The policy tasks to achieve the purpose of the selective report system are as follows. First, in order to construct the statistics base, the establishment of the terms related to false alarm and false call, emergency button, and sensing signal and the development of the appropriate term to replace the electronic security guard are needed. Second, the electronic security companies should build the response system to abide by the 112 report standards of the police order. Third, the police should reexamine the establishment of the emergency report objects of the selective report system. Fourth, the reinforcement of the administrative regulation and supervision to enforce the police order strictly is required.

  • Purpose: The purpose of this study is to prevent construction safety accidents, and the design safety systems were reviewed. This paper aims to establish as an effective system by looking at the implementation procedures and contents of the design safety review system. Method: We reviewed the purpose and content of the law, accident statistics, etc. for the study. In addition, we looked at the implementation plans for actual construction sites using the 'design safety' assessment process as defined by the Act. Results: We divided it into the data review phase, the risk factor elicitation and alternative setup phase, and the design safety assessment report preparation stage. Conclusion: it is necessary to derive risk factors that take into account the diversity of construction sites. However, the effectiveness of other reports is questioned as they are often copied and written. Therefore, it is necessary to strengthen external verification procedures attended by construction safety experts.

  • Objectives: The purpose of this study was to investigate the factors in which employee's health beliefs affect their intention to get COVID-19 vaccines. Methods: The participants of this survey were 237 emlpoyees living in Busan. Data were collected using structured online questionnaires from April 26th to May 6th, 2021. The data were analyzed in SPSS WIN version 25.0 using descriptive statistics, t-test, chi-square test, multiple logistic regression analysis. Results: At the average score for each area of health beliefs regarding COVID-19, self-efficacy was 4.45 points, perceived sensitivity 4.71 points, perceived severity 3.59 points, perceived benefit 4.46 points, and perceived disability 2.19 points. Monthly income, perceived sensitivity, perceived severity, and perceived benefit were found to be factors affecting the intention to get COVID-19 vaccines. Conclusions: In order to improve the vaccination intention of COVID-19, it is necessary for subjects to recognize the seriousness of the disease, increase their sensitivity to the disease, and actively promote and educate the community about the benefits of vaccination.

  • Purpose: The objective of this research is to analyze the effects of industrial complex sites to manufacturing business of South Korea. Method: This research first investigates previous relative studies for employment factors of industrial complex sites. Second, this research identifies employment decision factors of industrial complex sites by applying the two-stage ordinary least squares method to the Korea Industrial Complex Directory and the census data on establishments published by the Statistics Korea. Third, this research provides findings and policy recommendations based on study results. Results: The number of major companies, production quantity, and diversity of manufacturing have positive impacts to employment of industrial complex. The ratio of foreign workers, the number of universities and colleges, and the fiscal self-reliance ratio are also important to employment of industrial complex. Conclusion: The employment enhancement policy of industrial complex should consider regional characteristics as well as infrastructure of industrial complex.

  • Purpose: This study proposes a plan for linking the Severe Accident Punishment Act and the Occupational Health and Safety Management System so that SMEs can meet the requirements of the Severe Accident Punishment Act only by maintaining and implementing the Occupational Health and Safety Management System. Method: Conduct a theoretical approach, such as a literature review. First, as a theoretical approach, the safety and health management system of the Serious Accidents Punishment Act was examined, the requirements of ISO 45001 were analyzed, and the statistics of small and medium-sized enterprises (SMEs) from 5 to 49 to which the 2024 Serious Accidents Punishment Act was applied and the number of accident deaths were investigated. Result: No problems were found in linking with the Serious Accident Punishment Act when constructing Occupational health and safety management systems (ISO 45001). Conclusion: It is judged that the establishment of Occupational health and safety management systems (ISO 45001) and management of implementation performance will be able to satisfy the Act on the Punishment of Serious Disasters.

  • As the number of automobile registrations increases yearly, parking spaces that are located in downtown areas are increasing, and mechanical parking facilities are also increasing. Therefore, there is a high risk of accidents when installing and repairing a mechanical parking facility. In the preceding six years (from 2012 to 2018), the statistics that pertain to accidental disasters indicated that a total of 137 disaster victims were generated by the construction sector, 33 accidents occurred, and 10 people died. However, only the safety management items pertaining to accidents that occur during maintenance work and the use of the installed mechanical parking facilities are being studied; furthermore, there is no ongoing research with respect to the risk management that is conducted at the construction site. In 2017, the Korea Occupational Safety and Health Agency (KOSHA) announced the "Guidelines for Safe Installation and Maintenance of Mechanical Parking Equipment"; however, it is a safety guideline that is limited to the installation of basic protective equipment and to facility installation. There is no model for mechanical parking facilities that is indicated in the "Risk Assessment Model by Construction Industry Type", which is issued by the Safety and Health Corporation and is widely utilized for risk assessment in the construction industry; moreover, elevator installation work CODE N0: 22 is the only major example of a disaster. In this study, "risk assessment through a focus group interview" was performed, and data was derived from the "risk assessment of Article 41 (2) of the Industrial Safety and Health Act", which reflects the characteristics of the construction industry based on AHP analysis. The results of this study can be utilized for the risk assessment that is conducted during the construction stage of mechanical parking facilities.

  • Purpose: The purpose of this paper is to analyze accidents and potential risks occurring at container terminals and to conduct on safety management plans tailored to container terminals. Method: A model for establishing a safety management plan is presented through a case study of container terminal risk assessment and literature analysis. Result: According to the 'Statistics of Accidents in the Harbor Handling Industry', 2,800 people were killed or injured during port work for 10 years from 2011 to 2021. This corresponds to an occupational accident rate of one person every 1.5 days. As a method of improving these accidents and disasters, a highly effective safety management plan should be established to prevent the recurrence of accidents in accordance with the Special Act on Port Safety. It is proposed to establish a safety management plan that reflects the risk assessment of container terminals, safety organization, safety budget, safety rules, and safety education.
