  • This paper identifies the determinants of adoption and diffusion of e-government services, and examines the causal relationship among the variables of adoption behavior. The main findings, based upon survey responses from service users, are as follows: first, both the value of service and the socially influencing factor have the positive effect to the intention of utilizing services. Second, the socially influencing factor has the indirect effect to the intention of utilizing services, because it positively affects the value of service. The interaction factors, however, do not directly affect the intention of utilizing services. These interaction factors indirectly affect the intention of utilizing services through the path which increases the value of service, and its effect is larger than the socially influencing factor.

  • While most of the previous information technology adoption and diffusion researches focus the critical factors not on the organizational perspective but on the individual perspective based on the various reasons such as informational characteristics. This paper will try to analysis the adoption and diffusion factors of the Internet related technologies based on the organizational perspective. Nowadays, in especially, the evolving and fast diffusing Internet related technologies and the flourishing e-commerce applications pressure retail banks that prepare the new types of online payment systems to maintain their existing and new customer relationship and compete with their potential competitors in the coming market environments. In addition, while most previous researches only focus on the adoption of new information technologies, this paper not only analysis the adoption of innovational technology but also analysis the diffusion process in an organization, which encourage practitioners and researchers to reveal more detail and practical analysis of the innovational technology adoption and diffusion process in ann organizational setting. Based on the previous researches, there are several factor-category will be selected for this research: 1) organizational factor, 2) within banking industry factor, 3) non-banking industry factor, 4) customer acceptance factor, 5) government factor, and 6) the functionality of e-commerce systems factor. Finally, in this study, we assumed that the more sophisticated e-commerce adopting banks provide the more broad range of banking services in general. Thus, we develop the extended integrated technology diffusion model to provide empirical evidences to distinguish between adopters and non-adopters and explain the diffusion levels of e-commerce using the level of services provided via Internet to the customer in retail bank industry.

  • This study aims to explore key factors which influence user's decision-making on the adoption of e-learning. We integrated UTAUT and Information Success Models to test that four independent factors affect student satisfaction to use e-learning in Rwanda's higher education. Data was collected by surveying students of University of Rwanda and Protestant Institute of Social Sciences (n=206). The analysis results showed that performance expectancy, facilitating conditions and effort expectancy except for social influence have a significant effect on students' satisfaction. This can help university administrators understand the factors that influence students' adoption of e-learning and incorporate these results into Rwanda's e-learning design and implementation. In final, Rwanda's government can contribute to establishing the e-learning policy and allocating its relevant resources centered on student needs.

  • Information technology and the need for timely and effective communication during the Covid-19 have made most governments adopt technological approaches to provide their services. E-government services have been adopted by most governments especially in developed countries to quickly and effectively share information. This study discusses the reasons why governments in the Gulf region should develop a new model for information technology knowledge management practices. To achieve this, the author identified possible benefits of adopting information technology knowledge management practices and why most governments in the Gulf find it hard to adopt them. Knowledge management allows for learning, transfer as well as sharing of information between government organizations and citizens and with the development of technology, the effectiveness of electronic services can easily be achieved. Also, effective adoption of information technology can improve knowledge management with the help of techniques that enhance capture, storage, retrieval as well as sharing of information. The author used systematic literature review to select 28 journals and articles published post 2019. IEEE, Google Scholar and Science Direct were used to select potential studies from which 722 journals and articles were selected. Through screening and eligibility assessment, 21 articles were retained while the back and forward search had 7 more articles which were also included in the study. Using information gathered from these articles and journals a new conceptual model was developed to help improve information technology knowledge management for governments in the Gulf region to effectively deliver e-services during Covid-19. This model was developed based on the process of KM, Theory of Planned Behavior and Unified Theory of Acceptance and Use of Technology. Based on the developed model. From UTAUT model, performance expectancy, effort expectancy as well as social influence had a great impact.

This paper will present how the effective implementation of RFID systems in food industry could be realized. To Measure the importance of RFID systems, this study utilized the BMT(Bench Mark Test) methodology using RFID systems that were composed of tag and reader. After conducting this study, it suggests the effective tag attachment methods on the objects. The results are shown that the excellent tag product is a RFCamp and a fixed reader of Thingmagic Mercury 4 is the best product. Also, a portable reader of Motorola MC9090-RFID is recommend to the highest product. Therefore, this test is useful for selecting the best RFID systems to the food industry area. In addition, this study displays the effective tag attachment method to each bottle that was used to the experiments in food industry. Therefore, this study is contributed to the not only importance in the government IT areas as a growth engine but also the importance for consumer as a right for the knowledge about the food quality.

This paper attempts to identify influencing attitudes of information producers toward the acceptance of the new service system. Several models are introduced, including Luder's Contingency Model, Cheng's Politico-Economic Model of Accounting Policy Choice, Roger's Diffusion of innovation, and Davis's Technology Acceptance Model(TAM). A set of constructs are developed as fellows : information producers' knowledges, experiences, altitudes toward the reform, characteristics of cash based accounting system and new accrual based system, a chief executive officer's willingness to support, availability of supporting systems, and social Influences from external environment. This study also incudes hey factors used in TAM, such as perceived usefulness and ease of use. Survey responses are gathered from accounting officers in government ministries and agencies as well as from local governments. Regression analysis shows that, for information producers, both 'perceived ease of use' and 'perceived usefulness' of the new system are the best explanatory variable for the dependent variable. It has also found that 'perceived usefulness' is explained best by individual characteristics such as knowledge and experiences, quality of current cash based s1n91e entry bookkeeping system, chief executive's support, Positive supporting systems and social influences. The useful guidelines for implementing double-entry bookkeeping system with accrual basis are also provided.
