Economic-based approach for predicting optimal water pipe renewal period based on risk and failure rate

  • This study suggests a method for calculating the benefits of water pipe renewal based on an estimate of the water supply suspension risk. The proposed method based on five benefit items is more direct and specific than other benefit estimation methods. In addition, a methodology evaluating the economics of pipe renewal based on pipe failure rate is proposed for estimating the optimal renewal point from an economic perspective. By estimating the optimal renewal period based on a yearly benefit cost ratio per pipe in a case study area, it was possible to draft an optimal renewal plan for the subject region from an economic perspective. Compared with other methodologies, a reasonable optimal renewal period was derived from an economic point of view. The result of this study may be used to develop future water pipe renewal plans. Moreover, the proposed methodologies and results derived from this study can be applied to asset management plans.

특허의 경제적 수명의 결정요인에 관한 연구 : 갱신자료를 활용한 생존분석 (A Study on the Determinants of the Economic Value of Patents Using Renewal Data)

  • This paper explores the determinants of the economic value of patents using a survival time analysis. The analysis is based on renewal information of about 250,000 patents filed from 1984 to 2005 in the Korea Intellectual Property Office. A patent right is valid only when its owner pays yearly maintenance fees. Failure to pay causes patent rights to be lapsed. We use the fact that more valued patents live longer and the lengths of their renewals can be closely related to their value. The value can be affected not only by its own technological aspects such as quality and breadth, but also by characteristics of its owners such as innovativeness and age. This paper presents patent-specific and firm-specific characteristics which influence patent value. The result of analysis implies that patent value depends on both the technological contents of the patent and general capabilities of a firm.

  • 1996년부터 3단계 국가GIS 5개년 계획이 시행되고 있는 현재까지 지리정보기술은 다양한 분야에 활용되고 있으나, 그 기술의 근간이 되는 지리공간자료의 최신성과 정확성을 확보할 수 있는 체계를 갖추지 못하고 있다. 지리공간자료(수치지형도, 수치주제도)와 관련된 업무는 지형지물의 변화 발생에서 부터 자료수집, DB 구축, 유통, 공유 등 모두가 개별적으로 이루어지고 있다. 이와 같은 개별구조를 하나의 흐름으로 연계하여 효율적이고 체계적인 업무처리가 이루어질 수 있도록 일관성 있는 모형개발이 요구되고 있다. 본 연구에서는 대구광역시를 사례로 지리공간자료의 경제적 갱신과 교환 방안을 제시하고, 기존의 업무수행 절차와 비교하여 비용편익분석을 실시하였으며, 그 결과를 이용하여 모형을 개발하였다.

대구경 상수도관로의 경제적수명 산정 연구: P상수도 사례연구 (A study on the economical life of large-diameter water pipe: case study in P waterworks)

  • This study develops a model to estimate the economic life of the large-diameter water supply pipeline in Korea by supplementing existing methods used to perform similar calculations. To evaluate the developed methodology, the model was applied to the actual target area with the conveyance pipe in P waterworks. The application yielded an economic life computation of 39.7 years, considering the cost of damages, maintenance, and renewal of the pipeline. Based on a sensitivity analysis of the derived results, the most important factor influencing the economic life expectancy was the predicted failure rate. The methodology for estimating the economic life of the water supply pipeline proposed in this study is one of the core processes of basic waterworks facility management planning. Therefore, the methods and results proposed in this study may be applied to asset management planning for water service providers.

호주의 창조도시 개발사업에 관한 연구: 멜버른의 맬버농시를 사례로 (Developing Creative Cities in Australia: A Case Study on the City of Maribyrnong, Victoria)

  • 호주 멜버른지역에 소재한 맬버농은 작은 시급정부로, 시 정부 주도로 과거 군수산업용지를 정화하여 주택지구로 재개발하였고, 도시기반시설을 정비하여 경관을 개선하는 한편, 도심을 활성화하고 있다. 도심의 빈 점포를 임대하여 대학 캠퍼스를 조성하고, 도심에 Little Saigon이란 베트남 촌을 조성하는가 하면, 빅토리아 대학과 연계해서 창조산업 관련 창업보육사업을 통해 기업유치 및 기업육성을 위해 노력하고 있다. 이 사례에 기초해서 볼 때, 호주는 창조도시사업을 통해 사회 경제적, 도시경관적 여건을 개선하는데 성공하고 있으며, 그러한 과정에서 대학과 각급 정부, 그리고 시민단체의 역할이 큰 것으로 파악된다.

  • 본 연구는 서울시 도심재개발을 대상으로 도시공간의 재편과정에 내재하는 정치.경제적 논리를 규명함으로써 도시의 형성과 변화가 사회구조의 산물임을 밝히고자 하였다. 서울시의 도심재개발 사업은 1970년대 전반부터 생산과정의 분화가 이루어짐에 따라 대기업 본사가 도심으로 집중하는 상황에서 시작되었다. 또한 도심재개발은 1980년대 불황국면에 접어들면서 더욱 활발해졌는데, 이는 불황시기의 유휴자본의 문제를 도시공간을 재개발하는데 투자하여 극복하려는 논리에 근거한 것이었다. 그리고 도심재개발은 이를 전체적인 수준에서 주관하고 토지소유권의 통합, 토지수용권의 인정, 제 3개발자 인정, 재정. 세제상의 혜택, 건축규제의 완화 등 법적. 행정적 지원기관인 서울시의 정책과 맞물려 있었다. 그 결과 생활터전으로써의 도심은 업무공간으로 단순화되고, 도심인구의 空洞化現象은 더욱 심화되었다.

  • Underground infrastructure systems provide essential public services and goods through buried structures including water and sewer, gas and petroleum, power and communication pipelines. The majority of existing underground infrastructure systems was installed in green field areas prior to development of complex urban built environments. Currently, there is a global trend to escalate major demand for underground infrastructure system renewal and new installation while minimizing disruption and maintaining functions of existing superstructures. Therefore, Engineers and utility owners are rigorously seeking technologies that minimize environmental, social, and economic impact during the renewal and installation process. Trenchless technologies have proven to be socially less disruptive, more environmentally friendly, energy conservative and economically viable alternative methods. All of those benefits are adequate to enhance overall sustainability. This paper describes effective sustainable solutions using trenchless technologies. Sustainability is assessed by a comparison between conventional open cut and trenchless technology methods. Sustainability analysis is based on a broad perspective combining the three main aspects of sustainability: economic; environmental; and social. Economic includes construction cost, benefit, and social cost analysis. Environmental includes emission estimation and environmental quality impact study. Social includes various social impacts on an urban area. This paper summarizes sustainable trenchless technology solutions and presents a sustainable construction method selection process in a proposed framework to be used in urban underground infrastructure capital improvement projects.

  • This study is to find countermeasures of facility space according to the development of new educational program and the opening of education market from the renewal of existing facilities. The renewal is consider as the worldwide trend for enhancing added value of the facilities in economic side of educational facilities as well as educational contents. This study selects six from 94 elementary schools in Kwangju-city to examine our educational conditions, understand using conditions and recognition of existing space and possibility of the recycle. The hypothesis that recognition of existing facility space in school may be varied according to physical conditions of children is made in four sides, six elements and two trends are extracted and then life pattern, size, sense of materials and cognition of three types of passage space are analyzed. Accordingly, this study obtains such results that passage space is life space having strong place concept and there is the possibility of renewal of existing school building facilities corresponding to multipurpose of school facilities.

경주도심 노후주거지 현지개량방식의 주거환경개선방안에 관한 연구 (A Study of the On-site Housing Improvement Project and Suggestions for the Downtown Area of Gyeongju)

  • With old housing being renovated in both the Gatdui and Daean areas, of the Gyeongju downtown area, this study was carried out to examine the implications of various renewal approaches in a city that is rich in both history and culture. The study included a physical survey of the areas under construction as well as a questionnaire given to residents to analyse their level of satisfaction with and requirements for housing and their preferring housing types. The study also analysed renewal patterns among the residents were analysed by examining the ways in which particular renovations had been performed. The findings showed that both governmental authorities and private parties need to be involved and work together if such renewals are to be successful. In recent years there have been regular conflicts between those in favor of development and those in favor of preserving the historic and cultural resources of the city. At times the city identity has been neglected by residents. In the future, it will be necessary to take both development conditions and the residents' economic situations into consideration when making decisions about renewal and to consider a wide range of methods for rearranging housing patterns, with the goal of transforming housing renovation into a broader program of social rearrangement for the purpose of improving social patterns in the city.

수도사업자의 장래 재정계획과 연계한 상수도시설의 최적 개량계획 수립 모델 개발 연구 (A Study on the Development of Optimal Renewal Planning Model in Water Supply Facilities Connected to Future Financial Plan of Water Providers)

  • It is considered necessary to renewal a considerable number of water supply facilities in Korea because they began to be intensively buried in the period of rapid economic growth. Accordingly, local water providers are required to take measures against this situation, but they have currently been caught in a vicious circle of the lack of budget spent in renewing water supply facilities because county-based small-scale local water supply cannot afford to cover annual expenditures with their revenues from water rates. Therefore, this study developed an optimal renewal planning model capable of achieving a balance of financial revenue and expenditure in local water supply using nonlinear programming and furthermore of minimizing the total cost incurred during the analysis. To this end, this study selected the water supply area located in County Y as a research area to build the financial revenue and expenditure and used Solver function provided by Microsoft Excel to use nonlinear programming. As a result, this study developed an optimal renewal planning model minimizing incurred costs in consideration of 6 items in the financial revenue and expenditure. The optimal renewal plan was modeled according to the available annual budget. As a result, this study proposed SICD, a scenario to minimize total costs from the perspective of water suppliers, and SITS, a scenario to minimize the increase in water rates from the perspective of consumers. It can be said that the method proposed in this study is the core of the optimal financial and renewal plans as a final stage of asset management for water supply facilities. Therefore, it is considered possible for local water providers to use the method proposed in this study according to circumstances for the asset management of water supply facilities.
