Development and Application of Index Framework to Assess Cost-effectiveness of Payments for Forest Ecosystem Services in Korea (산림생태계서비스지불제의 비용효과성 평가를 위한 지수체계 개발 및 적용)

  • The aim of this study is 1) to design an auction-type and area-based payments for ecosystem services (PES) in application to private forest in Korea, 2) to develop the framework of index to implement the PES program proposed, and 3) to examine the feasibility and validity of the index framework by conducting a case study. The index framework measures quantities of ecosystem services currently supplied, improvement of ecosystem services anticipated from the proposed management activities, and real implementing costs of the program. The total scores from the case study vary from 301 to 501 for site 1, Goesan-gun and 273 to 460 for site 2, Pyeongchang-gun, respectively, indicating that total index score - measurement of cost-effectiveness - can be varied by the levels of management and real cost even if the scores from ecosystem service indicator group are the same. The index framework which can locate a cost-effective program has significant policy implication given the budget constraints in biodiversity/ecosystem services policy arena.

A Research on the Japanese Three-Dimensional Road System for Three-Dimensional Development of Road Space (도로 공간의 입체적 개발을 위한 일본 입체도로제도에 관한 분석)

  • This study analyzed Japan's three-dimensional road system as part of a study on urban regeneration plans through the three-dimensional use of road space. The three-dimensional road system integrates the Road Act, Urban Planning Act, and the Building Standard Act. The advantage of the three-dimensional road system is that landowners can freely use the space above and below the road so that they can live and operate sustainably, and road managers have the advantage of reducing the land acquisition costs because they only acquire rights to the road. In terms of type, it is applied to a variety of integrated and separated structures in elevated roads, underpasses, free passages, parking lots, and monorails. In addition, in the case of development methods, the degree of freedom of development plans is improved by enabling integrated maintenance of roads and buildings. Management stability is improved by applying management and law-based authority according to the Road Act. In this way, the three-dimensional road system provides support to maximize the use of limited available land through the three-dimensional use of road space, and to develop sustainable and good urban areas in development areas.

An Analytical Comparative Study on Information Systems of the Door-To-Door Service Companies (택배 정보시스템 비교분석에 관한 사례연구 -국내 4사(社)를 중심으로-)

  • Electronic commerce markets have been increasing rapidly, which has resulted in parallel growth in the door-to-door delivery service industry. The door-to-door delivery service industry is projected to be more competitive, due to the large amount of companies that are already established and the fact that several leading multinational logistics companies are rushing into the domestic market. This is a critical period for the companies which are attempting to obtain a competitive advantage. Previous research on door-to-door delivery services has been undertaken, in relation to strategic exploration, political proposals, and user satisfaction. However, there is a lack of practical studies focused on the information systems of door-to-door service companies and its decisive roles have been undertaken. This study aims to investigate, compare, and analyze the information systems of door-to-door delivery service companies. Also, the study proposes developmental direction of how the information systems should be improved. In order to accomplish the purpose of this study, first, we examined previous research on door-to-door delivery services and their information systems. Second, we investigated and analyzed the information systems of four leading domestic companies by conducting interviews. Third, we compared and identified factors of the information systems that could be improved. Finally, we proposed its developmental direction. As a result of the study, the information systems of door-to-door delivery service companies required to provide classified services using diverse tools and develop the optimized routing model to reduce logistics costs.

  • The purpose of this research is to present the improvement measure of lagging behind coastal shipping system to be a logistic hub-nation with a competitive edge. For this purpose, this research tries to find out major northeast asia environment factors and accordingly the effects of its. The effects of coastal shipping system's development strategy is analysed by structural equation model and multiple regression model. Research results show that three types of coastal shipping developing strategy(connected transportation system, structure of coastal shipping system, governmental support policy) will contribute much to be logistic hub-nation. The contribution effects is increasing cargo from strengthened feeder transport system and maximizing logistic service &minimizing logistic costs. From the result, some implications are derived as follow. First, familiar environmental balanced ocean-coastal transport system is required. Second the one-stop logistic service system is necessary to build excusive feeder port, and to establish Ro-Ro ship & high-speed ship, etc.. Third, governmental support policy and subsidy(tax exempted oil & various tax benefits) are required to bring up lagging behind coastal shipping system to be a logistic hub-nation with a competitive edge.

Improvement of the Calculation Standard for Prolongation cost of Domestic Public Construction Project (국내 공공 공사 공기연장 간접비 산정 기준 개선방안 - 국가계약법 및 지방계약법 산정기준의 비교 고찰 -)

  • Recently, a research regarding calculation of construction time extension-oriented incidental costs has been intensively suggested in quantitative aspect and recent studies on system improvement has been made continuously. In the case of Domestic Public Construction Works, State Contract Act is applied when the client is government whereas Local Government Contract Act is done when the client is local government, but more meticulous study is required because improvement plan is not proposed even there is a clear demand for improvement of these problems on calculation standard. Thus this study suggested appropriate standard by comparing each the calculation standards followed by 'State Contract Act' and 'Local Government Contract Act', considering the problems accorded, and analyzing field cases. Calculation method of other expenses was differently regulated as the revision of each regulation, and this demonstrates that there is a difference of actual cost from 12.37% to 24.95%. It is shown that less cost of construction time were calculated than actual cost according to a problem of calculation method by State Contract Act as the rate at the time of contract to be applied in other expense rate. This study suggested the rate against incidental cost and the rate of other expense per day against total construction cost as an appropriate rate calculation for other expense based on field database.

  • Current competition among companies than regional, the time constraints, it is globalization, Tilt the efforts of many to be operated by building the efficient distribution system to reduce logistics costs and improve customer service it is reality's there. Therefore, the need for industrial complexes environmentally friendly can be cost competitive companies perform cavitation region's increased. To build the distribution center these logistics system through a joint of freight and appropriate policy is required. In particular, efficient operation through the system construction of industrial complexes in the logistics system is very important in terms of friendly low-cost urban logistics, the environment. Since the traffic volume which is Jipufa and utilization of network is transported by a more appropriate technicians and means suitable operating model can efficiency is improved. However, despite these advantages, research network design has not been actively conducted due to the complexity of the problem. Therefore, in this study, by analyzing the logistics system, and presents the operating model through a simulation and basic settings for the model of the logistics complex based on the analysis result, the construction of infrastructure of logistics industry complex it is intended to present the article.

A Study on Conditions for Facilitating Forest Carbon Projects for Greenhouse Gas Reduction: A Forest Management Project Case with E xtended Rotation Age in Private Forests (온실가스 감축을 위한 산림탄소사업의 이행 가능 요건에 관한 연구: 사유림 벌기령 연장형 산림경영사업을 중심으로)

  • This study identified and evaluated conditions for continued participation of private forest owners in forest carbon offset programs. The probability of continuing forest carbon offset projects, which delays greenhouse gas emissions by extending harvesting periods, increases with increasing price of carbon offset credits, public recognition of forest value, and education level. Willingness to Accept (WTA) was estimated using a Multiple Bounded Dichotomous Choice Question, which was 17,039 KRW/tCO2 for extending age to 60 years, and 23,070 KRW/tCO2 for 100 years. The following findings aim to promote participation and supply of carbon offset programs in private forests according to the study outcomes. First, introducing policies supporting private forest owners bearing opportunity costs for avoiding greenhouse gas emissions by postponing timber harvest is needed. Second, educational programs for private forest owners whose awareness of and interests in the public value of forest is necessary. Third, although having participated from the beginning of the offset program, finding ways to lead continuous participation of forest owners who are less likely to accept WTA is also necessary.

The Effect of Rice Straw and Tall Fescue Hay for Holstein Dairy Heifers on Growth, Age at First Calving and Feed Cost (볏짚 및 톨페스큐 건초 급여가 홀스타인 육성기의 성장, 초산월령 및 사료비에 미치는 영향)

  • Given the recent increases in feed cost, the demand for rice straw has been increasing on dairy farms because it is cheaper than expensive imported forages. Therefore, it is necessary to study the effect of rice straw feeding on the growth and productivity of dairy heifers. This study compared how feeding tall fescue and rice straw affects the growth, age at first calving, and feed cost of heifers. we compared the growth, age at first calving, and feed cost for each group during the breeding period. Body height was higher in the tall fescue-fed group than in the rice straw-fed group (p<0.05). The length of the growing stage was significantly shorter in the tall fescue group than in the rice straw group (p<0.001) and the age at calving also showed a significant reduction in the tall fescue group compared to the rice straw group (p<0.001). However, the feed cost was lower in the rice straw group because of the difference in the unit price of forage (p<0.001). Based on these results, during the growing period, the rice straw group had delays in growth and the age at first calving compared to the tall fescue group, but also had reduced feed costs in the short term.

  • Now, the Korean footwear industry needs the concrete enhancement of its competitive edge for regaining of its previous well known reputation. For this purpose, this study emphasizes the cooperation between the members through the supply chain of Korean footwear industry, as a c-SCM(Collaborative Supply Chain Management) by aid of information system. The key issue will be how well to coordinate operations flow not only through internal process stages, but also through entire external supply chain stages. In other words, the target goal must be the system optimization through the entire supply chain beyond the local optimization of internal supply chain process. We, at first, analyze the traditional structure of supply chain in Korean footwear industry and find out critical problems, and then, we develop the collaborative information framework in conjunction with several collaborative process modules. The suggested collaborative production & supply planning system was designed for sharing information and it is based on ebXML(electronic business eXtensible Markup Language) framework. In this way, the enhancement of the efficiency and competitiveness can be expected through the synergy effect of coordination of information and material flow, the reduction of lead times, and production costs.

  • In the past, markets were taken over by the firms which could maintain their competitive advantage through economies of scale and associated reductions in costs and prices. However, it has been changed to a new time that companies can secure their competitiveness through continuos improvements and customer orientations. Patent holders can claim protection against any infringer of their patents. Thus, in the future, firms' competitiveness will be decided by patents and intellectual property rights. How can strategic patents can be obtained and secured? The purpose of this article is to provide a couple of suggestions that can help companies secure strategic patents and build their competitive advantages. Until now, Korean companies have been interested only in the quantity of patents, not the quality of patents. In addition, from the beginning, they could not build distinctive strategic positions to secure future valuable technologies. In this article, we provided a couple of suggestions for strategic patent identification processes. First, strategic patents should be identified and created based on the company's vision. Second, the company should create technology maps through investigating previous R&D activities and patented technology information before stating its own R&D activities.
