The burden of addressing the damage and financial losses caused by disaster events falls primarily on local governments. Given this reality, preparing for disasters and assessing the effects of disaster management would be more effective if both were carried out at the local level. However, disaster management in South Korea is realized at the national level, revolving around the central government. The Ministry of Public Safety and Security, which was newly established after the sinking of MV Sewol, was criticized for failing to carrying out its role as a "disaster control tower" in dealing with the earthquakes near the city of Gyeongju in 2016. The criticism, as well as deep anxiety concerning the ministry's ability to effectively respond to disasters, means that there is a need for a practical alternative plan to the current method of dealing with disasters. As such, there is an increasing call to re-examine the role of the police force, which played an integral part in past disaster response efforts, in future disaster events. Among the various activities the police force performs, this study focused on one particular role and function of the police, namely community policing. Specifically, this study examined community policing within the context of local governments. The primary purpose of community policing is crime prevention. But the police must respond to citizens' expectations and desires that the police expand the scope of its role. Thus, to maximize public safety and order, the police must be actively engaged in conducting disaster response activities. Hence, this study concentrated on the measures, including community policing, that need to be taken to enable the police to respond rapidly and effectively to disaster events, thereby minimizing losses, and to contribute meaningfully to disaster recovery efforts. Because community policing requires public cooperation, community-oriented disaster response and disaster management are closely examined. This study basically seeks to expand the scope of community policing to strengthen disaster safety. Furthermore, this study aims to assert that disaster safety can be promoted by establishing a cooperation system between the police and private security; changing how the role of community policing in disaster response activities is perceived; increasing professional manpower and establishing a comprehensive and independent department dedicated to disaster-related matters; and merging consultative organizations into one organization. Additionally, this study states that an integrated CCTV platform and police cars on disaster prevention patrol duties would enhance the capability of the police to respond to disasters and perform their community policing activities.
The purpose of this study is to examine the influence of family economic deterioration caused by COVID-19 on mental health among adolescents in grandparent-headed families. For the purpose, this study used raw data from the 16th Korea Youth Risk Behavior Survey constructed by the Korea Disease Control and Prevention Agency in 2020 and analyzed the influence of family economic deterioration caused by COVID-19 on anxiety, stress, depression, and suicidal ideation. The main results regarding research questions are as follows. First, 39% of 589 adolescents in grandparent-headed families experienced family economic deterioration caused by COVID-19. Also, compared with adolescents who did not experience family economic deterioration, those who experienced deterioration showed higher scores of anxiety and stress as well as higher percentages of experiencing depression and suicidal ideation. Second, regression analyses showed that family economic deterioration caused by COVID-19 positively significantly influenced anxiety, stress, depression, and suicidal ideation. Based on the analyzed results, strategies to protect the mental health of adolescents in grandparent-headed families in disaster like COVID-19 were discussed.
The Fukushima nuclear accident caused by an earthquake and a subsequent tsunami on March 11, 2011 has seriously impacted the environment surrounding the Fukushima Daiichi nuclear power plant. While all the residents near the plant were evacuated from the area deemed uninhabitable after the accident, residents of the neighboring area outside of the evacuation zone still seem to live in fear of invisible radiation. To understand Fukushima residents' thinking about the environmental risks that accompany a nuclear disaster, we utilize a poll of the residents of Fukushima conducted in 2013. Based on the survey data, we reveal factors that seem to strongly affect their knowledge and concerns about nuclear power plants. The results of the multivariate analysis show the importance of the following two factors: (1) confidence in mass media, and (2) trust in institutions in charge of administering the accident, especially the central government, the Nuclear and Industrial Safety Agency, and Tokyo Electric Power Company. We conclude that the more people trust mass media and particular institutions, the more likely it is that they are have an elevated sense of anxiety and fear of the presence of nuclear plants.
The purpose of this study is to verify the mediating effects of job insecurity on the relationship between COVID-19 risk perception and mental health in hotel workers. For this study, a sample of 633 hotel workers completed the questionnaires: COVID-19 risk perception, job insecurity, depression, anxiety, somatic symptoms. The data was analyzed by SPSS 25.0 program and PROCESS macro program. The main results can be summarized as follows. 1. The risk group of the job insecurity had a significantly higher level of mental health(depression, anxiety, somatic symptoms) compared with the normal group. 2. COVID-19 risk perception showed a significant effects on job insecurity and mental health(depression, anxiety, somatic symptoms). 3. The results showed a partial mediating effects of job insecurity on the relationship between COVID-19 risk perception and mental health(depression, anxiety, somatic symptoms). On the basis of the results, we discuss that hotel workers have the vulnerability of mental health in disaster situations such as COVID-19 pandemic, and that mental health risk increases due to the job insecurity caused by COVID-19. we propose the need to support human resource management measures and psychological programs for hotel workers.

Objectives: This study was conducted to evaluate perceptions of safety and risk among Korean industrial hygienists and the change between before and after the Sewol Ferry Disaster in 2014. Two surveys with questionnaires composed of 51 questions were completed by attendees of the Korea Industrial Hygiene Association(KIHA) conference. Methods: One was conducted at the 2013 KIHA Fall Conference(N=181) and the other was from the 2014 KIHA Summer Conference(N=123). Between these two surveys was the Sewol Ferry Disaster on April 14, 2014, which was believed to seriously affect safety and risk perceptions in Korea. Results: It was revealed that industrial hygienists' awareness of safety rules strengthened after the Sewol Ferry Disaster(p<0.05). It was apparent that people over the age of 30 were more sensitive to social safety. There was no significant difference in the evaluation and attitude regarding governmental safety policy between the years of 2013 and 2014. The credibility of public organizations responsible for the disaster management system decreased. The self-evaluation of respondents' safety level also decreased. This trend shows mainly in the younger generation. It was evaluated that the overall social safety level decreased and the anxiety level increased. The score on social safety on a ±5 Likert scale was 0.68 in the 2013 survey and -0.33 in the 2014 survey(p<0.05). It was reported that the most serious threat factors for accident or disaster were 'building collapse > illegalities and corruption > side effects of radiation therapy >accidents in normal activity > occupational disease,' in order. They picked 'safety ignorance > hurry-up habits and culture > focusing on short-term benefit > easy-going attitude > insufficient safety education' for the causes of low social safety levels in 2013. In 2014, they were 'safety ignorance > easy-going attitude > focusing on short-term benefit > insufficient safety education > hurry-up habits and culture'. Conclusions: This study has some limitations because it was originally not designed to survey attitudes prior to the Sewol Ferry disaster in 2013. In addition, the survey targets are industrial hygienists who are familiar with occupational disease and injury.

This study chiefly aims to find out the efficient ways of designing community facility convertible to refuge in case of emergency. In order to reach this goal, this study analyzed (1) definition of terminologies regarding disaster and refuge space, (2)present situation of regarding acts and standards, (3)function and spatial specialties of existing community facilities. Besides, in order to clarify the efficient design methods of 'function-convertible-type' community facility, this study executes archival research on (1)spatial requirements, (2)methods of designing futuristic community facility. When making design directives of community facilities, it is important to consider (1)vertical integration of rescue related function, (2)spatial division and architectural installation concerning privacy, (3)proper layout of locker room, shower room, toilet, etc. (4)appropriate size of unit space. It is desirable to execute the refuge function with minimum psychological anxiety in case of disaster through design guideline for 'function-convertible-type' community facility.

As a result of climate change, mountain sediment disasters due to localized heavy rain and mountain development are occuring more frequently, thus, increasing social attention to and demand for soil erosion control projects. However, since 2011 Seoul Wumyeon Mountain landslide, the public is expressing increasing anxiety as well as negative perception regarding defective project results. Therefore, this study investigated promotional terms and information media related to soil erosion control projects according to the consumer in order to increase awareness of soil erosion control projects. In this study, the information consumers were divided into experts and the general public and conducted a survey related to promotional terms and media for communicating relevant information. In the result, the experts chose landslide prevention and recovery projects (41.8%) as an appropriate promotional term for soil erosion control projects. The general public, however, chose mountain sediment disaster prevention projects (32.5%) as the appropriate promotional term. However, the analysis showed that it would be necessary to develop an promotional term that can encompass the concept of 'disaster prevention' including forest and soil disaster as the word 'landslide' can suggest soil erosion control is limited to landslides only. In the survey regarding the media for communicating information related to soil erosion control projects according to the consumer type, the experts preferred radio and TV as media to communicate the relevant information, while, among the general public, the youths preferred social media such as Facebook and Twitter (22.22%) and adults radio and TV (34.07%), As for the most effective way to promote soil erosion control projects, the experts chose traditional promotinal media such as newspaper, radio, and TV (0.172) whereas the adults and youths preferred the internet and Facebook (0.089). It appears that using the preferred media for communicating information related to soil erosion control projects according to the consumer type will be effective way to promote soil erosion control projects.
On August 3, 2023, a brutal incident of unprovoked violence, termed as "Abnormal motivated crime," occurred in a multi-use facility, where retail and transportation facilities converge, near Seohyeon Station. The assailant drove onto the sidewalk, hitting pedestrians, and then entered a department store where a knife rampage ensued, resulting in a total of 14 victims. In the aftermath of this incident, numerous murder threats were posted on social media, causing widespread anxiety among the public. This fear was further exacerbated by the emergence of a "Terrorless.01ab.net" service. Purpose: This research aims to explore necessary institutional improvements for private security personnel who protect customers and employees in multi-use facilities, to enable them to perform their duties more effectively. Method: To assess the risk of Abnormal motivated crime, a time series analysis using the ARIMA model was conducted to analyze the domestic trends of such crimes. Additionally, Result: the study presents suggestions for improvements in the domestic security service law and emergency manuals for multi-use facilities. Conclusion: This is informed by a legal analysis of the indemnity rights for weapon use by private security guards abroad and their operational authority beyond weapon usage.

Objective : The aim of this study is to examine the characteristics of somatic symptoms in patients with PTSD according to trauma type. Methods : The subjects of this study were 84 patients diagnosed with PTSD according to the DSM-IVTR and CAPS criteria. The subjects ranged in age from 18 to 76 years, and they were recruited from 18 hospitals across the nation. All participants were asked about their trauma history, and they all completed the Davidson Trauma Scale (DTS), Beck Depression Inventory (BDI), State-Trait Anxiety Inventory (STAI), Impact of Event Scale-Revised (IES-R) and Korean-Physical Somatic Symptom Inventory (K-PSI). The items of the K-PSI were categorized into 5 groups according to organ system, and the participants were classified into 6 groups according to trauma type. We compared the results of the social demographical scale, DTS, BDI, STAI, IES-R and each recategorized subscale of the K-PSI among the six groups. Results : There were significant differences between the 6 groups in terms of the Korean-Physical Somatic Symptom Inventory scores for each organ system, except for the cardiopulmonary system, as well as the BDI scores. Post hoc analysis revealed differences between the combat-related trauma group and all other groups but not among any of the other groups. Conclusion : Our result showed that there were significant differences in the somatic symptom scores among the 6 trauma groups. However, patient age and the time elapsed since the traumatic event may have hada crucial influence on the result of this study.
