Recently the importance of BIM (Building Information Modeling) that enables 3D location-based design and construction work is being highlighted around the world. In Korea, the road map has been established to settle the design based on BIM using drone survey results by 2025. As the first step, BIM would be applied to road construction projects worth more than 50 billion Korean Won from 2020. On the other hand, drone survey regulation has been enacted and the data for drone survey cost were also included on Standard of construction estimate in 2020. However, more careful improvement is required to reflect drone survey results in BIM design and construction. Currently, Engineering instructions and Standard of construction estimate specifies that earthwork volume must be calculated by cross section method only. So it is required to add the method of DEM (Digital Elevation Model) based volume calculation on these regulations to realize BIM application. In order for that, this study verified the method of DEM based earthwork volume calculation. To get an accurate DEM for accurate volume computation, drone survey was carried out according to the drone survey regulation and then could get an accurate DEM data which have errors less than 3cm in X, Y and 6.8cm in H. As each DEM cell has 3D coordinate component, the volume of each cell can be calculated by obtaining the height of area of the cell then total volume is calculated by multiplying total number of cells by volume of each cell for the construction area. Verification for the new calculation method compare with existing method was carried out. The difference between DEM based volume by drone survey and cross section based volume by traditional survey was less than 1.33% and it can be seen that new DEM method will be able to be applied to BIM design and construction instead of cross section method.
This study tried to analyze error range and resolution of drone images using a rotary wing by comparing them with field measurement results and to analyze stands patterns in actual vegetation map preparation by comparing drone images with aerial images provided by National Geographic Information Institute of Korea. A total of 11 ground control points (GCPs) were selected in the area, and coordinates of the points were identified. In the analysis of aerial images taken by a drone, error per pixel was analyzed to be 0.284 cm. Also, digital elevation model (DEM), digital surface model (DSM), and orthomosaic image were abstracted. When drone images were comparatively analyzed with coordinates of ground control points (GCPs), root mean square error (RMSE) was analyzed as 2.36, 1.37, and 5.15 m in the direction of X, Y, and Z. Because of this error, there were some differences in locations between images edited after field measurement and images edited without field measurement. Also, drone images taken in the stream and the forest and 51 and 25 cm resolution aerial images provided by the National Geographic Information Institute of Korea were compared to identify stands patterns. To have a standard to classify polygons according to each aerial image, image analysis software (eCognition) was used. As a result, it was analyzed that drone images made more precise polygons than 51 and 25 cm resolution images provided by the National Geographic Information Institute of Korea. Therefore, if we utilize drones appropriately according to characteristics of subject, we can have advantages in vegetation change survey and general monitoring survey as it can acquire detailed information and can take images continuously.
Earth-work calculation is the important data for estimating the optimal construction cost at the construction site. Earth-work calculations require the accurate terrain data and precise soil volume calculations. Drone surveying technology provides accurate topography in a short time and economic advantages. In this paper, a drone surveying technique was used to derive a high precision soil volume calculation system. Field demonstration were performed to verify the accuracy of the volume measurement system. The results of earth-work calculation using drone survey were compared with those of GPS surveying. In addition, the developed earth-work volume calculation algorithm is compared with the existing aerial survey software (Pix4D) to verify the accuracy.
Purpose - The purpose of this study is to compare and analyze the ordinances of local government in Korea to provide improvement plans for the ordinances of Drone industry. To this end, all Drone ordinances in Korea were reviewed. Design/Methodology/Approach - In this study, literature research methods were mainly used for the analysis. Furthermore, it was based on domestic laws and ordinances of local government, and preceding research data regarding government policies. Findings - Based on the analysis of domestic drone industry ordinances, the enactment of drone industry ordinances by local governments was rapidly increasing. In addition, it was urgent to enact ordinances for the use and support of drones in each region. The implication that it is necessary to subdivide the contents according to the characteristics of each region was drawn. In most of the ordinances, provisions on the basic plan and implementation plan of the drone industry could not be found. It was found that it was necessary to foster an efficient drone industry through the establishment and operation of short-term and long-term plans. Implications were drawn that it is necessary to revitalize the drone industry and expand the drone use industry. Research Implications or Originality - This paper suggest the establish an ordinance for utilizing and supporting Drone industry. Additionally, establishment of suitable ordinance for regional characteristics is needed. In future research, detailed data on Yeongwol's Drone industry based on survey should be derived. Moreover, the development plan and implication for drone industry should be derived through analysis of the survey data.
Purpose - This paper analyzed the accident of drone and related insurance goods which can be coverable with regard to drone accident. The study range is limited in the owner's care, custody, and the control of drone in South Korea, but military area and law and regulation of the drone would be exceptional. Research design, data, and methodology - With regard to drone's flight, drone can make possible risks and can give severe damage to the people. To carry out this research, literature survey and review such as journal, thesis and publications were adopted. Results - As for the insurance coverage from drone's accident involved in the purpose of business, insurance coverage depends on 'commercial general liability insurance'. However, in case of personal hobby including leasure intention, insurance coverage depends on 'living liability insurance'. Conclusions - From a drone's accident, operator and owner of the drone may face the property damage to the drone itself, and then can give severe damage or loss to the people such as physical injuries and property damage. Peoples should be concerned about having the awareness of drone's accident with insurance coverage.

The cadastre in Korea was established with the outdated technology of the Japanese colonial period, and thus currently 15% of the Korea domestic land does not match the cadastral map. Accordingly, the government has been establishing the Korean cadastre under the name of 'Cadastral Re-investigation Project' and is changing the origin of the survey to the world geodetic system. Assuming that the project is completed, we propose a drone boundary survey method that can be used to easily survey using the exact digital cadastral information. The developed mobile GCS application can control the drone and acquire the boundary point coordinates recorded in the cadastre, and the drone automatically flies to mark the boundary points. The developed prototype of drone made a tour along the 6 boundary points in 2 minutes.
PURPOSES : Most of the traffic surveys are carried out by an inspection method by the manpower. In some cases, the video equipment is used only in some regions when the traffic volume is surveyed. In this case, there is environmental restriction that the road equipment to fix the video equipment should exist. Also, in areas where information such as digital maps and satellite photographs is old or not provided, they are forced to rely on manpower research, but it is difficult to put huge amounts of time and money into the research in places where labor supply and demand is difficult. This difficulty is particularly pronounced in overseas business. METHODS : The purpose of this study is to improve the efficiency of business by using the drones in the traffic investigation through analysis of the cost reduction effect between the existing method and the proposed method in the overseas business traffic survey. The scope of the research is limited to the scope of research, and based on the case of overseas projects, the method of using drone for each research sector is suggested. RESULTS : In the traffic condition survey section, we propose the use of drone for traffic survey and queue length survey, and it is confirmed that there is a cost saving effect of 16% ~ 27% compared with the existing method. In the road condition survey, we propose the use of drones for road surface linear survey, geometry survey, and obstacle survey, and it was confirmed that the cost reduction effect is 39% ~ 93% compared to the existing method. CONCLUSIONS : In addition to overseas business, it is expected that it will have a positive effect on research time and cost reduction by using drone in traffic survey in domestic area where labor supply is not easy or basic data is insufficient.

The purpose of this study is to establish strategic suggestions for the direction of the drone-related business by Gyeonggi-do through a survey on the operation and actual conditions of the drone geospatial information service business experienced by Gyeonggi-do civil servants. For this purpose, as a result of surveying the demand survey of 219 people in charge of drone field work, it was analyzed by dividing it into four categories: technology-based operation support, business discovery and support, legal and institutional support, and education and public relations. As an improvement measure, technology-based operation support is to secure service operation efficiency by establishing a dedicated manpower and a dedicated organization and securing drone-related experts. The plan for improvement of project discovery and support is as follows. 1) The government proactively discovers prior research projects for project discovery and support; 2) Legal and institutional support requires support services for simplification of administration such as drone geospatial data shooting schedules and permits, 3) legal and institutional review on improving the scope and restrictions for using drone geospatial data. In the field of education and publicity, it is necessary to operate an education program on the overall operation of drones, and to conduct seminars for each field and use, and to seek activation methods through practical application guidelines for the application process and system. The limitation of this study is that the survey subjects are related to Gyeonggi-do, and in the future, survey analysis through a wide range of participants is required.
