사회적 통합.배제 지표 개발을 위한 연구 - 영구임대아파트 거주자를 중심으로 - (The Development of Social Inclusion.Exclusion Indicators - Focused on the Permanent Rental Apartment Dwellers -)

  • This study was to develop the indicators for understanding social inclusion exclusion of the dwellers living in permanent rental apartment, and to present a important base about priority order of national housing policy for social inclusion. The ultimate purpose of this study was to provide basic information for the development of permanent rental apartment renewal techniques. The first phase of the study was to review of the social inclusion exclusion indicators mentioned in the literature. The indicators of EU (2001, 2006), KIHASA (2005), and Jehoel-Gijsbers & Brooman (2007), which were applied in many studies about social inclusion, or included various items about dwellers' subjective attitudes, were selected to construct the framework for the study. On the basis of 3 kinds of indicators at the above, the dimensions of social inclusion exclusion were categorized as material deprivation and access to social rights in an economicstructural exclusion view, and social participation and cultural normative accommodations in a socio-cultural exclusion view. And then, the domains of social inclusion exclusion were decided as follows: income, employment, education service, housing, health, family networks and social networks. The detail contents of indicators were adopted from the prior studies as many as possible, and the dwellers' subjective attitudes and housing domains were intensified with reference to UN housing rights and the study of "residents' satisfaction of housing facilities living in permanent rental housing". The developed indicators were modified through the advisory committee that consist of the specialists from the various fields of studies. The final indicators that were overlapped or not able to be measured were eliminated, and added, in a housing domain, the standards of convenient facilities, the management condition, safety, location, crime and etc. in the apartment complex, which were required to complement in the advisory committee.

  • 전자산업과 정보기술(Information Technology)산업의 발달은 산업 및 경제구조를 크게 변화시키고 전자상거래는 새로운 방법이 도래하였다. 전자상거래는 시간적 공간적 제약을 극복하고 국경을 뛰어넘는 경제활동을 수행하면서 경제 사회 패러다임에 큰 변화를 가져오고 지난 수 천년 동안 인류가 행하여 왔던 상거래방식인 중간유통단계인 상점을 매개수단으로 하는 방법에서 벗어나 기업은 소비자에게 제품을 직접 판매할 수 있고 소비자들은 자신이 원하는 상품을 자신의 집에서 선택할 수 있어 비용절감 효율성 증대 시장확대 등의 효과를 가져올 수 있다. 전자상거래의 발달로 조세분야에서도 OECD, 미국등 선진국에서는 통일된 과세원칙을 정립하기 위하여 많은 관심을 보이고 있다. 우리 나라에서도 최근 전자상거래에 따른 조세정책 및 조세행정의 문제 등 과세문제에 대한 논의가 활발하나 아직 구체적인 방안이 마련되지 않고 있다. 따라서 본 연구에서는 국내외 논의 동향을 중심으로 우리 나라 전자상거래의 조세제도에 대한 문제점에 대한 개선방안을 제시하고자 한다.

국내 물질안전보건자료 영업비밀 심사제도의 도입·운영에 대한 검토 및 제안 (Examination and Suggestions on Introducing and Administering Confidential Information Review on Material Safety Data Sheets)

  • Objectives: From a policy perspective, the introduction of confidential information reviews is a vital task for expanding workers' right to know and improving hazardous materials information communication. In this study, rational methods for introducing and administering confidential information reviews were examined as a part of advancing chemical information communication. Methods: The domestic status, social demands, and control cases from other countries about confidential information in material safety data sheets(MSDSs) were all examined. Additionally, principles for introducing MSDS confidential information review, what needs to be revised prior to its introduction, and procedures and manners of reviewing confidential information were suggested. Results and Conclusions: When composition information on MSDS needs to be protected in the EU and Canada, confidential information should be claimed and then approved by competent authorities with a principle of reviewing confidential information prior to rescinding information from MSDS. Applying the same principle, certain information on an MSDS that needs to be protected should be reviewed and approved in Korea. As a result, the MSDS is communicated with approval numbers replacing composition information. MSDS confidential information review has five steps, including deciding whether chemicals claimed to be confidential are excluded from applying for a confidentiality exemption, the names and concentration ranges of ingredients are adequate, and the claimed information is valid in terms of confidentiality.

도시지역 노인의 치매 위험요인에 관한 단면연구 (Community Based Cross-sectional Study on the Risk Factors of Dementia among the Elderly in a City)

  • Objectives : To identify the risk factors of dementia among the elderly in a large city. Methods : A cross-sectional study was conducted in July 2001, with potential participants selected by stratified two stage cluster sampling of the elderly population of Keumgog dong, Busan. A total of 452 elderly people aged 65 years and over, underwent a two phase diagnostic procedure. Mini-mental State Examination-Korean (MMSE-K) and Samsung Dementia Questionnaire were used for the 1st stage, and the Clinical Dementia Rating Scale (CDR), the Bartel ADL, and IADL Index, the Korean Geriatric Depression Scale (KGDS), the Modified Hatchinski Ischemic Scale (MHIS), and other laboratory tests were used for the 2nd stage. Results : Of the 446 participants finally chosen, 45 were confirmed with dementia, and 363 as normal, with the rests not confirmed with dementia or as normal, were excluded from the analysis. According to the logistic regression analysis, the risk of dementia was significantly higher In: people aged 80 and above (OR=4.36, 95% CI=1.97-9.62), illiterate (OR=3.58, 95% CI=1.71-7.46), who had a history of strokes (OR=6.35, 95% CI=2.71-14.87), or who had 3 history of hyperlipidemia (OR=4.74, 95% CI=1.65-13.61), compared to their counterparts. Conclusions : These results suggest that efforts to prevent strokes and hyperlipidemia can significantly decrease the risk of dementia.

ARDL-Bounds Test에 의한 요소가격균등화 검정: 한국, 미국, 일본을 중심으로 (ARDL-Bounds Testing Approaches to the Factor Price Equalization: The Case of Korea, U.S., and Japan)

  • 본 연구는 한국, 미국, 및 일본간의 상호무역에서 요소가격균등화가 성립되는가를 ARDL모형에 의한 bounds test로 분석하여 요소가격균등화(factor price equalization, FPE)의 동일성(equality)과 수렴성(convergence)을 검정하려는 시도이다. 실증분석결과에 의하면 국제화가 심화됨에 따라 국가간 무역에서 시현될 가능성이 높아진 요소가격균등화는 무역규모에 있어서 상대적으로 대국인 미국이나 일본보다는 한국과 같은 소국에서 나타나며, 실질변수 보다는 명목변수를 통한 조정과정이 용이한 것으로 분석되었다. 그리고 국가간에 노동이나 자본과 같은 생산요소가 직접적으로 이동하는 단기적인 효과가 요소가격균등화에 미치는 영향은 미미한 것으로 분석되어 요소가격균등화가 장기적인 경제현상임을 알 수 있다. 따라서 우리나라의 경우 교역비중이 높은 미국, 일본, 중국, 및 EU 등과의 무역정책과 기타 국가와의 무역정책은 선별적으로 수립해야 하고, 또한 보다 장기적인 차원에서 시행하여야 할 것이다.

신육종기술의 규제 전망 및 문제점 (Trends in the global regulation of new breeding techniques and perspective)

  • 'New Breeding Techniques (NBTs)' have been one of hot issues, since their future will be affected profoundly by national as well as international regulatory landscapes. In this review, we compare characteristics of NBTs with conventional and genetic modification, and analyze genetically modified organism (GMO) regulatory systems in the context of possible regulation of NBTs. NBTs are very heterogeneous in terms of principles, methodologies, and final products. As Living Modified Organisms (LMO) is defined in the Cartagena Protocol on Biosafety (CPB) as an organism containing novel combination of genetic materials obtained by the use of modern biotechnology, CPB as well as other national legislations locate itself somewhere in the middle between product-based and process-based regulations. It is also noted that jurisdictions with regulatory systems more oriented to product-based one tend to be more productive and decide or may decide to exempt site-directed nucleases-1 from GMO regulation. In this context, Korean legislations are reviewed to clarify the commons and differences in GMO definitions. Act on Transboundary Movement of LMO Act, Food Sanitation Act and Agricultural and Fishery Products Quality Control Act are three major acts to regulate GMOs. It is noted that there are differences in the definition of LMO or GM food/products especially between the LMO Act and the Food Sanitation Act. Such differences may cause conflicts between Acts when policy-decision regarding the regulation of NBTs is made. Therefore, it is necessary to reorganize legislations before policies regarding the regulation of any techniques from biotechnology are made.

ISMS-P와 GDPR의 개인정보보호 부문 연계 분석 (A Linkage Analysis of ISMS-P and GDPR; Focused on Personal Information Protection)

  • The importance of the personal information has been increased, there have been a lot of efforts to establish a new policy, certification or law for administrating personal information more effectively and safely. Korean government has operated ISMS and PIMS certification system to assess whether an organization has established and managed appropriate information security system or not. However, it has been addressed the needs for revising and modifying of PIMS and ISMS. It is evaluated there are a few overlapped criteria to assess information management system in both ISMS and PIMS. ISMS-P certification, combining with ISMS and PIMS, is, finally, suggested, in the recent. GDPR is established having an aim of primarily to give control to individuals over their personal data and to simplify the regulatory environment for international business by unifying the regulation within the EU. This study compares GDPR and ISMS-P, focusing on "personal information". It can be expected to contribute as followings. This study can be a criterion for self-evaluation of possibility to violate of GDPR of a firm in preparation for ISMS-P. Second, this study also aims to increase the understanding of the role of ISMS-P and GDPR, among various certifications with the purpose of assessment of the information security management system, by reducing the costs required to obtain the unnecessary certification and alleviating the burden. Third, it contributes to diffusion of ISMS-P newly implemented in Korea.

빅데이터와 개인정보: 규제변화의 필요성 (Big Data and Personal Information: Needs for Regulatory Change)

  • 빅데이터를 활용한 다양한 가능성에 대해서는 최근 수년 동안 지속적으로 이야기되어 왔다. 한편으로 개인정보보호의 중요성 또한 점차 강조되고 있는 것이 현실이다. 빅데이터의 활용성을 높이기 위해 개인과 관련된 다양한 정보들을 취합하는 과정에서 개인을 어느 정도까지 특정할 것인가 또는 빅데이터를 구축하고 활용하는 여러 기업들이 개인정보를 어느 수준까지 활용하여 개인화 서비스를 제공해야 하는가와 같은 문제들이 발생하고 있다. 본 논문에서는 개인정보의 보호와 관련하여 유럽의 GDPR과 미국 캘리포니아주의 CCPA 사례를 살펴보고 국내의 빅데이터3법 개정안에 대해 살펴보았다. 또한 개인정보의 빅데이터 활용에 있어 비식별화된 정보의 재식별 가능성에 대한 고려, 개인정보 사용 동의의 사회적 비용 측면, 민간과 정부의 빅데이터 구축과 결합에서 발생가능한 문제, 규제환경 형성에서의 정책적 시사점에 대해 논의하였다.

화성성역의궤 분석을 통한 조선시대 팔달문 건설 소요자원의 현대적 해석 (A Modern Interpretation of the Resources Required for the Construction of Paldal-mun in the Joseon Dynasty through the Analysis of HwaSungSungYouk-EuGye)

  • 화성성역의궤에는 화성성역에 대한 상세정보가 기록되어 있으나, 현대적 건설관리 관점에서 분석과 평가는 제한적으로 진행되었다. 이에 본 연구에서는 팔달문을 대상으로 하여 시간, 비용, 인력 등 건설관리 관련 정보를 분석하였다. 팔달문 건설에 주요공종은 기초공사와 석공사였고, 전체 공기는 6개월로 전체적으로 매우 빠르게 공사가 진행되었다. 팔달문 건설의 소요비용의 총합은 약 52,423냥인데, 자재비에 약 15,9332냥이 소요되고, 인건비에는 약 36,4901냥이 소요되었다. 이를 현재가치로 환산하면, 자재비 약 11억원, 인건비 약 25억원으로 합은 약 36억원 수준이다. 향후에 공종별 작업 기간과 연계된 상세 투입인력 도출 등 추가적인 연구를 진행할 예정이다.

A Study on the Protection of Biometric Information against Facial Recognition Technology

  • In this article, the authors focus on the use of smart CCTV, a combnation of biometric recognition technology and AI algorithms. In fact, the advancements in relevant technologies brought a significant increase in the use of biometric information - fingerprint, retina, iris or facial recognition - across diverse sectors. Both the public and private sectors, with the developments of biometric technology, widely adopt and use an individual's biometric information for different reasons. For instance, smartphone users highly count on biometric technolgies for the purpose of security. Public and private orgazanitions control an access to confidential information-controlling facilities with biometric technology. Biometric infomration is known to be unique and immutable in the course of one's life. Given the uniquness and immutability, it turned out to be as reliable means for the purpose of authentication and verification. However, the use of biometric information comes with cost, posing a privacy issue. Once it is leaked, there is little chance to recover damages resulting from unauthorized uses. The governments across the country fully understand the threat to privacy rights with the use of biometric information and AI. The EU and the United States amended their data protection laws to regulate it. South Korea aligned with them. Yet, the authors point out that Korean data aprotection law still requires more improvements to minimize a concern over privacy rights arising from the wide use of biometric information. In particular, the authors stress that it is necessary to amend Section (2) of Article 23 of PIPA to reflect the concern by changing the basis for permitting the processing of sensitive information from 'the Statutes' to 'the Acts'.
