Performance Measures of e-Government Initiatives : Towards a Comprehensive Model (전자정부사업 평가를 위한 표준운영모델에 대한 타당성 연구)

  • Technology plays an important role in e-Government with people and policies to make e-Government more efficient. And much attention and investment has been given to the technological development, so called informatization, of electronic government (e-Government) in Korea. But the measures of quality and efficiency for the e-Government initiatives have not been verified well. For this reason, a great deal of effort has been devoted to develop the measurement of e-Government system; however, a measurement model to support such effort has not been developed enough yet. In this empirical study, we proposed a comprehensive theoretical model for measuring performance of e-Government initiatives and analyzed such model through 112 collected questionnaires from people in charge of informatization in central government administrations.

  • This study aims to analyze the usage behavior of e-government service users based on the e-government maturity model and provide suggestions for advancement of the e-government services. The changes in Korea's e-government services were analyzed as follows; 1) Proportion of use of e-government services in Korean public services, 2) E-government service types/stages use, 3) Service use by platform 4) User response to e-government service 5) Users' requests for future e-government service usage methods. For the analysis, this study used data from Korea's 2012-2020 e-government usage behavior survey data. As a result of the analysis, first, the proportion of e-government service has been continuously increasing, and second, the use of the e-participation stage is relatively low compared to the presenting information, interaction, and transaction stages. Third, by platform, e-government service has been expanded to various access platforms such as mobile, kiosk, and SNS centering on the web. Fourth, users' satisfaction with e-government service is very high. However, to vitalize e-government services, users requested improvements such as providing one-stop integrated services and simplifying authentication procedures. Based on the analysis results, this study 1) reflects the user's point of view in the maturity model of e-government, 2) considers access to various platforms according to the development of digital technology, 3) improves the e-government maturity model through data-based analysis such as user usage behavior suggested the need.

The Role and Outcome of the Korea-Indonesia e-Government Cooperation Center (한-인도네시아 전자정부 협력센터 역할과 성과)

  • This article explains the background of the Korea Indonesia e-Government Cooperation Center established in 2016 as a new intergovernmental cooperation model of the ODA (Official Development Assistance) project in Indonesia, one of the developing countries in Southeast Asia, and shares the center's role and achievements. Through this, we show that it can be a new cooperation model for ODA field that needs expertise in the future.

  • This study investigates the present status and development of e-marketplace which is the most actively used in the e-trade stages from market research, searching for business partners, negotiations to contract. It also shows the present status and development of e-marketplace as an "e-trading company" designated by government, which gives prospect of profitable model of e-marketplace. Especially focused on EC21 - the best e-marketplace of Korea, this study views present status and development of EC21 and trading companies applied for EC21, government designated e-trading company, to receive electronic trading support services. In addition, we hope that the findings of this study will be a helpful material to government for making policy and framing supporting project toward leading organizations of e-trade such as Ministry of Commerce, Industry and Energy, e-trade promotion committee of Korea International Trade Association and small-ta-medium companies interested in e-trade, to activate e-trade.

A Study on Promoting Senior Citizens' Use of e-Government Services as an Effective Means for Reducing Digital Divide (정보격차 해소 차원에서의 전자정부 서비스 이용촉진 연구 : 장노년층 사례를 중심으로)

  • E-government refers to the delivery of government information and services online through the Internet or other digital means. Unlike traditional structures, e-government systems are two-way, and available 24 hours a day, seven days a week. The interactive aspects of e-government allow both citizens and bureaucrats to send and receive information. Criticism about the provision of e-Government services, however, has proposed a more user-oriented approach. The user needs to be placed at the center of the development and the provision of e-Government services. Furthermore, e-government literatures seldom explore acceptance issues among the aged. Attempting to address this gap, we take the approach based on a combination of Technology Acceptance Model and Theory of Planned Behavior, with data gathered via a questionnaire from service users over 50 years and older. The findings indicate that perceived usefulness, ease of use, subjective norms, trust, visibility, facilitating conditions and political efficacy are direct or indirect predictors of citizens‘ intention to use an e-government service. Implications of this study for research and practice are presented.

  • There are not enough information and service in current e-government practice because it only relier on text based information services. To make e-government more attractive and successful, scope of information and service should be broaden. To do so, GIS is necessary in the development process of e-government. This paper aims at exploring theories and technologies related to e-government and suggesting strategies for developing GIS based local e-government. In this paper, we particularly pay attention to the role of GIS for local e-government. Since many of local government data has spatial components, we believe that GIS would play a crucial role in developing local e-government. Thus, this paper tries to examine how GIS contribute to successful implementation of e-government. Then, it attempts to build a developmental model for GIS based e-government. Finally, it suggests strategies and policy measures for each development stage.

A Case Study: Design and Develop e-Learning Content for Korean Local Government Officials in the Pandemic

  • e-Learning content can be defined as digital content to achieve educational goals. Since it is an educational material that can be distributed in offline, online, and mobile environments, it is important to create content that meets the learner's education environment and educational goals. In particular, if the learner is a public official, the vision, philosophy, and characteristics of each local government must reflect. As non-face-to-face online education expands further due to the COVID-19 pandemic, local governments that have relied on onsite education in the past urgently require developing strong basic competency education and special task competency content that reflect regional characteristics. Such e-learning content, however, hardly exists and the ability to independently develop them is also insufficient. In this circumstance, this case study describes the process of self-production of e-learning content suitable for Busan's characteristics by the Human Resource Development (HRD) Institute of Busan City, a local government. The field of instructional design and instructional technology is always evolving and growing by blending technological innovation into instructional platform design and adapting to the changes in society. Busan HRD Institute (BHI), therefore, tried to implement blended learning by developing content that reflected the recent trend of micro-learning in e-learning through a detailed analysis. For this, an e-learning content developer with certain requirements was selected and contracted, and the process of developing content through a collaboration between the client and developer was described in this study according to the ADDIE model of Instructional Systems Development (ISD).

  • Many government offices have been proceeding a development of Enterprise Architecture(EA) according to apply Government-wide Enterprise Architecture'. Each office and working-level officials have had a hard time because of no guides related to a EA development method such as the Framework, Standards, Principle, Reference Model, Etc. This paper propose a method for developing e-Government Enterprise Architecture considered a characteristic of public institutes through analyzing existing cases. The method for development e-Government EA includes the EA Performance Management Model to monitor objectively each office's long-term business promotion because the e-Government EA development is a job of long duration and cooperation with many institutes. This method also combines the EA Change Management Activities for the officials to improve general knowledge about EA's idea and EA's value, etc. We show the EA case study of the Ministry of Government Administration and Home Affairs to demonstrate feasibility of our approach. As a result, public offices will carry out their BPR(Business Process Re-engineering) and ISP(Information Strategy Planning) more efficiently based on this EA development method.

Development of a new Model and Methodology for the Analysis of the Performance Evaluation of G2B Systems in e-government: EEM (전자정부 G2B 시스템의 성과평가 분석을 위한 새로운 평가 모델 및 방법론 개발)

  • It is very difficult problem to estimate and evaluate the performance of e-government system which scope and size are large and its effectiveness can not be seen shortly but reveals after several years. It is because the previous offline processes can not be transformed to online ones fully and shortly. For such e-transformation cases, the performance evaluation model should be adjusted and modified gradually as time passes. This paper propose new EEM(E-transformation Evaluation Model) model and methodology to evaluate G2B system that is one of large e-government project. EEM model can derive monetary value of e-transformatized business process areas(online areas). It also estimate the expected effect of offline area that is not yet transformed to online. EEM model consists of standard model, verification model and estimation model with some variables such as evaluation year, evaluation area and data type. By using survey data and database data together it can validate the correctness of the model and derive the effect of the system introduction. This paper also propose EEM evaluation methodology consisting of 5 stages and 10 sub processes to evaluate online and offline effect efficiently. To show the usefulness of this study, we evaluate the performance of Korea G2B system named KONEPS which is famous as a successful e-government case in the world by using the proposed model and methodology. The proposed model and methodology can be applied to different similar areas including e-government projects and large scale information system introduction in private sectors. This study can be also used for establishing appropriate policies about e-government project and informatization issues.

Examining DeLone and McLean Model for Online Public Grievance Redressal System of Nepal

  • This paper is to explore the success factors of the online public grievance redressal system in the Nepal. It empirically tests the conceptual path model developed by DeLone and McLean which consists of six social perception variables with regard to citizen's intention to use the system. The estimates from 577 respondents support all the 13 hypotheses generated from D&L model. People's attitude and social norms are the two most important factors on the continuous usage of the system. It is suggested that the social factors are as much important as technological aspects when it comes to the e-government implementation. It is also suggested that the government should pay more attention to human factors in upgrading the design and development of e-grievance system in the foreseeable future.
