The Purpose of this study is to analyze the contribution of the total human capital formation to economic growth in Korea. In order to assess the contribution of the total human capital formation to economic growth, aggregate production functions are estimated using two ways of ordinary least squares and polynomial distributed lags based on 1955 - 1988 time series data in Korea. The total amount of investment in human capital is calculated by adding each amount of investment in formal education, vocational training, inter-provincial migration, and health in pecuniary terms. The findings of this study could be summarized as follows ; (1) If we enumerate the variables in good order according to the importance, we get the following ; namely, total number of labor force, inter-provincial migration, vocational training, health, physical capital, and formal education. (2) The contribution of the human capital to economic growth is much more larger than that of physical capital. In particular, it appears that inter-provincial migration and vocational training make a great contribution to economic growth. (3) It appears that investment in formal education has a continuous effect for fifteen years and maximum effect is observed approximately eight years later. In the case of vocational training, the effect of investment lasts for about 12-14 years and its effect on economic growth reaches maximum with the passage of seven to eight years after initial investment. (4) Investment in vocational training contributes more in the long run compared with investment in formal education. The effect of investment in formal education lasts longer than that of vocational training, while the effect of investment in vocational training is considerably larger in the short run compared with the investment in formal education.
본 연구는 외환위기 이후 상장제조기업의 생산성 추이 및 교육훈련효과를 분석하였다. 분석 결과, 외환위기 이후 상장제조기업은 시간이 흐를수록 저 생산성 국면에 빠지게 되었으며, 그 과정에서 상장제조기업의 고용 없는 성장, 물적 투자 없는 성장, 인적자본투자 없는 성장 현상이 관찰되었다. 그리고 생산성이 높은 기업의 고용비중이 늘고, 낮은 기업의 고용비중이 주는 효율적인 노동시장이 거의 작동하지 않았다. 또한 교육훈련이 생산성에 미치는 영향을 분석해 보기 위해 동적 패널 분석을 실시할 경우 교육훈련의 과소투자가 발생하고 있음에도 불구하고 교육훈련의 생산성에 대한 지나치게 높은 긍정적 효과가 나타나는 모순적 현상이 상당 부분 해결되었다.
This study is purposed to find out practical problems, explore possible changes and provide qualitative development and development policies of elementary school physical education facilities and training aids. The following is concluded through three rounds of Delphi questionnaires. First, the highest possible change is predicted in that obsolete sports facilities should be replaced and various training aids be purchased. Second, gyms should be established for ensuring indoor sports space and indoor sports facilities should be expanded. Third, modernization and advancement of sports facilities and training aids should be implemented by attracting private investment. Fourth, sports facilities at schools and communities should be exchanged for free. Fifth, sports facilities in the school playground should be diversified for physical education classes by putting play ground facilities in good conditions. Sixth, it is predicted that a sound distribution system can be established for ensuring creative, strong sports facilities and training aids. A department may take full responsibility of buying sports materials and establish an alternative idea for cooperative buying.
최근까지 우리나라 기업들 내부노동시장에서 임금연공성의 약화, 경력직 채용의 증가, 그리고 교육 훈련의 감소 등 상당히 유의한 변화들이 일어나고 있다는 사실이 통계자료로 확인되고 있다. 이번 연구에서 한국직업능력개발원 "인적자본기업패널" 자료로 기업 내부의 근로자들에 대한 교육 훈련 투자 축소 주요 원인으로 내부노동시장의 약화를 의미하는 정규직 경력직 신규채용비율의 상승 변수의 설명력이 통계적으로 매우 유의하고 강력하다는 점을 발견하고 있다. 전직의 임금손실 가능성도 상당 정도 축소되어온 것으로 나타났다. 내부노동시장의 약화 또는 이완, 그리고 이에 따른 기업 내 교육 훈련의 감소에 대한 대안은 결국 기업외부에 청년층과 중소기업을 위한 현실성 있는 고품질의 인재육성의 사회적 장치들을 구축해나가는 방향이어야 할 것이다.
The advent of the 4th Industrial Revolution is also causing many changes in defense operations. Defense reform and the fourth industrial revolution promoted smart defense innovation, and attempts are being made to incorporate cutting-edge science and technology into various fields such as weapons systems and defense operations. Education and training is one of the areas in which information and intelligence are urgently needed in the spirit of defense operations. Due to the nature of defense education and training, which aims to fight against the enemy, there is no emphasis on psychological training in the field rather than informatization, but in developed countries with various experiences of modern warfare, investment and vitalization of education and training are vital. Through this, efforts are being made to foster soldiers with problem-solving skills in uncertain battlefields. The informatization and intelligence of defense education and training is no longer a matter that can be delayed, and the innovation of education and training using cutting-edge science and technology can be said to be an age-old task to improve the results of education and training in the fourth industrial revolution. The purpose of this is because the application of related technologies is not the goal itself as the 4th Industrial Revolution arrives, but it has been made possible through the rapid advancement of science and technology that has made it difficult to realize education and training, even though it has long been desired. Ultimately, education and training data will be integrated and artificial intelligence-based intelligent learning systems will maximize the performance of education and training, thereby improving the combat readiness.
On the job training is useful : a part of on the job training has increased the marginal productivity of future and rate of wage. Investment in a human capital depends on character of investment and market conditions. The innovation role of small and medium firms has recently received increasing attention in newly industrializing countries as they attempt to transform their industries from labor intensive to technology intensive. It also suggests some implications to the small and medium firms' strategies and public policies accelerating research and development. Lack of qualified scientists and engineers often inhibits the small and medium firms' ability to access and assimilate external technical information. Such technical personnel are particularly scarce in NICs. Therefore, how to employ these technical staff should be an important issue for small and medium firms seeking to acquire distinctive competences. Small and medium firms must invest further education and training to its labor.
${\cdot}$ Recent social policy and labour markets debates in Europe, responding to the difficulties faced by the traditional neo-Keynesian welfare state settlement, stress the value of positive investment alongside de-regulation and greater flexibility as a way of achieving both economic and social goals. ${\cdot}$ Patterns of policy reform are complex and reflect differing national circumstances. A general move towards deregulation, constraints on entitlement to passive benefits, programmes to enhance employment, particularly among high-risk groups such as single parents and young people, targeted subsidies for low earners and casemanagement may be identified. ${\cdot}$ In relation to investment in education, research and development and combined training and benefit programmes to enhance mobility between jobs the picture is less clear. Education standards continue to rise, but research and development spending stagnates and few countries have developed substantial ‘flexi-curity’ programmes to support job mobility. ${\cdot}$ The labour market tradition in much of Europe has been one of conflict between labour and employers. As labour grows weaker, new approaches develop. These tend to stress productivity agreements and greater flexibility in work practices within firms and reforms to passive social security systems more broadly, but movement to support the more challenging investment and flexi-curity policies is slow. ${\cdot}$ In general, social and labour market policies in Europe stress deregulation and negative activation more strongly than social investment and ‘flexi-curity’. The countries with high growth and employment achieve that goal by different routes: Sweden has a closely integrated social democratic corporatism with high spending on benefits and training programmes and the UK a more liberal market-oriented system, with lower spending, highly targeted benefits and less mobility support. ${\cdot}$ Europe has something to learn from Korea in achieving high investment in human capital and R and D, while Korea may have something to learn from Europe in social investment, particularly flexi-curity and equal opportunity policies.
Enterprises that don't adapt to the changes can be weeded out, because IT sector is one of the most rapid rate of changes in business. The optimized job education and training are an essential part for the enterprises to handle the advanced and developed technologies, so the needs for the positive investments to the education and training about their employees and transformational leadership have been increased. This study verified how the transformational leadership of representatives in the IT enterprises affects the satisfaction of their ordering agencies as well as the transfer of education and training can be the intermediary role to them. From the results of the statistical analysis about questionnaire survey of 251 IT enterprises, dispatched their employees to public institutions in Ulsan, several significant outcomes are founded as follows. First, the transformational leadership of representative in the IT enterprises influenced the transfer of education and training positively. Second, the transfer of education and training positively affected the satisfaction of ordering agencies. Third, the satisfaction of ordering agencies are also affected from the transformational leadership. Finally, the some roles was influenced by the charisma of transformational leadership, and also, completely, the inspirational motivation and the intellectual stimulation of transformational leadership was affected by the intermediary roles to the satisfaction of ordering agencies. Based on the results of this study, representatives in the IT enterprises can be expected by the positive company results from improving the satisfaction of ordering agencies through the transformational leadership, which allow active investment in education and training about their employees and construction of pragmatic system through the education and training results for the organization, superiors and colleague.
The business value of IT has been the focus of the academic and business field in recent years, along with the massive IT investment. Unfortunately, those studies have not been able to demonstrate strong linkages between the IT investment and performance. The impact of IT investment on performance is an important research topic that needs to consider the role of key contextual factors and intermediate factors. This study develops an integrated model for IT investment, with the mediating effects of production/coordination performance towards firm performance. In addition, the model is moderated by some factors like ISP(Information Systems Planning), Business Planning alignment, top management support, IT education and training, and process innovation. The empirical result, based on the moderating regression analysis, indicates that the relationship between IT Investment and production/coordination performance is significantly positive depending on moderating factors. However, production/coordination performance is partially related to firm performance.
본 연구는 교육훈련이 기업내부환경과 직무만족에 직접적인 영향을 미친다는 선행연구를 통해 기업내부환경과 직무에 미치는 영향의 중요성을 인식하고, 내부환경요소와 직무만족에 미치는 영향을 구체적으로 분석 보완할 필요가 있다는 데 중점을 두고자 하였다. 여행업 교육훈련에 대한 재정립은 물론 교육훈련에 따른 종업원의 직무만족에 미치는 영향력에 대한 실증적인 분석을 통해 내부환경과 직무만족과의 연관성을 분석 구축하고, 종업원의 잠재능력 개발의 중요성을 인식함과 동시에 직무만족에 도움이 될 수 있는 시사점을 제시하는데 있다. 실증적인 분석결과로 여행업 종업원 교육훈련은 여행업 종업원들의 교육훈련동기와 성취욕구, 능력이 항상 갖추어지고, 여행업체 상사나 동료의 지원 또는 환경 분위기가 조성이 될 때 종업원의 직무만족을 이끌어 낼 수 있는 것으로 나타났다. 향후 여행업체의 조직내부환경 개선은 물론 여행업과 관련정부기관에서도 종업원 교육훈련의 중요성을 인지하고, 교육훈련에 장기적인 투자와 지원으로 적극적인 전문교육훈련체계 실시가 무엇보다도 필수적이라 본다.
