Economic Evaluation Algorithm of Island Micro-grid for Utility and Independent Power Producer (전력회사와 발전사업자 측면에서 도서지역용 마이크로그리드의 경제성평가 알고리즘)

  • Recently, regulation on carbon emissions has been strengthened according to the new climate change convention (COP21) held in Paris, and then Korea has decided to reduce CO2 emissions by 37% until 2030. As one of countermeasures, the government has energetically performed demonstration projects of island micro-grid including solar power, wind power and energy storage system. However, in order to smoothly introduce island micro-grid, it is a critical issue to carry out the economic evaluation for power utility aspect and independent power producer aspect. Therefore, this paper proposes economic evaluation algorithms of island micro-grid which are based on the present worth method, considering cost and benefit factors in the aspect of both sides. Firstly, in case of power utility this paper proposes algorithm to estimate a period of return on investment according to the introduction capacity of distributed generators replacing diesel generator. And also, in case of independent power producer, this paper proposes evaluation algorithm to estimate weighting factor of SMP and benefit rate based on break-even point related with cost and benefit. From a case study result on real island micro-grid model, it is confirmed that proposed algorithms are useful and practical for the economic evaluation of island micro-grid.

Subnational Population Projections of Korea Based on Interregional Migration Forecasting: A Multiregional Cohort-Component Method (지역간 인구이동의 예측을 통한 우리나라 시도별 장래 인구 추계: 다지역 코호트-요인법의 적용)

  • The main objective of this study is to conduct subnational population projections of Korea based on a multiregional cohort-component method. This objective is accomplished by: (i) establishing a viable framework to implement the multiregional cohort-component method with reference to the Markov chain model and Rogers' multiregional population projection model; (ii) applying the established framework to subnational population projections of Korea, 2005~2030. The main results are twofold. First, the proposed method turns out to be highly valid in a methodological sense, which is seen from a high level of coincidence between the estimated and the observed. Second, the projection results turn out to be highly useful in the sense that interregional migration flow matrices are resulted for projection periods. The projected migration flows are expected to provide invaluable information for an understanding of future population change and for a formulation of policy alternatives. This study is strongly inspired by the multiregional perspective emphasizing the evolution of multiple regional populations interconnected by interregional migration flows rather than the overall national change.

Population Projections for Busan Using a Biregional Cohort-Component Method (이지역 코호트-요인법을 이용한 부산광역시 장래 인구 추계)

  • The main objective of this study is to establish a population projection method based on the biregional cohort-component method and to apply it to population projections for Busan. Some drawbacks of using the net migration cohort-component method in a regional or local level population projection are demonstrated. A biregional cohort-component method, a variant of the interregional cohort-component method, is established as an alternative where in-migration and out-migration are separately considered and then are combined to produce a projection for the migration component. Predicated on the established method, population projections for Busan are undertaken for the period of 2005~2030 under three different scenarios. Considerably different projection results are obtained between the net migration and biregional methods; among others, the trend of population decline is more severe in the former than in the latter. An investigation of the temporal trend of the projected population shows that the proposed method is highly reasonable. In conclusion, the proposed method based on the biregional cohort-component method seems not only to be theoretically more robust than the net migration cohort-component method but also to be very effective in the real world application.

A Study of the Senior Citizens' Preferences over housing for Aging in Place (Aging in Place를 위한 노인주거시설 선호에 관한 연구)

  • The study was initially designed to look into the soon-to-be senior citizens' preferences for the life after retirement in aging society. Its outcomes are to be contributed to grading up the quality of housing culture through examining the expected changes of housing types in the future. The increasing number of the soon-to-be senior citizens becomes leading subjects in information, culture and consumption areas. Therefore it is significant to present a model of housing types for those citizens by analyzing their preferred residence after retirement. To complete those objectives, a set of questionnaires concerning sex, age, district, education and income of those subjects in 40's-50's, who are expected to be more than 20 percent of national population by 2030, were collected and analyzed to find out their preferences over housing types, residential welfare facilities, and co-housing. The results show that the preferences over the residential welfare facilities and co-housing for those who are able to move for themselves are low, while the preferences over single-unit houses in the suburbs within 2 hours from a city are very high. Preferences for apartments in the urban areas are high for those with high income and education. In contrast preferences for life in their hometowns are high for those whose income and education are relatively low. Most of those with some difficulties in moving for themselves want to get help with welfare facilities for the elderly people. And the preferences of those who want to receive help from assistants are different from those preferring to get help from their offsprings, which tells a need for further study of the convertible housing types according to their family members.

  • Global polarization at different scales has been more intensified than ever before. So, more complicated geographies are associated with global poverty and inequality, and their subsequent problems such as famine, disease, environmental degradation, and asylum seekers. These problems are apparently confined to specific countries and regions. However, they are a consequence of historical-geographic (post)colonial interconnectedness. In this sense, since the early 1960s, international development cooperation has significantly contributed to resolve or alleviate them. Especially, in 2015, the Millenium Development Goals(MDGs) project is finished and Sustainable Development Goals(SDGs) are newly set up as a global project to end human poverty. It is assumed that donor's IDC to accomplish SDGs will be more complicatedly implemented because SDGs contain more expanded and diversified forms of project targets than before. They are both possibilities and limits in the sense of development geography.

Ethnic Variation and Its Association With Malaria Awareness: A Cross-sectional Study in East Nusa Tenggara Province, Indonesia

  • Objectives: This study investigated associations between ethnicity and malaria awareness in East Nusa Tenggara Province (ENTP), Indonesia. Methods: A community-based cross-sectional study was conducted upon 1503 adults recruited by multi-stage cluster random sampling. A malaria awareness questionnaire was used to collect data, according to which participants were classified as aware or unaware of malaria. Logistic regression was applied to quantify the strength of associations of factors with malaria awareness. Results: The participation rate in this study was high (99.5%). The participants were distributed relatively evenly among the Manggarai, Atoni, and Sumba ethnicities (33.0, 32.3, and 30.2%, respectively). Malaria awareness was significantly different amongst these groups; it was most common in the Manggarai ethnicity (65.1%; 95% confidence interval [CI], 59.9 to 70.3) and least common in the Sumba ethnicity (35.0%; 95% CI, 27.6 to 42.4). The most prominent factor influencing the malaria awareness in the Sumba and Manggarai ethnicities was education level, whilst it was socioeconomic status (SES) in the Atoni ethnicity. The likelihood of malaria awareness was significantly higher in adults with an education level of diploma or above (adjusted odds ratio [aOR], 21.4; 95% CI, 3.59 to 127.7 for Manggarai; aOR, 6.94; 95% CI, 1.81 to 26.6 for Sumba). Malaria awareness was significantly more common amongst high-SES adults in the Atoni group (aOR, 24.48; 95% CI, 8.79 to 68.21). Conclusions: Low education levels and low SES were prominent contributors to lower levels of malaria awareness in rural ENTP. Interventions should focus on improving malaria awareness to these groups to support the Indonesian government's national commitment to achieve a malaria elimination zone by 2030.

Projection of Demand and Supply for Emergency Medical Technician by Using Produce Constants (배출상수를 이용한 응급구조사 수급전망)

  • Purpose : It was to find out demand and supply of EMT from 2007 to 2045 and to expand scope of practice of paramedic in Korea. Methods : This study was conducted by applying a projection formula to the data from admission quota for EMT of the Ministry of Education & Human Resources Development, rate of successful candidates of annual report of the National Health Personnel Licensing Examination Board etc. Results : The number of EMTs were 6,043 paramedics, 5,378 EMT-Bs until 2006 and two produce constants derived from simple estimation were paramedic 0.81, EMT-B 0.86. On the American basis of 5.6 EMTs per 10,000, the number of paramedics under the present act will reach the basis around 2015(5.02), the number of paramedics under the amended act will reach the basis around 2030(5.50). Conclusion : There was relationship between scope of practice of paramedic in the act and demand-supply of paramedic, this necessitates surveys, studies, amendment of the act, legalization for expanded scope of practice of paramedic.

Changes of Attitudes towards Old Urban Environments in the Comprehensive Plans of Seoul, from 1966 through 2014 (서울도시기본계획에서 나타난 오래된 도시 환경에 대한 태도 변화 - 1966년 기본계획에서 2030 서울플랜까지 -)

  • The purpose of this study is to explore changing attitudes towards old urban environments, represented in the comprehensive plans of Seoul, from the first 1966 plan through the most recent one of 2014. The results of analyzing all 6 Seoul urban comprehensive plans are as follows. The contents for considerations and actual planning actions for old urban environments were presented from the third comprehensive plan of 1990. The term 'historical heritage' was first applied in the urban park planning of the 1996 plan. In the 4th comprehensive plan of 1997, it began to regard historical landscapes as 'precious heritages' to make plans for using historical heritages in parts of landscape, education, and tourism. The scope of 'historical heritage' in the comprehensive plans has been expanded. This tendency continued to expand in the 5th plan of 2006, and again in the 6th plan of 2014. At the same time, in pursuing the identity of Seoul, 'historical heritage' in old urban environment came to be materialized further as planning objects.

Operation of a 3-Year Training Program for Elementary and Secondary Administrators to Foster Creative Convergence Talent (창의융합 인재 양성을 위한 3년간의 초·중등 관리자 연수 프로그램 운영)

  • The 2015 revised curriculum is structured around the core competencies of the 21st century, this is in line with the world's flow of education, such as OECD Education 2030. A future practical leading model was studied to provide a variety of creative teaching and learning experiences to elementary and Secondary students using intelligent information technology to cultivate core competencies such as ICT and computing thinking. In order for this practical model to stably settle the school field, the training was planned and operated to strengthen the creative convergence education capacity required by the teachers at the unit school through various types of the training. In particular, a nationwide administrators training program was operated for three years, reflecting the new curriculum, teaching and learning methods, and evaluation that can lead to future convergence talent training. In this paper, the perception of creative convergence education was investigated and analyzed considering the influence that administrators may have on the school field. Based on this, through the three-year operation results of the training, it was intended to establish a new training method for stable access to future creative convergence education under the post-corona era's social issues.

A Study on Improvement Plan of Teacher Librarians' Placement after the Revision of the Enforcement Decree of School Libraries Promotion Act (개정 학교도서관진흥법 시행 이후 사서교사 배치 및 양성에 대한 연구)

  • The purpose of this study is to find a better way for placement of teacher librarians after the revision of the Enforcement Decree of School Libraries Promotion Act. To do this, the literature research is applied for reviewing the policy and current status regarding the placement of school librarians. The Ministry of Education announced its willingness to secure the number of job openings for librarian teachers through the midium and long-term plan in the 3rd School Library Promotion Basic Plan. It is analyzed that 323 new teacher librarians need to be recruited every year, after estimating the demand for recruitment of teacher librarians by 2030, considering the 3rd school library promotion basic plan. Schools in Gyeonggi Province and Daegu with no school library personnel exclusively in charge of libraries have been allocated with temporary teacher librarians, as an attempt to comply with the legal obligation to place exclusive staff for libraries, faced with practical challenges of recruiting new teacher librarians in a limited amount of time. But survey through questionnaire method shows only 69 out of 122 survey participants, which account for 56.6%, have proper teacher librarian licences. According to the analysis of teacher librarianship status, only 146 people were trained in 2019. As a result, the field demand for librarian teachers surged, but it was found that the conditions for training excellent librarian teachers have not been provided. Therefore, it is necessary to actively prepare a way to secure a certain level of qualification holders with the qualifications of excellent teacher librarians.
