A collection policy (or a collection development policy) is a document that archival institutions must have to allow them to build their collections legitimately and consistently. Digital archives often lack sustainable financial and systematic supports. Thus, it is especially important for digital archives to have a policy for consistent collection activities. Digital archives have a different set of characteristics from physical records, and these characteristics should be considered in a collection policy. This study was initiated to create such a policy for the No Gun Ri Digital Archive. It reviewed existing literature for collection policies in archives and digital archives. Moreover, it examined several cases of digital archives and their policies to identify the necessary elements as well as the legal and procedural coverages for digital content and services. Furthermore, it studied the unique characteristics of the No Gun Ri incident and the No Gun Ri Digital Archive. Based on such investigation, a collection policy for the No Gun Ri Digital Archive was suggested. It is believed that suggesting a practical collection policy will provide a useful precedent for future digital archive projects.

EA (Enterprise Architecture) is an SI (System Integration) approach, i.e., a comprehensive plan for SI, which shows the elements of SI and the relationships among them. Since EA can be utilized in every stages of SI, the more large-scaled and complicated SI projects are, the more important EA is. Although many central government agencies and wide local governments implemented EA, the current level of EA utilization is still low. One of the reasons is the low level of EA updating. Some reasons of the low level of EA updating are the low frequency of EA updating, and the shortage of workers, as well. In order to improve the frequency of EA updating and alleviate the workloads of SI officers, MLTM (Ministry of land, transport, and maritime affairs) standardized the processes and documents for SI projects, and implemented PMS (Project Management System) that can support the unifying management of SI projects and be connected with EA system. We expect that EA information are updated efficiently, the level of EA utilization is boosted, and the qualities of SI products are improved, by the implementation of the PMS connected with EA system.
The reuse by using framework is proposed to improve productivity. It is a set of usable and expandable classes and their connectivity. But frameworks are described with programming languages, it is hard for developers to learn the collaborative patterns of a framework by reading it. Patterns are one approach to improving the documentation. But this should be redesigned to expand and redefine the framework. The necessity of the formal description of architecture information is being proposed to relate to programming language. This paper support the following points. First of all, it has been proposed the description of the needed elements when developing a framework using ADL. Secondly, the current development process has been refined to be suitable for developing the domain framework. Thirdly, it has been proposed the development of a application using a framework implemented by an architecture information described with ADL. Overalls, the main contents of this research is defining the ideas of a description and development of an architecture framework using ADL.
Objectives :The purpose of this paper is to evaluate the significance of the 『Joseonbogeonsa』 by examining North Korea's perspective in its documentation of the history of medicine, and to further understand North Korea's perception of Korean Traditional Medicine. Methods : The focus of examination was on the perspective of historical description as shown in the first chapter of the 『Joseonbogeonsa』. Its unique features were made clear through comparison with historical texts of medicine of South Korea such as the 『History of Medicine in Korea』, and the 『History of Korean Medicine』. In order to grasp the current of historical research in North Korea, various Traditional Medicine related dictionaries and academic journals of North Korea along with the 『Joseontongsa』 were examined. Results & Conclusions : The historical views of the 『Joseonbogeonsa』 could be categorized as nation-focused, materialistic, and nationalistic. These are core elements that make up North Korea's self-reliance ideology, which influenced the interpretation of medical facts. While the text is valuable in that it introduced new historical material along with its interpretation, and argued for a more independent development of Traditional Medicine, its limitation of interpreting historical material from a conclusive, pre-determined standpoint cannot be overlooked. The North Korean 'Goryeo Medicine' is defined by its historical nature rather than academic characteristics, and its significance is determined by its clinical efficacy rather than theoretical value.
The importance of safety culture has been emphasized to achieve a high level of safety. In this light, a systematic method to more properly deal with safety culture is necessary. Here, a decision-making tool that can apply a graded approach to the analysis of safety culture is proposed, called the F-D matrix, which determines the frequency and the difficulty of safety culture attributes recently defined by the IAEA. A hierarchical model of difficulty contributors was developed as a scoring standard, and its elements were weighted via expert evaluation using the analytic hierarchy process. The frequency of the attributes was derived by analyzing reported events from nuclear power plants in the Republic of Korea. Period-by-period comparisons with the F-D matrix can show trends in the change of the maturity level of an organization's safety culture and help to evaluate the effectiveness of previously implemented measures. In the evaluating the difficulty of the attributes in the recently developed harmonized safety culture model, the difficulties of Trending, Benchmarking, Resilience, and Documentation and Procedures were found to be relatively high, while the difficulties of Conflicts are Resolved, Ownership, Collaboration, and Respect is Evident were found to be relatively low. A case study was conducted with an analysis period of 10 years to attempt to reflect the many changes in safety culture that have been made following the Fukushima accident in March 2011. As a result of comparing two periods following the Fukushima accident, the overall frequency decreased by about 40%, providing evidence for the effects of the various improvements and measures taken following the increased emphasis on safety culture. The proposed F-D matrix provides a new analytical perspective and enables an in-depth analysis of safety culture.

The most important industrial application of gamma radiation in characterizing green compacts is the determination of the density. Examples are given where this method is applied in manufacturing technical components in powder metallurgy. The requirements imposed by modern quality management systems and operation by the workforce in industrial production are described. The accuracy of measurement achieved with this method is demonstrated and a comparison is given with other test methods to measure the density. The advantages and limitations of gamma ray densitometry are outlined. The gamma ray densitometer measures the attenuation of gamma radiation penetrating the test parts (Fig. 1). As the capability of compacts to absorb this type of radiation depends on their density, the attenuation of gamma radiation can serve as a measure of the density. The volume of the part being tested is defined by the size of the aperture screeniing out the radiation. It is a channel with the cross section of the aperture whose length is the height of the test part. The intensity of the radiation identified by the detector is the quantity used to determine the material density. Gamma ray densitometry can equally be performed on green compacts as well as on sintered components. Neither special preparation of test parts nor skilled personnel is required to perform the measurement; neither liquids nor other harmful substances are involved. When parts are exhibiting local density variations, which is normally the case in powder compaction, sectional densities can be determined in different parts of the sample without cutting it into pieces. The test is non-destructive, i.e. the parts can still be used after the measurement and do not have to be scrapped. The measurement is controlled by a special PC based software. All results are available for further processing by in-house quality documentation and supervision of measurements. Tool setting for multi-level components can be much improved by using this test method. When a densitometer is installed on the press shop floor, it can be operated by the tool setter himself. Then he can return to the press and immediately implement the corrections. Transfer of sample parts to the lab for density testing can be eliminated and results for the correction of tool settings are more readily available. This helps to reduce the time required for tool setting and clearly improves the productivity of powder presses. The range of materials where this method can be successfully applied covers almost the entire periodic system of the elements. It reaches from the light elements such as graphite via light metals (AI, Mg, Li, Ti) and their alloys, ceramics ($AI_20_3$, SiC, Si_3N_4, $Zr0_2$, ...), magnetic materials (hard and soft ferrites, AlNiCo, Nd-Fe-B, ...), metals including iron and alloy steels, Cu, Ni and Co based alloys to refractory and heavy metals (W, Mo, ...) as well as hardmetals. The gamma radiation required for the measurement is generated by radioactive sources which are produced by nuclear technology. These nuclear materials are safely encapsulated in stainless steel capsules so that no radioactive material can escape from the protective shielding container. The gamma ray densitometer is subject to the strict regulations for the use of radioactive materials. The radiation shield is so effective that there is no elevation of the natural radiation level outside the instrument. Personal dosimetry by the operating personnel is not required. Even in case of malfunction, loss of power and incorrect operation, the escape of gamma radiation from the instrument is positively prevented.
Dispersed repetitive DNA elements in genomes of microorganisms differ among and within species. Because distances between repetitive sequences vary depending on bacterial strains, genomic fingerprinting with interspersed repetitive sequence-based probes can be used to distinguish unrelated organisms. Among well-known bacterial repetitive sequences, Repetitive Extragenic Palindromic (REP) sequence has been used to identify environmental bacterial species and strains. We applied REP-PCR to detect and differentiate four major Gram-negative food-borne bacterial pathogens, E. coli, Salmonella, Shigella, and Vibrio. Target DNA fragments of these pathogens were amplified by REP-PCR method. PCR-generated DNA fragments were separated on 1.5% agarose gel. Dendrograms for PCR products of each strain were constructed using photo-documentation system. REP-PCR reactions with primer pairs REP1R-I and REP2-I revealed distinct REP-PCR-derived genomic fingerprinting patterns from E. coli, Salmonella, Shigella, and Vibrio. REP-PCR method provided clear distinctions among different bacterial species containing REP-repetitive elements and can be widely used for typing food-borne Gram-negative strains. Results showed established REP-PCR reaction conditions and generated dendrograms could be used with other supplementary genotyping or phenotyping methods to identify isolates from outbreak and to estimate relative degrees of genetic similarities among isolates from different outbreaks to determine whether they are clonally related.

Registration and description of records are important elements of processing which provide with the background information of production of records and business-related information. They also enable to search and use the records. In this paper, I examined the Korean registration and description system defined in the Public Records Management Act which directs the records creating agency to register records in creating offices and directs the "professional archives" to make "basic registrations" and "detailed registrations" of the records. In the analysis and comparison of two different registration and description systems with the known international standards of records and archives management, such as ISO15489 and ISAD(G), I intended to evaluate the Korean records and archives management system and suggested recommendations for the renovation of the Korean recordskeeping system. Despite we have unique office business procedures and the culture of officialdom, and despite we have developed our system based on the established business procedures and office culture, it would be preferable to adopt or follow the international standards and established best practices. After the comparative analysis, I recommended some innovations in the filed of registration and description. For instance, in the basic registration. we would better to install an item of "simple contents summary." We may also need the multiple-level description. The fonds level description and the series level description should be introduced to our archival automated management system. We need to establish a Korean standard of description adopting the rules of the ISAD(G) and ISAAR(CPF). Essential requirements for electronic records management, such as contextual and structural information, should be incorporated in the new standard. Documentation of records disposition also should be reinforced to guarantee the authenticity of records and to ensure control of the records. To implement the recommendations for the standard, we need to amend the Public Records Management Act and its Regulations and Rules. Also it is imperative to redesign the GARS integrated archival automated management system.

With the introduction of the maritime safety supervisor system in Korea following the passenger vessel Sewol accident, the safety control system for coastal vessels has been reinforced. A maritime safety supervisor performs marine accident prevention activities by offering periodical or occasional guidance and supervision. When a deficiency is found during guidance or supervision sessions, an order for improvement is issued to rectify the problem by such measures as supplementation or replacement of vessel facilities, improvement of work hours and working conditions for employees, educational and training programs for executives and employees, or the improvement of other affairs relating to maritime safety control. However the present order for navigation suspension by a maritime safety supervisor is limited solely to supplementation or replacement. For this reason, orders for navigation suspension against other facilities is impossible, even if a serious deficiency that could lead to a marine accident such as poor cargo loading conditions or unqualified crew is identified. Therefore, the order for vessel navigation suspension to secure seaworthiness should be expanded to include cargo loading/unloading operations, certificates and documentation, maritime safety management systems, and human elements including emergency drills and working conditions, in addition to the supplementation or replacement of vessel facilities that exists.
