Earned Value Management System(EVMS) is a highly efficient tool in the project management, but it cannot easily determine the Actual Cost due to the indistinct criteria and extensive data. This study introduces a EVMS for project management and its actual case based on EVMS and ERP system which some additional modules are installed for performance measurement. It is expected that this new method enables a company to improve transparency by specifying expense items in detail and to switch quarterly settlement to monthly by reducing the time of calculation.

In these days, Cost and Scheduling was managed effectively because of introduction of EVMS to construction project. However the EVMS is appropriate methods to advanced country, so it is difficult to apply into domestic construction project. in this paper weighted value n, m was used of compositive index(CI) to forecast Estimate At Completion (EAC) using statistical analysis in credible interval the objective of this paper is to verify compositive index(CI) and to forecast Estimate At Completion (EAC).

The Korean nuclear industry acquired technology for each construction stage including engineering, procurement, construction and commissioning from advanced nuclear countries. While the levels of technology and quality have greatly improved, the same cannot be said for the level of project management. In particular, the level of project performance measurement and forecasting project risk still remain at the single project management level. Thus, this paper reviewed the concept of the EVMS method and requirement for the system. The adoption of the EVMS, an advanced project management method, can enable efficient management of project risks and promote an adequate environment for project implementation.

Using EVMS can probably cause lots of confusion under the different systems and different circumstances of the construction industry between Korea and The United States, because The United States has wide experience in applying to EVMS during several decades but Korea has not. Therefore this research deals with the problem about Performance Indices in forecasting EAC(Estimate at Completion) among the problems of using EVMS. A target index of testing in this research is the Performance Indices used in the research at home and abroad in the past and those is applied to APT projects within the country with statistical method. Through this method, we can catch the tendency and the properties of the Performance Indices for applying to Korea.

Our government operates earned value management system (EVMS)of construction schedule and cost for improving earned management system of the construction projects. but There is two unification Method construction schedule and cost to estimate construction progress currently. This weight a staff work. therefore this study present unification method which operate integrate schedule and cost by using work task. In order to inflect verification and model of schedule and cost, this study develop prototype of EVMS.

It seems that a primary concern of the project-based company, which provides a large scale product or service over long term period, is to run a successful project through systematic project process control and control costs. One of the typical project control methods is Earned Value Management System(EVMS) which analyses the precess through performance measurement. Even though the EVMS is a highly efficient tool in the managerial aspect, it cannot easily determine the Planned Value(PV), Actual Cost(AC), or Earned Value(EV) due to the indistinct criteria and extensive data. The accurate calculation of AC in particular, is the basic of project management, but most companies record direct personnel expenses or direct expenses only. Since they calculate indirect expenses based on the estimated ratio, it limits the systematic project management that reflects changes in profit and loss of a company. This study introduces a EVMS for project management and its actual case based on EVMS and ERP system which some additional modules are installed for performance measurement. It is expected that this new method enables a company to save time and effort, and also to improve transparency by specifying expense items in detail and to switch quarterly settlement to monthly by reducing the time of calculation.

Earned Value Management System(EVMS) has been institutionalized as an advanced management technique of construction project lately. And its research has been in the active progress in order to utilize the earned value concept as a project management tool for construction project ordered by both government and private sector. However it is necessary to test and prove the EVMS's adaptability to our construction environment by EVMS's several of operations before its introduction. Project forecasting phase of EVMS is the Estimate at Completion by utilizing earned value data. So, the purpose of this study is to propose EAC evaluation method for evaluation the accuracy of the EAC and encouraging cost realism, and to test for proving the validity of the evaluation methods through hypothesis testing.

The System Engineering(SE) and the Earned Value Management System(EVMS), as parts of the scientific project management methodology, have been applied to Surion Helicopter R&D Program. The concept and application process of SE methodology, requirements management and applications output by DOORS program are described in this study. The concept and application process of EVMS, analysis results of schedule/cost variance for Surion RF equipment are also discussed in this study. Though the Surion R&D program is still on-going, it is found that the measures of effectiveness of SE and EVMS applications are verified.

In construction projects, it is very important to evaluate the performance of works in comparison with the cost and schedule plans. So, on the first of July, 2000, the Ministry of Construction and Transportation announced the EVMS will be applied in public sector soon. However there are still many arguments about how to establish the Performance Measurement Baseline(PMB) and how to evaluate the progress with accuracy. And many people confuse the meaning of EVMS with that of cost and schedule management. So, the purpose of this research is to propose the new useful methods to set up the PMB and to assess the exact progress in consideration of cost, schedule, and float time for successful implementation of EVMS.
