A Study on the Improvement of Response System through the Case of Heavy Rain Disaster Response (폭우재난 대응 사례를 통한 대응체계 개선방안 연구)

  • Purpose: The Ministry of Employment and Labor has been working hard to ensure the safety of workers due to heavy rain during natural disasters as the responsible ministry in charge of preventing industrial accidents and health problems for workers. Accordingly, the Ministry of Employment and Labor intends to analyze actual cases of responding to heavy rain disasters and suggest ways to improve the response system. Method: An emergency response system implemented to respond to heavy rain disasters with an internal expert group composed of those in charge of disaster work at headquarters, local government offices, and Korea Occupational Safety and Health Agency, and an external expert group composed of professors, consulting representatives, and disaster managers from other ministries. Contents on self-inspection by industry, workplace inspection, use of serious siren, safety management and restoration work guidance were reviewed. Result: First of all, it is necessary to check the regular contact system from time to time, and it is also necessary to prepare and distribute detailed self-checklists for each industry. In addition, it is necessary to check the implementation of self-inspection when inspecting workplaces, and it seems necessary to have measures to increase the readability of information notified through serious disaster sirens. In addition, since safety work is done in the form of a contract, it seems necessary to prepare specific safety guidelines. Conclusion: In order to protect the lives of workers due to seasonal harm and risk factors, unlike the passive coping methods of the past, abnormal weather should not be regarded as an unexpected situation, and it should be actively and preemptively responding beyond the conventional framework.

A Study on the Reinforcement of Disaster Prevention for Construction Stakeholders in Korea (국내 건설공사 이해관계자에 관한 재해예방 강화 연구)

  • Purpose: In order to establish a safety management system led by an orderer in the construction industry, the orderer should be positioned at the peak of the construction industry safety management system and a system that can effectively support safety supervisors who can assist the orderer's role should be reflected. Method: This study collected and analyzed data on the status of safety management of construction business owners through prior research on safety management of construction business owners and a survey on the actual condition of those involved in the construction business. Results: The top priority is to improve the safety awareness and safety management capabilities of the orderer, and through these efforts, the orderer-led safety management system will be established when a national consensus on the responsibility of the orderer, such as the Serious Accident Punishment Act and the Occupational Safety and Health Act, is formed in the event of an accident such as a serious accident. Conclusion: In order to establish a safety management system led by an orderer in the construction industry, it contributes to disaster prevention by positioning the orderer at the peak of the construction safety management system and reflecting a system that can effectively support safety supervisors who can assist the orderer's role.

  • As the modern society becoms industry acceleration and urbanization, disaster and safetry education becoms important to educate and exercise the people for the disaster response and safety. This study suggests safety management method by simulation training and an attitude survey. The researchers of the study suggest as followers: First must be about strengthening eduation that accords to responsibility and part. The second need about manual build and simulation training for expansion disaster and crisis management. The last must be consideration to reconstitute of organization which of be not up to the disaster and crisis management.

A basic study on the introduction of safety management system for the costal/offshore fishing vessels in Korea (연근해어선 안전관리체제 도입에 관한 기초 연구)

  • This study analyzed the condition of marine accident and disaster rate of crew of Korean fishing vessels by vessel type, and checked the Australian safety management system and relevant regulation in Korea to suggest measures to build coastal/offshore fishing vessel safety management system in Korean coastal/offshore fishery. As a result, the power and production amount of Korean coastal/offshore fishing vessel is consistently decreasing while marine accident is increasing. Disaster rate of crew was higher than land industry, especially, the disaster rate of coastal/offshore fishing vessel was very high (100.0‰). Australia applies safety management system differed by vessel type and operation waters which fully considers the characteristics of pertinent vessel. The average accident rate of fishing vessels with gross tonnage over 20 tons among the Korean coastal/offshore fishing vessel was 13.6%, which was significantly higher than fishing vessels with gross tonnage below 20 tons (1.4%). Such result indicates it is urgent to implement safety management system to fishing vessel with gross tonnage over 20 tons and introduce fishing vessel safety supervisor. Establishing safety management system of coastal/offshore fishing vessel will contribute to consistent industrial development by achieving the general goal of reducing marine accident and spreading safety culture.

Developing and Applying a Framework for Safety in Domestic Walking Tourism (스마트 관광 시대에 국내 도보여행을 위한 안전정보 프레임워크 개발 및 적용)

  • Purpose This study aims to propose a framework for safety in domestic walking tourism, which defines the scope and type of safety information for tourists. Also, the framework provides a systematic classification for safety information in walking tourism. As the importance of safety in walking tourism due to the frequent occurrence of crimes and unexpected accidents increases, it is necessary to provide tourists with safety information on walking courses rapidly and systematically. However, most administrators (e.g., local governments) have mainly focused on providing tour information on walking courses through Internet websites or mobile apps, overlooking the safety issue. Besides, there is a lack of understanding of safety not only in walking tourism but also in the whole tourism industry. Design/methodology/approach This study proposes the framework that covers all possible safety-related information in walking tourism. Furthermore, to validate its availability, this study analyzes eight major platforms which offer tour information to tourists by applying the framework. Findings The major findings of this study are as follows. First, all platforms considered in this study do not provide any information on tourism safety, focusing on the provision of tour information. Second, three platforms currently provide an SOS function which means post-safety information. That is, no safety information is provided to prevent safety issues in advance. Finally, despite the increase of social concerns, all platforms do not provide safety information on public order and diseases in the social disaster classification as well as environmental pollution in the natural disaster classification. The details and implications of the findings are presented.

  • Analysis of risky behavior factors for workers in the manufacturing industry enables effective human error prevention and systemization of an efficient safety management system. This study examines the relationship between the effects of workers' work psychology, work environment, and work deviation factors on risky behavior intentions and the effects of such risky behavior intentions on risky behaviors. Among the small and medium-sized manufacturing industries, the analysis was focused on a survey of 80 workers in the manufacturing and processing industry. Looking at the results, it was found that work psychology and work deviation had an effect on the intention of risky behavior, but the work environment factors corresponding to job satisfaction and workload did not affect the intention of risky behavior. The relationship with colleagues, the degree of satisfaction or dissatisfaction with the job, the degree of importance of the job that the worker feels, and the tightness of time to digest a large amount of work do not affect intentionally inducing dangerous work, but they do affect risky behavior. In the absence of intention, the work environment factor was found to accompany dangerous behavior.

  • In this study, I analyzed problems of safety management system of hazardous substances and proposed improvement measures. By statistics of Korea National Fire Agency it shows that hazardous substances of not less than a designated quantity were 2,180 factorys, 24,732 handling places and 85,218 storing places in 2018. also It has been conformed that Fire accidents break out year after year in factory, etc. so In this study, I analyzed the safety controllers of hazardous substances of the present law and fire statistics. therefore I has been found out the problems that the first, safety controllers' status. the second, There is no laws related design, installation, installation supervision. the third, fire safety inspection. This study will be used a basic data for preventing of extensive hazazardous substances-related accident that is very difficult handling.

The Introductin of the Special Act on Port Safety in South Korea: First-year Results and Future Tasks (「항만안전특별법」시행 1년의 성과와 과제)

  • Objectives: The successful implementation of the Port Safety Special Act is a very important matter. Now that one year has passed since its introduction, this study aims to review the achievements so far and identify future tasks. Methods: The provisions of the Special Act on Port Safety were analyzed and the latest literature related to port safety management was reviewed. In addition, an in-depth interview was conducted with a business owner. Results: The achievements over the past year are as follows. As business operators took greater responsibility for safety management, blind spots in safety were resolved to an extent. Specialized training for the port unloading industry was provided, and a safety management system was established for unloading docks. In addition, the Ministry of Oceans and Fisheries was able to intervene in the prevention of safety accidents at ports through the deployment of port safety inspectors. In 2022, the port industry accident frequency and death rate declined compared to the previous year. Conclusions: The "Port Safety Special Act" has become relatively well established in the port industry over the past year. However, since the Serious Disaster Punishment Act was implemented in January of the same year, there is a limit on determining what is necessarily the effect of the Special Act. Future tasks include unifying contracts centered on cargo handling companies, supporting safety management costs, increasing the number of port safety inspectors, producing reliable port disaster statistics, and cooperating between the Ministry of Oceans and Fisheries and the Ministry of Employment and Labor.

  • Industrial disaster caused the deaths of 2,114, construction workers among them was the highest of 621 deaths. In the construction industry, has established a number of safety alternatives to prevent accidents. But until now, the cause of the accident has stopped being superficial analysis, awareness on the root cause of the acciden did not reflect. In this study, we analyze the characteristics and causes in G contractors' safety accidents. And innovation strategy, organization-wide safety management system and detailed tasks to derive essentially was to prevent the occurrence of large construction companies. A lot of business for accident prevention effect was transient and formal, to reflect a management style and organizational culture, and try to prevent construction accidents. we will strive to prevent the disaster from the construction site through the improvement of these.
