Evaluation methods are employed in environmental impact assessment to choose between different project site, to determine the required measures to compensate impact and to decide whether the environmental impacts are more important than the social or economic effects of a project. The main obstacles that restrict use of quantitative evaluation method are a Lack of knowledge about the environmental effects (e.g. if impacts on wildlife or landscape amenities are predicted) and the relative importance of economic and social issues compared with nature conservation stability of ecosystem or landscape beauty. In Germany, the most common method for site planning is the "ecological risk analysis". It is a kind of multi-criteria-decision-method based on quantitative and qualitative description and ordinal ranking. The various kinds of "ecological balancing methods" that are more recently developed (within the last decade) to quantify the required amount for compensatory measures instead often use cardinal figures to express the value of ecosystems, the intensity of impacts, the need for additional measures to compensate for long recuperative periods when restoring ecosystems and so on. There are still only a view attempts to quantify decisions between environmental and socio-economic issues. Multicriteria-analysis as well as cost-benifit-analysis was used. Some new approaches which are still in a preliminary status are based on contingent valuation and on calculations for compensatory payments (instead of compensatory measures).

As the environmental impacts of fossil fuel energy sources increase, the South Korean government has tried to change non-environmental-friendly enery sources to environmental-friendly energy sources in order to mitigate environmental effects, which lead to global warming and air pollution. With both a limited budget and limited time, it is essential to accurately evaluate the economic and environmental effects of renewable energy projects for the efficient and effective operation of renewable energy plants. Although the traditional economic evaluation methods are not ideal for evaluating the economic impacts of renewable energy projects, they can still be used for this purpose. Renewable energy projects involve many risks due to various uncertainties. For this reason, this study utilizes a real option method, the Geske compound model, to evaluate the renewable energy projects on Jeju Island in terms of economic and environmental values. This study has developed an economic evaluation model based on the Geske compound model to investigate the influences of flexibility and uncertainty factors on the evaluation process. This study further conducts a sensitivity analysis to examine how two uncertainty factors (namely, investment cost and wind energy production) influence the economic and environmental value of renewable energy projects.

Impact evaluation은 현재 시행중이거나 과거에 시행된 프로그램이 국가나 평가대상에 미치는 영향을 정량적으로 측정하는 평가 방법으로 경제적 상황이나 시장 트렌드와 같이 결과에 영향을 미칠 수 있는 외부효과를 제거하고 순수하게 프로그램만의 영향력을 산출한다. 이 방법은 원래 미국의 DOE(Department Of Energy)산하 EERE(Energy Efficiency and Renewable Energy)에서 프로그램 평가를 위해 사용하는 General Program Evaluation Guide에서 언급된 5가지 평가방법 중 하나로 미국의 신재생에너지 프로그램 평가에 주로 사용된다. 이를 한국에 적용하기 위해 미국의 주택용 풍력보급 사업을 평가한 보고서인 Economic Development Impacts of Community wind Projects: A Review and Empirical Evaluation 을 분석 했다. 이 보고서에서는 I/O model을 이용해 직접적 영향력, 간접적 영향력, 유도된 영향력을 구했으며 이를 기존의 평가 보고서와 비교해서 시사점을 도출하였다.

Inflow of foreign workers and immigrants increase the supply of unskilled labor in the economy. In measuring their impacts, an impact evaluation method produces unreliable estimates because a control group independent from their impacts is hardly found within the economy. This study adopts an aggregate factor proportions approach and measures the impacts by estimating the effects of skills proportion changes in labor supply on relative wages. The estimation uses two and three skills groups categorized by education levels. The study reveals that foreign workers and immigrants contribute to economic growth by a small margin while they significantly widen the wage gap between native skilled and unskilled workers. The result is based upon the fact that the existing foreign workers and immigrants are predominantly the least skilled groups. The estimates can be applied in predicting the impacts of labor inflow from North Korea which always remains as a possibility in Korea.

The Maglav system project affects communities and are usually funded by public agencies. Evaluation of this project that considerably impact whole communities requires public involvement. This specific requirement of transportation projects determines the method of their evaluation as the impacts are estimated from the transportation economic point of view. Especially evaluation criteria must reflect the needs of the interested parties and should consider all foreseeable benefits and losses caused by the Maglav project. To select evaluation criteria and evaluation method may help a decision--maker in making a best selection for a Maglav project.

What benefit items from railroad investment are evaluated, and how those items are quantified have profound impacts on the feasibility of the proposed investments. They also have implications on the projects priorities, not to mention on intermodal comparison between highway and railroad. Evaluation procedures currently being utilized in Korea show limits in fully evaluating railroads' investment impacts. Economic and practical implications are evaluated for including revenues for railroad investment. Based on the critical evaluation of procedures in other countries, and based on the analysis of Korea's national transportation goals, new and improved benefit items are redefined and quantification guidelines are proposed.

This study was conducted to get local residents' attitudes information and management information toward tourism impacts in Black Hills of South Dakota, U.S.A. It used Importance-Performance analysis to evaluate local residents' attitudes about the impacts of tourism. A total of 184 respondent data were used in this study. The return rate was 54%. 184 out of 340 questionnaires. Most respondents expressed high positive about the local economic impacts of tourism and environment impacts of tourism had not obvious negative on them. In 23 variables of tourism impacts there were a few significant differences in certain socioeconomic characteristics of the respondents as residence length and income. The results of Importance-Performance evaluation indicated useful future management decision information.

The purpose underlying this study is to evaluate tourism development impacts from analyzing residents' and tourists' perceptions. Questionnaire surveys were carried on Kanhyun area in Kangwondo, Korea. Generally, residents in the area perceive positive economic impacts due to tourism development, however levels of employment and economic independence of the locality are perceived low. Sociocultural changes also bring negative aspects in life and residents' awareness of environmental impacts show far more negative. Tourists' satisfaction levels with the area and the management attributes are relatively high. Some suggestions are made based on the result of the survey to help the area to be more successful as a tourist destination. More comprehensive research is needed for the future study.

This article describes a comprehensive methodology for the evaluation of the middle part of nuclear fuel cycles. Evaluation of fuel cycles is basically divided into two parts. The first comprises nuclear calculation, i.e., creation of the strategy for nuclear fuel reloading and core design calculations. The second part is the business-economic evaluation of the selected reloading strategy, which can be done either by financial analysis or economic analysis. The financial analysis incorporates the perspectives of a company while the economic analysis can be used primarily by national economists or politicians. This methodology was applied to a case study that is focused on impacts of switching from a 12-month to an 18-month fuel cycle strategy for Water-Water Energetic Reactor (VVER)-1000 reactors.

As a new duty of universities, contributions to localities and regions are magnified as an important issue and overseas universities are creating it as the index to use self evaluations and public relations actively. The universities in Korea are expanding resources usage of university and proceeding various businesses to enhance co-operation with local government, civic groups and companies lately. However, it is still in an embryo. This study is aiming to analyze cases of foreign universities and the socio-economic impacts of university on the region and discover evaluation index based on the results to be applied to the universities in Korea. This study had considered the evaluation of local effect by the university conducted by the Higher Education Funding Council for England(HEFCE) which is the representative case to analyze the impacts of university on the region at the level of government and independent organizations. The applicable common index had been extracted for universities in Korea from case studies on University of Rochester in the US and University of Birmingham in the UK considered as a representative university in North America and Europe respectively which are publishing a white paper on local and regional impacts of the university by using various index. As a result, 24 items in six areas(economic influence, research, education, art & cultural services, regional development, and the field of university specialization) had been deducted as the evaluation index which represents the local and regional impacts of university. This index could be secured through holding materials of each university and 'Higher Education in KOREA' as university information disclosure service and it might be applied to the universities in Korea.
