  • This study examined the effects of Dream Start participation on the use of after-school programs, considering its emphasis on the utilization of community resources. For this, it compared the use of after-school programs in terms of the number of types and the total amount of time between children who had been participating in Dream Start and those who had not. The main findings are as follows. First, when all other conditions were held constant, children in Dream Start used more types of after-school programs compared to their correspondents. Second, children in Dream Start were more likely to use two types of after-school programs over weekdays or three types of programs for several days a week compared to their correspondents. Third, children in Dream Start spent less amount of time in the after-school programs compared to their correspondents. Even though this study found the effectiveness of Dream Start as a facilitator of community resource utilization, future research needs to examine the effects of after-school program use in terms of its diversity and amount on the development of low-income children.

  • The purpose of this study was to examine the current status of the Dream Start program from the perspective of social investment strategy, and as well as to suggest future directions. The program has become a major government welfare program in korea since it was introduced in 2007 as a demonstration project, following research evidence and a sound rationale about the extensive success of Head Start in the U.S. and Sure Start Programme in the UK. The aim of Dream Start is to provide integrated services for the vulnerable children, aged 0 to 12, and their families who are identified using a national administration data record of disadvantaged families with children. In order to promote the vulnerable child's well-being, to overcome inequalities, and to give every child the best start in life, Dream Start adopted a local, "whole family" approach. Case management services form an essential part of the Dream Start to customize and integrate comprehensive services such as counseling, health care, parenting advice and education, academic tutoring, and after-school activities. Although there has been a general improvement in key factors since its inception, Dream Start has not yet sufficiently shown the strong and hoped-for impact. In the meantime, Dream Start must be given financial expansion and extensive policy supports to get the chance of realizing and evaluating long-term gains for children and their families. More work need to be done to overcome inequalities and to make Dream Start service more accessible for the most disadvantaged families with children in Korea. Practical and policy suggestions for future directions of the Dream Start programs were discussed.

Methods: We followed the typical procedure of HIA recommended by the Merseyside Guidelines on HIA. In scoping, the steering committee decided 5 key domains of child health to be assessed: prenatal care, vaccination, nutrition, access to health care, and child abuse and also the methods of collecting the evidence. The HIA appraisal team collected information from various sources including literature, community survey, and focus group interviews. The HIA appraisal team also synthesized the collected information in terms of the nature of health impacts and equity and made recommendations accordingly. Results: Positive impacts were expected in prenatal care, vaccination, and nutrition, while negative impacts were expected in access to health care. The impact of Dream Start on child abuse was uncertain. Several recommendations were made and submitted to the Dream Start team for their consideration. About 2 years later, we found many of them were implemented in 2009 Dream Start project. Conclusion: HIA was found to be applicable and effective to make decision makers in the welfare sector consider health in their work.

  • This research examines whether the evaluation index used Dream Start services operation evaluation has 'reliability in evaluation field and area' and 'whether there is discrimination according to evaluation index'. To do this, we conducted an empirical analysis based on the evaluation data of 126 municipal and provincial governments that received the 2018 Dream Start services operation evaluation. First, as a result of examining whether there is trust in each evaluation area, it was found that the reliability of the basic construction, integrated case management, and service operation field is higher than .6 and the lower evaluation indexes are the same Standards were met. However, the field of resource exploit and connectivity was not so reliable as the concept of sub-domains. Second, 'Are there discriminatory power according to the evaluation indexes?' The results showed that 18 of the 28 indicators were highly discriminative. On the other hand, 10 indicators showed low discrimination power.

The results showed that the school readiness of children from non-low-income families's was higher than children from low-income families. The school readiness was explained significantly by the interaction effect of children's age and gender. However, there was no difference in children's school readiness according to the participation in Dream Start. The findings suggest that the level of income is the key factor in differences of children's school readiness. Finally, the importance of social support of low-income children and development of effective Dream Start programs was discussed.

  • In an effort to expand working opportunities for women and encourage childbirth, the government of Korea introduced the free infant care policy in 2013. This policy, however, was controversial with regard to issues, such as budget shortages and dissatisfaction based on socioeconomic status. In addition, the lack of evidence-based data regarding adequate age criteria for the entry of children into childcare facilities was noted as a challenge. As child development professionals who are concerned with mental health issues, we investigated the influence and challenges of the free infant care policy with regard to infant mental health. In this review, we examined the policies enacted by developed countries, such as the United Kingdom (UK), and compared them with those in Korea. The childcare systems in Korea and the UK differ historically and socially, but show some similarities, such as maternal responsibility for parenting and household issues. Like Korea, the need for UK childcare facilities increased in the 1990's in response to market recovery and associated increase in female employment. Among the new policies in the UK, the Sure Start program has begun to provide integrated services for infants, particularly to those 0-4 years of age, who are vulnerable to social exclusion. Similar to the Dream Start program in Korea, it has been successful in providing family-related services, resulting in improvements in problematic behaviors of children, enhanced parenting skills, and decreased rates of severely injured children.

  • The purpose of this study was to investigate the mutual relationship between parenting stress and children's problem behaviors among those participating in dream start services. In order to verify the effect of parental and child effects on child's problem behavior and parenting stress based on repeated measures from the first grade of elementary school to the third grade of elementary school among children participating in dream start services, autoregressive cross-lagged modeling was applied. As a result, the stability coefficient showed that the two variables were significantly stable for 3 years. In other words, the measurement was maintained at a similar level with time. The causal relationship between parents 'parenting stress and child' s problem behavior was generally explained by the parental effect. In other words, parental stress is related to the child's problem behavior. These results show that the economic stress of poverty increases parents' parenting stress, which can negatively affect the adaptive development of children in the process of raising children.
