A Study on the Diving Standards for Underwater Work in Hostile Environment (수중 작업에 있어서 극한 환경의 잠수 활동 기준 검토)

  • This paper reviewed the diving standards for underwater work in hostile environment and analyzed applied Navy diving technique, diving equipments and procedure for rescue operation of Navy ship Cheonan's missing crew occurred near Bak Ryung Do in March 2010. The operation was done beyond the international standards and safety practice, and by considering the nature of the mission, urgency and effectiveness as well as the detailed facts such as duration and depth of the dive, type of work to be performed, environmental conditions, time constraints of early rescue operation, it is analyzed that using air scuba diving system was adequate.

  • The standard and code of safety for diving systems include requirements in the area of diving plant, personnel qualification, diving medicine and operation. In this study the necessity of Korean standard and code of safety for diving system is suggested through the review and comparison of the diving system regulations of domestic as well as foreign governments and other private organizations. Furthermore, by reviewing the status of oversea's diving organizations the proposition was made which can lead the commercial diving sector to international cooperation.

SCUBA Diving Buddy Selection Process by Instructors' Perception (지도자가 지각하는 스쿠버다이빙의 버디선택 결정과정)

  • The purpose of this study was to explore how SCUBA diving instructors' perception on their divers affects the buddy selection process in SCUBA diving clubs. For the purpose of this study, 6 people who have more than 5 year experiences and have been working as instructor in scuba diving clubs were selected as research participants. The results are as follows. First, they perceived necessity of buddy selection through awareness of importance of buddy through education and through partner perception to overcome perceived danger. Second, when selecting a buddy, they established standards according to level whether they have a rescue diver license and secured standards through new sense of value. Third, buddy selection determinants were interaction between buddies, mutual trust and realization of buddy's role. As such, a SCUBA diver should select other buddy to perform pair diving and buddy is selected based on relationship such as mutual communication, mutual trust and belief. When they perform buddy's role comprehensively based on mutual relationship with buddy, continuous relationship as buddies can be built.

A study on the scuba certification and status of leisure diving in Southeast Asia countries. (스쿠버 인증과 동남아의 레저 잠수 현황 연구)

  • This study is about the status and comparison of recreational scuba diving certification system in Southeast Asia countries. For the collection of the information, the contents of the numerous corresponding Internet sites were utilized, related documents were surveyed. And to supplement the information extensive interviews were held with the representatives of tourism department of many countries as well as staffs of diving associations, resort operators and diving instructors during various 2007 Dive Expos held in Southeast countries. In this paper, the relation between scuba certification and international standards were introduced for better understanding of the certification system. The research result shows that the scuba diving industry plays an important role in their country's tourism and the certification market of the Southeast Asia has grown to be greater than 30% of the world total market. However due to the facts that the scuba activity is originated from the western world and the controlling headquarters of the most certification agency are also located there, Southeast countries cannot take any leading roles in the scuba diving policies and systematic issues. Accordingly any modifications or improvements are expected to be very difficult. Also while Europeans and Americans have launched the programs and organizations for the quality assurance by cooperating with the international standards, but no such activity has yet appeared on the surface in Southeast Asia. According to the investigation the necessity will become bigger in near future.

Analysis of the commercial diving national qualification system for the introduction of a diving supervisor (잠수기능장 제도 신설을 위한 산업 잠수 국가자격체계 분석)

  • This study proposes that a diving supervisor, who can perform the role of both a field manager and a supervisor, be introduced in the national qualification system. The goal was achieved by surveying the general status of the commercial diving sector, including the statistics of an underwater construction company, commercial diving equipment operation condition, diver working hours, diver supply and demand status, and underwater construction market size. The national qualification and national competency standard (NCS) systems were also analyzed to deduce the role definition and work scope of the diving supervisor. Consequently, the following proposition is made: the diving supervisor should be an "on-site manager with the highest job skill in the commercial diving field, who can perform the on-site process management as well as guide, supervise, and educate project participants and serve as an intermediary between the contractor and the workers." The responsibilities of the diving supervisor are proposed to include "diving planning and operation of the diving team," "diving with surface-supplied air and mixed-gas diving system," "chamber operation," "underwater construction," and "ship salvage." The persistent issues in commercial diving sectors, such as diver career development, management, and worker supervision, are expected to be largely resolved with the introduction of this qualification.

Study on the Necessity and Specific Recommendations for Enhancing the Legal Requirements for Underwater Recreational Vessel Propeller Guards (수중레저선박 스크류망 제도개선의 필요성과 구체적인 제안)

  • During scuba diving in Korea, accidents involving bodies being struck by the ship propeller when entering and exiting the water, repeatedly occur every year. In response to the need to reduce accidents and implement safety management measures, Korea has established regulations for the installation and management of propeller guards. However, owing to the absence of clear production regulations in domestic laws and regulations, the installation standards are ambiguous, and the inspection items are limited to the appearance and fixation status. As a result, the safety of divers in propeller accidents is not guaranteed. Therefore, this study was conducted to specify the current legal requirements for the installation and inspection of propeller guards. To achieve this goal, we conducted a thorough analysis of the current state of domestic and foreign propeller guards and the legal factors pertaining to safety standards. Based on this analysis, we identified specific areas for improvement and proposed a plan to enhance the system for installation and inspection. The installation standards for propeller guards were clearly outlined in terms of the lattice size and material. Additionally, inspection standards were proposed for appearance, fixation, and material condition, along with clear indicators for assessing them.

Identifying Problems and Suggesting Improvements for the Scuba Rescue Curriculum Using the Delphi Method (델파이 기법을 활용한 스쿠버 레스큐 교육과정의 문제점 및 개선방안)

  • The purpose of this study was to identify, analyze and address problems in the current scuba diving rescue curriculum in Korea by using the Delphi method to collect expert opinions on the topic. This expert information can form a data-based foundation for the scuba diving rescue curriculum, allowing teaching to be conducted more professionally and systematically, and allowing participants to enjoy scuba diving with greater safety and confidence. In this study, eight experts, all involved in developing the scuba rescue curriculum, were selected, and the research was conducted with informed consent from all participants and in accordance with all related ethical rules. Improvement measures were identified for scuba rescue leaders, teaching programs and training facilities. The study revealed that to improve leadership, a system to verify the leader's ability should be developed and that, in general, the ability of scuba rescue leaders should be strengthened. To improve teaching programs, each scuba organization should produce updated program manuals, prepare evaluation standards, and develop programs that employ a wide variety of training equipment. Finally, in terms of facilities, improvements should be made by constructing artificial wave devices at training centers.
