교육행정공무원, 교육프로그램 개발 전문가 등 20명으로 전문가 패널을 구성하고, 6급 교육행정공무원의 역량, 장기교육프로그램의 교과군과 교과목에 대한 의견을 구하기 위해 3차에 걸쳐 델파이 조사를 실시하였다. 6급 교육행정공무원의 역량은 델파이 1차 조사에서 기초자료의 타당도 평가와 델파이 2차 조사에서 수정 자료의 타당도 평가를 실시하였다. 그리고 6급 교육행정공무원 장기교육프로그램의 교과군과 교과목은 델파이 2차 조사와 델파이 3차 조사에서 수정 자료의 타당도 평가를 실시하였다. 그 결과, 6급 교육행정공무원의 역량은 조정통합역량을 포함하여 9개의 역량으로 추출되었고 6급 교육행정공무원 장기교육프로그램은 13개 교과군과 43개 교과목으로 구안할 수 있었다. 그리고 6급 교육행정공무원의 역량과 장기교육프로그램의 교과군과 교과목의 관계 모형을 도출하였다. 이러한 본 연구의 결과를 바탕으로 장기교육프로그램의 유연한 교육과정 운영과 연수 결과물을 실제 교육현장에 반영할 수 있는 시스템 구축의 필요성을 제안하였다.

교육행정공무원의 직무만족과 스트레스 요인에 관한 연구 (A Study related to Professional Satisfaction and Stress Factors of the Administrative Education Government Officials)

  • 본 연구는 교육행정직 공무원이 단위학교의 행정을 수행하면서 겪고 있는 일상적 스트레스, 직무스트레스, 직무만족도에 관한 요인을 분석함을 목적으로 한다. 이를 위해 2013년 3월 10일부터 3월 30일까지 충북 청주시 청원군 소재 교육행정직 공무원 122명을 대상으로 설문조사를 실시하였다. 자료 분석은 SPSS Win 18.0 프로그램을 사용하여 t-test, 빈도분석과 신뢰도분석 방법으로 실시하였고, 실증분석은 유의수준 5%에서 검증하였다. 분석 결과, 인구통계학적 특성에 따른 직무만족도에 있어서 직급에 따른 직무만족도 차이는 유의미하나 성별, 연령, 종교, 교육 정도, 결혼 상태, 학교 급, 학교 규모, 경력, 음주, 흡연, 종교에 따른 차이는 유의수준 5%에서 유의미하지 않은 것으로 분석되었다. 인구통계학적 특성에 따른 직무만족도 하위요인에 있어서는 인사관리, 인간관계, 업무능력 부문에서는 요인별 내용과 유의미하나 조직 분위기는 유의수준 5%에서 유의미하지 않은 것으로 분석되었다. 또한 인구통계학적 특성에 따른 직무 스트레스 하위요인에서 양적 역할고에 대한 스트레스는 연령과 학교 급, 직급, 경력, 흡연에 따른 차이가 유의미하였으며, 경력발달에서는 흡연에 따른 차이가 유의미하였고, 역할갈등 및 모호성에 대한 스트레스에서는 인구통계학적 특성에 따른 차이가 유의수준 5%에서 유의미하지 않은 것으로 분석되었다. 본 연구의 시사점으로는 교육행정공무원에 대한 사회 환경적 배려가 요구되며, 아울러 인사관리보다는 업무능력 개발과 인간관계, 조직의 분위기 순의 배려가 요구됨을 들 수 있다.

학교 우유급식의 효율적 관리를 위한 표준 매뉴얼 개발 (Development of Standardized Manual for Efficient Management of School Milk Program)

  • The purpose of this study was to develop a standardized manual to help an educational agency manage the school milk program in cities and provinces. Towards this purpose, we carried out an observational study, content analysis, and survey as the first step. After developing the standardized manual and modifying its contents based on a panel discussion, we implement the delphi-technique as the second step. The standardized manual was composed of an introduction, the administrative direction of educational agency, the management of the school milk program, the management of the free milk program, teaching guidance, selection and contract of supplier, and an appendix. The manual was distributed to over 16 educational agencies for managing the school milk program and was promoted to public officials, such as the officers of educational agencies, the school district officials, and the officers of ministry of agriculture and forestry. The developed manual was targeted for used in schools throughout the nation, but was accepted with reservation in different regions. Therefore, school milk program would be expected to be an efficient management and operation through the use of a standardized manual.

Multilevel Analysis of Factors Associated with Perceived Good Health and Multimorbidity among Older Adults: Using the 2017 Community Health Survey

  • Purpose: This study aimed to identify individual- and regional-level factors associated with perceived good health and multimorbidity among older adults. Methods: Secondary analysis of the 2017 Korea Community Health Survey was conducted on a sample of 67,532 older adults. The individual level data set was combined with regional-level factors from the administrative data released on the Korea National Statistical Office website. Distribution of perceived good health and multimorbidity in 254 public health centers were calculated using sampling weights and presented as percentages. Multilevel logistic regression analyses were used to identify individual- and regional-level factors associated with perceived good health and multimorbidity. Results: Overall, 21.1% of subjects perceived their health to be good, ranging from 9.3% to 39.4% by region. The prevalence of multimorbidity was 15.9%, and varied between 6.6% and 22.6% by region. At the individual level, perceived good health was associated with men, younger age, higher educational levels, higher income levels, and those married and living with a partner and maintaining a healthy lifestyle. At the regional level, higher rates of health center personnel among public officials and higher levels of financial independence were associated with perceived good health. Multimorbidity was associated with marital status and healthy lifestyle, and higher rates of health center personnel among public officials. Conclusion: Regional factors such as health care personnel and local economy could affect population health. Our findings suggest the need to consider individual- and regional-level factors to promote good health among older adults and reduce the health gap by region.

우리사회 '부정부패'에 대한 주관성연구: 가설발견의 Q방법론을 활용하여 (The Subjectivity Study on 'The Corruption' of Our Society: Using the Q methodology of Hypothesis Abduction)

  • 본 연구는 부정부패의 척결을 가장 강하게 요구받고 있는 공직자를 대상으로, 과연 그들이 생각하고 있는 '부정부패'는 무엇인가를 진단하였다. 이를 위해, '주관성연구' 또는 'Q방법론'이라고 질적연구방법을 활용하여, 부정부패 인식을 유형화하였다. 즉, 부정부패와 관련한 30개의 Q-samples과 30명의 공직자로 구성된 P-samples를 대상으로 조사하여 분석결과를 도출하였다. 분석결과, 부정부패에 대한 인식의 유형이 3개로 정의되었다. 즉, 은 '교육행정' 및 '교사' 등의 공무원 분포가 높았고, 은 '일반행정직' 공무원의 분포가 높게 나타났다. 또한, 의 응답자 중에서 인자가중치가 높은 응답자의 경우, 우리사회 부패수준에 대하여 '상'의 분포를, 는 '중'의 분포가 많은 것으로 나타났다. 전체의 설명력은 62.11%로 높게 나타났고, 일련 결과를 바탕으로, '부정부패에 대한 인식은 공직자의 업무특성에 따라서 차이가 있다'는 가설을 발견할 수 있었다. 분석결과를 통하여 알 수 있음은, '부정부패'에 대하여 공통적으로 인식하고 있는 용어로 '정치/정치인' 및 '청탁'으로 나타났다. 따라서, 본 연구는 일련의 결과를 바탕으로, 우리사회의 부정부패에 대한 생각을 다시한번 진단하고 성찰함으로써, 보다 투명한 사회로 나아갈 수 있는 방안 모색의 '마중물'이 될 것을 기대한다.

학교 교육시설관리 지원시설 업무체계 재구조화 방안 연구 (A Study on the Direction of Restructuring of Educational Facility Management Operating System)

  • 본 연구는 교육시설관리 지원시설의 학교 현장 지원 업무체계에 대한 인식 및 만족도 수준, 업무영역 중요도, 재구조화 인식도와 개선 방향에 대한 분석을 통하여 교육시설관리 업무체계 전문성과 효율성에 기초자료로 제공하고자 하였다. 이를 위하여 문헌자료 조사, 설문조사를 실시하여 학교시설 유지관리 운영 업무체계 전반에 관하여 분석하였다. 본 연구의 방법은 업무영역 분석도구를 도출하여 분석요소 전반에 대한 인식 및 만족도, 재구조화 방향을 살펴보기 위하여 독립 t-test와 일원배치분산분석(One-way ANOVA)을 시행하였다. 본 연구 분석결과로 업무영역의 만족도 차이, 업무영역 중요도 우선순위, 재구조화 방향 등에 대한 유의미한 결과가 나타났다.

사회복지 공공조직의 효과성을 위한 교육적 대안에 관한 실증연구 (A Study on the educational alternatives for Public Social Worker to improve the effectiveness of public social welfare organization)

  • 본 연구는 사회복지 공공조직의 직무 전문성 제고를 위해 효과성 요인을 진단하였고 더불어 사회복지담당공무원의 교육적대안과의 관계성을 찾아 발전적인 시사점을 제시하고자 하였다. 분석을 위해 강원도 지방자치단체 사회복지부서에서 근무하는 담당공무원 637명을 대상으로 설문조사하였다. 조직효과성관련 선행연구를 토대로 직무스트레스, 조직만족, 조직 몰입, 사회적지지에 관한 특성별(성별, 전공여부, 직렬) 인식의 차이를 살펴본 후, 교육적 대안(직무교육, 치유캠프, 심리상담)과의 인과적 관계를 분석하였다. 분석결과, 성별에 따른 차이는 업무의 창의력과 기관의 자부심에서만 유의미한 차이가 있는 것으로 나타났으며, 전공여부에 따른 인식차이 확인을 통해 사회복지 전공자의 전문성이 업무수행능력에 필요함을 확인하였으며 전공자 임용의 시급함을 제시하였다. 직렬별 차이 결과는 전문성이나 전문지식면에서 사회복지직보다 행정직이 더 어려움을 겪고 있는 것으로 해석된다. 마지막으로 종속변수인 교육적 대안과 효과성 요인과의 인과적 관계 결과를 토대로 사회 복지 행정조직의 변화에 능동적이고 적극적인 대응의 필요성과 개인적 차원의 심리상담 과정 및 조직적 차원의 치유캠프운영 등 체계적인 교육프로그램을 도입하여 운영할 것을 제언하였다.

Management of Aesthetic intentions in Urban Design -Artworks in Urban Public Space-

  • After World War II, Japan experienced a great political and social shift, which brought a concern of emerging public landscape in urban development. This paper analyses the management of the aesthetic intentions in urban design effort. We reviewed the development of various public installation of artworks concerning urban landscape aesthetics through its administrative process in chronological order. The monuments during the first decade marked a shift in emphasis from the militarism of the pre-war and wartime period to one of peace. However, some of the monuments and sculptures are not immune to controversy. This became an issue that could no be ignored by public officials whose responsibility was to place the sculptures while maintaining sensitivity to public opinion. As public administrators began to consider the possibility that sculptures may contribute to improving public amenities, the contextual concepts were basically ignored. Some of the programs in 1970s began to show more respect to the context, while other programs in this period expressed more interest in educational aspects of sculptures in the public spaces. Urban development projects also seek to introduce artworks integrated to their urban design concepts in 1990s. Generally, the administrators responsible for these programs were rarely trained in any relative field study other than public administration. Installing sculptures tended to be considered as part of public works projects on the level of urban planning and construction. The general public is basically removed from participating in the critical decisions that actually impact their lives in relation to the artworks. In conclusion, public art in japan has unique social and historic background both in its advantages and disadvantages. Issues pertaining to art in public spaces have evolved over the decades as the term "sculpture pollution" began to appear by the mid 1990s. most of the problems originated in either the lack of monumentality, contextual consideration, quality, or public participation. From another point of view, these programs played great roll in the development of modern Japanese sculpture and patronizing process, and the creation of new urban landscape with aesthetic value. In this sense, they must be considered as successful and noteworthy examples of cultural administration and urban design policy.

일반음식점 신규영업주의 위생관리지식 및 위생행정에 대한 태도 (Knowledge and Attitude toward Restaurant-Related Sanitation of New Restaurateurs)

  • The purpose of this study was to investigate the sanitation affairs of general restaurants. The questionnaire survey on the attitude and knowledge toward sanitation, the attitude for sanitary administration and the sanitary education was conducted against new 600 restaurateurs who were educated from June 20 to July 11, 1996, at the administration hall's division of Kyungsangbook-do in charge of food industry that offered regular sanitary education to new restaurateurs annually. And the visit survey on sanitary practice was also conducted over 93 restaurateurs who obtained the commercial license for food service business. The findings from the survey were as follows; In regard to food sanitation, some 87.1 to 88.3% got the right knowledge about the reason and precaution of food poisoning, food's frozen or cold-storage, and the disposal of products after expiration of validity term. But it was about 20.8% to 50.0% who knew right about major precaution, storage temperature in refrigerator, fermented milk product's storage temperature and validity term. There was therefore a necessity for education in food sanitation. 38.2% of the subjects placed an emphasis on sanitary storage of foodstuffs as the most important thing in sanitary management. 33.8% emphasized cooking sanitation. The environmental sanitation was counted as the most important thing by 19.2%, and personal sanitation of worker was counted by 8.8%. There was differences in what they thought the most important thing was, according to the respondent's educational level and cooker. 86.6% replied it necessary to improve the sanitary level. The respondents who were younger or had better educational level emphasized more the need for it. Concerning health examination, 90.2% replied it necessary. 81.4% answered the reason was because there was a potentiality Quests might be infected with contagious disease. 78.5% pointed the need for sanitary education, but respondents with higher educational level less emphasized its needs. As the reason for poor sanitation, restaurateur's poor awareness about it was most frequently pointed out, by 46.9%. Cooking sanitation was most frequently counted, by 38.5%, as the first thing to be improved. As the most critical point in sanitary education, 34.5% indicated food's sanitary Quality control 30.9% mentioned sanitary treatment of kitchen facilities and peripheral environment, and 27.1% emphasized the summary of the general food sanitation. 77.7% answered to correct immediately in case of violating the Food Hygiene Law, and 12.0% replied to correct in the same case if they would get the order from public official or administrative action would be taken. Respondents with higher educational level answered more to correct immediately. What they wanted the government office to do toward sanitary improvement was a fund aid an facilities and management which was pointed out by 38.9%, a periodical sanitary education by 26.3% and a on-the-spot guidance of sanitary officials by 22.3%. In view of the food service business's sanitary practice, the rate of wearing a sanitary clothes was 32.9% in city and 35.0% in county. The rate of hand-washing without soap or non-washing at cooking was 73.9%, 85%, respectively. The rate of personnel sanitation was 34.2% in city and 50.0% in county. These things indicated the sanitation was not well practiced. To improve the poor sanitary conditions of the food service businesses, it is recommended to offer institutional backing and financial aid from administrative office, and encourage restaurateurs to take pride in their job. and conduct the sanitary education effectively by sanitary education institution.
